igh Priority Occupations (HPO) are jobs that are in demand by employers, have higher skill needs and provide family sustaining wages, according to the Pennsylvania Department of Labor & Industry. Their designations
are based on regional occupation needs and opportunities, and
they influence the distribution of training dollars.
Talent shortages werent something hiring managers thought
about as the recession hit. If anything, they were overwhelmed
with applicants for whom there were no openings. But as the
recovery took hold, skilled workers became more of a rarity.
During the peak of the recession, there were 6.8 unemployed
people for every job opening. Today, that ratio has declined
to 1.5, according to the most recent Job Openings and Labor
Turnover Survey from the Bureau of Labor Statistics.
According to ManpowerGroups annual Talent Shortage
Survey, 42 percent of surveyed employers reported difficulty
hiring qualified personnel, and skilled trade workers lead the
list for the sixth straight year. This group of occupations shows
a particular need for chefs/bakers/butchers, mechanics and
electricians.
The impact of an unfilled position goes beyond just the loss of

productivity, however. Employers report an inability to meet


client needs, lower morale and an expectation of increased employee turnover.
Technologys continued evolution has also changed what
skills are needed and demanded that new skills be consistently
developed. Ever-changing technology also has driven the talent shortage to some degree, with 34 percent of survey respondents indicating that a lack of technological competency is a
reason they cant fill open positions. Other key causes are lack
of applicants; lack of experience; lack of workplace competencies, such as soft skills like teamwork, problem-solving and
communication; and a desire for higher pay than is offered.
Locally, of the 134 occupations on Lancaster Countys HPO
list, 39 are within the job categories of construction; installation, maintenance and repair; and production. Most of these
jobs offer an annual salary well above the statewide self-sustaining wage of $32,638, defined as 200 percent of the poverty
level for one adult and one child in 2014, typically with medium
or long-term on-the-job training as the necessary educational
qualification. These are the positions for which employers are
seeking candidates with industry-specific professional qualifications and those with industry-specific skilled trades certifiHIGH PRIORITY, page 3

Every two years the U.S. Department of Labor Bureau of Labor Statistics updates their
projections for future employment over a 10year period. The most recent release in December looks ahead for the 2014-2024 time
span, and something has changed.
For the first time, health care occupations
and industries are expected to have the fastest
employment growth and add the most new
jobs, surpassing the professional and business services major sector. This shouldnt be
too surprising, given that the labor force is aging, and the number of people entering prime
retirement age is growing. The median age of
the labor force was 37.7 in 1994, 41.9 in 2014,
and is projected to be 42.4 in 2024.

Health care: Fastest employment growth

Lancaster Countys high priority occupations bear out the national story as
close to 540 annual health care openings are projected. Fastest growing are veterinary technologists and diagnostic medical sonographers, but the largest necessity by sheer numbers is within the various nursing occupations. Of the 539
annual openings, 65 percent are nursing. One local facility has 17 licensed practical or registered nurse positions and another five nursing assistant positions
open right now. The need is real and growing.
But not everyone is comfortable caring for patients in a hands-on manner. For
others, occupations such as pharmacy technician, medical record technician or
medical secretary might hold more appeal. And health care cant be delivered
in and of itself. There are all sorts of supporting roles, from financial, facilities
management, information systems, nutritional services, social work, transportation the list goes on.
We all need health care, and that need is only getting greater as we as a community and nation age. With so many varied jobs, there is a role for just about
everyone, and these jobs arent going anywhere.

Service industries fueling growth

Lancaster is growing, but you already knew that, right? You


see the evidence all around new homes, new roads and new
stores already here or in the process of arriving.
But what industries are fueling that growth?
In the last three years, from the second quarter of 2012
through the same time frame of 2015, Lancaster County added
a net of 512 establishments for a growth rate of 4.2 percent.
Sounds pretty good, but is it? How does it compare to the
rest of Pennsylvania and the U.S.? Well weve easily outpaced
Pennsylvania, which has barely budged, adding businesses at
a rate of 1.6 percent, and weve only slightly lagged behind the
U.S. as a whole, which has a growth rate of 4.4 percent.
Of the high-level industries, service-providing industries
added the most new establishments, with 392. Rounding out
the top five for most new businesses are:
Professional and business services: 151
Goods-producing: 120
Education and health services: 81
Leisure and hospitality: 76

When considering the fastest-growing industries, the record


is almost identical with one exception natural resources and
mining enters the list at No. 2, with a growth rate of 9.3 percent.
That number can be misleading, though, as the total number of
businesses increased by 18, small when compared to those that
grew the most.
All businesses are rolled up into these high-level industries,
so lets delve a little deeper and look at the 20 NAICS (North
American Industrial Classification Sectors) divisions for the
same three-year time period.
Five sectors added 65 percent (337) of all new businesses:
professional and technical services, health care and social assistance, construction, accommodation and food services, and
manufacturing.
Again, most is not the same as fastest. Look at the difference.
The five fastest-growing accounted for 174 new establishments
or 34 percent. But the rate of growth for some is remarkable.
Utilities, while adding six companies, grew 75 percent, followed by 20 percent for management of companies and enterprises. Rounding out the top five are: arts, entertainment and

recreation at 13 percent, and professional and technical services and agriculture, forestry, fishing and hunting, both north of 11 percent.
Thats only a portion of the story, though, as its hard to tell whos hired from
this. A new business may have only one employee wearing all the hats. So where
have the jobs come from?
Lancaster Countys employment growth has kept pace with establishment
growth, adding almost 9,000 jobs (4.4 percent). While almost 61 percent of net
new jobs (5,454) came from five sectors, health care and social assistance has
unmistakably been the main driver with over 2,100 jobs. (See accompanying
graphic.)
The categories are mostly self-explanatory, although other services is maddeningly vague. What does it actually mean? According to the Bureau of Labor
Statistics, its basically a hodgepodge:
The Other Services (except public administration) sector comprises establishments engaged in providing services not specifically provided for elsewhere
in the classification system. Establishments in this sector are primarily engaged
in activities, such as equipment and machinery repairing, promoting or administering religious activities, grantmaking, advocacy, and providing dry cleaning
and laundry services, personal care services, death care services, pet care services, photofinishing services, temporary parking services and dating services.
For Lancaster County, 50 percent of the employment growth in this category
has come from automotive repair and maintenance.
Theres much more detail that can be discussed, but for now the main takeaways are that Lancaster County has been growing faster than the state and

A review of growing occupations in Lancaster County from


2011 through 2014, based on the most recent Occupational
Employment Statistics from the Bureau of Labor Statistics,
shows an interesting mix of change across sectors.
And while we cant examine every job title apples to apples,
due to the way reporting happens across survey years, the results may still surprise you.
First, the fastest growing occupations. The top spot goes to
interior designers, a sector that has grown a whopping 265 percent, adding 80 positions over three years. Income growth at
16 percent has certainly outpaced that of Lancaster Countys
11 percent.
Next up is an occupation in the production sector: molding,
coremaking and casting machine setters, operators and tenders, metal and plastic. Its a mouthful of a title, but the definition is a bit simpler: Set up, operate or tend metal or plastic
molding, casting or coremaking machines to mold or cast metal
or thermoplastic parts or products. Adding 430 jobs, 215 percent, the strength of this position speaks for itself. Wage growth
has mirrored the countys at 11.2 percent.
Switching it up yet again, we move into the computer arena

with software developers, applications, growing by 213 percent with a substantial 340 new jobs. Whats even more interesting is that median wages (half of earners make more, half
make less) have actually decreased by 1.7 percent to just under
$70,000.
The fourth fastest-growing occupation is yet again in a different sector, this time within business and financial. Meeting,
convention and event planners also added 80 jobs, increasing
200 percent. Median wages fell for this profession, as well, by
almost 2.5 percent, to $44,460.
Rounding out the top five, within the personal care and service sector, are personal care aides, adding almost 1,570 jobs,
a gain of 189 percent. This job pays below Lancaster Countys
median of $35,540, at $22,750. Wage growth is slower as well,
at 7.4 percent.
The professions that add the most new positions overall start
with a high employment base and are almost always at the lower end of the education and pay scale. The top five jobs are in
five different sectors: personal care, food preparation and serving, office and administration, sales and transportation. Job
growth in each is faster than Lancaster Countys overall, while
wage growth is below and negative in three of the five.

most part dont require much training,
have high turnover, and can be springboards for many as they prepare for
the next phase of their careers, whether that be college, skilled labor training
or completion of high school, the majority of the workers educational attainment is a high school diploma.
Lancaster County displays strong
occupation growth across diverse sectors, which confirms that the area is
growing in many directions. Plus as
highly skilled positions grow, the supporting professions that are often a
foot in the door to higher paying jobs
increase as well.

way for employers to make themselves more attractive to a tightening workforce.
You may have read about some of these recently and hope your company
adopts them in the future hello, no official work hours! While many arent
mainstream yet, and some never will be remaining in the stratospheric
realm of West Coast technology companies there is the possibility that
some of these have already or will make it into your benefit package someday.

Family focus

This trend goes beyond standard maternity leave covered by law. Just as
discussions of work-life balance have become more acceptable, expanded
paid parental leave for both moms and dads, and paid adoption leave, are a
response to societal shifts.
With millennials as well as Gen X having children, this is one benefit with
wide interest. Employers recognize that a paid-leave employee is more likely to return to their job, thus reducing turnover.

Volunteer time

Allowing employees a number of hours (typically eight) per year to volunteer in their community is attractive to millennials. While many companies
have corporate social responsibility programs, millennials are more interested in volunteering for the causes theyre passionate about, which may not

Student debt repayment

This benefit may just be the most highly coveted of them all for millennials. Offered by just 3 percent of companies right now, according to the Society for Human Resource Managements 2015 Employee Benefit Survey, this
may be the beginning of a trend.
Iontuition, a student loan management platform, found that nearly 80
percent of surveyed individuals with student loan debt would like to work
for a company that offers repayment assistance.
The share of graduates with debt held steady from 2014 at 70 percent, but
the amount of debt keeps growing, this year to an average of $35,051, according to Evisors.com. In 2004, the amount was $18,550, according to the Institute for College Access and Success.
While an employers contributions wont repay the entire debt, they certainly can go a long way in helping the burden become more manageable.
Some firms require the employee to have been with the company for a fixed
period of time prior to receiving the benefit. Amounts are capped, usually
$7,000 to $10,000, with annual lump sum payments or monthly payments
of about $100 to $250.
Another way companies are approaching this is to offer loan refinancing.
This benefit may be trendy, but to the millions who owe, this is one employer
perk that cant come too soon.
