1-Which are the goals of the Professional Association? Who are the members?
Its main goals are:

Promote the progress of Economic Sciences in the exercise of the profession.


Foment scientific research and professional activities in the fields of Economic
Sciences and in any other field linked to them.
Collaborate with schools and research centers in developing Economics and
cooperate with public and private institutions in all that contributes to the
development of the country.
Promote the dignity, solidarity and the professional, social, cultural and economic
improvement of its members.
Promote the recognition and defense of the rights and prerogatives of their
members, along with manage and ensure their protection.
Express opinion on the issues pertaining to the disciplines within its competence, in
response to queries or on its own initiative.
Foment the spirit of unity among the members of the different Professional
Associations as well as mutual collaboration.

Its members are:

The active members: graduates of Economics from universities of Costa Rica or


foreign universities, recognized by the State, with bachelor's degree or a higher
grade (matched by a Costa Rican university in the case of foreign degrees),
complying with the procedures and requirements established by the Association or
the law and its respective regulation.
The absent members: active and associate members who are outside of the
country, which previously formally notified it to the association and who are up to
date with obligations indicated in the regulation.
The temporary members: professionals in economics and foreigners arriving the
country to carry out specific tasks for a determined period.
The associate members: bachelors or the ones with university diploma in
Economics, as well as graduates from foreign universities (whose degrees have been
recognized and matched by a national university) complying with the procedures
and requirements of incorporation.
The honorary members: those whom the General Assembly of the Association
grants that distinction in recognition of their professional merits in the field of
Economics.

2-Who may not be members of the Professional Association?


Persons involved in the following circumstances cannot be members of the Professional
Association:
Those who, by judgement, were disqualified from exercising public charges.
Those who, by judgement, suffered imprisonment.
Those who were declared in state of insolvency, bankruptcy, insanity or judicially
declared interdiction.
3- How are professional associations maintained? As a member, do I have any
financial obligation?
Professional Associations are maintained by payments for incorporation and inscription
made by its members, consulting firms and associations of professionals, along with
ordinary and extraordinary dues, donations, subventions agreed by public institutions and
incomes from the stamp of the Professional Association of Economic Sciences.
In this manner, to belong to the Professional Association every person must pay the dues
according to the type of member he or she is.
4 Is it necessary to join the professional association to practice my profession? What
are the entry requirements?
Yes, it is. In accordance with the article 15 of the Organic Law of the Association of
Professionals in Economic Sciences, only the active, temporary, associate and honorary
members can exercise their profession in the economics field, in both the public and private
sector.
The entry requirements are:

A letter requesting admission to the College addressed to the Board of Directors,


stating under oath that the documents are authentic and certain.
Filling the incorporation form, indicating a place for notifications.
Copy (readable on both sides with the respective stamps) and original of the
professional degree which the incorporation is desired.
Certification notes for each academic degree presented, delivered by the university
authority that issued it (no more than one year being extended)
Presenting the curriculum of the career per academic degree.
Original and copy of conclusion of bachelors studies title (High School).
Copy of the identity card on both sides
Original certification of criminal record (crime sheet), issued by the Judicial
Registry of Crime (it should have as maximum three months of being extended)
A recent passport size photograph, front and unretouched
Graduates of foreign universities must also submit, beside the original and
photocopy of the title, the recognition and equivalence by a national university
documents.
Make rights of incorporation payments.

5-What are the main duties you have as a professional with clients, users, society?
As a professional the person must:

Act with the utmost professionalism possible, leaving the provision of services if
the customer proves incorrect behavior and inform the situation to the Court of
honor.
Keep professional secrecy and respect client confidentiality. The information may
be disclosed only when the authorization is given.
Agree to client the amount for fees as well as the respective method of payment
before the provision of services.
Taking into account factors of personal, environmental and circumstantial nature in
the absence of a minimum tariff of professional fees previously established.
Tell the client the scope of its work and the inherent limitations.
Seek relationships between colleagues founded on loyalty, mutual respect,
consideration, trustworthiness, honesty, integrity, morality, dignity and solidarity.
Avoid actions that affect the reputation and prestige of colleagues.
Refrain from engaging in professional activities that are against the law, morals,
good customs and discredit professionals in economics.
Dispense with unfair competition with colleagues engaged in the occupation in any
other way.

6- By failing with my duties, Am I exposed to a penalty? Is there any established


disciplinary procedure for it?
Yes, you are. The member who does not comply with the regulations will face the sanctions
provided by the Organic Law of the Association and these will be applied by the Court of
Honor. Among these sanctions are: confidential warning, suspension of membership up to
twelve months and the expulsion from the Association. The disciplinary procedure is the
following:

Prosecutor's office will open the file, then it goes to the Board of Directors and if it
is considered relevant, it will be addressed to the Court of Honor.
The Court of Honor will have inquiries warranted by the case through a secretariat
which will be responsible for the collection of all the proofs required.
The Court of Honor will ensure in particular that all steps practiced are in line with
the provisions of the due process, the due consideration to the good name and
dignity of people and safeguarding compliance with the rights of associates.
Once the closing of the respective file is executed, the Court of Honor will have 8
working days to issue a decision on the case in question.
Formal defects in the proceedings of the Court of Honor, will be remedied at any
time by the retroaction of the case when the defect was discovered.

7-When professionals are suspended in the exercise of their profession?


They may be suspended if it is proved the illegal practice of the profession including acts
like the dishonor of the profession, illegal appointments, incorrect procedures, irregular
moral behavior or late payment of ordinary and extraordinary fees.
