The project "Earth Hour @ Central CDC" was held on the 27th of March 2010 at City
Square Mall. It is the local rendition of the annual international event created by
WWF Australia (The World Wide Fund for Nature), to be held on the last Saturday
of March, that encourages households and businesses to turn off non-essential
lights and electrical appliances for one hour, driving awareness of the need to take
action on climate change. Earth Hour 2010 is a global call to action to every
individual, every business and every community. It is a call to stand up, to take
responsibility and to get involved in working towards a sustainable future.

The initiative is a youth led event that intends to drive the public to uphold Earth
hour as well as to be more conscious about how to fight climate change effectively.
It aims to create awareness, educate and provide solutions to Singaporeans on
ways to be environmentally conscious, by leading an environmentally sustainable
lifestyle through saving energy when electrical appliances and lights are not in
use. Youth are the key drivers in this initiation to promote these lifestyle changes
by spreading the message by youths aged 16-18 to their families, schools and in
turn, the larger community. This project sets a precedent for all future youth lead
and environmental events that actively engage and empowers youth on lifestyle
change.

In 2010, Earth Hour @ Central CDC brought together about 90 youth from different
Junior Colleges and Secondary Schools to conceptualize and execute the full
project.

As the organizing committee, we aimed to set this event as an opportunity for


youth to reach out to fellow youth, members of the public, and HDB dwellers on
leading a more sustainable lifestyle, through the advocacy efforts at the HDB flats
as well as a movie screening.

2.2.1. Volunteer briefing

Description:

The volunteer outreach served 2 functions; firstly to notify HDB residents regarding
Earth Hour and spread the message on energy conservation, and secondly to
publicize the movie screening and celebration event slated to occupy them during
Earth Hour itself (8.30-9.30pm). Around 65 volunteers from 3 schools were
involved in the outreach. The briefing was held at the event venue (Fountain
Square of City Square Mall, B1).

The purpose of the briefing was to settle the manpower allocation issues as well as
prepare volunteers for the interaction with the residents. Guidelines on handling
the residents were laid down by i/cs who also engaged the students with role-play
and demonstrations. Volunteers too were informed about the urgency and
significance of sustainable living in fighting climate change, with emphasis for
them being ambassadors for the environment and walking the talk even after
receiving their CIP hours.

2.3.1. Volunteer Outreach

Description:

Outreach was conducted within a 700m radius (walking distance) about City
Square Mall. Volunteers were given each some bookmarks and a pamphlet with
information to share with the residents. Volunteers had been instructed to engage
the public meaningfully on how they could make small changes to their own
lifestyle which would minimise their impact on the environment. Emphasis was
placed on Earth Hour being more than a symbolic act, besides the customary
switching off of electrical appliances for an hour, the message was focused on the
slogan ‘Make every hour Earth Hour’. A further incentive of energy-saving
products, lower running costs were also highlighted to the public to rectify the
misconception that sustainable living was only for the rich. More than 5000 units
were covered in the 3-hour outreach.

2.3.2. Performance by group from FM Music School Our Youth. Our Future.

Description:
To draw in the crowd for the countdown ceremony and movie screening, FM Music
School belted out a repertoire of songs which managed to pique the interest of
passers-by and onlookers. The song list comprised of mostly Chinese numbers
which catered to the elderly demographic at Jalan Besar GRC, but other ethnic
groups were not forgotten as well with English contemporary songs included in the
mix. In between songs, the group shared tips on energy-saving, and requested that
the crowd linger for the earth hour countdown that was going to be held at 830.

2.4.2. Movie Screening

Descriptions:
Age of Stupid was screened during Earth Hour itself after the dimming of the lights
at Fountain Square. The movie aims to look at the problem of climate change from
a different perspective, namely, that of an archivist years into the future after
Earth’s environment has been decimated. Short of being a regular doomsday
blockbuster, Age of Stupid creates a strong argument about the consequences of
inaction on an international level as well as the inefficiencies in some multi-
national companies. At the same time, we aim to impress upon viewers the power
of the individual despite the nonchalance of great organisations – a message in

The dryness associated with such a documentary was slightly tempered by drama
and animation sequences, hence any alienation of the younger generation by the
informative approach was minimised.

4. REFLECTION AND RECOMMENDATION Charity Reg. No: 1739

4.1. Good Job


1. Organization committee are proactive and dedicated.
2. Committee members are well-trained before embarked on the execution
of the project.
3. Organization committee got good back-end support by ECO Singapore.

4.2. Improvement Needed


1. At the beginning of the project, the involvement structure and
commitment level was not clearly conveyed within the various
organizers, especially ECO Singapore.
2. Time Period too short, organising committee could not secure support in
a short period of time.
3. Too many changes had been done throughout the planning, which
delayed the stage of execution.
4. Volunteer induction was at the last minute and was not able to engage
sufficient number of those who registered.

1. Organizing committee can be formed in November to December.
Holidays would provide ample time for better communication
2. Prior to embarking onto the project as a partnering organisation, both
parties, namely ECO Singapore and the student organisations must
communicate clearly what the involvement structure, commitment level
and expectation are in order to avoid differences in vision and actual
operation.
3. Sponsors and volunteers must be sourced at least 3 months before the
event and support must be secured. A better time period would do the
trick.
4. A team of volunteer managers can be deployed to be in charge of the
training and administration of the volunteers. And proper planning on
volunteer engagement should be exercised so that the performance and
