3 Approach to the Work

• access to relevant resource as and when required.

4 Deliverables
The following deliverables are required:

5) Demonstration of compliance with WCAG 2.0 AA standards and details of any AAA
compliance.
6) Demonstration of cross-browser compatibility for the browsers listed in *** TIED TO DESIGN
SPEC ***. of Appendix A.
7) Demonstration of full compliance with W3C validation.
5 Budget
The budget allocated by *** CLIENT *** for the deliverables outlined in Section 4 is *** AMOUNT *** in

Responses demonstrating costings within this allocation would be considered advantageous.

6 Delivery Timescales
Complete sign-off and delivery of deliverables as outlined in Section 4 is required by *** DATE ***.

7 Response to Design Brief


7.1 Response Requirements
Suppliers are asked to respond to this brief with the following:
1) The total cost of the deliverables exclusive of any expenses. Please indicate the day rate
that will be charged for each individual if applicable.
2) A visual mockup of your proposed design approach for visual theme as outlined in *** TIED
TO DESIGN SPEC ***. of Appendix A, supplied in a suitable graphics format plus any
supporting documentation.
3) Indication of ability to meet the specified timescales as outlined in Section 7. Please
include an estimate of the number of days work required to produce the deliverables.
1) Two relevant references for similar work undertaken that meet the specifications outlined in
*** TIED TO DESIGN SPEC ***. of Appendix A, detailing contact information (name and
telephone number or email address) and a brief summary of the nature of the work.
In addition, all responses must be accompanied by completed form Appendix B: FINANCIAL Qs etc
(BASICALLY A BACKGROUND CHECK)

7.2 Deadline for Responses


Responses must be received by *** CLIENT *** by *** DATE***.
Confirmation of the winning bid by *** CLIENT ***and agreement of contract with the chosen

8 Evaluation of Responses
The responses to this design request will be evaluated with a view to awarding a contract to the
Contractor adjudged to have made the economically most advantageous bid. Bidding Contractors
may be invited to discuss their proposal. *** CLIENT *** reserves the rights not to accept the lowest
tender or not to award any contract as a result of this tender.

Criteria taken into account in the evaluation will include:


• Evaluation of submitted design mockup.
• Costing of deliverables.
• Ability to meet the specified timescales.
• Demonstration of expertise and applicable previous work.

9 Ownership of the deliverables


Copyright ownership of the completed deliverables, associated files and all underlying code will

The template design and underlying code needs to meet the following specifications:

15.1 Accessibility
*** CLIENT *** is committed to ensuring its websites meet a minimum of WCAG 2.0 AA compliance,
and achieving AAA where applicable. The theme and associated templates must be compatible
with this need, and successful compliance with a minimum of AA standard must be clearly
demonstrated before delivery.

15.2 Browser Compatibility


The theme and associated templates must be compatible with and consistent across all major
browsers on both Windows and Mac operating systems, including:
• Microsoft Internet Explorer 6.0 and above
• Firefox 3.0 and above
• Safari 3.0 and above
• Opera 9.0 and above
• Google Chrome 2.0 and above
Compatibility with the browsers listed above must be demonstrated before delivery.

15.3 Semantic Markup & W3C Validation


The underlying code for the theme and associated templates must adhere to the principle of
semantic markup, and validate fully as XHTML Strict when tested using W3C standards. This
includes avoidance of deprecated attributes, and complete separation of content from rendition
through the use of CSS style sheets. Successful validation must be clearly demonstrated before
delivery.

15.4 Scripts
AJAX/Javascript should be used only where viewing without scripts will not impact on the usability
of the site. Non-script alternatives will need to be provided for any examples.
