This talk was organized for the final year student for the subject Civil Engineering
Design Project. The talk presented about, Bill of Quantity and Cost. The purposed
of the talk is to expose the final year students for the Civil Engineering Project, in
hoping that the talk will give more ideas for the students in carry out their
project, and giving opportunity to the students to ask many questions to the
speaker about the topic regarding to their related project.
The speaker starts the talk with introduce himself, his name Sr Hj Basar Juraimi,
was a lecturer at UITM in 1975 until 1982. After retired from being lecturer, he
continued his career in opening his own firm until 2012. He was the Director of
Basar + Harun Co.Ltd and a member of Association of Malaysian Entrepreneur.
His experience in government and public construction projects in Malaysia is
more than 20 years. Before he started his talk, Sr. Hj Basar asked a person in
each groups about their project. Then, he made some evaluation for the project
that the students had chosen for their Civil engineering Design Project.
In costing work, to start the project, the engineers must identify the cost,
estimate budget for the project. Before evaluate the cost estimation for the
project, engineers must do the feasibilities study about the location and
requirement of the project, and having discussion with the clients and suppliers
to estimate the cost of the project.
In Bill of Quantities, quantities are all components involved in the construction to
complete one building. The document of Bill of Quantities contain complete
description of labour, materials and machineries required, contained outlined and
depicted in Architects and Engineers Drawings. In his talk, Sr. Hj Basar
introduced the type of Bill of Quantities. There are four types of Bill of Quantities,
Firm/Provisional Bills, Trade Bills, Element Bills, and Operational Bills. Usually, the
Operational Bills is for maintenance works after the construction had done.
The speaker also includes his talk about the importance of the Bill of Quantities.
The importances of the Bill of Quantities are, to predict a clear cost that consists
of all components of the building listed in priceable manner. Second, provide a
clear and equitable basis upon which tenders may be submitted. Third,
determine the contract value of the project. Fourth, establish the basis upon
which the final summation is calculated. Last, establish basis value for valuation.
In costing method, there are other methods to complete the project such as,
basic principles, unit method, square area method, and approximate quantity
method.

Lastly, before ending the talk, Sr. Hj. Basar gave an opportunity for the students
to ask questions about their project.
