Abstract
The research's objective is to study the method in setting up the civil network for drugs
prevention in Ban Had District, Khon Kaen Province so that its findings can be elaborated into strategies
and projects to develop the establishment of the civil network or drugs prevention in Ban Had District,
Khon Kaen Province to reach its sustainable efficiency. The research is classified as qualitative type which
gathers in-depth interviews from 20 key informants comprising the chairman of the civil network for drugs
prevention, the network's deputy chairman, the committee, the treasurer, the secretary and those with
direct involvement. The data from the in-depth interviews are classified for analyzing and synthesizing
using the expressive strategies and show that budget from the official units concerned is required in the
method of setting up the civil network. In doing so, the chairman of the civil network chooses the date of
the meeting in order to establish the network as well as appointing the sub-district's village leaders to join
the committee. Each village's needs are then gathered and kept by the network's chairman. In every
session of the meeting, every village leader cooperate fully by joining and that the secretary records the
agendas of every meeting. The aim of setting the civil network is to prevent drugs and transform the
village into a drug-free zone. When it comes to meeting, the participants follow the majority vote as the
rule in making decisions on the matters. The members of the civil network all know their duties in which
their notable activity focuses on the surveillance walk to prevent drugs problem in the village areas.
When activity of this kind is held regularly, the community can be united. Regarding the status of the
network's members, they all live together in strengthened harmony and sincerity in which they, along
with every unit in the district, work together in a smooth, efficient manner. According to the evaluation
based on the residents' opinions, they feel more reassured and safer. This, as a result, shows that the
people in the sub-districts look forward to seeing the activity continued constantly and continuously.
However, expansion of the network depends on the officials' budget support.
