I am following up on your recent phone conversation with Paul Murphy, an assistant to
Cindy Chavez, District Supervisor, by which her office championed my concerns
regarding the failure and refusal of Dr. Anitha Gaddipati, Dr. Kavitha Kambham and
other VMC physicians to treat my terminal condition, i.e., HIV/AIDS, in spite of
multiple and repeated requests made by me to them for over a period of at least six
months, and in spite of their full awareness of the same failure and refusal by the PACE
Clinic to treat same, and in spite of their full knowledge of the adverse progression of my
condition during that time.
Per my conversation with Mr. Murphy subsequent to your call, you informed him that, as
a general policy, any physician employed by the aforementioned clinic could, would and
should prescribe any medication essential for the treatment of any serious medical illness,
and, that, by inference and implication, all Valley Health Center physicians had been
advised of this obligation accordingly.
Even still, as shown by several homemade videos of visits to the aforementioned doctors
(available upon request), and by the plethora of e-mails exchanged between said doctors
and various assistants via the MyHealthOnline service, all pleas for treatment were flatly
denied.
As a consequence, during the time of the denial, my life-threatening condition progressed
from stable to serious. Had I not sought and acquired legal counsel to assist with the
arduous process of disenrollment from the managed health care plan that had prohibited
me from seeking care from other medical providers, I believe that necessary care would
continue to be denied; and, had I not employed the Medi-Cal grievance process to
complain about the reckless and careless disregard by these two VMC physicians for my
health and well-being, I would not have been able to enroll in a non-managed health care
plan, which now enables me to seek care from other providers (I am just now receiving
treatment at Stanford Medical Group in Palo Alto).

This letter seeks to clarify your policies and guidelines under the circumstances of my
situation, specifically, as they pertain to (1) the refusal of PACE Clinic to enter into a
treating relationship with me, (2) the knowledge of same by my primary care physician at
Valley Health Center, (3) the nature of my illness and the requisite knowledge as to the
consequences for the failure to treat it, and (4) the obligations or expectations inherent to
the role as a VMC physician to provide necessary and essential treatment.
