Preparing a new facility for commercial operation is one of the most challenging
endeavors undertaken by the Company. It requires experienced O&M line managers
working closely with the engineering project managers.
O&M Mobilization is defined as that phase of a project that includes all the tasks
done by the plant operator to prepare a new facility for commercial operation. It
typically includes hiring and training the plant staff, participating in engineering
design reviews, preparing the plant procedures, outfitting the plant with tools,
equipment and vehicles, securing initial spare parts, and participating in startup,
commissioning and performance testing.
The O&M Mobilization period starts shortly after the project has been approved and
the contractor has been given the release to begin engineering and construction
activities. It ends when the plant has successfully passed its performance tests and
begun commercial operation.
One of the keys to successful startup of a new facility is preparing an O&M
Mobilization Plan (OMP). The OMP must be based on a clear understanding and
definition of the scope of work and responsibilities of all the parties involved in the
project.
