Hello from the Capitol!

The Second Regular Session of the Seventieth General Assembly kicked off
earlier this month and were off to a busy start! Below are some comments
bringing you all up to speed on what we accomplished last year and what were
working on so far this session, as well as some links for more information. But
first, I thought you might enjoy watching this new House GOP bio video to get to
know me a little better.

Last year, my first year at the House, six of the major bills that I was directly
involved in were signed into law by Governor Hickenlooper. This was a very high
level of success, especially for a rookie! One of these bills created a plan to study
bear management tools, including expanded hunting, to address the growing
number of bear-human conflicts in Colorado. Another prohibited manufacturing
marijuana concentrate (hash oil) in a manner which could cause explosions and
fires, with new felony punishments. Next, we turned to local economic drivers:
established a tax-free jump-start program in economically distressed counties;
opened up the profession of nurse practitioners by reducing government
regulations; and increased opportunities under the Cottage Foods bill to allow
production and sale of more foods from home (such as tortillas, empanadas, and
pickles) without undue government control.
This year, I have again been assigned to the Judiciary Committee, a very busy and
high-level reference committee. I am also a part of the Joint Legal Services
Committee, with oversight of the executive branch and potentially overreaching

regulatory practices. I will continue to serve on the ongoing Interim Committee on


School Safety, where I continue my fight opposing unnecessary lawsuits against
teachers and administrators. Given the effort required for all that, as well as my
efforts on three interim committees over the summer, I was granted a reprieve from
continued service on the somewhat ineffectual State Affairs Committee (referred to
as the kill committee). Additionally, I was honored to be appointed by Leadership
to the Colorado Commission on Uniform State Laws as one of two Colorado
legislators who will join with other Colorado attorneys as well as attorneys from
around the country to work on national laws like the Uniform Commercial Code. I
am also one of two members of the House of Representatives appointed by
Leadership to serve on the Colorado Bar Associations Board of Governors.
Currently, I am running five bills in the House this session as well as cosponsoring
a Senate Bill. One of my bills involves the misuse of electronic images by minors
so-called sexting. Right now, the only recourse against juveniles sharing sexually
explicit images is to charge them under the felony of child pornography, requiring
sex offender registration. This bill would create a misdemeanor charge, providing
an appropriate punishment without the stigma of a felony on their records, and
providing a chance for rehabilitative justice. Another bill would extend the bear
hunting season by one month, starting August 1 instead of September 1, in order
to help curb the recent and troublesome uptick in bear populations and
aggression. I will also run a bill to save the State money by allowing legislators to
attend non-voting interim committee meetings by video conference. Additionally, I
will introduce a resolution aimed at limiting federal Antiquities Act measures by the
Obama Administration that seek to control or take over Colorado lands. Finally, I
am proposing an interim committee to study the net cost to our state of legalizing
recreational marijuana. This committee will look at the concerns of citizens
regarding the effects of recreational marijuana as well as the financial costs of
legalization in Colorado.
