District Tournament Rules & Regulations


League Eligibility:
1. Only Leagues in good standing with the District and HQ's will be eligible to enter teams, or
Host Tournaments. 75% District meeting attendance & all assessments must be paid
Team Eligibility:
1. In the T.O.C. only the first place team from each League will be allowed to participate in the
Major - Minor-A & Minor-B Divisions unless there are less than 8 teams. In that situation a
League may request additional teams be entered. If there are more requests than openings a
drawing will be held to fill them. The T-Ball - Farm - Intermediate - Junior & Senior T.O.C.
Tournaments will be open, as they are used to determine League Champion & will remain
that way until at least 7 Leagues are participating in a Division.
2. Only players recorded on team rosters held by the District 38 Administrator - Upper or
Lower ADA's or the Division Director as of May 19th will be eligible to participate.
3. Team rosters must be turned in, to the District Upper or Lower ADA's or District Office
prior to March 31st of the current year. Changes to those rosters must be submitted to the
ADA in charge of that Division or the Division Director by the League with certification by
the League President not later than May 19th of current year.
Player Eligibility:. THERE ARE NO EXCEPTIONS TO THESE REQUIREMENTS!
Big League Division: Only players recorded on the District roster on May 19th of the
current year & player age 16 - 17 or 18 will be eligible.
Senior Division:

Only players recorded on the District roster on May 19th of the


current year & player age 14 - 15 or 16 will be eligible.

Junior Division:

Only players recorded on the District roster on May 19th of the


current year & player age 12 - 13 or 14 will be eligible.

Intermediate Division: Only players recorded on the District roster on May 19th of the
current year & player age 11 - 12 or 13 will be eligible.
Major Division & Minor-A Division:
Only players recorded on the District roster on May 19th of the
current year & player age 9 - 10 - 11 or 12 will be eligible.
Minor-B Division:

Only players recorded on the District roster on May 19th of


current year & player age 7 - 8 or 9 will be eligible.

Farm Division:

Only players recorded on the District roster on May 19th of the


current year & player age 6 or 7 will be eligible.

Tee Ball Division:

Only players recorded on the District roster on May 19th of the


current year & player age 4 - 5 or 6 will be eligible.

Select Team Tournaments:


Only players recorded on the District roster on May 19th of the
current year & player age 7 For 7yr Old Select - 8 for 8yr Old Select
or 9 for 9yr Old Select will be eligible.
All Players in all Divisions must reside within League Boundaries or have the appropriate
clearance as defined in Little League Regulations along with the complete forms! Where
Little League may allow other age groupings, and a League decides to use them for their
League Regular Season, District by a vote of the Presidents has approved the age
groupings as shown previously. It is the responsibility of the League to advise the Parents
& the Players immediately of their ineligibility to participate in the District Tournaments
due to their age or residence at time of registration.
With the exception of the Select Tournaments there are no substitute players allowed!
If a team cannot field enough players from their regular season team it will be ineligible
for the tournament!
Pool Players: Will be allowed.. No more than two (2) pool players may be on a roster at a time
and they must play outfield and bat last! Violation of this rule will result in forfeit of the
game! Team cannot have more than 10 players with Pool Players!
Players must come from teams not playing unless all teams are still in Tournament!
District Responsibilities:
1. District shall supply Tournament Directors for T.O.C. & International All Star Tournaments
2. District shall schedule all Tournament games
3. District shall supply Championship Banners for all Tournaments, awards for participation in
the T.O.C. & International All Star Tournaments, 1st & 2nd plaques in T.O.C. & a 1st & 2nd
place Team trophy for Section & above International All Star Tournaments
Host League Responsibilities:
1. Host League must have a District approved field or fields
2. Host League must furnish Groundskeepers at least 30 minutes before game
3. Host League must furnish Scorekeepers at least 30 minutes before game
4. Host League must furnish Umpires at least 30 minutes before game
5. Host League must furnish Announcers at least 30 minutes before game

6. Host League must have Little League approved Tournament insurance coverage
7. Host League must have a member of their Board of Directors at each game to act as the
Assistant Tournament Director at least 1 hour prior to each game
8. Host League must furnish at least 3 new baseballs for each game. Ball will be the one
approved by the Presidents each year.
9. Host must supply awards for 1st & 2nd Place in the All District & Select Tournaments
10. For the T.O.C. & International All Star, Host shall be the past year's Champion in the
Division being Hosted and shall meet all requirements listed above. If the past year's
Champion fails to meet the requirements, the District Administrator shall select another Host
League at his discretion. For all other Tournaments the Host League is determined by the
approved rotation. Should League not meet requirements District Administrator shall select
another League at his discretion.
Entrant League Responibilities:
1. Each Entrant League must have it's President - Managers & Coaches attend District
pre-tournament meetings
2. Each Entrant League in the T.O.C. must provide 3 completed affidavits with all the same
proofs of age, residence, waivers as required for the International All Star Tournaments for
team certification. District will keep one, League should keep one and one must be carried
by the Manager and given to the Tournament Director at game time.
3. All Manager and Coaches must have the District 38 EMT card to participate in Tournaments
4. Each Entrant League must have an ASAP Plan that was approved by District due date to
enter Tournament Teams!!!
5. Each Entrant League must have a member of their Board of Directors at each of their own
games. They must keep control of their fans, failure to do so is grounds to remove all their
teams from the Tournaments.
6. The fees for the Tournaments are assessed on the number of teams entered in the
Tournament of Champions. Each entrant League must pay $150 per team entered in any and
all of the T.O.C. Tournaments. The fee covers all the District Tournaments. There is an
additional fee for the International All Star Tournaments collected by HQ's
Playing Rules:
All Divisions
Catchers must wear full gear, including mask, at any time they go into a crouch to

receive pitched balls.


Big League - Senior - Junior - Major - Intermediate:
Current year Tournament Rules published by Little League Baseball Inc shall be
used in the District Tournaments. If current year rules are not available, past year
rules shall apply
Minor-A:
Current year 10-11yr Old Tournament Rules published by Little League Baseball
Inc. shall be used in the District Tournaments. If current year rules are not
available, past year rules shall apply. If there is a pitching advantage in using
regular season rules we will use them instead, with following exceptions: runner
will not be called out for leaving early and there we be no per inning run
restrictions.
Minor-B:
Current year 9-10yr Old Tournament Rules published by Little League Baseball
Inc. shall be used in the District Tournaments. If current year rules are not
available, past year rules shall apply. If there is a pitching advantage in using
regular season rules we will use them instead, with following exceptions: runner
will not be called out for leaving early and there we be no per inning run
restrictions. In either situation 9yr Old pitching will be limited to two (2) innings.
This can be 2 innings by one pitcher or 1inning by 2 pitchers league age 9.
NOTE: One pitch in an inning constitutes an inning pitched.
Farm: See separate playing rules! 3 outs or one time thru roster
Team A has 9 players they only bat 9 -Team B has 14 they bat 14 or 3 outs!
Tee Ball: See separate playing rules! 3 outs or one time thru roster

Forfeit of Games:
Because of scheduling and time constraints any League unable to field a team for
any reason must forfeit that game.
Removal of Team Personnel:
Any Player ejected from a game by an Umpire shall on the first offense be unable
to play the balance of that game and the entire next scheduled game. For a second
removal, the player will be ineligible for the remainder of the tournament.
Exception: If removal is in Championship game, and team only has 9 players, a
decision by the District Administrator will determine if player may return for the If
Necessary Game. Should player be allowed to play, player will be allowed to play
right field only and bat last.
Any Manager or Coach ejected from a game, will on the first offense, be ineligible
to return for the remainder of the tournament. The team may not be withdrawn by
the ejected manager or coach. Instead the highest League Representative will

appoint a replacement on the spot. If there is no Representative the Tournament


Director will appoint one to finish the game.
Mercy Rule:
If a team is behind by 10 or more runs and the game is official 4 innings Minor-B /
Minor-A / Major 3 1/2 if home team has the lead, 5 innings Intermediate / Junior /
Senior / Big League 4 1/2 if the home team has the lead. If a team is behind by 15
or more runs and the game is official 4 innings Tee Ball / Farm 3 1/2 if home team
has the lead, the Umpire must declare the contest over.
Time Limit:
The time limit for all games shall be governed by Little League Rules
and Regulations for Tournament play.
Exceptions: Tee Ball - No new inning after 2 hours with a drop dead time of
2 hours 30 minutes
Farm - no new inning after 2 hours 15 minutes, with a dead time
of 2 hours 30minutes
Challenges of Player Eligibility:
Challenges must be made only by the opposing Manager to the Tournament
Director prior to the game. Proof is the burden of the accuser. Settlement of such
protest shall be resolved by the Tournament Director on the spot.
If found ineligible the player and the manager MUST be removed from the
Tournament and the team given one loss.
Noise Makers:
No one will use bullhorns, horns, bells, whistles etc during the wind up and
delivery of a pitch. If in the Umpire's judgment this was done, it will be called a no
pitch whether it was hit or not.
