Guidance Notes
These guidance notes are to help you complete your claim form.
1.

The word Resident means the usual abode of a person. A full time student is deemed to have
his/her residence at his/her term time address.

2.

For the purpose of Council Tax someone qualifies as a Student if he or she is

Enrolled on a full time course of education undertaking it at a prescribed educational


establishment i.e. a University or College. It must last for at least one academic year of the
educational establishment concerned. In the case of an educational establishment which does
not have an academic year the course must last for at least one calendar year. During the
academic/calendar year the student is required to undertake periods of study for at least 24
weeks in the year and study for at least 21 hours per week. All parts of this criteria must be met
in full.
On a qualifying course of education i.e. under 20 years of age following a course lasting at least
3 months during which the student will exceed 12 hours study per week. The course should be
principally undertaken between the hours of 8.00am and 5.30pm and should not be undertaken
through correspondence or be connected to any employment held by that person. Such
students are usually attending Further education/Tertiary colleges or are still at school studying
at GCE A level, BTEC National Certificate/Diploma or an equivalent standard.
A person studying for an Advanced Diploma in Nursing Studies
A nurse or health visitor on a relevant full time course based at a College or University (from
01/04/94).
A student nurse undertaking a course leading to registration on Parts 10 or 11 of the Register
maintained under section 10 of the Nurses, Midwives and Health Visitors Act 1979, as a First
inclusion on that Register (from 01/04/94).
Registered as a foreign language assistant with the British Council and appointed as a foreign
language assistant by a school or other educational establishment

3. A student certificate must show the official educational establishment logo, the Student ID
No./Code, if applicable, a recent date of issue and the signature of a member of the Student
Services/Certification Officer.

4.

A school or college leaver is a person who has finished his or her course between 1st May and
31st October. The exemption will be extended beyond the course end date to the following 1st
November of the persons 20th birthday, whichever is the soonest.
