PURPOSE:

This report provides necessary information on the recently conducted EP


Promotional Examination (PROMEX) at H10ID, PA from 15-29 October 2014. The activity
aims to give equal opportunities to personnel assigned both in the field units and in garrison
duty to take the test for purposes of promotions and retakes. Further, the activity was also
used for disseminations of existing SOPs and Directives from HPA on personnel matters.
III.

BACKGROUND:

As per SOP Nr 10, HPA dated 09 June 2006 with subject: Promotional
Examination for Enlisted Personnel, this Center (APMC) shall be the only authorized unit to
administer the PROMEX to all PA EP from the Rank of E2 to E6 with the Chief, Army Testing
Office, APMC as the primary responsible officer.

NARRATIVE OF THE ACTIVITY:

On 15 October 2014, the team PROMEX proceeded to H10ID CGMTY,


Tuboran, Mawab, COMVAL Province from NAIA, International Airport, Pasay City, and
arrived at the Davao International Airport on or about 1100H. From there, the team
proceeded to H10ID with prior coordination with OG1, 10ID, PA. Thereafter a series of
activities were conducted in compliance to the mission which officially began with a
courtesy call to COL JESUS A MANANGQUIL JR, Chief of Staff, 10ID, PA then to LTC
FRANCIS CARTER L SIBAL the AC of Staff for personnel, G1, 10ID, PA. Pertinent details
and matters were discussed especially on the areas of responsibility (AOR) covered and
subject to the Team PROMEX objectives. In every examination, a conducive venue was

selected where examinees were provided with the necessary instructions on the rules of
the examination and a brief information regarding promotions and other essential issues:
such as how to avail reassignments, schoolings (local or abroad), foreign posting
(UNDOF), PAATB/recruitments for CSC, OCS, OPC (ARO Mindanao) and for retirees to
avail the Transition Assistance Program (TAP) and other basic information by which the
APMC has concerns. Proper filing of the answer sheets were given much emphasis to avoid
invalidation of PROMEX Result. Examinees were given a 90 minutes period of time to
finish the examination. The test booklets and answer sheets were always accounted for
before and after the examination to ensure the completeness of the test materials and
prevention of pilferages among our examinees. At the end of test, how, where and when
the examinees will know the results of their exams were also discussed and brought to their
attentions.
Throughout the whole duration of administering the PROMEX, the Team traveled to
the different AORs of 10ID, PA and followed through the same sequence and/or steps
thereafter.

On 29 October 2014, the PROMEX activity and mission was ended and the team left
General Santos city Airport, Gensan City for Manila.
V.

COMMENTS/OBSERVATIONS:

The constant coordination with concerned staff of the various field units under the
10ID, PA and other support units in the area resulted to a well organized planning and
structured program of activities, which include the requirements for transportation, billeting
services and security matters. Therefore, the over-all observation is good impression on the
preparation and execution of the whole PROMEX activity.
VI.

PROBLEMS ENCOUNTERED / ACTION TAKEN:

1.
Most of the personnel who took the examination do not have their ID (Military
Identification Card) and some of them are still using their expired ID. They were advised by
the team to process their IDs within 45 days before the publication of the examination result
and submit to this Center their certification signed by their unit S1 that they already

processed / have their IDs. If they do not do so, this Center will with hold the result of exam
thereof.
VII.

RECOMMENDATION:

1.
Regular conduct of PROMEX to field units to cover our personnel who cannot
visit our ATOs.
2.
Ensure that One s (Personnel Officer/NCO) of PAMUs will disseminate to the
line units the PROMEX Schedule to achieve maximum attendance to our personnel.
3.
PAMUs to prepare an ideal venue within their unit for the conduct of
PROMEX where there is proper ventilation, sufficient chairs and tables to include proper
lighting and less distraction for the examinees.
4.
Repackaging of exam booklets where some are already dilapidated and not
conducive for efficient and effective materials for such a very critical / important examination.

Reprinting of examination papers as replenishments.

Appropriate awards be given to the members of the team.

Infantry Division, Philippine Army from 15 to 29 October 2014. Endowed with deep sense of
responsibility and sincere commitment to duty, above-named Officer and enlisted personnel
splendidly carried out multifarious functions given to them in the attainment of their units
mission. With proper information dissemination they were able to give Promotional
Examination (PROMEX) to Nine Hundred Thirty Seven (937) qualified enlisted personnel.
More importantly, as administrators/ examiners, they ensured that each part of the testing
process conforms to standard and implemented policy. By these achievements, abovenamed Officer and enlisted personnel earned distinct credit not only for themselves and their
unit but also for the Philippine Army and the Armed Forces of the Philippines.
