Meet the Commission
The City Commission consists of six elected Commissioners and an elected
Mayor. Commissioners are elected for a term of four years with a term limit
of two terms. The Mayor is elected every two years with a term limit of six
years. Terms are staggered so that half the members of the Commission are
elected every two years. The Commission appoints the City Manager, who
oversees the City Administration.

This new year, we are once again energized with the awesome
responsibility of continuing to bring you excellence in public service.
Some of our pivotal accomplishments in 2008 included the completion
of Normandy Shores Golf Club, the re-opening of Historic City Hall, the
renovation of our tot lots, the introduction of the one-stream recycling
program and the in-car parking meters. And very soon, South Pointe
Park will join the ranks of world-class public parks and destinations.
In an effort to make further improvements to our city, we will soon be
asking for your valuable opinion as we conduct our 2009 Community
Survey. Please take a few minutes to tell us what you think.
We are also proud to report that MB became the top government
magazine in the nation when it received a Savvy Award by City-
County Communications and Marketing Association this past fall. We
look forward to many more accomplishments in the new year.

know what you think. We value your opinion
in making Miami Beach a better place to
live, work and play. In an effort to make further
improvements to your city, the City of Miami
Beach will once again be conducting a citywide
opinion survey of residents and businesses in
early 2009.
“The best way for government to be responsive
to its citizens is to hear, directly from the
citizens, what they think about the City, how
it is meeting their needs and what we can
do better,” said Kathie Brooks, Budget and
Performance Improvement Director. “The
goal of the survey is to identify the City’s key
strengths and to develop recommendations for
improving the public’s satisfaction with the City
and our quality of life.”
The community surveys conducted by the City of
Miami Beach in early 2005 and 2007 provided
insight into areas that residents and businesses
felt their municipal government should focus on
and improve further. The information was used
to develop and update the City of Miami Beach
Strategic Plan that sets measurable outcomes for the
City to achieve, and that reflects community priorities
and requested improvements in these areas.
The survey will be conducted for the City by
the Center for Research & Public Policy (CRPP).
Established in 1979, CRPP is a full-service
research and public policy consulting firm. Since
1979, CRPP has conducted 3.5 million surveys
and more than 3.500 focus groups in support
of research, including Coral Springs, Florida,

You Asked, we answered
Lauderdale Lakes, Florida; Alexandria, Virginia;
Houston, Texas; Austin, Texas; Pinehurst, North
Carolina; and many others. To ensure the
City of Miami Beach receives maximum value
and utilization of study results, the survey will
be statistically valid, administered to 2,000
residential units (in five regions) and 500
business leaders (in three regions).

YOU ASKED - WE ANSWERED
Survey results help the City prioritize the use
of resources so that there is an increased value
for the value of taxes paid. Some examples
of improvements the City of Miami Beach has
implemented as a response to the community
surveys include:
INCReASE THE Availability of Family-
friendly Cultural Activities
The City added an Arts, Music and Movies in
the Parks series, the 2007 Sleepless Night event,
and new visual and performing arts programs at
recreation centers.
Increase Police Visibility in
Neighborhoods
The City implemented a new police communications
program in our neighborhoods, to inform residents
and businesses of crime prevention strategies,
available services, etc.
Cleanliness, Particularly in Business Areas
The City dramatically increased the frequency of
street cleaning citywide, and especially in business
areas -- and we are seeing results. Our quantitative
assessment rating of the cleanliness of our streets
has improved significantly.
Storm Drainage
The City responded to complaints with a capital
improvement program that improved storm
drainage. An example of a recent project:
• The Sunset Harbor Stormwater Improvements
Project: completed with the installation of two
stormwater injection wells. The project installed
tidal flexible valves at the stormwater outfalls
on Biscayne Bay, and as a result, the severe
flooding that in past years had occurred in the
Sunset Harbour area no longer occurs.
Pace of New
Construction/Development
The City Commission passed several ordinances
that address construction and development
throughout Miami Beach, including designation of
historic districts and properties, height reductions in
the Flamingo District, reconstruction of demolished
properties, guidelines and review requirements for
structures 50,000 sq. ft. and over, etc.
Amount of Information Received from
the City
The City expanded communications about City
programs, services and events, such as the
launching of the nationally award-winning MB
magazine distributed to residents, CityPage
published bi-weekly and MBTV-77’s CityVision, MB
Radio 1670AM and other original programming.
MB FEATURE
Other Improvements
While recent completed capital improvements
were highly rated in the last survey, the City’s
priority is to continue to expedite the City’s capital
improvement program. Recently completed projects
and projects nearing completion include:
• North Beach Recreation Corridor – This
project built an on-grade pedestrian pathway
that meanders behind the oceanfront dunes
between 64 and 79 streets. NBRC also brought
new environmentally-friendly features and
renovations to Allison Park, and the enhancement
of the dunes. New park features include showers
and water fountains, sea turtle-friendly lighting
along the Beachwalk to orient light away
from the beach to reduce the impact on sea
turtles, and an eco-walk section. The Eco-walk
section features three life-size sea turtle replicas
with educational signage about the beach
environment and wildlife. Completion expected
early 2009.
• Fairway Park Pavilion – The project
included the demolition of the old park pavilion
and recreational facility, and the construction
of a new pavilion, 3290 square-foot facility,
including new water and electrical service,
ADA compliant restrooms, a covered play area,
boys’ and girls’ restrooms, covered storage, an
office, sidewalks, landscaping and driveway
renovation. Completed November 2007.
• Fire Station No. 2 – Phase I consisted of the
renovation of the historic fire station on Pine
Tree Drive. This new 20,000 square foot facility
now houses a three-bay fire station and living
quarters, an Emergency Operations Center,
and a back-up 911 Emergency Call Center. The
new building includes three apparatus bays and
a large concrete area that allows for egress to
the bays as well as an area for safety drills and
firefighter training. The building is designed with

redundant systems to ensure that even in the
most severe situations, important systems such
as communications and safety grids will still be
operational. Completed March 2007. Phase
two of this project will include renovation of the
historic building.
• Belle Isle Park – This project included a total
reconstruction of the 3.3-acre Belle Isle Park
and now features a new storm-water collection
and disposal system; sidewalks that meander
throughout the park and along the perimeter;
new landscaping and over 100 new trees; new
irrigation system; park benches and cold water
drinking fountains with ground level bubblers
for pets; a fenced bark park within the site.
Completed June 2008.
• Normandy Shores Golf Course – After a
$15 million renovation, the course now features
a new cart barn, restrooms, and a maintenance
facility, new tees, greens and bunkers, drainage
and irrigation system and irrigation pump house.
Opened to the public December 2008.
• South Pointe Park – This project includes
the reconstruction of South Pointe Park with
major improvements and a redesigned park
entrance, new pavilion and maintenance
buildings including a small concession area,
new restroom facility, pedestrian walkways,
playground, landscaping, irrigation, site
lighting, an elevated serpentine walk, and a

For many of us, the workings of government can
be confusing. The is no doubt that government
can be complex. But there is no reason that it
can not be easy to understand. The City of Miami
Beach has a program in place that helps residents
understand the ins and outs of how your local
government works. It is called the Miami Beach
Leadership Academy.
This free, 15-week course is designed to teach
participants how the City of Miami Beach is run,
who runs it, its laws, policies, and procedures,
facilities and ways of doing business. The program
is coordinated and led by Community Outreach
Coordinator, Caroline DeFreze. “The class is a
training ground for tomorrow’s community leaders,
many in our group have gone on to participate
in their neighborhood associations and condo
boards, have served on evaluation committees for
City projects and some have even run for office,”
said DeFreze.
Other participants also get involved with
environmental clean ups and other volunteer
efforts around the city. More than 550 people
have graduated from the Leadership Academy
since the program was launched in 2001. “I think
that anyone that either lives or owns property on
Miami Beach should take this course for a better
understanding of how our city operates -it has been
so beneficial and was ultimately a very pleasant
experience,” said past participant, Carol Housen,
with the North Beach Development Corporation.

an interest in their community and who wants
to give back in a positive way – it gives you the
understanding and confidence to move forward

meeting all the key people who make decisions for
us on a daily basis,” said Rachel Ovadia, another
past graudate of the program.
The next academy starts March 9, 2009 and is
held every Monday night for 15 weeks, from 6:00
to 8:00 p.m. During the sessions, you will get to
meet and speak with the city manager and his
staff; you’ll learn about the Building Department
and how to pull permits; our sources of funding
through the Finance Department; how our City
budget is developed and what that means for
your taxes; and how the Tourism and Cultural
Development Department manages special events
and provides cultural activities for the City. You
will also get an inside look at the police and fire
departments, you’ll meet the City Clerk, and will
be taught to access information or documents
through the City’s website, all in a professional
and fun atmosphere.
The course includes a tour of the City’s Parks and
Recreation facilities, with a stop at the Miami
Beach Golf Club. “We appreciate participation by
our residents and business owners, and understand
that they are giving up time in their busy schedules
to show and develop their commitment to their
community,” said DeFreze.

MENTORSHIP PROGRAM BUILDS EARLY POSITIVE RELATIONSHIP

Most school days begin with roll call. But on a recent
Wednesday morning, the school day started in an
unconventional way for Ms. Lerner’s kindergarten
class at Fienberg-Fisher K-8 Center. The class of
about 30 students formed a circle around a very
special guest they had been anxiously waiting for:
Officer Deborah Doty, a member of the Miami
Beach Police Department. She is no “governator,”
but every Wednesday she’s our own Kindergarten
Cop.
The new Kindergarten Cops program is a
collaborative effort of the Miami Beach Police
Department, the Miami Beach Police Athletic
League (PAL), and Miami-Dade Public Schools.
Unique to Miami Beach, the program is paving
the way for less violence in the community and
closer relationships between police officers and
the community’s youth.
“Every Wednesday when we meet, they have
so much to tell me,” said Officer Doty about the
rapport she has already built with the young
students in the short time since the program

began this fall. Kyless Coloa, one of the students,
enjoys the program with her classmates.“I like
to draw things with Officer Doty,” she said with
excitement. Another student, Santiago Machado,
feels the same. “I like coloring and talking about
the environment and how not to throw bad things
on the floor – that is great,” he said.
A lot more than drawing and coloring goes
on when Miami Beach police officers visit the
classrooms at North Beach, Biscayne, Fienberg-
Fisher, Mt. Sinai Satellite and South Pointe
elementary schools, where Kindergarten Cops is
currently being implemented. Although these fun
activities are conducted in class, they are mixed
in with important messages and lesson plans
approved by the PAL, with the goal of leaving
a positive and lasting impression about police
officers on the young students. Class lessons
educate the children about the importance of
things such as responsibility, citizenship, kindness,
honesty, integrity, respect, cooperation, fairness
and character education.
“They are learning character and values and they
can get a good impression of what police officers
really do,” said Guidance Counselor Freddie
Torres, who was observing the class.
“Cops make great mentors and kids are really
drawn to them. They know first hand that kids make
impulsive decisions that can have devastating life long
consequences for them,” said retired Miami Beach
Police Captain Lynda Veski, who created the new
program.
Another reason for creating the program was a
concern about the rising violence against police
officers nationwide. “I wanted young people to
understand that cops are good people,” she said.
To date, more than 30 Miami Beach police
officers are volunteering in Kindergarten Cops and
serving as role models in the classroom for nearly
400 students.. “It brings our relationship with the
children closer and a trust they begin to have in us,
which is what we hope to inspire. Some parents
don’t know that the first relationship they have with
us isn’t always positive and that’s what we want to
change,” said Officer Doty.
“Through this program, it is our goal to influence,
guide and connect with children at a very early age
in a manner that will resonate throughout their lives. I
am thrilled by the enthusiastic response by our officers
for this initiative as well as the number of officers
involved with this program. The MBPD is committed
to helping make this initiative a resounding success,”
said Police Chief Carlos Noriega.
Before enrolling as volunteers in the program and
adopting a classroom, police officers go through
training. In the classroom, they follow a lesson
plan influenced by current concerns, with input
from participating police officers and teachers.
“This class especially likes to learn. They learn how
to protect the environment, they learn rules and to
respect one another, and for the future, this program
makes them more comfortable with members of the
police team,” said Ms. Lerner about the impact of
the program on her class. “I can already tell that
it has made a difference as they are very social
with Officer Doty. They like cops much more,” she
continued. And kids are so excited about the new
program, that they go home and tell their parents
all about it.
The Miami Beach Police Department and PAL will
continue evaluating the program, with the possibility
of bringing it to older students in Miami Beach.

“Esto ha marcado una diferencia porque los niños

están tan emocionados con el nuevo programa
que van a sus casas y les cuentan a sus padres
sobre todo esto.
El Departamento de Policía de Miami Beach y

Moving Forward with Transportation and Mobility Projects

n Miami Beach, one can get around in whatever mode of transportation one prefers, whether it
is the bicycle, scooter, car, public transportation or on two feet. Everyday, thousands move about
the island to get home, to their favorite spot on the beach, their office, or simply to take part in
the latest action happening in town. Making sure that we can all get to where we need to go with as
few hassles as possible is one of the City of Miami Beach’s top priorities. To continue addressing Miami
Beach’s mobility issues, the City has begun unveiling a series of transportation and parking initiatives to
ensure that getting around the City becomes easier.

Municipal Mobility Plan (MMP) is to address the continued growth of our popular city.

“At issue was the new-found traffic congestion that was overwhelming the roadway network and
spilling into the residential neighborhoods,” said Joe Corradino of The Corradino Group, the
consultant for the MMP in 1999. “There was a conflict between the vehicles and the pedestrians,
and the urban quality of life.”

The MMP was the first comprehensive transportation master plan to address the citywide needs from
a bottom-up perspective. Something similar had not been done since the 1920s. The implementation
of the MMP and other planned projects and solutions will improve the sustainability, safety, and the
livability of Miami Beach, as well as the quality of life of the residents today and in the future.

To date, the recommended projects in the MMP are 55 percent complete with several in the
design or construction phase, such as the North Beach Recreational Corridor, which is scheduled
for completion in 2009. Other visible MMP projects being enjoyed by those who live, work and

play in the city include the major facelift and
comprehensive construction and traffic-flow
work done on Washington Avenue, one of
the city’s most important commercial districts.
Others include the construction of the now
popular multi-purpose beach walk that runs
parallel to the ocean, from 14 to 21 streets; the
La Gorce/Pine Tree Drive traffic-calming project;
and the 63rd Street/Indian Creek intersection
and bridge project.
“These plans are benefiting the residents and
visitors of Miami Beach by providing a proactive
approach to current and future transportation
needs through the development of a
comprehensive multi-modal plan that is focusing
on various modes of mobility, including mass
transit, bicycles, and pedestrians, as opposed to
simply vehicles,” said Fred Beckmann, director,
Public Works Department.
Mobility and the Coastal
Communities
But planning and mastering transportation and
mobility issues in coastal communities is easier
said than done, which is why following the MMP,
the City embarked on another ambitious mobility
project, the Coastal Communities Transportation
Master Plan (CCTMP). The CCTMP took into
account the impact of our coastal neighbors
and included the cities of Aventura, Sunny Isles,
Bal Harbour, Bay Harbour Islands, Surfside and
North Bay Village. The CCTMP study analyzed
travel behavior, traffic volumes and patterns of
movement throughout the barrier islands, and
served to point out the primary cause of traffic
congestion in localized sub regions.
The CCTMP also addressed a transit component.
“Dovetailing both projects was critical in
instituting a comprehensive approach to an
all-inclusive solution to mobility. Recognizing,
first, that we can no longer build ourselves
out of the problem, but rather, that we need
to work diligently as a community, to switch
to other modes of transportation that blend
directly with our quality of life,” said Fernando
Vazquez, transportation director, Public Works
Department.

Another project in the works is the 72 Street
Transit Center. It is designed to accommodate
existing Miami-Dade Transit bus routes. The
center would serve as a passenger drop-off
area and a ticketing and waiting facility with
amenities. To date, the City has completed a
feasibility study to determine the viability of the
proposed transit center at that location, and
a public workshop will be held to solicit input
from the community. A date will be announced
soon via the City’s different communications
channels.
Traffic Calming
In response to concerns by residents about
traffic spillover and speeding in the residential
neighborhoods and local streets, in 2008,
the City began implementing a new traffic
calming pilot program citywide. The program
has installed speed cushions on North Bay
Road, from Michigan to West 29 Street, Prairie
Avenue, from West 28 to 41 streets, and on
34 Street, from Chase Avenue to Pinetree Drive.
As part of the program, and with assistance
from the County, the City is creating a traffic
calming manual that will establish criteria for
the implementation of future projects.
The pilot program will gather the opinions
of residents and will undergo many more
evaluations for effectiveness in reducing speed
for the next six months before it can become
official. Some residents have already given
the pilot program their approval. “The first
installation has been successful, we already
are receiving requests by residents of other
neighborhoods who would like to see this
method of traffic calming implemented in their
areas,” said Xavier Falconi, transportation
manager, Public Works Department.
Denise Vohra, a North Bay neighborhood
resident and mother of two hopes that the new
speed devices will work. “It’s a pretty busy
road,” she said about her street, where several
of the speed cushions were recently being
tested. Robert Sivit, a resident riding his bike
over one of the speed cushions was optimistic
about the new program, “I find them to be very
bicycle-friendly. They are easier to go through
than the regular speed bumps.”
Another study that is making it easier to move
about the city is the Coastal Communities Transit
Study (CCTS). Unlike the CCTMP, which covers
all transportation modes, including vehicles,
transit, pedestrians and bicyclists, the CCTS
deals only with the aspect of traffic in the City.
“The CCTMP focuses on the overall efficiency
of transit line operations within the City with
the goal of providing more efficient mass transit
solutions through the consolidation, truncation
and reduction of bus lines,” said Vazquez.
CCTS will establish regional circulators for
more efficient ridership. The Atlantic Greenway
Network Master Plan was also developed to
enhance alternate modes of transportation.
Results of these projects include additional

Transportation Element
The Miami Beach Transportation Element (TE) is
another major project in the making to address
mobility issues. “It will be part of the Miami
Beach Comprehensive Plan to ensure that the
current transportation projects being planned
become reality,” said Beckmann.
The TE will build from information and data
contained in the Municipal Mobility Plan, the
Coastal Communities Transportation Master Plan
and Transit Study and the Atlantic Greenway
Network Master Plan. The TE includes three
public meetings. The first meeting was held
in October, and the next meeting will be an
open house tentatively scheduled for February
5, 2009 at 6:30 p.m. the North Shore Youth
Center. The third public workshop will be
combined with the Planning Board as a special
meeting; it is tentatively scheduled for April

Parking at the Beach
In the last decade, the City of Miami Beach
has worked to enhance its parking options
for residents, tourists and visitors. The Parking
Department handles on-street (curbside) and
off-street (garages and surface lot) parking
throughout the city. There are many public
parking spaces (64 surface lots and six
parking garages with a total of over 14,000
parking spaces) with new garages currently
under construction. The Department maintains
approximately 8,404 parking meters.
Meter rates and time limits are based on the
demographics of each area -- the level of
parking activity and market rates for off-street
parking in the geographic area. For example,
parking in high-density commercial areas, such
as South Beach’s Ocean Drive, costs more
than the outlying neighborhoods of Middle
and North Beach.

• Washington Avenue, one of the city’s
most important commercial districts, received a
major facelift that greatly improved traffic flow
and enhanced the Avenue’s aesthetics with new
streetscapes, drainage, water-main, replacement
of sidewalks, new curbs and gutters, new street
lighting and landscaping.
• The Beach Walk – SB Atlantic Greenway:
The now popular multi-purpose beach walk runs
parallel to the ocean, from 14 to 21 streets and is a 15-
foot wide on-grade path constructed of pavers. Used
by residents and visitors as an exercise, walking and
running path, for biking and walking their pets, the
beach walk connects area business districts, cultural
and tourism centers, residential neighborhoods,
parking facilities, parks, schools and the beaches.
The Beachwalk project will continue with construction
behind the W-Hotel, from 21 to 23 Streets. As part
of this project, a portion of the wooden boardwalk
was demolished and another portion was reduced
to 650 feet to a new entrance point at 23 Street.
Construction will begin on an environmentally friendly
at-grade beach walk to extend from 21 Street to 23
Street. This project is also part of the City’s vision
to have all of the beach walks throughout the city
connect for a seamless environmental path along
the dunes and beach. The North Beach Recreational
Corridor project, in its completion period, also built
an on-grade beachwalk from 64th and 79th streets,
parallel to the ocean.

neighborhoods to relieve congestion and improve
traffic safety.
• 63 Street & Indian Creek – This two-part
project was a cooperative effort between the City
and the Florida Department of Transportation

the northbound flyover and reconfiguration of the

motocicleta, automóvil, transporte público o
caminando. Diariamente miles de personas se
desplazan por la isla para ir a sus casas, acudir a
sus lugares favoritos en la playa, a sus oficinas, o
simplemente para tomar parte en el último evento
ocurrido en la Ciudad. Una de las altas prioridades
de la Ciudad de Miami Beach es asegurarse de
que todos podamos ir a donde necesitemos y
con la menor molestia posible. Para continuar

que garanticen la facilidad de desplazamiento en
la Ciudad.
Algunos de los programas que actualmente están
en proceso de implementación y algunos que ya
se han completado son resultado de uno de los
proyectos de movilidad más grandes emprendidos
por la Ciudad hasta la fecha. La meta del Plan
de Movilidad Municipal (Municipal Mobility
Plan, MMP) es atender el crecimiento continuo de
nuestra popular Ciudad.
“Un punto en consideración fue la congestión
de tráfico registrada recientemente, que estaba
sobrecargando a la red vial y propagándose hacia
los vecindarios residenciales”, dijo Joe Corradino, de
The Corradino Group, firma consultora para el MMP
en 1999. “Había un conflicto entre los vehículos, los
peatones y la calidad de vida urbana".
El MMP fue el primer plan maestro integral
de transporte que se centró en atender las
necesidades de la Ciudad desde un punto de
vista realmente amplio. Desde los años 20 no
se había hecho nada similar. La implementación
del MMP y de otros proyectos planeados, con
sus correspondientes soluciones, mejorará la
sustentabilidad, seguridad y habitabilidad de
Miami Beach, al igual que la calidad de vida de
los residentes de hoy y del futuro.
Hasta la fecha, los proyectos recomendados por
el MMP están completados en un 55 por ciento,
con algunos de ellos en la fase de diseño o de
construcción, como el Corredor Recreativo de
North Beach, cuya terminación está programada
para 2009. Otros proyectos visibles del MMP,
que están beneficiando a quienes viven, trabajan
y se divierten en la Ciudad, incluyen la gran
renovación y amplia construcción de las obras
para el flujo vehicular en Washington Avenue, uno
de los distritos comerciales más importantes de
la Ciudad. Otras obras incluyen la construcción
del ahora popular paseo peatonal multiuso en la
playa, paralelo al mar, entre las calles 14 y 21;
el proyecto de reducción del tráfico en La Gorce/
Pine Tree Drive; y el proyecto de intersección y

“Estos planes están beneficiando a los residentes
y visitantes de Miami Beach al ofrecer un enfoque
proactivo frente a las necesidades presentes y
futuras de transporte, mediante el desarrollo de un
amplio plan que atienda los diversos modos de
movilidad, incluyendo el tránsito masivo, bicicletas y
peatones, como formas de desplazamiento opuestas
simplemente a vehículos”, declaró Fred Beckmann,
director del Departamento de Obras Públicas.
Movilidad y comunidades costeras
Pero la planificación y el control de los asuntos
de movilidad y transporte en las comunidades
costeras es algo más fácil de decir que de hacer.
Es por eso que, siguiendo el MMP, la Ciudad se
embarcó en otro ambicioso proyecto de movilidad,
el Plan Maestro de Transporte en las Comunidades
Costeras (Coastal Communities Transportation
Master Plan, CCTMP). El CCTMP tuvo en cuenta
el impacto del transporte en nuestros vecinos
costeros e incluyó a las ciudades de Aventura,
Sunny Isles, Bal Harbour, Bay Harbour Islands,
Surfside y North Bay Village. El estudio del
CCTMP analizó el comportamiento de viaje, los
volúmenes de tráfico y los patrones de movimiento
a lo largo de las islas de barrera, y sirvió para
detectar la principal causa de la congestión del
tráfico en subregiones localizadas.
El CCTMP también abordó un componente del
tránsito. “El empalme de ambos proyectos fue
decisivo para establecer un enfoque integral con

no podemos excluirnos a nosotros mismos del
problema, sino más bien trabajar diligentemente

Director de Transporte, Departamento de Obras
Públicas.
El CCTMP creó el ahora popular South Beach Local,
un servicio de transporte público bidireccional
que cubre toda el área de South Beach y que
reemplazo al Electrowave. El “Local”, como
suelen denominarlo los residentes, es mantenido
y operado por el Tránsito de Miami-Dade, y
comenzó servicios en 2005. De acuerdo con
oficiales de Miami-Dade Transit, de 2006 a 2007
el Local tuvo un incremento de 820,551 usuarios.
“Yo no guío o monto bicicleta y llego a la mayoría
de los lugares usando transportación publica o
caminando”, dijo Jo Manning, residente de South
Beach, quien ha utilizado los servicios del Local
desde su comienzo hace casi cuatro años. “Esta
sirve a muchas personas quienes no podrían
llegar al supermercado o a su trabajo de ninguna
otra forma, el utilizar el Local para familiarizarse
con South Beach es una opción excelente, y es un
concepto que continua mejorando”.
El Local opera 10 minibuses diesel con una
frecuencia de diez minutos durante las horas pico
de servicio y aproximadamente cada 15 minutos
en otros horarios. El costo de cada viaje en el
Local es de 25 centavos y los autobuses operan
de lunes a sábado de 8:00 a.m. a 1:00 a.m. y
los domingos y festivos entre las 10:00 a.m. y la
1:00 a.m. Actualmente se está considerando la
posibilidad de ampliar la ruta para que incluya a
los vecindarios adyacentes que en este momento
no tienen dicho servicio.
Otros proyectos del CCTMP que se tienen
planeados son un servicio local de autobuses
similar al de South Beach Local, para transportar
a las personas de las comunidades de Middle
y North Beach, un programa de automóviles
compartidos (colectivos), y el Centro de Transporte
de la Calle 72, en North Beach.
OTROS PROYECTOS EN MARCHA
Servicio de “colectivos”
Otra opción de transporte es un programa de
servicio de colectivos (shared-cars). Este es un
programa parecido al sistema de alquiler de
automóviles, a través del cual los miembros pagan
por usar los vehículos durante un corto tiempo.
“Este es un enfoque más económico y práctico, sin
que haya que comprar el vehículo. Y esto reduce
el número de autos en las vías", dijo Falconi. Los
servicios de automóviles compartidos incluyen el
autoservicio para hacer las reservas, recogerlos y
devolverlos. Los vehículos se pueden alquilar por
horas o por días.
Sistema de alquiler de bicicletas
La Ciudad también está considerando la posibilidad
de ofrecer un sistema de alquiler de bicicletas
por autoservicio en Miami Beach, con el fin de
promover una visión que convierta a la bicicleta
en parte integral de la vida diaria de los residentes
de Miami Beach y de sus visitantes. “El programa
incluirá flotillas de bicicletas que se alquilarán por
autoservicio para uso público, estacionadas en
áreas públicas, las cuales harán posible que cada
persona interesada pueda alquilar una bicicleta
en un lugar y devolverla en otro, con servicios
disponibles las 24 horas, los 365 días del año", dijo
Bettin. “Los beneficios para las ciudades incluyen
la reducción de la congestión de tráfico, mejor
calidad del aire, calles más tranquilas y llevaderas,
y la oportunidad para que los ciudadanos mejoren
su salud mediante el ejercicio".
Más aparcaderos para bicicletas
Otro proyecto que se está implementando para
incentivar el transporte en bicicleta en la Ciudad
ha instalado ya más de 100 soportes (bike racks)
para aparcar bicicletas en toda la ciudad. “Estamos
planeando instalar muchos más a lo largo de
corredores comerciales como los de Alton Road,
Washington Avenue, Collins Avenue, Calles 41 y
71 y Normandy Drive”, dijo Bettin. “Esta iniciativa
también incluirá la instalación de soportes para
bicicletas en vecindarios residenciales en los
próximos dos años”.
Centro de Transporte
Otro proyecto en marcha es el Centro de
Transporte de la Calle 72. Está diseñado para que
se empalme con las actuales rutas de autobuses
de Miami-Dade. El centro podría servir como área
para descargar pasajeros, con instalaciones para
espera, compra de boletos y amenidades. “Hasta
la fecha, la Ciudad ha realizado un estudio de
factibilidad para determinar si sería viable el
centro de transporte propuesto en ese lugar”, dijo
Christine Bettin, Coordinadora de Transporte de la
Ciudad. Se llevará a cabo un taller público para
solicitar las opiniones de la comunidad, cuya
fecha se anunciará pronto a través de nuestros
diferentes canales de comunicación.
Disminución del tráfico
En respuesta a las inquietudes de los residentes sobre
el aumento y aceleración del tráfico en vecindarios
residenciales y calles locales, además de los
proyectos previos para atenuar el tráfico, la Ciudad
inició en 2008 la implementación de un nuevo
programa piloto para la disminución del tráfico
en toda la Ciudad. Como parte del programa, la
Ciudad, con la ayuda del Condado, está creando
un manual para la reducción del tráfico, el cual
establecerá criterios para la implementación de
futuros proyectos. El nuevo programa ha instalado
dispositivos para reducción de velocidad (speed
cushions) en North Bay Road, desde Michigan
hasta la Calle 29 Oeste, Prairie Avenue, de las
Calles 28 a la 41 Oeste, y en la Calle 34, desde
Chase Avenue hasta Pinetree Drive.
Algunos residentes ya han dado su aprobación al
programa piloto. “La primera instalación ha sido
exitosa, y ya estamos recibiendo solicitudes de
residentes de otros vecindarios, deseosos de que
este método de reducción del tráfico se implemente
en sus áreas", dijo Xavier Falconi, Administrador
de Transporte, Departamento de Obras Públicas.

In-Car Parking Meter
Miami Beach joined the “i” revolution and is making it easier to park
around town. The high-tech parking device, iPark, is a state-of-the-art
parking meter that stays in your car and works without having to utilize
cash or credit cards. The size of a pocket calculator, iPark has a preloaded
(parking time) value, which can be replenished as needed. Rates and
other information are displayed on the device’s screen.
The driver simply selects one of the three Miami Beach parking zones in
the iPark (A, B or C), indicated on the street/lot meter or pay station. The
device is placed near the windshield with the screen facing out so it can
be read by parking personnel, and needs to be turned off when the user
returns to the vehicle.
Other iPark advantages include not having to receive a bill, carry a
credit card, coins or the smart cards and, you do not have to get off your
vehicle to replenish the device, you can do it from the comfort of your
own home, by phone or in person, at the City’s Parking Department.
iPark is available for $20 and, for a limited time, Miami Beach residents
receive $20 of pre-loaded parking time. Non-residents receive $10 pre-
loaded parking time at no extra cost. Another perk is that residents using
iPark will receive a 20 percent discount on parking at a meter in zone
A – instead of the new $1.25 rate, you pay $1.00.

Otros estudios están facilitando el desplazamiento
en la Ciudad. El Estudio del Tránsito en las
Comunidades Costeras (Coastal Communities
Transit Study, CCTS) se centra en la eficiencia
general de las operaciones de las líneas de
transporte dentro de la Ciudad de Miami Beach y
las comunidades adyacentes, con el fin de ofrecer
soluciones más eficientes al transporte masivo a
través de la consolidación, el truncamiento y la

aproximadamente 8,404 parquímetros. Las
tarifas de los parquímetros y los límites de tiempo
se establecen con base en las condiciones
demográficas de cada área -- el nivel de actividad
de estacionamiento y las tarifas del mercado de
los estacionamientos fuera de las calles en el
área geográfica. Un ejemplo de esto es que el
estacionamiento en un área comercial de alta
densidad, como en Ocean Drive (South Beach),
cuesta más que en vecindarios periféricos de
Middle y North Beach.
Nuevas tarifas de estacionamiento

Now that we are tightening our financial belts,
let us not forget that we must also tighten our
muscles in order to stay healthy. And, why not,
look great too. The beginning of the year is a
pivotal time when many people resolve to do
new things with their lives. Exercise and health
are usually at the top of the list.
Miami Beach offers plenty of places and
opportunities where you can move your body
and get rid of those extra holiday calories. Any
native knows that this is the best time of year
to get outdoors to ride your bicycle, walk or
jog in our parks, beach walks, or even along
the water’s edge. However, if you do not want
to chance the weather, you can go into one of
Miami Beach’s public recreational facilities for
a good workout. There are classes for all age
groups at low and discounted rates, and in some
cases, free of charge.
“The amount of adults taking aerobics and yoga
classes prove that people in the community are
conscious of the benefits of physical fitness and
understand that fitness is a way of life, plus our
offerings are also disguised with fun in them,”
said Julio Magrisso, assistant director of Miami
Beach’s Parks and Recreation Department.
North Shore Park offers chair aerobics and Tai-
Chi classes for seniors and regular aerobics
classes for adults. The aerobic classes have
become quite popular and are offered at several
times during the day and evening to work around
most people’s schedules.
Recently, at one of the North Shore Park’s
adult aerobics classes there were participants
of different ages in attendance. “I highly
recommend the classes,” said Phyllis Shamis,
who drives from a nearby city to take part in the
class. “I’ve become a fan, I lost weight, gained
some muscle and made new friends.”
Offered throughout the week, the class offers a
full-body workout with a warm up, a mid to high-
energy cardiovascular workout, strength training
and stretching. The class is taught by Carmen
Klepper, a certified aerobics instructor, and
trainer who used to own a local gym and has
been in the fitness field for over two decades. “I
see their lifestyles changing as they learn about
nutrition and exercise, and they begin to feel
great,” said Klepper.
A 2008 Yoga Journal magazine study recently
reported that almost 16 million Americans were
practicing yoga last year, and 14 million had
been advised by a doctor to take yoga to improve
their health. Although its been assoicated with
a lean, sculpted body, and although it does
accomplish those things, the practice of yoga
goes a lot deeper. Some of the health benefits
include improved heart health, circulation and
reduced cholesterol levels. Other benefits include
weight loss, greater flexibility of body and mind,
and an overall feeling of balance and wellness.
Now, in cooperation with the Miami Beach
Police Athletic League, the City offers free yoga
on Wednesdays and Saturdays at Flamingo
Park. “I thought it was an amazing gift for
our community,” said yoga instructor, Victoria
Brunacci, who teaches the new classes at
Flamingo Park. Brunacci says that she sees
about 10 to 20 students in her classes which,
although new, are gaining popularity among
the locals and people who work in the area.
The type of yoga taught is Hatha Vinsaya,
hatha being the oldest form of yoga originated
in India, and vinsaya, which means breath-
synchronized movement with a series of poses
or “asanas.” The class is open to all age groups,
free of charge. “All levels are welcome because
the class is basic, and I demonstrate how you
can modify the same posture up to three levels,”
said Brunacci.
As part of its commitment to promote health and
fitness among residents and visitors, the City of
Miami Beach also provides two fitness facilities
equipped with a variety of exercise machines. The
fitness centers are located at Flamingo and North
Shore parks, and the use of the equipment and the
facilities is provided at a very low cost to residents.

their curriculum using the IB model, the focus will be
on how students learn rather than what they learn.
Students will also concentrate on international
mindedness, the idea of constantly working to solve
global problems and understand other cultures.

new program at Nautilus Middle School has been
a good one. The curriculum is relevant, her teachers

Both Nautilus Middle School and Fienberg Fisher
K-8 Center are “candidate” IB schools seeking
authorization to become IB World Schools. These
schools are working to deliver the MYP to provide
a framework of academic challenge and life skills,
achieved through embracing and transcending
traditional school subjects.
The Fienberg-Fisher K-8 Center IB team has hit
the ground running with thematic approaches to
learning. The sixth graders actively participated in
the Area of Interaction presentations, which include
environments, human ingenuity, community and
service, health and social education and approaches
to learning. “Students involved in the program
have gained self esteem, confidence, and a sense
of autonomy from the various thematic activities,”
said Lisa Barron, Fienberg-Fisher teacher.
Students and teachers then vaulted into the school
year by exploring China and the 2008 Olympics.
Students scrutinized the political, cultural and global
issues using a mini metric Olympics. The activity
was held as the closing ceremony where students

to the Advanced Placement and dual enrollment

Miami-Dade County Public Schools has been

(International Baccalaureate, IB). El IB es el punto de
referencia para la excelencia en la educación, con
una reputación de más de 35 años por su alta calidad
educativa. El IB es reconocido internacionalmente
y consta de tres programas sucesivos: El Programa
para la Primaria (Primary Years Program, PYP),
desde kindergarten hasta quinto grado, el Programa
para los Años Intermedios (Middle Years Program,
MYP), de sexto a décimo grado, y el Programa del
Diploma (Diploma Program, DP), grados 11 y 12.
En el año 2010, todos los colegios de Miami
Beach ofrecerán la educación continua del IB.
Cualquier colegio se puede convertir en un Colegio
del Mundo del IB si cumple con los intensos y

of Parks and Recreation. “So we want plant species that fruit at different times.” Berries
and seeds are important food for many songbirds. Some insect-eating birds shift to berries
when the bug population is low. Work to create a selection of native berry-bearing shrubs
and trees. In Florida, some native berry plants might hold their berries through the cooler
months, a plus for those migrating birds.

Supplementing natural fruits and seeds with bird feeders, and providing birdbaths or another
water source also will attract more birds. In a backyard or balcony, the combination of wildlife
friendly landscaping, bird feeders, water, and shrubs for shelter will attract the greatest number
of birds.

Miami Beach Festival of the Arts has evolved from a local street show started
in 1974 to one of the most prestigious cultural art festivals on the East Coast.
Known for its fresh, laid-back attitude, the event is free to attend, and will
bring over 50,000 visitors, both young and old, to North Beach’s picturesque
seaside promenade to browse amongst the fine art on exhibit while enjoying an
array of performing arts and epicurean offerings.
The festival takes place the weekend of February
7 and 8 from 10:00 a.m. to 6:00 p.m. at a great
outdoor location in North Beach’s magnificent
Ocean Terrace, east of Collins Ave between 73 and
75 streets. This signature community event showcases
the juried artwork of over 150 unique artists from
across the nation, exhibiting paintings, sculpture,
glass, ceramics, jewelry, and photography.
“This event has become an annual opportunity
for tourists and residents from the South Florida
community to enjoy excellent art and entertainment.
It continues its growth as an enriching cultural
experience that has become synonymous with Miami
Beach and its historical support of the arts,” said

In addition to visual arts, live music and entertainment

THE New South Pointe Park

New York has Central Park and Chicago has Millennium.
Now, Miami Beach will have its own world-class park in the
new South Pointe Park. The perfect spot to watch the cruise
ships sail away and to take in the breath-taking views of
Atlantic Ocean, as early as 2009, South Pointe Park will be
fully renovated and open to the public.
Area residents were part of the renovation process by
providing feedback and input to the City. They are now
looking forward to enjoying the new park. “The City made
a huge effort to get the residents to come out and talk
about what they wanted to see in their park, it was a great
process,” said South Beach resident, Ruth Remington. “A
wonderful environment for families and kids,” said Aaron
Smith, another area resident. “We live next door and have
watched the whole process take shape from our balcony.
My advice is to come as soon as the doors are open, you’re
going to love it,” said Smith.
Among the improvements residents and visitors will see:
• New pavers and an interactive and beautiful water feature
on the Washington Avenue entrance plaza, which allows
visitors to walk under the fountain spray jets. On windier
days, the fountains convert to tamer, bubbler jets.
• Special turtle-safe light towers unique to South Pointe Park,
custom-made to provide illumination for pedestrians along
the magnificent cut-walk, which do not attract baby turtles
that need to find their way out to the sea.

• The land in the 17.5-acre park was once completely flat,
but the park architect – Hargreaves and Associates –
created a berm with an intertwined serpentine walkway
that cuts through the park, adding another viewing level.
• A bridge connects the serpentine walkway to the rooftop
of the multi-use pavilion. This area will provide a unique
venue for gatherings, and another breathtaking view of
the cruise ships passing through Government Cut.
• Native dunes connect the park to the beach. These dunes
have been replanted with indigenous vegetation, a return
to the natural setting.
• Everything about South Pointe Park is unique, including the
children’s playground. In addition to water features (pack
bathing suits for the kids), the playground equipment here
is reminiscent of sea-life and the surrounding beaches.
There are two distinct play areas, one created for tots
and another created for older children. And only at South
Pointe Park can children enjoy a ride on a “sand-dollar
spinner,” a mini-go-round that looks exactly like a sand
dollar.
• Hundreds of new trees have been planted, so there is a
perfect picnic spot waiting for you.
“Once this beautiful community asset is finished I am sure
we will spend time walking, taking our daughter to the
playground and just enjoying the nice views. The addition
of a world class park area enhances our city’s reputation as
a great place to live and play,” said Smith.

New, 60-gallon recycling bins are being delivered to single-family and buildings eight units or less* on city garbage collection
service. In this new program residents are able to place all containers and paper fibers mixed together in one single
container, instead of being sorted into separate commodities (newspaper, cardboard, plastic, glass, etc.). Miami Beach
