60 Corruption Incidents in October, and Inactive Legislative Procedures

Partners For Transparency (PFT) issued its fourth monthly report of the "Corruption
Logbook" series covering the period between the 1st 31st of October 2015, the
Foundation launched since the beginning of July 2015 an observatory to follow-up the
corruption incidents exposed by media, oversight authorities and concerned
investigation authorities, as well as monitoring the concerned state procedures of the
incident.
The report focused on monitoring and evaluating the legislative and procedural
developments associated with corruption fighting, as well as compiling the facts
addressed by different media platforms in October 2015.
October 2015 did not witness the issuance of any new laws relative to corruption
fighting, nevertheless, this month witnessed several meetings and gatherings in some
governorates and ministries to discuss the state plans in corruption fighting, in addition
to different statements for government officials led by President Abdel Fatah Alsisi
highlighting the necessity to fight corruption along with linking this to development
efforts and attracting investments, the month also witnessed the formation of a
committee to fight corruption in the Ministry of Irrigation.
October 2015 observation process revealed 60 corruption incidents in the state different
bodies, led by the Ministry of Supply which witnessed 14 corruption incidents, followed
by localities by 9 corruption incidents, then the Ministry of Education by 5 corruption
incidents, and finally the Ministry of Housing by 4 corruption incidents.

The observation revealed that the incidents under investigation came in the first place by
39 incidents, followed by the awaiting trial incidents which were 10 incidents, then the
incidents which were not investigated by 7 incidents, and finally the incidents that have
been adjudicated by 4 incidents.
