Films, like other art forms, are reflections of social
and cultural realities as well as our inner lives and sentiments.
Back in those days, when film reels were delivered from
production houses to the cinemas through bicycle, when we
transported reel after reel of moving images from one movie
house to another, we saw the beginnings of Filipino cinema.

From the time Dalagang Bukid, the first film produced
by a Filipino, was screened, the Pinoy film industry has gone
a long way. The bikes and the reels are gone, but the character
of Filipino cinema, the spirit which inspires it remains alive in
the regions as much as in the metro.

With Cinema Rehiyon 7: At the Crossroads of the
Seventh Art, the flagship program of the National Commission
for Culture and the Arts (NCCA) National Committee on
Cinema, we want to bring films by the Filipinos to a greater,
wider audience. We advocate the awareness of distinct regional
perspectives through the film medium.

Filipino cinema cannot remain Manila-centric. We can
only build this nation by pooling together the strengths of our
collective heritage as revealed through the art of cinema.

As the prime government agency dedicated to the
preservation, development and promotion of arts and culture
in the Philippines, the NCCA supports Cinema Rehiyon 7 and
commends the National Committee on Cinema for creating
a platform for our regional filmmakers to showcase their
impeccable talents and out-of-the-box vision for Filipino
cinema. With the vision, Filipino culture as the wellspring
of national and global wellbeing we forward Philippine
cinema as a prime reflection of Filipino culture and identity.

The National Commission for Culture and the
Arts (NCCA), the prime government arm dedicated to the
preservation, development and promotion of arts and culture,
commends the National Committee on Cinema (NCC) for the
conduct of the 7th Cinema Rehiyon, the seventh showcase of
regional films around the archipelago.

CR7s theme, At the Crossroads of the Seventh Art,
reflects the state of Philippine cinema. From the mainstream
scene of the metro, we venture into the rougher roads of the
regions to capture and share the realities, the beauty and
courage in the struggles of our fellow Filipinos.

With the proliferation of Western films in our cinemas,
we are fortunate to be witnesses to these regional gems that
would complete and eventually empower the Philippines
silverscreen industry. These are true treasures that we need to
promote not only locally but also internationally.

We congratulate every filmmaker who took their
camera out to capture the flare of the Filipino imagination, the
Alab ng Haraya. The NCCA is most delighted that through the
efforts of the industrious members of the Cinema Committee,
Cinema Rehiyon has now blossomed into one of the most
recognized film festivals of the country.

Through these creations, we wish to impart to the
Filipino people the vision of the Commission, Filipino culture
as the wellspring of national and global well-being,

Cinema is not only a powerful vehicle for culture, arts,


education, leisure and propaganda; it is an art in itself, an
entertainment, a language, an inspiration. It can influence
people to move. It is also a reflection of our society both past
and present. Movies allow people to be taken to places they
cant get to on their own, be it travel, or culture or learning.
Therefore we should make it an important part of our tools
towards growth as a country.
I fully support the efforts and the move for the enlightenment
of the Filipino film industry by exploring the different regional
films and I look forward to the growth of the industry that can
provide additional employment for the people of the Province
of Cebu and the other neighboring provinces and regions.

In behalf of the City and the citizens of Cebu, I
welcome all the delegates and guests to the Queen City of the
South as we proudly host the 7th Cinema Rehiyon this year!

Our beloved city has kept a thriving film heritage
throughout the years. Thanks to avenues like the Cinema
Rehiyon for promoting the cinemas from the different regions
in our country such as Cebu. Since its creation, our artists and
filmmakers found the motivation to produce more films with
their creativity and resourcefulness.

To sustain and preserve this legacy, we ordained the
Cebuano Cinema Development Council, as well as to create
a constructive environment that will encourage our local
filmmakers in producing a homegrown cinema that can be
a source of inspiration with a strong sense of our peoples
identity as a community.

Once again, congratulations to the organizers of this
event. I also commend the efforts of the National Commission
for Culture and the Arts and all artists for the commitment
and passion in bringing this festival and its advocacy to its 7th
year! May the succeeding years be even more fruitful!

CINEMA
REHIYON
Seven years ago, the National Commission on Culture and Arts
cinema committee had the vision to enrich Philippine cinema
with the largely undiscovered filmic creativity dubbed as cinemas
in the region.
It is from that vision that the regional film festival of the
Philippines, the Cinema Rehiyon, was born. Its initial two steps
in 2009 and 2010 began in the Cultural Center of the Philippines.
From there the festival travelled the archipelago, landing in
Davao (2011), Bacolod (2012), moving northward to Los Baos
(2013), then southbound again to Cagayan De Oro (2014). For
every iteration of the festival, its organizers, shareholders,
curators and filmmaker delegates have held fast to the ideal that
Philippine cinema is the sum total of all cinemas in the regions.
The seven-year old festival finds itself today at the heart of Region
7, and the road to Cebu has not been without its detours. It is
the first time that the Cinema Rehiyon festival is not celebrated
during the national arts month when it was traditionally held
every February. It is also the first Cinema Rehiyon under a new
NCCA leadership and a fresh set of officers of the NCCA Cinema
Committee. NCC Chairman William Mayo had a stroke earlier
this year and instead of weakening the committee, it galvanized
the other members to perform better. Still recovering, Direk
William Mayo is here with us, gracing the event, proof of his
resilience and commitment to the Cinema Rehiyon festival.

These changes notwithstanding, the commitment is still same


or perhaps even more vigorous and that is to present regional
cinema; a myriad of cultures in all its vibrant energy and colors,
in order to cultivate a profound and enlightening vision of our
multi-faceted identity as Filipinos.
Cinema Rehiyon 7 showcases 17 full-length features with 57
short films chosen to celebrate the diverse Filipino heritage and
to present the discourse that cinema in the regions is national
cinema. Cebu offers a unique setting because it had a vibrant
cinematic scene especially in the 60s and 70s. It is perhaps the
only region, outside of Manila that boasts of its own film making
culture.
Cebuanos have lost most of its 200 or so films produced in the
last decades. The screening of Badlis sa Kinabuhi as opening
film in the 7th Cinema Rehiyon Film Festival is an attempt to
take a glimpse at the past glory of Cebuano cinema. And for the
nearly 100 delegates and guests celebrating the Cinema Rehiyon
experience this 2015 in Cebu, the crossroads of the seventh art,
may you all take the right path to healthy and vibrant cinemas in
the regions.

Now on its 7th year, Cinema Rehiyon arrives in Cebu this 2015!
As a delegate from Cebu since the very first Cinema Rehiyon in 2009, I
have seen how Cinema Rehiyon grew and changed through the years with
each host venue adding something different and vital making the festival
truly national and at the same time truly regional. It is auspicious that
on its seventh run, the festival is hosted by the city center of Region 7,
in the middle of the country; a crossroads of trade, art, that connects the
North to the South and vice versa. So it is only a given that we choose the
rainbows colors, all 7 of them, for the Cinema Rehiyon logo to celebrate
our diversity as well as our solidarity.
And the puso; the hanging rice, is chosen as this years festival logo to
highlight the native identity that makes each Cinema Rehiyon different,
as well as highlight the practical creativity of the Cebuanos. Puso being a
staple can also indicate how cinema is fast becoming a favorite staple of
the Filipinos cultural diet. Schools and towns around the country now
have their own short film festivals where anyone can present their homegrown stories and be appreciated by a live audience directly or remotely
through the Internet.
Every year, Cinema Rehiyon has the mission to reinvigorate national
cinema by putting the spotlight on the regions. Before Cinema Rehiyon,
Cebu has contributed talents; both on-screen and off-screen as well as a
unique cinema culture to the diversity that has always been present yet
understated in Philippine cinema. It is to give tribute to this heritage that
Cinema Rehiyon 7 opens with Badlis sa Kinabuhi (Lifeline, 1969), a boxoffice hit which also earned best actress and best child performer nods
for living legend Gloria Sevilla and Frankie Navaja Jr. at the 1970 FAMAS
Awards. Later, the film represented the Philippines at the ASEAN Film
Festival, Indonesia and the Berlin Film Festival.

For this years film line-up, three venues are provided; SM Cinema, Cine
Oriente, possibly the oldest running movie theater in the country that
is now equipped with the latest digital movie projection system; and the
Film and Media Arts Academy Mini Theater, the newest school in Cebus
growing educational landscape dedicated to movie craft and production.
At the latter venue, forums will be held to address key topics and trends
important for the sustainability of regional cinema and transformation
of Philippine cinema, particularly discourses on reimagining regional
cinema and considering the regional as the Other, practical talks on how
filmmakers can have the world as their audience and film restoration as a
way of preserving heritage.
This years programming of full-lengths and short films follow a labeling
of common themes with category names to engage the imagination; such
as Existential Exits, Gender Blenders, This Land is Mined, True Bromance,
No Left Turn and many more. These commonalities show that the regions
share more than just the love of cinema and movie production.
The film closes with the magnum opus of that singular pioneer of regional
cinema, Kidlat Tahimik, who challenges the conventional and celebrates
the native spirit through his art. A work thirty-five years in the making,
the film explores the circumnavigation of the first Filipino balikbayan
Enrique who was a slave-servant to Magellan whose death in Cebu starts
Enriques new chapter as a free man; as every ending leads to a beginning.
As Festival Director, I wish to acknowledge the support of the NCCA
and its Board of Commissioners for without them this celebration
is not possible; the members of the National Cinema Committee for
their dedication and passion for Cinema Rehiyon; our partners and
shareholders in Cebu for their support; and for the festival staff and
our volunteers, my deepest thanks and affection. To our delegates and
guests, I hope youll enjoy the hospitality of the Queen City of the South
and know that youre always welcome here and let us celebrate together
the bond that we share, which is the pride for our regional individuality
and its expressions on the silver screen.

Forum 1 RE-IMAGINING REGIONAL CINEMA


As with mainstream cinema, regional cinema has always been viewed
from those in the center with the region as a default marginal space, an
exotica within the nation that is also imagined. In this forum, we aim to
look at the notion of cinema from the region and revisit their aspect of
authenticity, subversion and contribution to the National Imaginary.

Forum 2 THE REGIONAL AS THE OTHER IN CINEMA


The film products from the region have always been viewed as different
and anomalous compared to the standard and normal embedded in
cinemas produced in major productions that are generally Metro Manilabased. This forum will attempt to explore to what degree the
region has accepted the peripheralization in terms of images and
identities that the cinema in the region produces. Is this othering good
for the region or does the process diminishes the act of the region to
assert the identities present in its space?

FORUM 3 GETTING THE WORLD TO SEE YOUR FILMS


Regional cinema and the so-called indie films have thrived on the lack of
commercial appeal, which translates into a dearth of audience support.
This forum shall address that crisis of arts. Audience development, film
education, and looking into forms and content that are marketable are
just some of the aspects and theme that this forum will look into.

FORUM 4 FILM AS HERITAGE: RESTORING AND

more than the physical aspect of restoration and storage, this forum
will problematize on memory, on how the film artists can contribute to

In Badlis sa Kinabuhi a Cebuano family is torn apart after the mother kills
a family friend who tried to rape her. The film was entered in the 18th
FAMAS Awards and received 12 nominations out of 14 categories. Gloria
Sevilla won Best Actress, Frankie Navaja, Jr. won Best Child Performer,
and the late Mat Ranillo, Jr. got a posthumous award (he had earlier died
in a plane crash in 1969). The film was the Philippine entry to the ASEAN
Film Festival in Indonesia, and was showcased under the informative
division of the Berlin Film Festival (it was dubbed in English in Hong
Kong and retitled Destined). In 1970, Badlis Sa Kinabuhi was released in
its original Visayan version in Metro Manila and did well at the box office.

Language is the key to the empire. Enrique is the slave of Ferdinand Magellan,
who circumnavigated the globe. Aside from bathing Magellan every evening, Enrique
also has to translate Filipino languages into Portuguese and Spanish. The film opens
with a cardboard box containing film rolls being dug up from the ground. Shot in 1980
and now showing their age, the images tell the story of the circumnavigation. Magellan
died shortly before the journey was completed, but had authorized that Enrique, now
by default the first true circumnavigator, was to become a free man. Enrique carved his
memories of the journey into wood, with the sculptures adorning his garden. Balikbayan
#1 weaves together the official story with that of Enrique, as well as with the directors cut
of what Tahimik started filming 35 years ago, in order to find out the truth and continued
in a village in the province of Ifugao in 2013.

Although there is considerable decrease in full-length film
productions in Luzon regions last year compared with the last
two years because of subsequent decrease in grants from festivals,
those produced proved important in the development of regional
filmmaking. For instance, Magkakabaung (The Coffin Maker)
directed by Kapampangan filmmaker Jason Paul Laxamana bagged
top prizes including Best Film in local and international festivals.
The film continues its rounds in international
festivals this year. Produced by local producers and not through
grants from festivals, Magkakabaung shows that making films in
the regions need not be dependent on grants and that it can be
sustainable.
Independent filmmaking is also alive in northern Luzon, and it is
interesting to note that an alternative distribution system exists,
particularly in Benguetfilms are made straight to DVD and
peddled door-to-door or sold in Baguio City. One example is an
Igorot film made and distributed independently by Boyong Daguines
(director) titled, Buso/Busol, The Last Headhunters to Christianity.
A lot of Igorot films are actually made independentlya quick
search in Youtube will show results of these films trailers. This
means that local filmmaking in the North is flourishing, and it is
high time that a regional film festival is organized there so that
it can showcase the films to a larger audience and sustain local
filmmaking.
Festival grants, however, remain to be a primary funding source
of regional filmmakers, and it is apparent in the documentaries
produced by Sine Totoo of GMA 7. Three documentary films from
Luzon were produced in that festival; two of which are showing in
Cinema Rehiyon 7. These are Lester Valles Walang Rape sa Bontok,
which won the top prize, and Universe Baldozas Marciano. The

other one is Ferdinand Balunags Agbalbalitok about Benguet


miners working in a small rundown gold mine.
Down south of Luzon, an inter-region collaboration in film
production was also made possible through a festival grant.
Arnel Mardoquios Alienasyon, produced by Quezon City Film
Commission, was made by crew from Davao, Cavite, and Laguna
and cast from Manila and Laguna. It was mostly shot in Los Baos,
Laguna, providing an on-the-job training for young filmmakers in
the Calabarzon region. Such exchange is one modality how regional
filmmaking can be continuously developedevery region helping
other regions.
Last year during the run of Cinema Rehiyon Reloaded Caravan,
screenings were held in three regional centers namely, Baguio
City, Laoag City and Legazpi City, to reach out to places where a
regional film festival is not yet in place or where local filmmaking
is not yet active. The goal is to introduce regional filmmaking in
the hope that the audiences are encouraged to make films and/or
organize workshops and festivals. Interestingly, we found out that
a horror film festival is held annually in Laoag City sponsored by
Ilocos Norte Governor Imee Marcos. Baguio City is home to a lot of
artists, filmmakers included, although a film festival has not been
held there for years. Legazpi City is one curious case. Legazpi City
being a regional center in Bicol, one would expect a lively art scene
there, including filmmaking, but it is not yet the case.
While some regions in Luzon, such as Baguio, Pampanga, Cavite,
Batangas, Laguna and Naga, have established local festivals and
film scenesome outputs of which are programmed in CR 7
there are a lot more cities and provinces in Luzon that have none.
This is the challenge that confronts us: to spread the practice and
advocacy that is regional filmmaking.

For five consecutive years, Pelikultura has been the honing ground
for aspiring filmmakers in the Calabarzon region. With the aim to
empower the regions filmmakers, the festival continues to nurture
our young, dynamic filmmakers. This is an avenue and a platform
for future endeavors in the field of filmmaking.
Laguna and UPLB served as the home for our regional film festival
for the past four years. This year, Cavite was given the opportunity to
host and continue the tradition that I myself, as a young filmmaker
was nurtured with. The 5th Pelikultura Film Festival was held at
De La Salle University on February 2015. We were overwhelmed
with the number of entries this year, as weve showcased 20 films
in competition (10 narrative and 10 experimental films), and 15
films in exhibition.
This years Pelikultura Film Festival was packed with talented
filmmakers from across the Calabarzon region. The quality of work
continues to develop each and every year. This years best film Sky
is Everywhere by two-time winner Ralph Quijano and Ugkat by
Alyssa Suico are proof of the brilliance that Calabarzon filmmakers
possess when it comes to molding their personal stories through
film. Last years documentary film winner Anj Macalanda ventured
into fiction with her film Wawa which won the Jury Prize award,
has won several awards in UPs POV, selected for exhibition at
Cannes Film Festival and is a finalist of this years Cinemalaya Film
Festival. Lexian Losley Avestruz returns to Cinemarehiyon 7 with
his film Kahit sa Anino, which made its debut in Pelikultura.

Two of the festivals finalists were also included in this years CR7
selection. I can say that both are the younger and the future
generation of Calabarzon filmmakers. ImPerfect by Olga Vivero
and Joyce Gula of De La Salle University - Dasmarias foreshadows
the fallacy of beauty in their 3 minute experimental short film. The
youngest of all the finalists, Darlene Pearl Ramos has captivated a
lot of audiences with her film Highschool.
Outside Pelikultura, Calabarzon filmmakers are making their
mark on the industry. Two filmmakers from Cavite are finalists of
Cinemalaya 2015; Papetir by Darwin Novicio and Kyel by Arvin
Belarmino.
In line with organizing this years Pelikultura, we have organized a
group known as Cavite Filmmakers Association. The organizations
goal is to create a solid network of filmmakers that will help and
support each other in improving and creating a filmmaking scene
in the province of Cavite, as well as to promote and support the
filmmaking scene in the CALABARZON Region. As for the last
couple of years, Cavite was not really well known for having a
scene and is sadly one of the poorest contributors when it comes
to film output.
The organization is newly formed and needs a lot of support and
help, as the main problem lies with the members commitment
and priorities. Hopefully, our home-born filmmakers will find the
passion to collaborate and help raise the filmmaking scene in our
province. Will it bloom or not? Only time will tell.

The 4th CineKabalen Kapampangan Film Festival (CKFF4), held in
December 2014, saw a decrease in the total number of submissions.
From CKFF3s 25, the total submitted short films in CKFF4 went
down to 17. But
a closer look at the submissions proves that this decrease in
quantity isnt necessarily a bad thing.
One reason behind the decrease is the fact that a lot of Kapampangan
filmmakers who participated in past editions of CKFF chose to
collaborate instead of making individual entries. As a result, a
noticeable increase in both technical and creative quality is evident
in most of the entries. The organizers, including myself, see this
as an improvement, as we have made have agreed that instead of
getting 30 plus entries, we would prefer to have fewer but better
entries.
The increase in quality is evident in the eventual fate of some of
the entries. The CKFF4 Best Short Film, Mis Da Ka (I Miss You) by
Carlo Catu of Pampanga, for instance, became finalists in the 5th
Singkuwento International Film Festival, along with the Runnerup, Qng Pangacupas Ning Matingcad Cung Cule (Fadeaway by
Jerome Cunanan of Tarlac. Catus film eventually bagged the First
Honorable Mention Short Film in the said festival. Catu has since
moved on to direct his first Kapampangan feature film, Ari (My
Life With A King).
Another entry, Susukdul King Banua (As High As The Sky) by
Cheska Salangsang, a film student from De La Salle College of St.
Benilde, also won the Jury Prize and Best Editing Award in her
schools independent film festival, CineSB.

As the annual staging of CKFF proves to be financially and physically


challenging for the organizers, an eventual disintegration of
the event is looming somewhere on the horizon. Kapampangan
filmmakers, however, have decided that the production of
Kapampangan films should not stop just because CKFF does. It is
for that reason that a number of young Kapampangan filmmakers
decided to band together to form not an organization but a
movement, called KACIMOV, or Kapampangan Cinema Movement.
KACIMOV is a network of Kapampangan filmmakers mainly
from Pampanga and Tarlac who have sworn to fulfill a number
of Kapampangan film-related obligations as enumerated in a
manifesto. The most important items in the manifesto are:
I will make mainly Kapampangan films, or take part in the creation
of Kapampangan films directed by Kapampangan filmmakers,
at least once a year, with or without film festivals, competitions,
or requirement by any institution such as the Church, school, or
work, and I will always bear in mind that every Kapampangan
film I make is not just an expression, reflection, or extension of
myself, but also of this movement, Kapampangan cinema, and of
the Kapampangan community.
The next time you see the KACIMOV logo in the poster or credits
of a Kapampangan film, you will know that the director is a part of
the movement.

It all started in 2009 with its forerunner Dalan, a Bikol term which
is a homophone and homograph for road and to watch.

With the creation of the Ateneo de Naga University Center for


Culture and the Arts in 2012, came PASALE.
Pasle: A Film Concourse and Advocacy in Bikol, the regions leg
of CINEMA IN THE REGIONS (CinemaRehiyon) of the National
Commission for Culture and the Arts, under its Film Committee.
Pasale is a Bikol term which means to show and to showcase.
Building a tradition of its own under the new name PASALE, it
is a conference on and a competition in film. Usually running on
a 3-day event, it features film scholars and filmmakers; lectures,
screenings and forum. In Pasale I (2012), invited personalities were
NCCAs very own Mike Rapatan who was then Film Committee
Chair, Manunuris Nic Tiongson and Bacollywoods pride and filmmaker Peque Gallaga. Pasale II (2013)
ventured into a partnership with Film Development Council and
Manunuri ng Pelikulang Pilipino with National Artist for Literature
Ben Lumbera as keynote speaker. A workshop on film critiquing
and review facilitated by UPs Roland Tolentino and AdMUs
Benilda Santos, both from Manunuri, was its
added attraction, breaking away from the usual lectures and
screenings. It also included a special screening of Thy Womb
and First National Artist Gerry De Leons Sisa. It also coincided
with the annual meeting of the National Film Committee in
Naga, alongside the festivals activities. Pasale III (2014) brought
the festival outside its confines with lectures and screenings in a
partner-school University of North Easter Philippines in Iriga City
(30 kilometers south of Naga) and two (2) barangays (Casuray
and San Roque) of AdNUs partner-municipalities: Magarao and
Canaman, both in the Province of Camarines Sur. Bicolano and
veteran actor Jaime Fabregas was a featured guest.

Love seems to unite the Visayan films, with each filmmakers tackling
love in various ways. Like love itself, each filmmakers motivations
is difficult to quantify through words much less through visuals.
In award-winning filmmaker Tara Illenbergers Gaid, love drives
two people insane - both seek answers to questions driven by
their emotional attachment. Illenbergers first Hiligaynon short in
a seven year lull is both sincere and inspired. Instead of forcing
Ilonggo culture in her film, she creates a
scenario wherein Ilonggos are like any other.
Raygen Gonzales Punta is also about love fleetingly shared by
two youngsters. A product of the annual Bacollywood Workshops,
Punta suggests a quick escape as a solution. Gonzales carefully
stages a grand act of love and devotion with a dramatic twist, that
perhaps only few can truly understand.
Reymundo Salaos Bantay Salakay ironically tackles love in satire.
Ego, power and insecurity are confused for love. Many character
motivations are hardly traced to love, situations show where its
used to turn people to its pawns.
Love for public service is investigated in Mia Reyes Sin-o si Mel
Carreon? a short documentary about a man with the longest record
in running for Iloilo City public office but never won any seat. Reyes
takes Carreon seriously even if the Ilonggos do not. Seen only as
a comical figure and a nuisance during election time, Carreon is
given a venue to show what he can offer.
Yuhom, by debuting filmmaker Blessel Toledo, shows us a mothers
love for her son. When a charming little boy dreams of going to
Bacolod, the city of smiles, he saves money but his mother has
doubts as to how hes able to do so.

The only full-length film coming from Western Visayas, promising


filmmaker TM Malones Dapya Sang Paglaum is a documentary
that features typhoon Yolandas survivors in Isla Naborot. Malones
documents the islanders pains, struggles and hopes as theyre
heavily assisted by Project Rebuild, a non-profit charity. The
survivors love for their community and their search for love from
the world outside their ravaged island are the films focus. Most,
if not all films from Iloilo comes from the Cinekasimanwa Film
Festival.
Following the theme of love, the same is observed with short
films from Cebu where ardor is existential and extra-diegetic, in
romantic experimentation with film genre and form rather than
just merely containing love and its human expressions in the
storyline or narrative.
Ara Chawdurys Operation Prutas presents Gods love through
His Son, the Blessed Santo Nio. The film explore the theme in a
unique and funny way. Instead of delving into drama to expound
the religious icons influence, this film breaks the mold. Christian
Paolo Lats Red Lights take on the Third World noir is a sight to
behold. Winning the Best Film award in the Ontario Short Film
Festival, Lat is one young filmmaker to watch out for.
Kenneth Dagatans Sanctissima and Ernest Dinos Retaso are
also involved in the cinematic love of genre and form. Dagatans
film expresses his profound infatuation in horror and its visual
subgenres and reveals his influences while Dinos artistic passions
informed his film as the pursuit of the abstract; as love is an ideal,
an abstract concept.
Love as a concept is cinematically explored in both narrative and
form in the films Ivan Martinezs Handumanan sa Usa ka Salida
and Jaylou Daris Handurawan, both award winners at the first
Lilas Binisaya Film Festival. In Martinezs Handumanan, footages
of the past are brought to contemporary life by the narrators lyrical
monologue; a love song to the cinemas timeless, magical wonder
and its powerful effect on ones childhood.

Handurawan is Daris cinema verite on love. As the young poet


who is in love for the first time, Dari attempts to intellectually
identify love, fails then pursues other peoples ideas on the subject.
Despite artful compositions in cinematography and editing, Dari
the director as well as character is truthfully vulnerable.
Dumagutes Lutas Film Festival produced an interesting line up of
films that include Mani, the story of a boy peanut vendor who falls
out of love with school and perhaps life itself. Bahig is about a man
whose life is disrupted by a visitor- there is no love lost here. Pukot
is the only film that perhaps veers away from the Visayan love
theme. It is about a man riding a bus who goes on a trip through
time and space but perhaps it is an experience of love.
Love is truly one mysterious animal. With the Visayan filmmakers,
love gets explored in style, spiced with an interestingly local flavor,
and becomes a way to introduce their culture and locales; how they
see their peoples way of life; and how this can help heal the people
of their lands.

If geography is our only gauge to declare the regionality of a
film, one can claim that there has been a drought in Ilonggo
independent cinema for years. Delimiting cultural definitions,
meanings, motivations and particularly visions, do not do justice

to the independent (or even, underground) efforts of many


Western Visayan filmmakers who produced films from wherever
theyre based at. Filmmakers hailing from Iloilo, Bacolod, Aklan,
Capiz, Antique and Guimaras have all been doing their little films,
(admittedly) lacking a unified festival to program and house them.
CineKasimanwa: The Western Visayas Film Festival provided such
creative space for the filmmakers of Region VI every first week of
December since 2013.
2014 was a year of harvest for Ilonggo shorts. A 248% increase
in submissions was recorded not counting films under specific
programs. Ilonggo cinema is, at least for now, experiencing a
second wave of harvest. Not bad at all for a region that had one of
the earliest records of independent short films (in 1994, together
with Cebu and Nueva Ecija, Iloilo was recipient of the first set of
Best Regional Entry awards at the Gawad CCP for Independent
Film).
Eleven full-length films; 3 major film venues; 9 filmmaker/actor
guests who travelled to Iloilo to attend the festival; 6 curated
programs; 52 short films (selected from 87 submissions); eight
short films representing the best of 2013; 12 online films; 5
school tours; 3 satellite screenings including the National Art
Fair; 3 workshops; more than 40 filmmakers in attendance; and
the creation of the Western Visayas Filmmakers Network were the
record of
CineKasimanwa in 2014.
In 2014, three of Iloilos major filmmakers who have not shot short
films in more than seven years world-premiered their new shorts
in CineKasimanwa: Ray Gibraltars Ang Bayu ni Manilyn at ang
Pekeng Duck (Manilyns Dress and the Fake Duck); Joenar Pueblos
Gamhanan (Powerful); and Tara Illenbergers Gaid (Chain).
Meanwhile, TM Malones premiered two new
documentaries: Dapya Sang Paglaum (Waves of Hope) and
Maninina.

Notable Kinaray-a short films from Guimbal programmed in


2014 included Wowa (Best Film, Bantayan 2014) by Joebert
Casas; Paranublion (Inheritance) by Eden Gilpo; Bagangan by Bob
Perez; and, Nice Juan by Arnold Casas. Meanwhile, Reymundo
Salaos Bantay Salakay (To Guard and To Attack), Noel de Leons
Handem (Wish) and Mia Reyes Sino Si Mel Carreon? (Who is Mel
Carreon?) were among the well-received short films by emerging
filmmakers from Iloilo and Guimaras. From the brave shorts
by student filmmakers from Bacolod and Iloilo, the titles that
merited discussion were: Reverie by Angelica Paviliar (Best Film,
Bakunawa Filmfest 2014); Yuhom (Smile) by Blessel Joy Toledo;
Silong (Shelter) by Steven Asaph Reasol; Sa Amay, Sa Anak, Kag
sa Droga (Of the Father, Of the Son and Of Drugs) by Jaip Saluba;
Sirom (Twilight) by Venz Erick Losbaes; and Half Measures by
Gino Genson.
2015 promises to be brighter for CineKasimanwa and Western
Visayan cinema. Given new records in 2014 and the first ever
Regional Film Grants Program targeted to give each province
one representative film (in partnership with Department of
Tourism - Region VI), CineKasimanwa prepares for the challenges
ahead (financial ones, in particular) as it positions itself to be an
enthusiastic and supportive venue for screening and promoting
Western Visayan cinema, deepening the audiences appreciation
for, and awareness of, Ilonggo culture and its rich heritage.
CineKasimanwa believes that film is a great reflection of who we
are as a people. Our dreams, aspirations, lamentations, emotions
and many more can all be found in our films. The festivals tagline
nails it: Aton mga sugilanon. Kay kita ang Sintas. (Our own
stories. Because, we are cinema.)

Lilas Binisaya: For a Brighter Future


of Cebuano Cinema

On its maiden outing last November 2014, Lilas Binisaya celebrated
with a screening of Manok ni San Pedro (1977) at the site of the
oldest operating movie theater, Cine Oriente, thus giving tribute
to Cebus rich cinematic history and at the same time, welcoming
the promising future that can be seen in the festivals partners and
participants.
The first years competitors showed mastery of technique and
polished visual storytelling in films like Halok and Dream on Bai
both by Hanz Florentino, Urom by James Oliva and Silingan, the
only documentary entry by Dani Bautista.
However, two films outshone the rest by delivering poetic
experiences of profound sincerity and depth. Ivan Martinezs
Handumanan sa Usa ka Salida (Tribute to a Movie) is a personal
love song to the filmmakers favorite memories of Cebuano cinema.
The film breathes new life to old footage through Martinezs own
honest words of wonder. His sentiment is contagious and stirs
ones own reminiscences, to personal attachments to seemingly
forgotten pasts.
In Handurawan (Imagination), Jaylou Daris young poet
experienced love for the first time and gets overwhelmed by his
own infatuation. He tries to think his experience through, asks
other people for their own experiences, and subsequently flees into
his own imagination. Dari writes, directs, shoots, edits and acts his
own personal story and achieves his own truth.
Lilas Binisaya shows that Cebu is an interesting and dynamic
environment that nurtures creative individuality through
institutions and schools. The Film and Media Arts International

Academy, which gave away three scholarships to the first, second and
third best pictures at the Lilas Binisaya Film Festival, shows its willingness
to provide knowledge and opportunities that should help bring about
a diversity of productions. And the Festival will continue to be a venue
for these productions so that the people who produce them can be
acknowledged and awarded for their enthusiasms for what is more than a
popular art or pastime.

Emmanuel Noy Dadivas first introduced the discipline of Film in
Foundation University, particularly in the Broadcast Communication
curriculum, 6 years ago.
The BroadCom department still views it as a culture that is yet to be
embraced by the people in the community. It may not be that new but it is
something that is also not being given much attention. Now that the Film
discipline has slowly gained notice, popularity and appreciation from the
public, especially after the locally organized film festival entitled LUTAS
was shown last year in Dumaguete City, Foundation University pledges to
further strengthen its support for Film.
LUTAS serves as the platform for future film festivals that will further
showcase the local works of talented film makers here in Negros Oriental.

MINDANAO

This is my second time as the co-curator for Mindanao films along


with Lou Raphael Dax Canedo. This time we are joined by Mr.
Teddy Co in the selection of films as this involves programming the
selections through genres or themes.
Being curator again I would rehash the word growth in the
quantity and also quality of our regional films and noticeable is the
gradual shift of films produced far from the regional film centers of
Davao City, Cagayan de Oro and Zamboanga into the provinces of
Compostela Valley and Sarangani Province.
These fledgling film movements provide fresher locales, stories,
new perspectives. Take for example Pasuon shot in the scenic
barrio in Nabunturan is a riveting tale based on the discovery of
gold deposits in the fabled Mt. Diwata.
Socksargen which in the past stagings of Cinemarehiyon has
presented us with indigenous peoples themed short films is
represented again this time with Lafis ni Efung and Kena.
This years batch of films will also highlight the creativity of regional
filmmakers. The films Pinakalami na Apol Pie and Pagpukaw sa
Akong Damgo were shot using Nokia Lumia Windows phone. These
films being part of the Guerrilla Filmmaking Competition which
requires contestants to shoot their films within 24-hours using
mobile smart phones given to them for the duration of the contest.
Joe Bacus The End of War brings to fore ambition and scale with
an all-out war scene utilizing production design and special effects
talents.
As with observations from past Cinemarehiyons that Mindanao
has one of the most active filmmaking movements in the country,
this years batch is the mirror of such dynamism.

The growth particularly the increase in the number of films and film
festivals in Mindanao is a no longer an ominous sign but rather a
stamp that the artistic movement has established a firm foothold
and hopefully it would realize into a full-blown film industry.
Take for example the Mindanao Film Festival which I had headed
since 2012. Three years back in my first foray as festival director we
had 34 short films featured as entries, the following year we had 55
films then last year MFF screened about 70 films.
Most of the films are coming from other provinces and regions,
for example Nabunturan, Socksargen (South Cotabato, Koronadal,
Sarangani and General Santos), Northern Mindanao and
Zamboanga filmmakers have made it a point to have their annual
December pilgrimage to Davao City to have their films featured at
the mecca of Mindanao filmmaking -Gaisano Mall Cinema 6.
Aside from MFF we had a number of younger film festivals organized
in the regions. We had Cinemagis in Cagayan de Oro, CineMo in
Iligan City, Nabunturan Independent Film Exhibition or Nabifilmex
in Nabunturan, Compostela Valley Province, Salamindanaw
International Film Festival and the Lantawan Socksargen Film
Festival in Socksargen. I am hoping that Zamboanga or Western
Mindanao who also have an active filmmaking movement could
organize their own film festival in that part of Mindanao.

The presence of these film festivals augurs well for these filmmakers
as it provides more venues for them to show their films and expand
their audience. For example Joe Bacus from Cagayan de Oro has
entered his short film The End of War in the Mindanao Film
Festival, The Nabifilmex,
and Salamindanaw where it won the Gold Durian Prize for Best
Mindanao Short Film.
Same with films from Nabunturan like Nilusak which are also
entered in the MFF and the Lantawan film festival.
In 2014, we were tapped by the Mindanao Development Authority
to create an international film festival focusing on the BIMP-EAGA
countries (Brunei-Indonesia-Malaysia-Philippines East Asean
Growth Area), it was to be timed for the BIMP-EAGA IMT-GT
(Indonesia Malaysia Thailand Growth Triangle) Trade Fair and
Business Leaders Conference held in Davao City.
We came up with the first East Asean Film Festival (EAFF) held at
the Cinematheque Davao, the small film festival was participated
by films from Mindanao, Sabah, Sarawak and Brunei, border
regions which also had a thriving regional filmmaking movements.
There are plans of holding the second EAFF in Kota Kinabalu with
our Sabahan counterparts initiating the move.
Salamindanaw International Film Festival also featured 11 Asian
short films in its Asian Shorts Competition. With the exception of a
short film from India most of the films entered are from Southeast
Asia. The city of Makkasar in Sulawesi was represented in the film
festival held in General Santos City.
Singapore based online-based film portal Viddsee has also shown
interest in partnering with Mindanaoan filmmakers it recently
featured the MFF Best Film winner Pasuon in its site.

The recent initiatives of foreign linkages particularly the


neighboring filmmaking movements in the fringes of Indonesia and
Malaysia will definitely be a game changer, this will be a beginning
of a dream for an intra-Asean cinema, Mindanao audiences will get
to watch a short film from Malaysia ,and Indonesian audiences will
get to watch a film from Nabifilmex or Cinemagis.
These are indeed exciting times for the Mindanao filmmaker.

NABIFILMEX:
Fulfilling Hopes,Fueling Dreams

It all started with the objective of the Municipal Tourism Council


of Nabunturan, Inc. (MTCNI) to promote Nabunturan, the
capital town of Compostela Valley Province, as a relevant tourism
destination in the Philippines. Unfortunately, Typhoon Pablo
devastated most of its promising eco and agri-tourism spots in
December 2012. Focus was then shifted into capitalizing on the
talents of Nabunturanons, thus the concept of events tourism was
considered.
Sometime in March 2013, Bryan Jimenez, the then Vice President
of MTCNI, relayed to the council that he had a friend who had
connections with award winning filmmakers who were conducting
filmmaking workshop in General Santos City. MTCNI readily
grabbed the opportunity to request them to come to Nabunturan.
The first filmmaking workshop dubbed as the Sine Indie Film
Workshop 1 was conducted on May 24-27, 2013 and was attended
by students, teachers and Sangguniang Kabataan officers. The
workshop speakers, namely, Directors Arnel Mardoquio, Aureus
Solito and Ed Cabagnot encouraged the group to organize a film
festival to showcase the workshop output.

The Nabunturan Independent Film Exhibition (NABIFILMEX) 1


was held as one of the activities of the 19th Simballay Festival, an
annual festival of the Municipality of Nabunturan on December 1720, 2013 at the school gym of Assumption College of Nabunturan.
It was peppered with trials. Foremost of all was the fact that
Nabunturan has no cinema house. It seemed absurd to some vocal
critiques which resulted to the animosity of some local leaders of
the municipality. Second was the lack of equipments
and the insufficient funds to produce the local films. Third was the
disinterest of the towns people to watch independent films.
Despite the challenges, NABIFILMEX 1 was a success. Five films
by local filmmakers were competed, namely, Badjang by William
Ranara and Dally Boncales, Sepulturero by Jimmy Abayon, Amog
by Racky Malaki III, Tuwalya by Prescila A. Decena and Wagas
by Gemmila Sophia Alonsabe. With the help of Direk Arnel
Mardoquios networks, 25 films from Davao City, General Santos,
Zamboanga and UP Los Banos were also in competition and 10
were in exhibition. The local film Badjang won the Gimadyawan
Award for best film. After NABIFILMEX 1, Badjang was also invited
in Pelikultura: Calabarzon Film Festival and in the CineSB Film
Festival of the College of St. Benilde where it won the Audience
Choice Award. Badjang, Sepulturero and Amog were also featured
in Cinema Rehiyon 6 in Cagayan de Oro City. These humble
accomplishments propelled MTCNI in cementing the efforts for
NABIFILMEX.
Preparation for NABIFILMEX 2 started in the early part of 2014
by forging partnerships and networks with the end view of
sustainability. Taking advantage of the K to 12 curriculum and
the Special Program for the Arts, MTCNI partnered with the
Department of Education Compostela Valley Division. It formed
a symbiotic relationship whereby the teachers and students would
learn filmmaking with a venue to showcase their output. In return,
the partnership assured MTCNI a steady source of local films and
audience for NABIFILMEX. Coming with the partnership was
a funding support for Sine Indie Film Workshop 2 which was
conducted on June 18-20, 2014.

The other very significant partnership was forged with the Open
Air Cinema Foundation of the Human Security dot Org. It is
an international organization which promotes alternative film
exhibition by open air screening of local and independent films.
The foundation, through its Director Blaine Johnson, brought for
the first time in the Philippines its 10x20 feet inflatable screen and
high definition projector for free.
MTCNI also sought the support of the Local Government Unit of
Nabunturan to hold NABIFILMEX 2 as an event separate from its
local festival. The LGU provided the venue at the municipal plaza
and allowed the closure of a street to accommodate more audience
and for security purposes. The LGU also granted financial assistance
that included an amount as seed money for film production and
technical support.
MTCNIs proposal to the National Commission on Culture and
Arts (NCAA) was also approved by the Film Committee making
NABIFILMEX as one of the festivals supported by the agency.
MTCNI also partnered with the Musikahan Foundation, Inc, a
tourism organization of the neighboring City of Tagum to help
in the promotion of the event and for the conduct of road shows.
The road show featured the Cinema Rehiyon Reload as required by
NCCA.
NABIFILMEX 2 was held on October 16-19, 2014. With the novelty
of the inflatable open air screen and the experience of watching
movie in the park, people from all over the Nabunturan and other
municipalities of Compostela Valley flocked to witness the festival.
Also recorded were audiences coming from Tagum City, Davao City
and General Santos City. Per estimate of the Philippine National
Police who provided security in the festival, there were about 500
to 800 people in the audience every night.
20 films were in competition from filmmakers of Nabunturan,
other municipalities of Compostela Valley, Tagum City and Davao
City. Ten of which were produced by the different schools of Deped
Comval with either teachers or students as filmmakers.

The film Nilusak by Dally Boncales and Faith Prieto which was
produced by the Baranggay Council of Sta. Maria, Nabunturan
bagged the Gimadyawan Award for Best Film. The said film was
also invited to Pelikultura: Calabarzon Film Festival, CineSB Film
Festival. It also competed in the Lantawan SOCKSARGEN Film
Festival and in the 10th Mindanao Film Festival where the lead
star won Best Actress.
Other NABIFILMEX 2 films also competed and gained recognitions.
Pasuon by Bryan Jimenez, won Best Film in the 10th Mindanao
Film Festival. It also bagged the Best in Cinematography Award.
Pangindahay by high school student Erl Niko Limos, Mino by
Julius Robles and Bala-Bola by Tata Acusar also competed and
received nominations in the 10th MFF and LSFF. Nilusak, Pasuon
and Pangindahay will also be featured in the Cinema Rehiyon 7 in
Cebu City.
Because of the overwhelming success of NABIFILMEX 2, the
LGU of Nabunturan through its Sangguniang Bayan declared
NABIFILMEX as one of the official festivals of the Municipality and
provided funding thereof.
Preparations for NABIFILMEX 3 is on going with the perfect synergy
of MTCNI and its partners. For its third edition, NABIFILMEX
would go international by inviting filmmakers from other countries
to exhibit their films. Since the call for entries last July 5, 2015,
films from USA, Canada and Italy had been submitted already along
with films from Makati and Osamis City. Filmmakers from Cebu
and Los Baos already sent inquiries. Meanwhile the Nabunturan
and DepEd filmmakers are currently shooting their films with
Direk Arnel Mardoquio serving as mentor. NABIFILMEX 3 is set
on September 16-19, 2015.
For Nabunturan and the entire Compostela Valley Province,
NABIFILMEX is not merely an exhibition of films but a showcase
of talents and skills. It is not all about the process of shooting
sequences but of telling stories relevant to the lives of the
filmmakers and of the place where they belong. It is not just a

contest but an opportunity for regional and budding filmmakers


to have their films viewed by a large audience. It is not any other
event but a celebration of fulfilled hopes and fueled dreams.

The 1st Misamis-Zamboanga
Digital Short Film Festival

cineANIMO is the first digital short film festival in the MisamisZamboanga Area, which partly covers Northwestern Mindanao
Region. The festival is primarily intended to harvest the best films
created by college students in the area.
Over the last few years the different universities and colleges in the
Cities of Ozamiz, Tangub, Oroquieta, Dapitan, Dipolog, Pagadian
and Zamboanga have created school film festivals as part of their
school activities (most especially during Intramurals). Some
schools have also required students to create films as part of their
curriculum (as in the case of schools offering
Mass Communication courses). These films are created by nonfilm students as there are no film courses in any school in the area.
However, these films created by aspiring young film enthusiasts
were only shown inside their schools. Hence, the idea of cineANIMO
festival was to showcase the best films for public viewing in a
commercial cinema. It was expected that
cineANIMO would raise the standards of student filmmaking in
this part of the country.
During its first year, cineANIMO showcased 11 film entries from
Ateneo de Zamboanga University and Western Mindanao State
University (Zamboanga City), Saint Columban College (Pagadian
City), Andres Bonifacio College (Dipolog City) and La Salle
University (Ozamiz City).

In the succeeding festivals, we are hoping to bring in more


participation from the different universities and colleges in the
Provinces of Misamis Occidental, Zamboanga Sibugay, Zamboanga
del Norte and Zamboanga del Sur.

The 1st Lantawan SOCSKSARGEN Film Festival (LSFF), a regional
film festival, was held in General Santos City (GenSan) last January
16-19, 2015. Organizing a film festival for the SOCSKSARGEN
region is a great challenge to the officers and members of the
SOCSKSARGEN Center for Film Arts, Inc. With the organizations
motivation to provide the proper venue for young filmmakers,
SCFAI has chosen General Santos City as the starting point and
General Santos City Oval Plaza as the venue.
For the SCFAI, holding a film festival for the first time was tough.
Everyone in the organization had not had any experience running
one. However, the event was successful because of the collaboration
with the Open Air Cinema, a foundation, which is based in America
and Thailand. Open Air Cinema brought to GenSan its one of a
kind inflatable screens for higher quality props for the LSFF. It was
generous to give the people of GenSan a first and rare experience
of what an open air cinema is all about. Indeed, for both the
filmmakers and the viewers, the experience was enjoyable.
For Sine SOCSKSARGEN, being the main competition in the
festival, the chosen 9 films have so much diversity in themes
and altogether reflect regional features. The Best film for this
category is Lafis ni Efung by Jodan Manua. The jury said, it has a
deceptively uncluttered plot in its portrayal of a young protagonist

on a journey, both physical and psychological, that slowly unravels


layers of meanings in a humane and simple way.
The 14 films, competing for the category Sine Mindanaw, were
very distinctive in their features because they were lined up among
the award-winning filmmakers in both the regional and national
competitions. The Best film for this category is Ang Pagpukaw sa
Akong Damgo by Arnel Barbarona. The jury cited it for soaring
into poetic fights about love, loss and redemption, using real
geographies, as well as cutting edge mobile phone technology.
In the Exhibition section, there were 9 documentary films from
GenSan, Davao, Comval, Cagayan de Oro and Butuan. In addition,
some Kutabato films and selected films from the Cinema Rehiyon
Reloaded were likewise featured.
The objectives of the LSFF are to develop the aesthetics talents of
the budding filmmakers of SOCSKSARGEN and to make LSFF the
venue to showcase the beauty of the regions diverse culture.
And from this maiden celebration of the LSFF in this part of the
country, SCFAI sees hope and looks forward to its continuity to
further enhance the ability of the young artists in the field of
filmmaking, paving the way towards realizing their dreams.
