Establishing the amount of salary supplement for employees of the education sector
In accordance with the article 28.9 of the Public Service Law, the Government of
Mongolia orders:
1. Approve the amount of salary supplement for teachers of kindergartens and
General Education Schools as Appendix #1 and the amount of rank supplement
for teachers of kindergarten, General Secondary Schools and methodologists of
the Education and Culture Centers as Appendix 2.
2. In relation to approving this decree, the Minister of Education, Culture and
Science U.Enkhtuvshin is instructed to update and renew the Terms of Reference
for a position of General Education school teacher, other relevant employees of
the education sector.

Regulation on establishing the workload of teachers of kindergartens and General
Education schools and on calculating salary and wages of teachers and some staff
In accordance with Article 48.2 of the Labor Law, Article 12 and point 1.4 of Article 8 of
the Public Sector Finance and Management Law:
1. Approve the Regulation for calculating salary and wages of teachers of
kindergartens and General Education schools as the Appendix.
2. The General Budget Managers are instructed to update and apply Terms of
Reference of teachers of kindergarten and General Education schools and some
staff.
3. The joint decree # 126/97/114 on Approving a Regulation by the Minister of
Science and Education, Minister of Population policy and Labor, Minister of
Finance from June 25, 1995 is cancelled starting from the date this decree comes
into force; a joint decree # 328/131/283 on Approving a Regulation from Oct
10, 2003 is cancelled starting Jan 01, 2008.

One. General Provisions
1. This regulation is to be applied in assigning instructional and non-instructional
work of teachers of kindergartens and General Education schools (further
referred to as school and kindergarten teachers), as well as in calculating salary
and wages of teachers, schools principals, education managers, teaching
coordinator, social workers, student teachers and dormitory teachers, kindergarten
directors, methodologists and assistant teachers (further referred to as some
staff).
2. The school principal and kindergarten directors establish the number of teaching
staff in a school year based on the curriculum approved by the MECS, and other
norms established by the Government of Mongolia.
3. The work of kindergarten and school teachers is described in the Terms of
Reference that are based on responsibilities of a teacher outlined in the Law on
Education and Law on Primary and Secondary Education.

4. Class size shall be for primary grades 30-35 students (minimum 20 students in
bagh branch class); for secondary and high-school grades 25-30 students, for
high-school elective and professional courses 25-30 students, for classes of
hearing- and vision-impaired students 8-12 students, for classes of mentallydisabled students 10-15 students.
5. Foreign language and IT can be taught in sub-groups depending on availability of
teachers, schools salary fund, and material conditions of the school.
6. The school administration shall sign Employment Contract with teachers and
shall apply rules and regulations approved by the MECS and the Public Service
Committee in developing regulations for assessment and evaluation of teacher
performance.
Two. Compositions and norms of teachers work
7. The work of a kindergarten and school teacher consists of core 2 components:
implementation of the preschool curriculum/ school curriculum and other work.
8. Implementation of education standards involves 3 stages of planning and
developing curriculum, teaching classes in accordance with the curriculum, and
evaluation of its implementation.
9. Other work includes 3 types of activities that support teaching/ instructional
work, enable teacher professional development and work with citizens and
learners.
10. Workload of kindergarten and school teacher shall be 40 hours per week.
11. School teacher shall perform 34 hours of standards implementation work, and 6
hours of other work per week. Out of 34 standards- implementation hours 19 will
be classroom teaching/ instructional hours.
12. Kindergarten teacher shall perform 40 hours of standards-implementation and
other work per week.
13. 1 academic instructional hour, which is equal to 40 minutes, will be counted as 1
hour of work. At primary level grades 1 and 2 this will be equal to 35 minutes.
14. Work of a school teacher directed at implementation of education standards,
which is a complex activity including development of curricula in accordance
with primary and secondary school standards, classroom teaching based on these
curricula and evaluation and further improvement of these curricula, shall be
measured in instructional unit. This instructional unit shall be equal to 5
curriculum hours. The method approved by the MECS shall be applied in
assessing and evaluating instructional units.
15. Education manager will monitoring teacher performance in relation to standardsimplementation work and other work on a monthly and quarterly basis and will
submit performance data to the school finance department after having it
reviewed by the school principal.
Three. Salary and wages
16. Salary of school and kindergarten teachers and some staff members will consist
of base salary, supplements, additional wage, bonus and rewards. Size of base
salary, supplements and additional wage will be determined based on the GoMs
decrees on salaries of public service employees in the education sector, joint

decrees of relevant ministers, internal regulations of the establishment/


institution, and collective bargaining outcomes.
17. Supplements of school and kindergarten teachers will include teachers
professional rank and doctoral degree, skills supplement, supplement for working
in rural area, while supplement of some staff members will include doctoral
degree supplement, skills supplement and supplement for working in rural area.
18. Additional wage as a percentage out of base salary will be paid to teachers of
general education school for acting as a class teacher, leading the Methodology
unit, and running a laboratory or cabinet.
19. Additional wage as a GoMs decree-based percentage out of base salary will be
paid to kindergarten teachers for leading the Methodology unit.
20. School principal/ kindergarten director will establish the size of salary of each
employee - based on relevant decrees, regulations, Terms of Reference for the
position occupied by the employee, implementation of the Outcomes Contractand incorporate recommendations provided by schools Teachers Conference
before formalizing this decision with a resolution.
21. Soum/district governors will establish the size of salary of each employee - based
on relevant decrees, regulations, Terms of Reference for the position occupied by
the employee, implementation of the Outcomes Contract- and incorporate
recommendations provided by the School/Kindergarten Council before
formalizing this decision with a resolution.
22. Professional subject-matter teachers can be employed for teaching English
language, ITl, sports, music, arts classes for primary-level grades of 3, 4 and 5.
23. In cases when professional subject-matter teachers cannot be employed at
fulltime conditions, a retired or unemployed professional teacher or an employee
of non-school organizations can be employed, considering his/her teaching skills,
at wage-based part-time conditions provided that the per hour wage shall not
exceed that of a full-time teachers.
24. Teaching hours exceeding mandatory 19 hours of teaching will be considered as
extra teaching hours. If teacher has worked overtime, wage for extra teaching
must be paid, as required by article 53 of the Labor Law (for instance, Base
salary / 168 teaching hours x 1.5 x number of teaching hours exceeding 19).
25. During school vacation and times of absence of teaching due to a justifiable
reason, a teacher shall be paid base salary responding to the position she/he
occupies. During these times a teacher can request his or her annual vacation in
advance.
26. From the income raised by the school through sale of products produced at the
labor training courses as well as through other production and services, the school
shall retain direct expenses for costs associated with this production and pay,
from the remaining income, bonuses and rewards to teachers, students, school
employees according to pre-established tariffs.
27. Annual leaves of teachers and school employees are coordinated with the
structure of the school year. The length of the annual leave of teachers and school
employees is calculated based on the Labor Law and Education Law.
28. The compensation for teacher annual leave will be calculated based on relevant
laws and regulations.
