Article 1
General Provisions

Section -1-TITLE- This act shall be known as Amended OMNIBUS


ELECTION CODE 2014 Manual of the Philippine Benevolent
Missionaries Association, Inc.
Section -2-APPLICABILITY- This manual shall govern all election
of National officials, Working Unit Officials, International
Chapter,
Local
Chapters,
Sub-Chapters
and
Local
Coordinating Unit Officials of the Philippine Benevolent
Missionaries Association, Inc.
Section -3-DECLERATION OF POLICY-It is the policy of the
Association to establish a clean, orderly, honest and Peaceful
election.
Section -4-ELECTION PERIOD
a. The election for the Board of Directors shall be done every
three (3) years on 2nd Saturday of the PBMA GEN. Annual
Conference.
b. Election for the National Working Units shall be conducted
every three (3) years at three days before the sponsorship
night during PBMA Gen. Annual Conference.
c. Chapter election shall be conducted every three (3) years
on the 18th day of October.
d. Sub-Chapter election shall be conducted every three (3)
years, seven days after the chapter election.
e. Chapter Working Unit shall be conducted every three (3)
years.
f. Special election for Board Directors, National Working Unit,
International, Sectorial, Chapter/Sub-Chapter shall be done
on case to case basis upon the order of the Supreme
President or Executive Vice President of the Association.
Section -5-COMPOSITION OF OFFICIALS
a. The National Officer of the Association shall consist of a
Supreme President, Executive Vice-President, General
Secretary, General Treasurer, General Auditor (Art.VII,
Sec.1.). The Supreme President of the association shall be
a permanent member and chairman of the Board of
Directors. (Art.VII, Sec.2, amended by-laws). The executive
Vice-President, General Secretary, General Treasurer,
General Auditor shall be appointed by the Supreme
President other that the members of the Board of
Directors. (Art. VII, Sec.3, amended by-laws).
b. The Board of Directors shall be composed of eleven (11)
members who will have a permanent Chairperson and
elect among themselves the Vice-Chairperson (Art.V,
Sec.2, par.a amended by-laws). Sectoral representatives
as provided herein shall be considered as ex-officio

member of the Board of Directors and shall have equal


corporate power with the elected member of the Board of
Directors; (Art. V, Sec.2 par. B amended by-laws). ExOfficio Board of Director-all working unit national
president, any ex-officio members who will appointed or
elected member of the Board shall relinquish his/her
capacity as ex-officio to the
c. other officers of the concerned organization. (Art.V, Sec.2,
par.c, amended by laws). Local Working Unit Chapters
President shall consider as member on chapter council.
d. Each Chapter/Sub-Chapter/Working Unit shall be managed
by the Chapter President, Chapter Vice-President, Chapter
Secretary, Chapter Treasurer, and Chapter Auditor. The
Chapter Adviser of three (3) and organizer are excluded for
election (Art.IX, Sec.5 & 6 of by-laws).
e. The working units and sectoral organizations at all levels
shall be administered by the President, Vice-President,
Secretary, Treasurer, Auditor and Adviser/s.
Section -6-TERM OF OFFICE
a. The term of office of the Board of Directors shall be three
(3) years after being duly elected in the manner herein
provided and serve from the date of their qualification
until their successors shall have been duly elected and
qualified. The Board of Directors is entitled only two reelection term.
b. The term office of the National and Local Working Unit
Officials shall be three (3) years.
c. The term of office for the Chapter/Sub-Chapter officials
shall be three (3) years.
Section -7-ELECTION EXPENSES
a. Expenditures in the conduct of national election and other
related activities shall be shouldered or subsidized by the
National Office.
b. Expenditures in the conduct of Chapter/Sub-Chapter and
Working Units election and other related activities shall be
subsidized by the same.

Section -8-FAILURE OF ELECTION


a. Failure of election shall be declared in case nobody had
filed the Certificate of Candidacy.
b. Any occurrence of force majeure or any fortuitous event.
c. Any criminal violence during the election process that
impossible to pursue the conduct and may cause damage
of properties and even death that will incurs halt.

Section -9-DISQUALIFICATION
a. Any person who has been declared by competent
authority through any violation from the Articles and bylaws, directives of the association and the implementing
Rules and Regulation of the Revised Omnibus Election
Code shall be disqualified to be a candidate and to hold
any office or position of the association.
b. Any bonafide PBMA members who have committed any
violation to the provisions of the articles and by-laws of the
association are disqualifies to run to the position of the
Board of Directors.
c. Holding of double/multiple elective positions shall not be
allowed, except in concurrent capacity subject to the
secretion and appointment by the Supreme President with
concurrence of the Board of Directors (Art. IX Sec. 5
amended by-laws).
Article II
Registration of Voters
Section -10-PERMANENT LIST OF VOTERS
1. The National COMELEC office shall provide the permanent
list of voters based on (Art.II Sec.12 amended Election
Manual).
2. The Chapter COMELEC office shall provided the master list
of permanent voters among bonafide PBMA members in
the chapter.
Section -11 RENEWALS OF THE PERMANENT VOTERS LIST
List of registered voters prepared in accordance with the
preceding section (Art.1 Sec.9 comelec) shall be updated
every three years.
Section -12-DISQUALIFICATION
a. Any member of PBMA who are not bonafide.
b. Member who committed any offense or deed against the
association from any provisions of the Articles, by-laws,
directives or other orders.
Section -14-MONOPOLY
a. Any person or individual who may serve and shall qualify
on the Chapter/Sub-Chapter level shall be given the right
to vote and to be for, except the position of treasurer.
b. Chapter and Sub-Chapter officials are prohibited to hold
any elected position at working unit not unless duly
recommended/appointed by higher authority.
c. Elected working unit President could not run to any elected
position to other working unit. However the lower position
e.g Vice-President downward shall be allowed.

Article III
Candidates for Election
Section -15- BOARD OF DIRECTORS
a. Board of Directors shall be elected from and among the
general members of the association from the geographical
areas where they represent during attendance to the
general conference (Art. V Sec.3 amended by-laws).
b. Bonafide member of the association stress in Article III,
Section 6 par.a(a-e) of amended by laws are qualified to
become candidate for the Board of Directors.
c. Must be of legal age 18 years old and above.
d. Shall present their platforms of programs.
e. Comply the Certificate of Candidacy form.
f. In Good Moral Conduct.
g. Have Mission Order
Section -16- NATIONAL WORKING UNIT
a. Shall be elected by the bonafide members.
b. Qualifies members subject to guidelines on membership
by the concerned unit and consistent with the Art. III, Sec.
4, par.(a) hereof amended by-laws
c. No record of annual dues delinquency.
d. Should present platforms/proposal that contribute much to
Working Unit
e. Comply the Certificate of Candidacy form.
Section -17- CHAPTERS/SUB-CHAPTERS AND LOCAL
WORKING UNITS OFFICIALS
a. Chapter officials shall be elected among the bonafide
registered member within the chapter at least 18 years old
or above.
b. Qualified member subject to guidelines on membership by
the concerned unit and consistent with the Art. III, Sec. 4,
par.(a) hereof amended by-laws.
c. Should present platforms/proposal that contribute much to
Chapter office/Sub-chapter/Local Working Unit.
d. Comply the certificate of candidacy form.
Section -18-DISQUALIFICATION
a. Board of Directors any member convicted by final
judgment of an offense punishable by imprisonment for a
period exceeding six (6) years, or a violation of PBMA bylaws committed within one (1) year prior to the date of
election, shall qualify as Board of Director(Art. V, Sec. 5).
b. National Working Units, Chapters and Sub-Chapters or any
individual person who may run for the position are

disqualified if any violation of the amended by-laws Art. III,


Sec. 4 and contrary to this manual Art. III, Sec. 15 & 16.
Article - IV
Certificate of Candidacy
Section -19- CERTIFICATE OF CANDIDACY
a. Deadline for the filing of Certificate of Candidacy for Board
of Directors, Working Units, shall be one (1) day before the
election.
b. Deadline for the filing of Certificate of Candidacy for
Chapter and Sub-Chapters shall be one week before
election.
Section -20- CONTENT OF CERTIFICATE OF CANDIDACY
The content of Certificate of Candidacy shall be stipulated
on comelec form 05.
Section -21- MEETING TO CLOSE THE LIST OF VOTERS
Committee and board election inspectors, shall meet
immediately before the preceding day for the purpose of
making such inclusions, exclusions and corrections as may
be deemed necessary such as, numbering of officials
ballots and other election paraphernalia in preparation for
the Election Day.
Section -22- VOTERS IDENTIFICATION
a. Validated list of registered voters for the National position
shall be indorsed by their respective secretaries to the
office of the COMELEC.
b. Validated list of registered voters for the Chapter, SubChapter position shall be indorsed by their respective
secretaries to the office of the Local COMELEC.
Section 23 DESIGNATION OF POLLING PLACE
The assignment of polling places for the national
election shall be identified by the COMMELEC on per area basis.

Article V
Election Propaganda
Section 24 LAWFUL ELECTION PROPAGANDA
Lawful election propaganda shall include; leaflets,
Postcards, Tarpaulin (1 x2) or other written/printed material of a
size not more than 8 x 5 .

Section 25 PROHIBITED FORMS OF ELECTION PROPAGANDA


a. Any election materials and paraphernalias not in
accordance in a preceding section is hereby declared
unlawful.
b. Campaign materials printed with images of the first family
is strictly prohibited.
c. Campaign Slogan that provoke any other candidates.
Section 26 COMMON POSTER AREA
The committee shall designated a common poster area in a
strategic and conspicuous places.
Section 27 COMMELEC INFORMATION BULLETIN
The COMMELEC shall post/publish the data for the public
information purposes.
Section 28 LAWFUL EXPENDITURE
To carry out the objectives of the preceding section in the
printing sample ballots particularly the size provided from (art.V ,
sec. 24)
Article VI
Committee on Election
Section 29 COMPOSITION
The National COMELEC has independent structure which
may compose of the following, to wit; Chairman, Deputy COMELEC
Officer for Education & Training, Deputy COMELEC Officer for
planning and Research; COMELEC Officer for ways & Means (2)
Adjudicators,five (5) Deputy secretaries for different areas
namely Luzon, Visayas, Mindanao, Dinagat Islands, Sectoral,
International and National Working Units ; ten
(10)Commissioners representing 10 areas such as Northern
Luzon,Southern Luzon,Easthern Visayas, Western Visayas, Northern
Mindanao, Southern Mindanao, Dinagat 1, Dinagat 2, International
and Working Units.
Section 30 POWER AND FUNCTIONS OF THE COMMITTEE ON
ELECTION
a. The committee has exclusive and independent authority to
enforce and conduct the
election for the purpose of ensuring free, orderly, and
honest election.
b. Exercise direct and immediate supervision to the PBMA
National and local Election.
c. authorizing any bonafide member whose age is eighteen
(18) years and above to

act as deputies for the purpose of enforcing its order.


Establishing the permanent list of voters. (Art. II,sec.10)
Encourage all registered voters to cast their votes in their
respective polling place
during National/Local election .
Appoint Board of Election Inspectors (BEIs) for
accreditation in each polling place.
Appoint local COMELEC Officer who may conduct its
election for their chapter/sub chapter .
Repot to the peace keeping authorities Master Gen.
Services (MGS) in particular
for instances of intimidation of voters and other similar
attempt to frustrate the
free and orderly casting of votes.

Section 31 MAIN OFFICE OF THE COMMITTEE


The committee shall have the main office at REESAB
San Jose, Dinagat Islands.
Section 32 QUALIFICATION
A bonafide member of PBMA, willing to hold and
render voluntary services for the Welfare and benefit of the
association specially in the conduct of election process.
Section 33 DISQUALIFICATION OF COMMITTEE MEMBER
Any member of the committee who grossly violated any
provision of the by-laws shall be disqualified.
Section 34 INSPECTION OF POLLING PLACE
A day before the election the chairman of the committee
shall give its authority to any authorized representative for
inspection.
ARTICLE VIII
Local COMELEC
Section 35 COMPOSITION OF MEMBER OF THE BOARD OF
ELECTION INSPECTOR
Before the election day the committee shall appoint
members as Local COMELEC to be a designate as BEI in their
respective assigned polling places.
Section 36 QUALIFICATION OF BEI (Board of Election
Inspector)
No person shall be appointed by the
Chairman; Poll Clerk or Third Member unless he is a local COMELEC
of a certain chapter office with good moral character and never
been convicted to any crime and violation of laws and regulations of
the association, Bonifide member of the chapter master list.

Section 37 DISQUALIFICATION
No person shall serve as chairman or member of the
Board of Election Inspector if he/she is related with in fourth civil
degree of consanguinity or affinity to any candidate to be voted for
within the polling place.
Section 38 POWER OF THE BOARD OF ELECTION
INSPECTORS
a. Conduct the casting and counting of votes in their
respective polling places.
b. Act as deputies of the committee in the supervision and
control of the election in the polling places where they
are assigned.
c. Perform other functions as prescribed by the code and
regulations promulgated by the committee such records
and submit it to the National Office.
Section 39 VOTING PRIVILEGE OF MEMBER OF BOARD OF
ELECTION INSPECTORS
Member of the BEI will vote in the polling place
where they are assigned on the Election day, provided that they
complied the updated requirements as duly Registered member.
Section 40 COMPOSITION
Local COMELEC shall compose of three individual
members:
a. Chairman
b. Poll Clerk,
c. Third
Member
Section 41 QUALIFICATION
a. Any member who may serve and endorsed by the
chapter officials through Recommendation not contrary
to the provision amended by-laws.
b. Does not hold any incumbent position in chapter office.
c. He/she is not related to the chapter president for
consanguinity and affinity per to The Art. II, sec.12 of this
manual.
d. A bonafide member of PBMA, legal age, complied the
updated requirements as duly registered member, and
willing to hold voluntary position with good moral
standing, loyal, honest and sincere to the association.
Section 42 FUNCTIONS
a. Render duties and functions in conducting regular and
special election within their
Chapter.

b. Conduct casting and counting of votes in their respective


Chapter and sub-chapter.
c. Act as deputies of the Committee in chapter and Subchapter.
d. Perform such other functions as prescribed by the
committee.
Section 43 BEI SPECIAL CASES
a. Local COMELEC member is prohibited to hold any
position in chapter/ sub-chapter.
b. In case of the latters interest to file a candidacy a
waiver should be made 1 month before the schedule of
election.
c. Any vacant position after the BEIs inhibition, the chapter
officials shall take action in replacing the said vacant
position based on the guidelines.
d. In case of complexity of relationship as to consanguinity
of affinity, both candidates should execute a
Memorandum Understanding/resolution.
e. Such Memorandum of Understanding/resolution should b
attached to the election return and be reflected in the
minutes .
ARTICLE VIII
Ballot Boxes and Other Materials
Section 44 BALLOT BOX
In each polling place there shall be one box containing
two compartments the Compartment for valid ballots and the
compartment for spoiled ballots. The above-stated compartments
shall be closed with locks and other safety devices for safe keeping
purposes.
Section 45 VOTING BOOTH
In each polling place there shall be 10 voters booth. Each
booth shall be opened on the side facing the table of the Board of
Election Inspector. The list of candidates should be posted inside
each voters booth.(for BOD election only)
Section 46 TALLY BOARD/TALLY SHEET
a. During the counting, the Tally Board should be place
visible to the public.
b. The BEI chairman should read the casted votes and be
tallied by the third Member in the Tally Board, while the
poll-clerk will fill up the tally sheet
c. The BEIs should affix their signature over printed
name in the Tally Sheet.
Section 47 -FURNISHING OF BALLOT, FORMS AND OTHER
MATERIALS FOR
ELECTION

The committee shall prepare and furnish the ballot


boxes, and has the custody of election paraphernalia, supplies and
materials for preservation and storage.
Section 48 REQUESTING OF OFFICIAL BALLOT AND
ELECTION RETURNS
The official ballots and election returns shall be printed
upon the discretion of the committee.
Section 49 PRINTING OF OFFICIAL BALLOTS and ELECTION
RETURNS
The official ballots and election returns must bear the
official seal of the COMELEC and be printed under the exclusive
supervision and control of the
Committee which shall determine and provide the necessary
measures in Printing , storage and distribution.
Section 50 DISTRIBUTION OF ELECTION PARAPHERNALIAS
The election paraphernalia shall be distributed by the
committee to the polling places and the chairman shall respectively
record of the quantity and number of election paraphernalia being
furnished. The committee shall require to use the transmittal form
and to be signed by the BEI upon receiving the election
paraphernalia.
Article IX
Casting of votes
Section 51 MANNERS OF CASTING VOTES
a. The members of the board of Directors, National Working
Units, Chapters and Sub-chapters shall be elected
through a secret ballot.
b. Proxies are not allowed to vote during election.
c. Only qualified voters are allowed to vote on election day.
d. Election of Chapters Officials must be strictly done in their
respective chapter Office.
e. Election of Sub-Chapters Officials must be strictly done in
their respective Sub-Chapter Office.
Section 52 VOTING HOURS
The casting of votes shall start at eight(8) Oclock in the
morning and shall end at three(3) Oclock in the afternoon, except
when there are voters who are still within the premises of the polling
place who have not yet casted their votes. The poll clerk shall
immediately prepare a complete list containing the names of said
voters
numbered consecutively listed at other envelop; otherwise there is
an official order from the committee chairman.

Section 53 ORDERS OF CASTING VOTES


a. The voters shall verify his/her name to the third
member if he/she is in the master list of qualified
voters.
b. After verification, he/she will proceed to the pollclerk for the entry of his/her name and ballot
number on voters Record.
c. After recording the Chairman will release the official
ballot to the voters to cast his/her vote.
d. The chairman shall sign in the prepared space
beside the thumb mark if the voters is illiterate.
e. After everything is in order, the poll chairman shall
then detach the coupon in the presence of the BEI
and of the voters and shall deposit the folded ballot
in the compartment for valid ballots, and the
detached coupon in the compartment for spoiled
ballots.
Section 54 PRELIMINARIES IN CASTING OF VOTES
The board of election inspectors (BEI) shall meet at the
polling place at seven(7:00) in the morning of election day and shall
have the book of voters containing all approved application of
registration of voters pertaining to the polling place, likewise the
certified list of voters, list of candidate, ballot box, official ballots
and ball pens for the use of the voters and forms to be used which
may be necessary.
Section 55 PERSON ALLOWED IN AND AROUND THE
POLLING PLACE
No person shall be allowed inside the polling place,
except the member of the Board of Election Inspectors BEI, the
representative of the candidate or Pole watcher is discretion by
chairman if permitted, the number of electorate booth is depend
upon the polling space provided by the board considering the voters
waiting will not exceed twice the specified number of booth.
Section 56 SPOILED BALLOTS
If a voter should accidentally spoil or deface a ballot in
such away that it is not lawfully be used, he/she shall surrender it
folded to the chairman who shall note in corresponding space in the
voting record that said ballot is spoiled.
Section 57 CHALLENGE OF ILLEGAL VOTERS
No voters or watchers may challenge by offering to vote
for not being registered for using the name of qualified voters. His
failure or inability to produce his identification from the COMELEC
shall be the ground for disqualification.

Section 58 MINUTES OF CASTING AND COUNTING OF VOTES


a. Board of Election Inspectors BEI shall comply two (2)
copies of the Minutes of casting and counting of votes.
Section 59 EXCEES BALLOT
Before proceeding to the counting of votes, the Board of
Election Inspector shall count the ballot in the compartment for the
valid ballots without folding and compare the number of ballots in
the box with the number of ballots as casted. If there are excess
ballots, they should be return to the box and thoroughly mixed there
in the poll clerk, without seeing the ballots and he shall draw out as
many ballots equal to the excess without unfolding them. Place
them in an envelop which shall be marked excess ballots and
should be signed by the member of Board of Election Inspector
(BEI).
Section 60 MANNER OF COUNTING VOTES
a. The board of election inspector shall fold and bind the
ballots which rubber bond by fifties.
b. The Chairman will read the names of candidate voted for,
sign affix his/her signature at the back of the official
ballot.
c. The poll clerk shall record the votes casted Tally sheet.
d. The third member shall enter the casted votes in the Tally
Board.
Section 61 RULES FOR THE APPRECIATION OF BALLOTS
a. Every ballots shall be presumed to be valid unless
there is clear and good reason to justify its rejection.
b. Only the first name of the candidate or his surname is
written the vote for such candidate is valid.
c. If the name is written on the ballot has a sound
similar to the surname of another candidate it shall
be counted in favor with the surname.
d. If there are two or more candidates with the same full
name and first name, one of them is incumbent the
votes shall be counted for incumbent.
e. When two or more name of candidates is written in
the name line with same surname, it shall be
counted, in favor of the incumbent.
f. When two or more names are written in the ballot,
first name of the candidate and the other one is
surname of his opponent, the vote shall not be
counted either.
g. When the name of the candidate written but erase,
then another name is clearly written, the vote shall
be counted in favor of the latter.
h. If accidental tearing or perforation of a ballot, does
not spoil it, therefore the vote shall be counted.

i. Marks like circle, and crosses of line if written in the


space provided for the position of the candidate who
has not voted shall be considered as sign of his/her
desistance from voting and shall not be validated.
Section 62 ELECTION RETURNS
The Board of Election Inspector shall prepare the election
return simultaneously and count the candidates votes in the polling
place. The casted votes shall be entered in the election returns and
be written in words and in figures. The BEI must affix their
respective name, signatures and right thumb marks.
Section 63 PROCLAMATION OF THE RESULT OF THE
ELECTION IN THE POLLING
PLACE
Upon the completion of the Election Returns, the
Chairman of the Board of
Election Inspector shall orally and publicly announce the total
number of candidates
Votes casted.
Section 64 PRESERVATION OF THE VOTERS RECORD
The voters Record of each polling place shall be
submitted to the office of the National Committee for safety
custody, together with the report of final proclamation, minutes, and
Electorate Master List not included the election returns copy,(except
for BOD National Election).
Section 65 DISPOSITION OF ELECTION RETURN
a. Election of Board of Directors the Board of Election
Inspectors shall prepare and deliver the Original election
returns to National Office of the committee on Election;
the second copy shall likewise be delivered to the office of
PBMA General Secretary and copy furnished to the BOD
secretary.
b. For local Election the original copy of the Election
returns shall be delivered to the National office of
committee on Election, the second copy to the PBMA
National Secretary, and the third copy shall furnished to
the chapter secretary.
Article X
Canvass and Proclamation
Section 66 CANVASS
The Board of Canvassers will meet at the designated
place or not later the one Oclock (2:00 pm) of Election Day to
receive the Election Returns and do the canvass immediately.
Section 67 DELAYED, LOST OR DESTROYED ELECTION
RETURNS

In case the copy of Election Returns is delayed/lost or


destroyed, the Board of canvassers shall request another copy from
the concerned BEI to replace the missing document.
Section 68 TIE VOTES
If two or more candidates garnered tie votes, the Board
of Canvasser shall conduct the tossing of coin publicly to break the
tie and proclaimed immediately
The winning candidate.
Section 69 COMMITTEE DECISION FOR ANY FORMS OF
PETITION
If any Disputes will arise, the Aggravated Candidate
should filled up Petition Form and letter informing the committee.
The decision of the committee shall become final fifteen (15) days
(National Level); 30 days (local level) after receipt of findings.
DUE PROCESS IN CASE OF DISPUTES.
Section 70 CANDIDATES FILING FEES
The candidate filing fees shall be given to the committee
Office through the issuance of Official Receipt and classified as

Section 72 REORGANIZTION of COMMITTEE
In order to promote maximum efficiency in carrying out
itsconstitutional duty to insure free, orderly and honest elections
and in discharging its powers and functions under the constitution
and by laws of Philippine Benevolent Missionaries
Association, Inc., the committee is hereby authorized to reorganize
its office upon the order of the Supreme President.

Vacancies

Section 74 VACANCIES OF EFFECTIVE POSITION


This provision shall applied for ; (amended by
laws, art. XIV, sec. 1-6)
a. Board of Directors shall be filled up through
recommendation of the majority of the Board of
Directors present during the meeting called for the
purpose, and be approved by the Supreme President
for appointment
b. National Officials in the national office shall be filled
up through appointment by the Supreme President
and shall be concurred by the Board of Directors
c. Chapter and Sub-chapter created in the case pf
chapter, and Sub-chapter officials shall be filled up
through special election among members registered in
the concerned chapter or sub-chapter
d. Sectoral Organizations in the sectoral organizations
shall be filled up through special elections among the
members of the concerned sector.
e. Working Units and Sectoral Groups in the working
units at the national level shall be filled up through
special election among its officials from different
chapters and sub-chapter officials nationwide.
However, vacancies in the working units officials at
the chapter level be filled up through a special
elections among members of the concerned units in
the concerned chapter office.
f. Person or persons elected in the concerned vacant
positions shall hold office until such time when the
members of the concerned chapter, sub- chapter,
working unit, and sectoral organization can elect the
new set of officers.
Article XIII
Final Provision
Section 75 SEPARABILITY
If any section or provision specified of this manual
declared as invalid or unconstitutional, the rest of the sections of
certain article shall not be affected by
such declaration.
Section 76 REPEALING CLAUSE
All laws, provision, section, rules and regulations or part
thereof,
inconsistent with the provision of this Election Manual are hereby
repealed or modified accordingly.

Section 77 EFFECTIVITY
This Amended Omnibus Election Manual of PBMA shall
take effect upon its approval by the members of the board of
directors and the Supreme President of the Philippine Benevolent
Missionaries Association, Inc.
