dealing with outside interests (e.g., individuals, groups, and other county
agencies).
 Gathers i nformation and solves em ergency pr oblems, as w ell as
requests requiring immediate attention.
 Identifies needs, prepares budgets and reviews and monitors accounts.
 Writes and/ or r eviews new pol icy s tatements f or appr opriate ar ea to
ensure consistency with existing policies.
 Institutes reporting procedures to monitor the progress of proposed
activities (e.g., expenditures, completion of objectives, acquisition of
personnel or property).
 Reviews and disseminates materials (e.g., memos, bulletins, publications
of relevance to law enforcement) to keep self and others informed.
 Provides direction and guidance for subordinates to assist them in
handling major and minor situations, and commands/supervises deputies
whose dut ies r equire t he pursuit, appr ehension, a nd ar rest o f l aw
violators.
 Performs ad ministrative an d t echnical f unctions un ique t o ar ea of
assignment.
 Immediately takes law enforcement action to pursue and apprehend law
violators.

Operational Services Division
 Management and leadership r esponsibilities f or di vision w hich includes
the T raining S ection, R ecords S ection, C ommunications S ection, F leet
Management S ection, Mat erial C ontrol and Supply Section, V olunteer
Services Section, Victim Services Section, Information Management
Services and the Chaplain Services Section.
 Responsible for high level administrative and technical law enforcement
work i n s upport of t he pol icies of t he S heriff. These r esponsibilities
include de velopment of budgets, manpower allocation and supervision,
and r epresenting t he S heriff i n t he c ommunity. The i ncumbent
supervises/commands law enf orcement members in the pursuit,
apprehension and ar rest of l aw violators, and i mmediately t akes l aw
enforcement action, when necessary, to apprehend law violators.
 Serve as C hairman of t he T actical E vent R eview Committee and t he
Loss Control Review Board.
 Serve as on e of t he ag ency’s H igh R isk I ncident C ommanders
responsible for overall command of any incident or deployment deemed
by the agency to be a high risk incident. This includes but is not limited to
Hostage S ituations, B arricaded S uspects, D ignitary P rotection D etails
(ex. P residential V isits), N atural D isasters, and l arge- scale l iaison with
the Fire Department or other members of Emergency Services.
 Instrumental in establishing current Command School, which brings
Command and Supervisory personnel from the Orange County Sheriff’s
Office, Orange County Fire Rescue Division and Orange County Public
Schools together in scenario training on the management of large scale
incidents and the utilization of the Incident Command System.
 My current assignment m akes m e r esponsible for t he l eadership and
management of 1,068 employees both sworn and civilian.
 Responsible for the management and utilization of a total annual budget
of $34,440,036 under my command

Special Investigations Division
 Management and l eadership r esponsibilities f or t he division which
included t he N arcotics S ection, F ugitive U nit, Parcel I nterception U nit,
TIPS Squad, West Orange Task Force, the Commercial Carrier Unit and
the Metropolitan Bureau of Investigation. This included undercover and
covert operations.
 Served as I ncident C ommander f or t he B ravo ( night) S hift dur ing t he
impact of four hurricanes in 2004 that impacted Orange County.
 Served as agency administrative liaison to the DEA and ICE where we
had several deputies serving as members of associated task forces.
 Represented t he ag ency as a member o f Mayor Crotty’s
Methamphetamine Task Force.
 Implemented t he age ncy’s Commercial C arrier U nit an d I CE F inancial
Task Force.
 Served as Chairman of the Tactical Event Review Committee.

responsible for overall command of any incident or deployment deemed

Uniform Patrol Division
 Management and l eadership r esponsibilities f or t he division which
included Uniform Patrol Sector II, Uniform Patrol Sector IV, Aviation, East
Side TAC Unit, K-9, Mounted, East Side Watch Command, and the Field
Training and Evaluation Program.
 Served as part of a three person team responsible for re-configuring the
Uniform P atrol D ivision, c hanging di spatch c riteria, an d deployment of
personnel which r esulted i n a dec rease i n r esponse t imes and a
decrease in calls holding throughout the county.
 Responsible for deployment of personnel, tactical planning, and
command oversight of the Uniform Patrol Division (East).
 Served as Member of the Tactical Event Review Committee.

Synopsis My entire adult life since graduation from high
school has been spent in public service. My public
service began as a F irefighter/EMT for t he P ine C astle
Fire Department in Orlando, Florida. After several years
I became a Firefighter/ Paramedic which was the
position I held until leaving the fire service in 1981.

In 1981, I bec ame a m ember of t he O range C ounty


Sheriff’s Office in Orlando Florida. To this date I
continue to serve the citizens of Orange County. During
my tenure with the Sheriff’s Office I have been as signed
to the Uniform Patrol Division, the Specialized Patrol
Division, t he Special I nvestigations D ivision, S pecial
Operations Group, the Fleet and Facilities Security
Division and the Operational Services Division.

I have served in the capacity of a Deputy Sheriff, Deputy


First Class, Corporal, Sergeant, Lieutenant,
Commander, C aptain and Division C hief. F or f ourteen
years I was a m ember o f the S heriff’s O ffice S pecial
Weapons and Tactics Team. I was fortunate to be a K-9
handler for the Sheriff’s K-9 Unit for approximately
seventeen years w here I a lso s erved as a K -9 T rainer
and K -9 E valuator. I w as a lso t he c ommander for t he
Narcotics Unit and have had units such as the Mounted
Unit, A gricultural C rimes, Marine Unit and A viation Unit
under my command. During my career I have served as
a primary instructor for Special Weapons Seminars, K-9
Basic and K-9 Specialty Schools, as well as the
primary i nstructor for numerous B lock and I n-Service
Training for the Orange County Sheriff’s Office.

During my career with the Orange County Sheriff’s


Office, I have been awarded the Administrative
Excellence Award, Medal of Merit, Sheriff’s
Citation and the Sheriff’s Combat Ribbon on two
occasions, several commendations as well as
several Unit Citation Awards as well as a
Commendation Award from Madison County Florida
for assistance provided to them during the floods of
2009 in my capacity as a member of the RDSTF
Incident Management Team
