THE EUROPEAN UNION PROVIDES A FURTHER SUBSTANTIAL SUPPORT AND ASSISTANCE TO THE
JUSTICE SECTOR REFORM IN THE REPUBLIC OF MOLDOVA
On 17 November 2014, the EU has launched three new projects for
providing assistance to the Justice Sector Reform in the Republic of
Moldova. The European Union is offering additional financial support in
the sum of 10 million EUR, through on-going four technical assistance
projects.
The EU assistance projects for the field of Justice Sector Reform aim at
supporting the Moldovan judiciary, prosecution and pre-trial investigation
institutions, and enforcement, penitentiary and probation systems in their
reform process. Another objective is a better coordinated effort of various
justice sector institutions to implement the Justice Sector Reform Strategy
and Action Plan.
On the occasion of the launch event, Ambassador Pirkka Tapiola, the Head
of the EU Delegation to the Republic of Moldova, mentioned: A better
functioning justice sector is fundamental for investor confidence. We expect
that the newly launched EU funded Technical Assistance projects will give additional impetus to the implementation of the justice
sector reform. A more accountable, transparent and independent justice system will positively impact on the daily life of all Moldovans.
It is time to implement major structural reforms in the justice sector.

GUIDANCE ON THE NEW ENVIRONMENTAL IMPACT ASSESSMENT LAW, ENSURED WITH EUHLPAM
SUPPORT
Chisinau, 1st December 2014. A Workshop on Guidance on Implementation
of the new Law on Environmental Impact Assessment (No 86 of May 29,
2014) was held in Chisinau on the 28th November, 2014, hosted by the
Ministry of Environment. The new Law transposes the provisions of the
Directive No 2011/92/EU set out in the Association Agreement and will
enter into force on January 4th 2015.
The aim of the EIA Directive is to ensure that projects likely to have a
significant effect on the environment, are adequately assessed before they
are approved. The purpose of an Environmental Impact Assessment (EIA) is to
provide information for decision-makers and the public on the environmental
consequences of proposed actions and to promote environmentally sound
development through the identification of appropriate enhancement and
mitigation measures.
Consultation of the public is inherent in the EIA Directive and has been reinforced by the amendments to the EIA Directive. For more
than 25 years in the EU Member States, the EIA Directive has helped ensure that environmental considerations are integrated into
decision-making for projects. This has improved the sustainability of countless projects, while also empowering citizens and ensuring
that they are informed and consulted before decisions are made.

The general objective of the fourth NEXUS workshop with national and
local focal points dealing with migration was to enhance the ability of
public authorities (PAs) to efficiently and clearly communicate with citizens when responding to written petitions or calls.

DECENT WORK FOR YOUTH - IMPROVING THE SOCIAL-ECONOMIC SITUATION OF THE YOUNG PEOPLE IN MOLDOVA BY EMPOWERING THE YOUTH AND THE CIVIL SOCIETY - A SUSTAINABLE PROJECT
The Decent Work for YOUth project has proved the particularly
vulnerable situation of Moldovan youth on the labour market and the
need to continue to contribute to their inclusive participation in the
society through Decent Work.
Within the project, several viable tools were created, ensuring its sustainability:
1. ROST - the Network of Organizations for promoting and respecting the socioeconomic rights of the youth from the Republic of Moldova - will promote
the socio-economic inclusion of the youngsters and will facilitate the social
dialogue through the Action Plan 2014-2016. ROST has created the SocialEconomic Agenda for YOUth, a set of measurements and recommendations
designed to insure the socio-economic wellbeing of the youth.
2. Mobile Team - will continue promoting the socio-economic rights of the
youth. The Action Guide for YOUth was created, presenting the methodologies to use for promoting the socio-economic rights of
the youth (the guide is published on the official web page: www.muncadecenta.md and any interested individual can request a hard
copy of it from Faclia Association).
3. Youth Advocates, lawyers of 24 to 30 years old, instructed within the Socio-economic rights of the youth in practice, react in cases
of socio-economic rights violation at employment or at the work place.

REPUBLIC OF MOLDOVA PARTICIPATES IN SOUTH-EASTERN EUROPE HEALTH NETWORK WORKSHOP ON CHALLENGES AND SOLUTIONS FOR HUMAN RESOURCES FOR HEALTH
A delegation from the Republic of Moldova participated in the Southeastern Europe Health Network (SEEHN) workshop Health workforce
from challenges to solutions. Shaping the agenda for action in the Southeastern Europe Health Network countries held in Ljubljana, Slovenia,
1011 November 2014.
The workshop was organized by the SEEHN Regional Health Development
Centre on Human Resources for Health (SEEHN Health Workforce Observatory)
in collaboration with the WHO Regional Office for Europe and with support
from the Ministry of Health and the Ministry of Foreign Affairs of Slovenia.
During the workshop were presented activities and results of the EU-funded
project Better managing the mobility of health professionals in the Republic
of Moldova implemented by WHO Country Office in Republic of Moldova. The
delegation from the Republic of Moldova also had a detailed presentation of the Moldovan experience of developing, shaping, gaining Government approval and then negotiating a bilateral agreement.

Civil Society. Dialogue for Progress conducted the 4th seminar within
its capacity development program for civil society organizations in Moldova. 20 participants from all over Moldova were trained on advocacy
campaigns, stages of implementation and impact. The training was conducted by the Moldovan partner IDIS Viitorul.
Participants highlited the importance of advocacy campaigns and identified
topics and methods of campaigns in their own communities. I learned new
tools which are of great help for our work with young people. This will definataly improve the quality of our services and lead to more successful advoacy campaigns in the future. I am happy to share this knowledge with my
colleauges, , sayed Ana Postolache from Bobeica, Hincesti.
The information provided to us is very useful for our works as well. I understood all aspects and stages of an advocacy campaign and we are going to use
the tools for sure. The next step for us is to identify financial resources for the next campaign, said Rodica Jardan, Project Assistant at
ANTEM.

IDIS VIITORUL HELD A TRAINING SEMINAR FOR NGOS FROM THE COUNTRY THAT WERE FUNDED
BY THE EUROPEAN COMMISSION FOR PROJECTS IN VARIOUS FIELDS
The seminar, which lasted two days, is part of a series of activities implemented within the project Civil Society. Dialogue for progress, funded
by the European Commission. The training was conducted by the Moldovan partner IDIS Viitorul.
Experts revealed aspects to be taken into account by NGO representatives in
implementing projects, especially in reporting.
Natasha Gospodjinacki, key expert KAS, explained to participants the aspects
to be taken into account at every stage of project implementation. Elena
Coroian, Department of Finance, Contracts and Audit of EU Delegation in Moldova answered questions related to financial reporting, auditing and financial
management.
Ungureanu Carolina, coordinator of the project Civil Society. Dialogue for progress noted that it is very important for civil society to
strengthen capacities in accessing European funds, to be developed in Moldova. NGOs in the country must learn to write and rightly
implement resources from donors to achieve the objectives and to improve the situation in the country.
In turn, the participants were satisfied with the information provided at the seminar and stated that they learned new things while
acknowledging the complexity of projects to be implemented by them, after carrying out simulation exercises.

On 24-28 November 2014, a study visit to Barcelona, Spain was organized for Moldovan current and future transplant coordinators working
in the local authorized medical institutions. The study visit is part of the
Twinning project implemented at the Moldovan Transplant Agency by a
French-Spanish Consortium.
The members of the study visit consisted of the Heads of Intensive Care Units
from the Emergency Hospital and Municipal Clinical Hospital Holy Trinity and
three more representatives of ICUs.
During the study visit the participants had the opportunity to visit the Catalan
Transplant Organization (OCATT). The participants had also visited two hospitals with organ, tissues and cells donation and transplant programs and they
had the experience of assessing and maintaining a potential brain death donor.
Presentations addressed a number of issues: Organ Interchange Coordination Unit, Catalonian Donation and Transplantation Model,
the role of the transplant coordinator and how to approach the family to request organ and tissue donation, assessment and maintenance of brain death donor, etc.
