EUROPEAN INTEGRATION COORDINATORS FROM GOVERNMENTAL INSTITUTIONS RECEIVE TRAINING
IN AA/DCFTA ISSUES
On November 14-16, the Ministry of Foreign Affairs and European
Integration of the Republic of Moldova organized, with EUHLPAM
support, the second training session From personal development to
professional excellence for European integration coordinators within the
central public administration.
During the session, Daniels Pavluts, EU High-Level Adviser within the Ministry
of Economy, delivered a presentation on Latvian experience of EU Policy
Coordination from the institutional standpoint. Mr Pavluts presentation
dwelt upon the challenges to EU RM Association Agreement/Deep and
Comprehensive Free Trade Agreement implementation, as well as its
coordination key principles.
Participants to the seminar also got trained in key competencies needed for
the implementation of AA/DCFTA. According to them, the training session was
an excellent opportunity to interact with each other, exchange ideas and best
practices.

EU-MOLDOVA PROJECT GROUP ON THE IMPLEMENTATION OF THE STRATEGIC FRAMEWORK FOR


CUSTOMS COOPERATION HELD A MEETING

A two-day meeting of the EU-Moldova Project Group on the


implementation of the Strategic Framework for Customs Cooperation
was held in Iasi, Romania on 20 21 November.
The Project Group includes representatives from the European Commission,
Moldova, Romania, the United Kingdom, Lithuania, Poland and Germany.
Representatives from OLAF (European Anti-Fraud office) and EUBAM (European
Union Border Assistance Mission to Moldova and Ukraine) also attended the
meeting. The EU High Level Adviser to the Customs Service of the Republic of
Moldova, Mr Frank Ferguson, was among speakers at the reunion. The Adviser
made two interventions on the promotion of integrity and the development
of risk management.
The meeting was followed by a short study visit to view Customs operations at
the Border crossing points in Albita, Romania and Leuseni, Moldova.
The agenda included, inter alia, reports on recent improvements in Moldovan
Customs; safe and fluid trade lanes; risk management and the fight against fraud; investment in customs modernization; the roadmap
and the online platform for the European Customs Community.
Agreements were reached on processes to be adopted to improve systems and procedures relating to Authorized Economic
Operators, exchanges of information and to hold a joint operational exercise to combat cigarette smuggling.

THE EUROPEAN UNION PROVIDES A FURTHER SUBSTANTIAL SUPPORT AND ASSISTANCE TO THE
JUSTICE SECTOR REFORM IN THE REPUBLIC OF MOLDOVA
On 17 November 2014, the EU has launched three new projects for
providing assistance to the Justice Sector Reform in the Republic of
Moldova. The European Union is offering additional financial support in
the sum of 10 million EUR, through on-going four technical assistance
projects.
The EU assistance projects for the field of Justice Sector Reform aim at
supporting the Moldovan judiciary, prosecution and pre-trial investigation
institutions, and enforcement, penitentiary and probation systems in their
reform process. Another objective is a better coordinated effort of various
justice sector institutions to implement the Justice Sector Reform Strategy
and Action Plan.
On the occasion of the launch event, Ambassador Pirkka Tapiola, the Head
of the EU Delegation to the Republic of Moldova, mentioned: A better
functioning justice sector is fundamental for investor confidence. We expect
that the newly launched EU funded Technical Assistance projects will give additional impetus to the implementation of the justice
sector reform. A more accountable, transparent and independent justice system will positively impact on the daily life of all Moldovans.
It is time to implement major structural reforms in the justice sector.

ROUND TABLE ON FOSTERING INTER - AGENCY COOPERATION FOR PROTECTION OF MIGRANTS


HUMAN RIGHTS
The one day Round Table, held on 6 November 2014 in Chisinau, aimed
at fostering the inter-agency cooperation in Moldova towards better
perception and respect for human rights protection for migrants.
The event gathered representatives of the most relevant agencies dealing with
migration related cases in order to discuss challenges and possible solutions
for existing issues in this area. The participants were legal experts as well as
practitioners (i.e. judges, prosecutors, lawyers, policy makers (Bureau for
Migration and Asylum)) and NGOs professionals dealing with legal counseling
of migrants. Considering the participants diverse background, the discussions
proved to be very comprehensive and interactive.
Moreover, the national legal cases were compared with European Court of
Human Rights (ECHR) jurisprudence and best practices presented by the
international experts attending the event. It is worth mentioning the active
role and incentives for cooperation by the ombudsmans office in Moldova in
the discussions. The recommendations of the Round Table were the following: the responsible state authorities should ensure more
efficient mechanisms for human rights protection and integration of aliens, as well as to raise awareness on security issues in the field
of migration; to promote tolerance and better integration of foreigners into society.

IMPROVED LEVEL OF MIGRATION DATA COLLECTION, ANALYSIS, AND INTER-INSTITUTIONAL

Since 2006 IOM Moldova has worked closely with the Moldavian
Government on establishing and developing an Informational
Integrated Automatic System Migration and Asylum (SIIAMA) aimed to
improve data collection, analysis, and inter-institutional sharing. Within
Migration Management and Cooperation on Readmission in Eastern
Europe (MIGRECO) an important contribution was made to develop
Integration Automatic System CONSUL, part of the SIIAMA, operated by
the Ministry of Foreign Affairs and European Integration of the Republic
of Moldova (MFAIE).
After the positive proceeding of the Travel document module at the end
of 2013, six new developed software modules: service passport issuing,
diplomatic passport issuing , identity card issuing, monitoring of the
trafficking in persons consular supra-legalisation, and support module
automatic archiving have been successfully integrated within IAS CONSUL in October 2014. Due to these seven modules the
MFAEI will be able to highly improve the quality and to decrease the time for delivering important services to the Moldovan citizens
abroad. On the other hand, various migration management stakeholders will benefit from this facility. Also, the consular staff was
trained accordingly and the company which developed the software will assure guarantee, technical support and post-warranty
maintenance services for a period of thirty-six months.

CITIZENS INFORMATION CENTRE - A YEAR OF ACTIVITY


Citizens Information Centre (CIC), created within the Project Enlarged
Sustainable Partnership for the Decentralization Reform funded by
the European Union by the Programme EuropeAid/132706/L/ACT/MD,
implemented by Ungheni City Hall in partnership with Orhei City Hall
and Regional Centre of Sustainable Development, recently celebrated a
year of activity.
In order to inform the general public on the results of CIC activity and
modalities of involving citizens in the community life, there were organized on
November 21st, 2014 the Open Door Day, the Conference Informing citizens
an important instrument for public participation in decision-making and local
sustainable development and the Round Table Citizens Information Centre
a year of activity, where 93 representatives of public and private institutions,
NGOs, Civic Initiative Groups, public servants, local councillors and massmedia participated. Guest of honour was Mr. Minister Councillor Petru Litiu, Romanian Consul to Ungheni.

SENSITIZATION CAMPAIGN WITHIN SAFETY INFORMATION SYSTEMS IN ROAD TRAFFIC PROJECT


In the period of July November 2014, there was organized the II Phase
of the Information and Awareness Campaign Lets be responsible in road
traffic! in Ungheni town for the secondary and high school pupils, their
parents and general public. At this stage, there have been organized
and conducted activities for testing the knowledge and informing the
secondary and high school pupils from Ungheni town about the behavior
in road traffic.
Ungheni City Hall started on December 24, 2013 the implementation of
the project Safety Information Systems in Road Traffic (MISETC: 1719) in
partnership with Dorohoi Municipality, from Romania, Chernivtsi City Council
and Bukovinian Agency for Regional Development from Ukraine.The project
is funded by the European Commision through Joint Operational Programme
Romania- Ukraine Republic of Moldova 2007-2013 and has a duration of 18
months.

GUIDANCE ON THE NEW ENVIRONMENTAL IMPACT ASSESSMENT LAW, ENSURED WITH EUHLPAM
SUPPORT
Chisinau, 1st December 2014. A Workshop on Guidance on Implementation
of the new Law on Environmental Impact Assessment (No 86 of May 29,
2014) was held in Chisinau on the 28th November, 2014, hosted by the
Ministry of Environment. The new Law transposes the provisions of the
Directive No 2011/92/EU set out in the Association Agreement and will
enter into force on January 4th 2015.
The aim of the EIA Directive is to ensure that projects likely to have a
significant effect on the environment, are adequately assessed before they
are approved. The purpose of an Environmental Impact Assessment (EIA) is to
provide information for decision-makers and the public on the environmental
consequences of proposed actions and to promote environmentally sound
development through the identification of appropriate enhancement and
mitigation measures.
Consultation of the public is inherent in the EIA Directive and has been reinforced by the amendments to the EIA Directive. For more
than 25 years in the EU Member States, the EIA Directive has helped ensure that environmental considerations are integrated into
decision-making for projects. This has improved the sustainability of countless projects, while also empowering citizens and ensuring
that they are informed and consulted before decisions are made.

SOCIAL AND HUMAN DEVELOPMENT


NEXUS AIMS TO BRIDGE COMMUNICATION GAPS BETWEEN PUBLIC AUTHORITIES AND MOLDOVAN
CITIZENS

The general objective of the fourth NEXUS workshop with national and
local focal points dealing with migration was to enhance the ability of
public authorities (PAs) to efficiently and clearly communicate with citizens when responding to written petitions or calls.

Starting with a NEXUS Service Centers analysis on outreach activities and


client profiles to date, along with statistics on the kinds of information and
service requests received from Moldovan citizens in all stages of migration,
NEXUS team developed an algorithm of comprehensible answers that clients
need. During the exercise, focal points had the chance to rephrase and
reformulate a sample law into clear and pragmatic language that every citizen
can understand.
The workshop led to desired results: PAs acknowledged their use of closed
language in their communication to citizens and of the necessity to adjust it to
the needs of the client; PAs understood the Human Approach in professional communication and the increased effectiveness when
Government takes a more citizen-centered approach; PAs enhanced their abilities to translate professional government language
into the language clients/citizens speak and understand. One of the future capacity building needs identified during the workshop
is to build further upon communications and inter-institutional cooperation skills.

DECENT WORK FOR YOUTH - IMPROVING THE SOCIAL-ECONOMIC SITUATION OF THE YOUNG PEOPLE IN MOLDOVA BY EMPOWERING THE YOUTH AND THE CIVIL SOCIETY - A SUSTAINABLE PROJECT
The Decent Work for YOUth project has proved the particularly
vulnerable situation of Moldovan youth on the labour market and the
need to continue to contribute to their inclusive participation in the
society through Decent Work.
Within the project, several viable tools were created, ensuring its sustainability:
1. ROST - the Network of Organizations for promoting and respecting the socioeconomic rights of the youth from the Republic of Moldova - will promote
the socio-economic inclusion of the youngsters and will facilitate the social
dialogue through the Action Plan 2014-2016. ROST has created the SocialEconomic Agenda for YOUth, a set of measurements and recommendations
designed to insure the socio-economic wellbeing of the youth.
2. Mobile Team - will continue promoting the socio-economic rights of the
youth. The Action Guide for YOUth was created, presenting the methodologies to use for promoting the socio-economic rights of
the youth (the guide is published on the official web page: www.muncadecenta.md and any interested individual can request a hard
copy of it from Faclia Association).
3. Youth Advocates, lawyers of 24 to 30 years old, instructed within the Socio-economic rights of the youth in practice, react in cases
of socio-economic rights violation at employment or at the work place.

ENSURING RATIONAL USE OF MEDICINES IN REPUBLIC OF MOLDOVA TO IMPROVE NCD OUTCOMES

A training seminar about promoting rational use of medicines was held


on 45 November 2014 in Chisinau, as part of ongoing WHO Regional
Office for Europe support to the Republic of Moldova on managing noncommunicable diseases (NCDs). The lessons learnt will contribute to development of guidance for selection of medicines on the reimbursement
list for the Republic of Moldova.
The two-day seminar was attended by around 35 people representing the
Ministry of Health, National Health Insurance Company, National Agency for
Medicines and Medical Devices, State Medical and Pharmaceutical University
Nicolae Testemitanu and specialty commissions. The training focused on:
concept and basics of rational use of medicines; tools for rational use of medicines; pharmacovigilance; promotion of medicines; role of pharmacoeconomics and cost-effectiveness; incentives to promote rational use.
The training is part of the biennial collaborative agreement (BCA) 20142015 between the Ministry of Health of the Republic of Moldova and WHO Regional Office for Europe. It is related to the European Union and WHO joint initiative to support policy dialogue and
universal health coverage.

REPUBLIC OF MOLDOVA PARTICIPATES IN SOUTH-EASTERN EUROPE HEALTH NETWORK WORKSHOP ON CHALLENGES AND SOLUTIONS FOR HUMAN RESOURCES FOR HEALTH
A delegation from the Republic of Moldova participated in the Southeastern Europe Health Network (SEEHN) workshop Health workforce
from challenges to solutions. Shaping the agenda for action in the Southeastern Europe Health Network countries held in Ljubljana, Slovenia,
1011 November 2014.
The workshop was organized by the SEEHN Regional Health Development
Centre on Human Resources for Health (SEEHN Health Workforce Observatory)
in collaboration with the WHO Regional Office for Europe and with support
from the Ministry of Health and the Ministry of Foreign Affairs of Slovenia.
During the workshop were presented activities and results of the EU-funded
project Better managing the mobility of health professionals in the Republic
of Moldova implemented by WHO Country Office in Republic of Moldova. The
delegation from the Republic of Moldova also had a detailed presentation of the Moldovan experience of developing, shaping, gaining Government approval and then negotiating a bilateral agreement.

ADVOCACY CAMPAIGNS - A USEFUL TOOL FOR CIVIL SOCIETY INVOLVEMENT

Civil Society. Dialogue for Progress conducted the 4th seminar within
its capacity development program for civil society organizations in Moldova. 20 participants from all over Moldova were trained on advocacy
campaigns, stages of implementation and impact. The training was conducted by the Moldovan partner IDIS Viitorul.
Participants highlited the importance of advocacy campaigns and identified
topics and methods of campaigns in their own communities. I learned new
tools which are of great help for our work with young people. This will definataly improve the quality of our services and lead to more successful advoacy campaigns in the future. I am happy to share this knowledge with my
colleauges, , sayed Ana Postolache from Bobeica, Hincesti.
The information provided to us is very useful for our works as well. I understood all aspects and stages of an advocacy campaign and we are going to use
the tools for sure. The next step for us is to identify financial resources for the next campaign, said Rodica Jardan, Project Assistant at
ANTEM.

IDIS VIITORUL HELD A TRAINING SEMINAR FOR NGOS FROM THE COUNTRY THAT WERE FUNDED
BY THE EUROPEAN COMMISSION FOR PROJECTS IN VARIOUS FIELDS

The seminar, which lasted two days, is part of a series of activities implemented within the project Civil Society. Dialogue for progress, funded
by the European Commission. The training was conducted by the Moldovan partner IDIS Viitorul.
Experts revealed aspects to be taken into account by NGO representatives in
implementing projects, especially in reporting.
Natasha Gospodjinacki, key expert KAS, explained to participants the aspects
to be taken into account at every stage of project implementation. Elena
Coroian, Department of Finance, Contracts and Audit of EU Delegation in Moldova answered questions related to financial reporting, auditing and financial
management.
Ungureanu Carolina, coordinator of the project Civil Society. Dialogue for progress noted that it is very important for civil society to
strengthen capacities in accessing European funds, to be developed in Moldova. NGOs in the country must learn to write and rightly
implement resources from donors to achieve the objectives and to improve the situation in the country.
In turn, the participants were satisfied with the information provided at the seminar and stated that they learned new things while
acknowledging the complexity of projects to be implemented by them, after carrying out simulation exercises.

ENSURING THE QUALITY OF SERVICES PROVIDED BY THE MOBILE TEAM


On 24-26 November 2014, Keystone Moldova Association, with European
Union financial support, organized an ongoing training seminar in the
field of ensuring the quality of services provided. The seminar was attended by Mobile Team specialists from the rayons of Anenii Noi, Dubasari, Falesti, Singerei and Ungheni.
The seminar participants had the opportunity to share the experience gained
in the process of Mobile Team social service accreditation. One should mention
that in October-November 2014, Mobile Teams from the rayons of Singerei,
Ungheni, Anenii Noi and Dubasari were accredited by the National Council for
the Accreditation of Social Service Providers, attached to the Ministry of Labour, Social Protection and Family of the Republic of Moldova. The accreditation of the Mobile Team social service is performed with the goal to determine,
on the basis of quality standards, social service providers ability to provide quality social services to the population. Concurrently, by
service accreditation, one obtains professional recognition and the functional, organizational and administrative capacity of providers
to deliver social services, in accordance with legislation, is formally assessed. Thus, the Mobile Teams are among the first accredited
social services in Moldova.
The seminar was organized within the project Public-Private Partnership for the Sustainable Development of Locally Governed Disability Services: Supporting Decentralization Reform, implemented by Keystone Moldova Association with European Union support.

REPUBLIC OF MOLDOVA AND FEDERAL REPUBLIC OF GERMANY NEGOTIATE IMPLEMENTATION OF


PROJECTS WITHIN MEMORANDUM OF UNDERSTANDING FRAMEWORK
An official delegation from the Republic of Moldova consists of the
State Secretary of Health, two other representatives from the Ministry
of Health, and the Deputy Director of the National College of Medicine
Raisa Pacalo, together with a member of the WHO Country Office in a
consultative role, had a working visit in Germany, on 2328 November.
The purpose of the visit was to discuss the technical details of the collaborative project proposals regarding circular migration of health professionals.
The delegation attended meetings at the Federal Foreign Office and the Federal Ministry of Health in Germany, and also held teleconferences with representatives of the World Bank and the Global Learning and Skills Partnership
programme. The visit also entailed visits to Leipzig University Hospital and
to Helios Hospital Aue, where Moldovan migrant nurses could potentially be
trained and work under the proposed circular migration project.
The ongoing process of strengthening the capacity of the Republic of Moldova to manage the migration of Moldovan health professionals is related to the EU-funded project Better Managing the Mobility of the Health Professionals in the Republic of Moldova.

STUDY VISIT FOR CURRENT AND FUTURE TRANSPLANT COORDINATORS TO BARCELONA

On 24-28 November 2014, a study visit to Barcelona, Spain was organized for Moldovan current and future transplant coordinators working
in the local authorized medical institutions. The study visit is part of the
Twinning project implemented at the Moldovan Transplant Agency by a
French-Spanish Consortium.
The members of the study visit consisted of the Heads of Intensive Care Units
from the Emergency Hospital and Municipal Clinical Hospital Holy Trinity and
three more representatives of ICUs.
During the study visit the participants had the opportunity to visit the Catalan
Transplant Organization (OCATT). The participants had also visited two hospitals with organ, tissues and cells donation and transplant programs and they
had the experience of assessing and maintaining a potential brain death donor.
Presentations addressed a number of issues: Organ Interchange Coordination Unit, Catalonian Donation and Transplantation Model,
the role of the transplant coordinator and how to approach the family to request organ and tissue donation, assessment and maintenance of brain death donor, etc.

TRADE AND SUSTAINABLE DEVELOPMENT


MOLDOVAN BUSINESSMEN PARTICIPATE IN A STUDY TOUR IN POLAND
26 November 2014 A Business Mission from Moldova, comprising 12
biomass producers and equipment suppliers, takes part in a study tour
conducted in Poland during 23-28 November.
The entrepreneurs learned from the experience of Polish biomass producers,
visited a series of biomass production companies and established contacts for
future Moldovan-Polish Partnerships.
The opening event was attended by such companies as Thermostal, Wektor,
CRB Energia and Ternamotor, which are leaders in their field of activity. The
Moldovan producers proved to be highly receptive and asked many questions
regarding the boilers efficiency, the optimal humidity for the production of
briquettes, the pellet manufacturing process based on agricultural waste, etc.
Bilateral discussions were held at the end of the event where the producers
talked individually with the company representatives.
Overall, the Moldovan businessmen visitet eight companies which produce biomass boilers and briquette/pellet manufacturing
equipment.

EBRD AND EU PUT MOLDOVAN RAILWAY ON TRACK FOR CHANGE


The loan, signed by Moldovas Prime Minister Iurie Leanc and EBRD Director for Transport, Sue Barrett, in Chiinu on 14 November 2014, will
be used to co-finance the acquisition of around 10 new multi-purpose
locomotives and the rehabilitation of rail infrastructure. The European
Union is co-financing the purchase of the locomotives with a 5 million
investment grant through its Neighbourhood Investment Facility (NIF).
Further grant financing worth 1.75 million will be provided by the EBRDs
own funds, the Central European Initiative and the Czech government. The
funds will be used to improve the companys management in specific areas
and to strengthen its corporate governance.
The EBRD finance will also support a broader reform of the railway sector to
improve safety and efficiency. Action plans to restructure the railway sector
and to strengthen the institutional capacities in the key areas of environment, procurement and corporate governance will be developed with the EBRD. The Bank will also support improvements of the companys energy management to cut consumption and costs.
In a major step towards the modernisation of Moldovas railways the EBRD is providing 52.5 million to the state-owned railway company, Calea Ferat din Moldova.
In addition to the EBRDs 52.5 million loan, the European Investment Bank is expected to provide a parallel loan of a similar size to
support this programme.

HEAD OF EU DELEGATION TO MOLDOVA PARTICIPATES IN THE OFFICIAL OPENING CEREMONY OF


THE NISPORENI BUSINESS INCUBATOR

The official opening event was organised by the Moldovan Organisation


for the Development of SMEs (ODIMM) and included official opening
statements by, amongst others, HE Adrian Candu, Deputy Prime Minister
and Minister of Economy of the Republic of Moldova and HE Pirkka Tapiola, Head of the EU Delegation to the Republic of Moldova.
In this context, Ambassador Pirkka Tapiola, Head of the EU Delegation to Moldova, outlined the role Business Incubators play in the creation of new businesses and jobs, and their relevance to rural economic activity in the Republic
of Moldova:
The Nisporeni Business Incubator, which we open today is the seventh Business Incubator built and opened under the Economic Stimulation in Rural
Area Budget Support Programme and it is anticipated that an additional rural
Business Incubator will be opened in Cimislia late this or early next year. Currently, over 125 Small and Medium Sized Enterprises (SMEs) and individual entrepreneurs are hosted by the 7 operational Business
Incubators, in the process creating over 500 jobs, of which more than 150 female.

THE EUS SUSTAINABLE USE DIRECTIVE AND NATIONAL ACTION PLANNING


Between 24 and 28 November 2014 the Twinning Project Support to
Moldova in the field of norms and standards in food safety for plant origin products together with staff from the National Food Safety Agency
(NFSA) worked together on the provisions of Directive (EC) 128/2009.
During the mission two workshops were held to raise awareness of and develop the framework for a National Action Plan (NAP) for the sustainable use of
pesticides. One workshop was delivered to 55 specialists from key stakeholder
institutions (e.g. Ministry of Agriculture and Food Industry, Ministry of Environment). NFSA inspectors from regional subdivisions responsible for the control
of plant protection products (PPPs) also participated, as they will be responsible for the implementation of the NAP. The main proposals of the draft NAP are
to promote the training and certification of farmers who will use PPPs of high
toxicity, in line with recent changes in Government Decision No.1045 of 05.10.2005 On approval of the Regulation on import, storage,
sale and use of plant protection products and fertilisers.
The purpose of the workshops was to introduce the draft of the NAP, to gather feedback, to promote a shared understanding of the
sustainable use of pesticides amongst stakeholders and secure their buy-in to the development and implementation of the plan.
