Strategic Technology Planning


2008-2009
Mission
Support the Yuba County Library's mission through the use of up-to-date technology as it
can be applied to enhance the services offered to the library user and the work flow of
staff. Guidance will be provided to library users and staff by creating an environment that
promotes training, self-education, growth, and proficiency.

Goal 1: Develop collections and services for our diverse community that promotes
reading, literacy, learning and preserves our collective past
Objective: Provide resources that meet the needs of our diverse customers
Objective: Introduce new formats as they emerge, for example, DVDs,
downloadable E-books/audio books/videos
Objective: California Room materials inventoried and catalogued in Online
Public Access Catalog

Goal 2: Improve access to the library’s collection of materials


Objective: Promote the library’s new catalog, Sirsi’s I-Bistro, in relation to the
enhanced content and added features
Objective: Introduce convenient printing options from library computers
Objective: Introduce self-serve options for check-out and check-in of materials
Objective: Introduce credit card payment for fines and printing fees
Objective: California Room materials in digital format to be made available on
the library’s web page beginning with photos, maps and images and
eventually one of a kind original documents

Goal 3: Provide information services to all users, drawing upon both traditional and
digital formats
Objective: Answer information questions quickly, accurately and to the
customer’s satisfaction using both books and the internet
Objective: Provide members of the public the opportunity to provide staff with
feedback on our collection both of books and online resources with
mini-surveys

Goal 4: Develop user education programs to teach customers how to access the
Library’s resources particularly those in electronic format
Objective: Create training programs that emphasize library services of particular
interest to different groups, for example, seniors, students,
immigrants, newcomers, persons with disabilities and owners of
small businesses
Objective: Continue to offer information literacy training to promote informed
use of the Internet and other electronic sources of information.

Goal 5: Expand YCL’s customer base by developing and implementing service plans for
“young adults,” seniors, and people with disabilities
Objective: Promote relevant services and programs to these specific groups via
local media

Objective: Investigate and expand adaptive technologies both in the library and
remotely to support access for people with disabilities, such as
Books By Mail

Goal 6: Develop multicultural services that enable and encourage participation in the
library to diverse cultures of origin, bridging both generations and cultures
Objective: Promote electronic services which allow customers to use the
computer in Spanish
Objective: Promote computer usage in Spanish speaking population by offering
computer classes in Spanish
Objective: Continue to offer Spanish story times for children

Goal 7: Respect and enhance the role of the library as a vital community resource for
developing technology skills, minimizing barriers to access, especially for those
separated by the “Digital Divide”
Objective: Upgrade the Marysville facility’s electrical system
Objective: Continue to offer wireless “hotspot” access for patrons’ use with their
own laptops
Objective: Enhance technical infrastructure per IT department’s “Technology
Assessment” prepared in 2006

Goal 8: Build a virtual library that offers online collections and services
Objective: Expand our digital collections
Objective: Expand access to library collections and databases form home, school
and office through the Virtual Reference Library

Goal 9: Offer virtual services and programs supporting library services


Objective: Offer additional services online including registering for programs or
a library card, booking for rooms and computers, and direct payment
of fines and services
Objective: Increase the ease of use of the virtual library through continuing
redesign and updating of the YCL web page so it is new and fresh,
and provides convenient, user friendly access to all library resources
Objective: Create a simpler interface to electronic services through improved
design and navigation
Objective: Expand the Virtual Reference Library as well as supplying links to
recommended online resources
Objective: Offer proactive assistance and instruction to computer users at
workstations
Objective: Increase usage of First Search for patrons’ interlibrary loan needs

Goal 10: Promote and engage in partnerships with other organizations that support the
achievement of our mutual goals by working with community organizations,
including schools as well as other county departments to promote awareness of
library services and explore opportunities for cooperative initiatives
Objective: Establish regular communication between YCL and School Boards
and other educational institutions to achieve mutual goals
Objective: Promote the YCL catalogue and electronic resources available in
every Yuba County school
Objective: Offer electronic resources training to teachers

Objective: Market our virtual collections and services to the people of Yuba
County and nurture opportunities for collaboration according to
community requests

Goal 11: Support library staff in providing outstanding public service through the
creation of an organization that supports the achievement of our service directives
Objective: Strengthen internal communication by developing a unique library
intranet system that organizes information and provides access to
knowledge databases, policies, procedures, and human resources
information
Objective: Create an information technology infrastructure that supports the
Library in achieving its strategic directions

Goal 12: Support the IT department in maintaining a safe, reliable, stable and fast
network infrastructure
Objective: Support all public computers through the IT department’s regular
upgrade cycle for network and desktop technology
Objective: Work with the IT department to develop information technology
guidelines that promote ease of use for customers and staff, both in
the library and via remote access

Goal 13: Contribute to the positive development of the child, keeping Yuba County
children abreast of new and emerging technologies to create a solid skill set for
their futures
Objective: Introduce a children’s catalogue that is fun and easy to use
Objective: Continue to provide computers and electronic resources for children
and teens for homework and entertainment needs
Objective: Create special web pages for children and teens on the library’s web
site

Goal 14: Preserve historical collections for posterity


Objective: Catalogue and digitize the California Room collection to make it
accessible throughout California and around the world
