Abstract
The research's objective is to study the public participation in solid waste management of Chum
Phae Subdistrict Administration Organization, Chum Phae District, Khaon Kaen Province so that its findings
can be elaborated into strategies and projects for the solid waste management of Chum Phae Subdistrict
Administration Organization, Chum Phae District, Khaon Kaen Province. The research is classified as
qualitative type which gathers in-depth interviews from 20 key informants comprising the sub-district
headman, the village headman, the community leaders, and those with direct involvement in the solid
waste management. The data from the in-depth interviews are classified for analyzing and synthesizing
using the expressive strategies and show that, in terms of the acknowledgement of the public
participation in solid waste management, the community does not provide garbage cans and dump sites
where people can throw their trashes so they have to put them in bin bags and place them in the
dumpster in Chum Phae Subdistrict Administration Organization. The community does not have a proper
and hygienic method for solid waste management. The authority thus must make the villagers aware and
emphasize on the advantages of solid waste management by inviting them to brainstorm, give their
opinions and direct information as well as providing them the opportunity to acknowledge and speak
their minds in terms of the solution. The villagers can voice their approval or disapproval in the soon-tobe-operated matters as well as getting the chance to be a part of sharing opinions and solutions on the
issues that could have impact on them. To participate in the thinking process for big projects, the people
can do so by presenting the information they have for exchanging with the presence of the villagers and
community leaders' representatives joining the meeting in order to find the implementation guidelines. In
terms of implementation, it is found that there are guideline meetings where the villagers are given
explanation before any implementation will take place. The current solid waste management, however, is
still taken care by the villagers themselves. After the follow-up process, it is found that the community's
implementation in the form of villager groups can perform an excellent job since they all want their
villages to look nice. But their past follow-ups in their own communities fail since the people have felt
that the solid waste management does not pose any problems and does not affect their way of life.
Thinking so, they neglect the matter and litter in undesignated place. Thus, the people must be made
aware of the advantages of the implementation concerned in which the Subdistrict Administration
Organization can continuously organize a workshop to provide the villagers the knowledge in solid waste
management.
