Sewing the Skirt: Use a 1/2 seam allowance throughout. If you are using a
regular sewing machine, finish all seams using a zigzag stitch to prevent fraying,
unless otherwise noted.
1. Create the Waistband.
Place your two waistband strips right (printed) sides together, and sew along
both short edges to form a loop.

Form the elastic casing by folding the top edge of the waistband over 1/4 to the
wrong side and pressing, then folding 1.25 and pressing again.

Stitch all the way around the waistband close to the fold, leaving about a 1
opening in the casing for inserting the elastic.

Set the waistband aside.

2. Join the Skirt Panels.

Place your two skirt panels right sides together, and sew along both short
edges to form a loop. Then set the skirt aside.

3. Join and Gather the Ruffle.

Place two ruffle strips right sides together and sew along one short edge.
Continue to sew the strips together until you have one long strip. You do
not need to finish these seams.

Then, sew the short edge of the first strip to the short edge of the last (still
right sides together!) to form a loop.
Fold the ruffle loop in half lengthwise, wrong sides together, and press.

Now gather the ruffle. If you have a ruffler

attachment, it is the quickest way to
gather such a long strip. Set it for a ratio
of 2:1. You can also gather by either
sewing a zigzag over a piece of strong
thread (shown in the photo - my preferred
method); or stitching two straight parallel
rows, one 1/2 from the raw edge and the
other 1/4, using your longest stitch
setting and loose thread tension.

If using either the zigzag or two-thread method, consider sewing your gathering
threads in sections of about 24-36, to reduce aggravation if one very long
thread should break.
Gently gather the ruffle along the gathering thread (or threads, for the 2-thread
method) until it is the same width as the skirt loop.
4. Sew the Ruffle to the Skirt.
Place the ruffle loop around the bottom edge of the skirt with raw edges
aligned as you see in the photo. To be sure your gathers are evenly
distributed, two of your ruffle seams should be aligned with the side seams of
the skirt; the other two ruffle seams should be in the center front and center
back of the skirt.

It takes a little longer, but machine-basting before serging a section with lots of
pins is a good idea, to reduce the risk you might serge over a pin. I always take
this extra step and never send fabric with pins through my serger.
Press the seam allowance toward the skirt, and topstitch by sewing on the right
side of the fabric, about 1/8 from the seam, using a slightly longer length stitch.

5. Sew the Skirt to the Waistband.

Next, gather the top edge of the skirt using the same method you used for
gathering the ruffle, until it is the same width as the waistband loop. Orient the
skirt and waistband as you see in the photo: the skirt should be right side out
and the waistband should wrong side out.

Place the waistband loop around the skirt, with the right side of the waistband
fabric facing the right side of the skirt fabric, aligning the raw edges and matching
the seams of the waistband up with the side seams of the skirt. Pin, and then
sew this seam.

Press the waistband up into place, press the seam allowance toward the skirt,
and topstitch along the waistband.

4. Finish Up! Pin a safety pin to one end of the elastic. Insert it into the opening
you left in the casing, and thread it through.

Overlap the ends of the elastic and sew in a square shape (or the barn door
shape shown) to secure.

Straight stitch the opening closed, stretching the fabric taut as needed.
