NPO Indicators
INDICATOR L13006
NAME

VS_PwHeadroom_normalized_UL

DESCRIPTION
This indicator provides the distribution of normalized Power Headroom computed on the cell.
Based on 3GPP counter: VS.ULPHnormalized.GTRange1-4
NOTES: Range1= 0 db, Range2= 3 db, Range3= 12 db, Range4= 24 db.
TRIGGER EVENT:
The counter is triggered based on the normalized Power Headroom computed by the eNodeB for UEs
camping on the cell. The counter is updated every time a normalized Power Headroom (PHnormalized)
value is computed.
NOTES: the four screening criteria are obtained from the 4 elements of the MIM parameter
powerHeadroomCounterThresholds (Range1, Range2, Range3, Range4).
SCREENINGS:

Number of normalized PH values less than Range1.

Number of normalized PH values between Range1 and Range2.
Number of normalized PH values between Range2 and Range3.
Number of normalized PH values between Range3 and Range4.
Number of normalized PH values greater than Range4.

Example

Note: Masani_Peninsular Sector 2 indentified as interfered sector (~2dB above NF) that require a filter for
Tanzania.
%UL PwHeadroom Low & Low-Medium is reaching peaks of 60% indicating limited UL Headroom on
this Sector with % values <= 3db.

NAME

VS_BLER_UL

DESCRIPTION
This indicator provides a distribution of residual Dynamic Scheduling MAC BLER values measured in
uplink direction. The PUSCH transmission corresponding to the embedded uplink grant in Random Access
Response (also known as msg3) is excluded for this counter. In order to avoid pegging the counter with
non-representative values, BLER values is only taken into account if at least ulBlerMinPdu PDUs have
been sent.
Threshold4
Based on 3GPP counter: VS.ULResidualMacBLERWithDynamicScheduling.GTThreshold4
NOTES: ulBlerMinPdu and the 4 values used are hard coded. ulBlerMinPdu = 0, Range1=1%, Range2=
2%, Range3= 5%, Range4= 10%
TRIGGER EVENT:
1.Trigger: MAC entity receives the initial HARQ transmission of a PUSCH packet using dynamic
scheduling (the PUSCH packet that corresponds to the embedded UL grant in Random Access Response
-also known as msg3- is not counted here). Actions: TotalUlPdu ++;
2.Trigger: the last HARQ transmission of a PUSCH packet sent in dynamic scheduling fails the Cyclic
Redundancy Check. Similarly, the HARQ retransmission of a msg3 is not counted here. Actions: BadUlPdu
++;
3.Trigger: At the end of the sampling period (5 seconds). Actions: If (TotalUlPdu > ulBlerMinPdu) then
UlBler = (BadUlPdu / TotalUlPdu) the sub-counter that corresponds to the UlBler is incremented by 1 else
screening Null is pegged, TotalUlPdu = 0, BadUlPdu = 0.

UL MAC BLER values less than Range1.

UL MAC BLER values between Range1 and Range2.
UL MAC BLER values between Range2 and Range3.
UL MAC BLER values between Range3 and Range4.
UL MAC BLER values greater than Range4.

Example

Note: Masani_Peninsular Sector 2 %UL BLER High & High-Medium is reaching peaks of 100% for
some periods indicating very poor UL Radio Quality.

UL RSSI Indicators
UL RSSI Average calculated from the average over the two RX ports of the eNodeB

Formula:
(-120+10*log(((((L13701_0_Cum)/(L13701_0_NbEvt)))+(((L13701_1_Cum)/(L13701_1_NbEvt))))/2))
UL RSSI Max calculated from the highest combined value over two RX ports of the eNodeB

Formula:
(-120+10*log((((L13701_0_Max))+((L13701_1_Max)))/2))
UL RSSI Min calculated from the lowest combined value over two RX ports of the eNodeB

Formula:
(-120+10*log((((L13701_0_Min))+((L13701_1_Min)))/2))
