Technical Assistance to Develop Geodatabase and Web Applications

Terms of Reference
1.

BACKGROUND

Maldives Land and Survey Authority (MLSA) requires the service of a consultant to develop a
geodatabase and a web based mapping applications using JavaScript and ESRI ArcGIS Server for the
National Geographic Information System (NGIS) of the Maldives. The purpose of this application is to
distribute various spatial data collected in the NGIS to the public and other government agencies.
2.

TASKS OF THE CONSULTANT

The tasks to be undertaken by the consultant under this outline Terms of Reference are to be
undertaken in close collaboration with the MLSA and relevant stakeholders as necessary, and include,
but are not necessarily limited to, the following:
1. Review and improve the existing situations, databases, current application and hardware setup
in MLSA and recommend improvements on data security and systems security and integration
between different systems.
2. Liaise with MLSA staff and collect application development requirements.
3. Review output formats to better understand expected outputs from the system.
4. Design, develop, extend and implementation of webpage and web based application with
information provided by the MLSA, using a JavaScript API platform.
5. Design appropriate security architecture for the webpage and web based application and
implement this security mechanism for the interactive method through the webpage and
develop web based application (Users must not be able to download any content off the
webpage). The webpage must support both computers and mobile devices.
6. Provide a training to MLSA staff to enable them to effectively operate the webpage and web
based map application and as well as involve them throughout the design, build and
implementation of the webpage.
7. Provide additional materials for future web based training materials (tutorials, detail technical
documentation - install guide, administration guide, user guide), which will ensure system
sustainability.
8. The web-based application shall at least cover the following features as a minimum
requirement.
a.
Interactive interface in webpage format which is mobile device friendly.
b.
Registration and Log in system and should support options for different user levels,
depending on data type or organizational structure.
c.
Map layers list which allows individual layers to be turned on/off.
d.
Map legend.
e.
Searchable by island name, address etc. and development of different filtering options
(e.g. by atoll and island)

Simple queries and analysis, including predefined queries and dynamic queries, based on
user requirements. Visualization options in form of a table view, graphs/widgets, map
view - e.g. choropleth maps.

Integration with non-spatial data (census, socio economic data linked to GIS, mapped and
searchable)

Customized map printing and data downloading functionality.
The consultant must import test data and based on data availability also import full scale data.
Install the newly developed program to the server of MLSA to its full functional condition.
Install and use only the licensed and up-to-date software on the web server.
Implement/advise the technician/IT staff of the MLSA the best way to backup/restore the web
applications in case of the server failure.
Conduct testing of the new web-based applications. Testing must include detailed test plans,
completed under supervision of MLSA staff.
The consultant will give service warranties, provide maintenance and troubleshoot of problems
which might arise, for one year from the date of validity check of the web applications.
Provide a fully commented source code. The source code must be buildable, with reference to
all dependable required.

QUALIFICATIONS REQUIRED

The consultant firm should have prior experience in designing, developing and supporting
implementation of a Web based GIS application using ESRI ArcGIS technology and JavaScript. Priority
will be given to consultants who have previously worked in Maldives in similar projects.
The Consultant must provide a team of experts who can demonstrate the following eligibility criteria:
I.

An advanced university degree in GIS or related field;

II.

Minimum 7 years of experience in Web Application development. At least 5 years experience


working in GIS development and previous experience in institution development is highly
desirable, additional experience working in GIS and IT sector development in the public sector
institutions is desirable.

III.

Experience in conducting a similar assignment in GIS mapping and production of web-based


interactive maps in appropriate software.

IV.

Strong practical experience in using Geographic Information Systems (GIS), specifically ESRI
products such as ArcGIS.

V.

Expert knowledge of database using SQL Server, geocoding/GIS techniques using Esri ArcGIS and
JavaScript API.

VI.

Excellent interpersonal skills and demonstrated ability to communicate proposals and


anticipated outcomes to project stakeholders are essential;

VII.

Demonstrated ability to work for extended periods without direct supervision;

VIII.

Fluent in written and spoken English; and a high level of computer literacy is required.
Client/server hardware and software; input/output technology, digitizing equipment, internet
services and related technologies.

Location(s) for Provision of Services


1. The Consultant shall perform the services at the client's Office in Male, Republic of Maldives
and in the consultants home country.
2. The Client will provide the Consultant with 1 (one) full time counterpart for the duration of the
Services. Office space and office facilities will be provided at the Clients Office.
