European Commission (EC)

Overview
The European Union (EU) is one of the largest donors to Afghanistan.
The EU has committed EUR 200 million per year (EUR 1.4 billion total)
to Afghanistan as part of its new Country Strategy for 2014-2020. A
significant portion of these funds is channeled through national
programs and multi-donor trust funds, including EUR 400 million of
direct budget support through its state building contract with the Afghan
Government. Beginning in 2016, 20% of EU planned commitments will
be subject to an incentive program conditional on government reforms.

human development, and to foster rule of law and respect for

ODA from the EU budget is managed by the European Commission


(EC) through the EU delegation to Afghanistan. Afghanistan also
receives support through regional EU programs for Asia. EU
humanitarian assistance is provided by the European Commissions
Directorate General for Humanitarian Aid (ECHO) which has an
autonomous office in Kabul.
