Submitted this 2" day of November, 2015 by FORMAL COMPLAINT OF ACTIONS OF EAST PEORIA POLICE DEPARTMENT AND REQUEST FOR PUBLIC RECORDS |, Leon Singleton, do hereby notify the East Peoria Police Department of an illegal traffic stop and arrest occurring approximately 12:30 am Sunday, November 1. | am unable to read the officer's name on the traffic tickets, but believe the officer to have profiled me solely or in part because of my race and to have fabricated the probable cause for the traffic stop. | am requesting a hearing before the Police and Fire Commission because it is my understanding the racial profiling is a continual problem within the East Peoria Police Department and that Command Staff is either involved in such profiling or unwilling or unable to address the root Cause of such actions. | may be reached 2 INN for attendance information at a Commission meeting. Absent a hearing, | will address this at the next City Council meeting. | am further hereby requesting copies of all video recordings, audio recordings, police logs, reports, communications, and any other information pertaining to my arrest or pertaining to the business known as Sunnyland 1 Stop, 2466 Washington Road, East Peoria from approximately 10 pm October 31 to 2 am, November 1. am further requesting records of all arrests or detaining of African Americans by East Peoria police in the last 12 months.
