1.1

SCOPE
.1
The Physical Plant Department at the University of Manitoba has implemented a Quality
Commissioning Program (QCP) that involves the review and verification of construction and
renovation projects to ensure all aspects meet the quality standards set by the University.

The Quality Commissioning Program is a comprehensive process that starts at the pre-design
phase and continues through the post construction phase. Re-commissioning of the
commissioned installations is performed every 5 years. For this reason, the initial commissioning
process and the resulting documentation is critical to ensure that complete and accurate recommissioning can take place in the following years.

Under this contract all electrical systems shall be fully commissioned for compliance to the design
documentation and specified performance. Documentation forms shall be prepared and be
completed for each system and piece of equipment. Satisfactory equipment verification and
performance forms shall be submitted when work is complete and they will be signed off by the
University of Manitoba when accepted. Sample data sheets are attached which provide
representative information sheets for electrical items.

A Commissioning Schedule shall be prepared and be submitted for approval within 90 calendar
days of contract award. This schedule shall cover all commissioning phases and provide a
timeline, milestones, and define points of responsibility.

All equipment supplied to this project will be checked prior to installation to ensure that the
delivered product is as specified before it can be released for installation. An Equipment Form
shall be prepared, completed, and be submitted for each piece of equipment when found to be
satisfactory. See attached sample Equipment Forms at the end of this Section.

All equipment and system installations shall be examined and functionally tested for compliance
with design intent. An Installation Form shall be prepared, completed, and be submitted for each
piece of equipment when found to be satisfactory. See attached sample Installation Forms at the
end of this Section.

Once the supplied equipment has been verified to be in compliance with the design intent, and
the equipment has been properly installed and operation verified, the Commissioning program
moves on to verify equipment and system performance for compliance with design. This portion
of the work requires the submittal of Performance Form when satisfactory performance has
been achieved. See attached sample Performance Forms at the end of this section.

1.2

RESPONSIBILITIES

The Contractor shall:

Provide all coordination required to schedule and coordinate all commissioning activities.
Due to interdependency of the various systems and items of equipment, significant
coordination will be required to facilitate commissioning.

Prepare and implement a Commissioning Plan:

Prepare all commissioning forms based on the examples provided and modified to suit
the actual equipment involved on this project.
.4
The Contractor will be responsible for the participation of the mechanical and electrical
sub-trades and their respective specialists in providing the services described in the
commissioning documents delivered to the schedule in the commissioning plan.

The Contractor shall prepare a commissioning plan which includes equipment
performance verification forms and a schedule that includes activities and times lines for
all parties involved in the commissioning process.

The commissioning plan shall be reviewed and approved by the Consultant and the
University of Manitoba Commissioning Advocate prior to starting and amended as
required.
.7
Chair a pre-construction meeting with the purpose of defining, scheduling, implementing,
and coordinating the commissioning plan.
.8
Discuss implementation of the commissioning plan of various disciplines.
.9
Distribute copies of the schedule, checklists, and equipment tags to be used during the
inspection, verification, and commissioning phases of the project.
.10
Complete Forms and sign off when each Form is satisfactorily completed.

The Consultant shall:

Verify installed equipment meets design requirements.

Provide input where needed to assist in completing the Commissioning process.

Sign off Forms when satisfactorily completed by Contractor.

The Commissioning Advocate shall:


.1
Maintain oversight of the commissioning process
.2
Provide guidance and technical input where required.
.3
Review submissions for compliance to the contract documents and make
recommendations to ensure completeness of the Commissioning Process.
.4
Perform or arrange for periodic construction reviews by University personnel.
.5
Witness selected commissioning performance testing by the Mechanical Contractor.
.6
Review project closeout documentation including as-constructed drawings, O&M
Manuals, commissioning documentation.
.7
Review project prior to contract closeout and check that deficiencies have been
remedied.
.8
Confirm systems acceptance has been received from the consultant prior to the start of
commissioning process.
.9
Accept or reject tests for cause; each rejected test shall be repeated by the contractor
until satisfactory to the Commissioning Advocate at no additional cost.
.10
Submit information on any deficiencies to the Project Coordinator for inclusion into the
Master Deficiency List.
.11
Complete related forms where University of Manitoba technical evaluation is required.

The Project Coordinator shall:

Ensure that all forms have been signed off by the responsible parties.
.2
Receive all forms and distribute them for completion.
.3
Receive deficiency lists and maintain a Master Deficiency List.
.4
Sign off completed Forms and return to Contractor.

DESCRIPTION
.1
Commissioning activities to include the following:
.1
Verification that all equipment has been supplied to the project in accordance with the
specification. Every piece of equipment requires the satisfactory completion of an
Equipment Form.
.2
Verification that all equipment has been installed as required by the contract documents
and functions correctly. Each piece of equipment requires the satisfactory completion of
an Installation Form.
.3
The functionality and performance of each piece of equipment and every system shall be
verified as operating in accordance with the contract documents. This portion of the
commissioning process requires that all items undergo trial performance testing, and final
operating adjustments to verify acceptable performance. Each piece of equipment and
every system requires the satisfactory completion of a Performance Form.
.4
All discrepancies are to be noted and a signed letter of acceptance from the Manager of
Engineering Services attached for each item.
.5
Demonstration of satisfactory performance of mechanical, electrical, and control systems
to the Consultant and the University of Manitoba required.
.6
Completion of all commissioning test reports, procedures, verification, acceptance, and
Forms.

COMMISSIONING SCHEDULE

The Commissioning Plan shall be specific to the project, identifying all items to be commissioned
along with a schedule for the commissioning.
The Commissioning Plan shall include but is not limited to:
.1
Objectives of Commissioning Plan
.2
A listing of all items to be commissioned indicating trade responsible for required
testing.
.3
Typical commissioning check sheets for each type of equipment.
.4
Commissioning schedule
.5
List of individuals / companies performing each test.
.6
Reports required resulting from testing.
The proposed commissioning schedule shall be submitted to the Project Coordinator who will
distribute it to the Consultant and the Review Team.
The Consultant and Owner will review the submitted information and provide the Project
Coordinator comments on any required changes within 10 working days of submission of the
schedule.
The Project Coordinator shall assemble the returned comments and forward this information to
the Contractor.
The Contractor shall modify the schedule as required by the returned comments.
Ensure that commissioning schedule satisfies overall contract obligations with respect to project
scope and completion timeline.
The Contractor shall submit a final schedule to the Project Coordinator.
The Project Coordinator shall distribute the revised commissioning schedule to all parties.
Any changes required as the project proceeds shall follow this same submittal process.

EQUIPMENT FORMS
.1
This portion of the work requires the Contractor to verify that the specified equipment has been
supplied to this project.
.2
Commissioning forms shall be prepared for each piece of equipment supplied, installed, and/or
connected on this project. The forms shall include all relevant technical information required to
fully describe the equipment. Compile specified characteristics into individual Equipment Forms
which shall be developed for each piece of equipment.
.3
Complete the prepared Equipment Forms to verify that the specified equipment is present.
.4
Note that all information is to be typed into the individual forms and, with the exception of
signatures, not be hand written.
.5
Equal or Alternate equipment may have been supplied and this information needs to be shown on
the Equipment Forms.
.6
Where supplied equipment is not satisfactory, discuss remediation actions with Consultant and
resolve all deficiencies required to complete all Equipment Forms.
.7
All discrepancies are to be noted and a signed letter of acceptance from the Manager of
Engineering Services attached for each item.
.8
Submit signed Equipment Forms to Project Coordinator complete with a list of any outstanding
equipment issues and plans to rectify the situations.
.9
The Project Coordinator will distribute Contractor-signed Forms to the Consultant and
Commissioning Advocate for review. When accepted, the Consultant will sign off and return
Forms to the Project Coordinator.
.10
Project Coordinator will sign off returned Forms as complete and forward them to the Contractor
for inclusion in the Commissioning Manual.

INSTALLATION FORMS
.1
This portion of the work requires the Contractor to verify that the accepted equipment has been
installed in accordance with the specification and operates when activated. This is not a
performance check but is limited to verification of correct installation and operation only.

Compile specified installation requirements and operating characteristics into individual
Installation Forms.

Where equipment has not been installed or is not operating in a satisfactory manner, discuss
remedial actions with Consultant and resolve all deficiencies required to complete all Installation
Forms.
All discrepancies are to be noted and a signed letter of acceptance from the Manager of
Engineering Services attached for each item.
Submit all satisfactory Equipment Forms along with a list of outstanding equipment installation
and Performance issues as well as proposed plans to rectify the problems.
Equipment cannot be put into operation until all installation concerns have been corrected.
The Contractor shall submit signed Installation Forms to Project Coordinator complete with a list
of any outstanding equipment issues and plans to rectify the situations.
The Project Coordinator will distribute Contractor-signed Forms to the Consultant for review.
When accepted, the Consultant will sign off and return Forms to the Project Coordinator.
Project Coordinator will then forward the Installation Forms to the Commissioning Advocate for
review and completion of Forms.
Commissioning Advocate to return signed Forms to the Project Coordinator.
The Project Coordinator shall sign off returned Forms as complete and forward them to the
Contractor for inclusion in the Commissioning Manual.

PERFORMANCE FORMS
.1
This phase of the commissioning process is to verify the performance of the installed equipment
and systems. The previous phases have verified that the proper equipment has been supplied to
the project, installed correctly, and is operating properly. This portion of the work requires the
testing and verification that all components operate as designed.
.2
Compile specified performance characteristics into individual Performance Forms.
.3
Test all equipment and systems and complete individual Performance Forms to verify the proper
performance of all systems installed on this project.
.4
Note that all information is to be typed into the individual forms and, with the exception of
signatures, not be hand written.
.5
Document performance of all dynamic systems and verify balancing report information noting
relevant system pressures and electrical characteristics of motors.
.6
Where performance characteristics are not satisfactory, repair all deficiencies required to
complete all Forms. Where equipment is not performing in a satisfactory manner, discuss
remedial actions with Consultant and resolve all deficiencies required to complete all Forms.
.7
All discrepancies are to be noted and a signed letter of acceptance from the Manager of
Engineering Services attached for each item.
.8
The commissioning process will not be accepted as complete until Performance Forms have
been satisfactorily completed for all equipment and systems.
.9
The Contractor shall submit signed Performance Forms to the Project Coordinator complete with
a list of any outstanding equipment issues and plans to rectify the situations.
.10
The Project Coordinator will distribute Contractor-signed Forms to the Consultant for review.
When accepted, the Consultant will sign off and return Forms to the Project Coordinator.
.11
Project Coordinator will then forward the Performance Forms to the Commissioning Advocate for
review and completion of Forms.

Commissioning Advocate to return signed Forms to the Project Coordinator.
.13
The Project Coordinator shall sign off returned Forms as complete and forward them to the
Contractor for inclusion in the Commissioning Manual.

1.8

FINAL ADJUSTMENT
.1
Re-test any equipment or systems which did not meet the design performance or intent. If
necessary, the Consultant will issue corrective measures if an acceptable performance level
cannot be achieved. Re-testing will continue until acceptable performance is achieved.
.2
Document the system or equipment settings which meet the design intent.

SEASONAL (DEFERRED) COMMISSIONING


.1
At the completion of construction, the Contractor will create a schedule for deferred
commissioning items.
.2
The schedule will identify performance testing which could not be undertaken due to the season,
lack of occupancy, or for any other reason.
.3
Submit report for seasonal commissioning, findings, and/or additional recommendations to the
Consultant and the University.
.4
The Project Coordinator will schedule seasonal commissioning with the building operating
personnel, the Contractor, the Consultant, and the Commissioning Advocate.

1.10

DOCUMENTATION
.1
Once the commissioning process is complete, provide three (3) set of commissioning manuals in
separate 3 D ring, loose leaf binders with spine and face pockets, with the project name clearly
indicated on the spline and face.
.2
The Commissioning Manuals shall be labelled as Tab 9 of the Operating and Maintenance Manuals.
Refer to 16050 for further information on O&M Manuals.

In addition to all information providing in manuals, also provide a complete copy of all commissioning
information and Forms in MS Word format on CD.
.4
The final accepted copy of the commissioning program shall be provided to the Project Coordinator
and a signed receipt taken for delivery.

assist in the design, construction, and commissioning processes.
