GENERAL
This specification covers the design, manufacture, factory testing, marking, packing, shipping,
transportation to site, installation, site testing and commissioning of the substation equipment
required for the future implementation of a distribution automation management system (DMS)
in 11kV, 22kV & 33kV substations. Further detailed and specific data are contained in the
drawings, Technical Data Sheets and other documents that form part of these Specifications.
The intent of the specification is to provide for work herein described to be fully complete in
every detail for providing DMS equipment in the respective substations. Bidder/Contractor, in
accepting the contract, shall furnish all apparatus, appliances, material software and labour
necessary to complete the job. This shall include all items that are not specifically mentioned or
included in the specification, but needed to complete the work, without extra cost to
ADDC/AADC. The DMS equipment shall be complete in all respects necessary for their
effective and trouble free operation when connected to the system.

TECHNICAL DESCRIPTION
2.1
2.1.1
All components shall be of approved and reliable design. The highest degree of uniformity and
inter-change-ability shall be attained. The design shall facilitate easy maintenance, fault
diagnosis and repair of the components. As far as control and supervision is concerned,
Bidders/Contractors are requested to offer a modern, but well proven, microprocessor technology
based DMS equipment.

The DMS equipment architecture shall provide an well-engineered and sound basis for
operation, maintenance and future development of the system. Therefore it shall be possible to
alter, extend or upgrade any element of the substation equipment by the simple addition of
hardware with the necessary software augmentation and configuration.
The equipment shall be completely assembled as far as possible at the Bidders/Contractors or
Sub Bidders/Contractors workshop, e.g. wiring of boards, racks, cubicles, etc. shall be
performed at the workshop (manufacturers test field/laboratory) prior to shipment to site.
Open-air installed parts shall be protected against sun radiation by means of adequate and almost
totally corrosion free steel covers, and shall be able to withstand all other prevailing climatic
conditions.
All instrumentation and control equipment shall be capable of continuous satisfactory operation
within the specified accuracy during a change of the supply voltage within the limits specified.
2.1.2
Only experienced and technically capable manufacturer of control and protection systems for
electricity transmission and distribution applications will be accepted. Preferred manufactures
will be those who have experience in deliveries of the full scope of station automation systems,
and services. This experience has to be substantiated by means of reference installations being in
service under similar environmental conditions for at least 2 years. In order to assess the
Bidders/Contractors experience, the Bidder/Contractor is required to present the following with
his bid:
Reference list.
The Bidder/Contractor shall assure for long-term maintenance and availability of spares.
Moreover, a guarantee shall be submitted for the availability of spares during the lifetime of the
DMS equipment (not less than15 years). The Bidder/Contractor shall give one-year notice of his
intention to cease support after this time.
The Bidder/Contractor shall offer support agreement with built up support organization for
supporting the customer with all kind of technical problems relating to the DMS system.
All central and the common units, input / output/ analogue modules shall be provided with a 20%
spare capacity after completing the scope of Work in accordance with this specification.
2.1.3
Functional Requirements
The DMS system shall monitor and control the entire substation. It shall be a fully integrated
system and has to fulfil all secondary tasks between the substation and the future DMS centres
for further data processing. These tasks shall include but not be limited to:

Acquisition of status, events, individual feeder and substation equipment alarms, with
reporting to the DMS Centre upon request, initiated as a polling sequence.

Storing of data with date and time stamp. Resolution of shall be one millisecond (1 ms).
Minimum accuracy of internal clock shall be 0.5 ms. Synchronising of internal clock by
GPS receiver. Memory capacity of files, containing data allocated for transmission, shall
be sufficient for storing all substation data and is subject to approval by ADDC/AADC.

It shall be possible for the DMS Centre to operate analogue or binary outputs with selectbefore-operate sequence.

2.1.4
The apparatus and modules of the microprocessor DMS shall be self-monitoring. Failure of a
module or component shall be immediately detected and displayed thus guaranteeing the highest
availability. Depending on the type of fault detected the affected module shall either be reset or
blocked. Failure of a single module may not impact operation of other system components.

Memory checks
A loss off power may not cause the loss of configuration data. This data shall be stored in
EPROMs, EEPROMs or RAM with back-up battery. After restoration of power the system shall
restart automatically. During start-up all output contacts shall be reset and blocked until after the
completion of the restart with all settings being set to the default status.
To enhance availability neither fans nor mechanical disk drives or any other constantly moving
mechanical components are acceptable for use in the acquisition units (IEDs) or the substation
central unit.
The DMS equipment shall perform with maximum security, efficiency and effectiveness, and
with minimum traffic delay. System performance calculations should be submitted for handling
the maximum data with no data loss during abnormal or emergency situations.
2.1.5
Software Requirements
The system shall be based on standard firmware and software, which has already been
implemented in other systems. Software configuration tools shall be available to adapt the
system to the specific substation requirements, to do settings, to create displays, to define event
and alarm text etc. Configuration software shall require no knowledge in programming
languages or system source code.
The system shall have an open architecture to ease data exchange between different applications
and systems e.g. by providing interfaces and SQL access to its database. The concept shall make
possible future extensions, which exceed the functions defined in this specification.
2.1.6

The substation control unit and the future DMS Centre, Protocol: IEC 60870-5-101
The DMS system shall support redundant telecontrol interface to the future DMS Centre as
per above-mentioned protocol. The design should be dual ported. Once the direct link has
failed, the interface must continue working over the alternative route within 2 seconds of
the failure. The interface should force the connectivity of the direct route automatically or
manually once the failure has been corrected. The protocols shall perform a half-duplex
operation as a polling protocol on 4 a wire modem circuit.
The GPS equipment and the DMS, Protocol/Interface: IRIG B or other equivalent format
The DMS system and test and diagnosis instruments Serial interface, e.g. RS 232, as per
manufacturers standard.
2.1.7
Maintenance Requirements
To ease maintenance and to reduce repair and down time the DMS equipment shall be equipped
with draw out type modules. Defective modules may be replaced without dismantling of the
apparatus or its terminal blocks or the related wiring. CTs shall be automatically be shortened
when a related module is drawn out. Spare modules requiring customised configuration data for
operation shall be pre-loadable. Being pre-loaded they shall be ready for operation immediately
after replacement without the need of loading any additional software or configuration data.
2.2
The DMS equipment components shall be of the latest proven design. They shall include but not
be limited to those given below.

2.2.1
Interface Modules
Acquisition of information for the DMS system shall be made through substation interface
modules, which include:
The I/O interface modules to the substation and the serial interfaces to DMS central unit, if
applicable
The numerical microprocessor system to perform all functions and maintain the necessary
data base for all related tasks, such as, polling of feeder data and measurands, time tagging
and pre-processing, storing in memory and future transmitting to the DMS Centre,
synchrocheck and feeder control, feeder interlocking, etc., as applicable.

2.2.2
ADDC/AADC is envisaging operating DMS centres in the future based on the use of standard
protocols. Therefore the respective standardised interfaces has to be provided. They shall apply
IEC 60870-5-101 protocol at a transmission rate adjustable up to 64 kbit/sec.
2.2.3
A GPS satellite receiver module shall be provided with antenna and cable. The module shall
provide time synchronisation of the DMS and protection equipment (if applicable) in order to
guarantee a system wide accuracy of time related data of better than 1ms.
2.2.4
For fault analysis, remotely assisted by the manufacturer, a dial-in facility shall be provided, to
dial in the ETISATAT network for connection with the manufacturers diagnosis centre. All
hardware, software installation and commissioning shall be provided to perform functionality
and to interface to a public telephone line provided by ADDC/AADC.
2.2.5
A software package shall be included to ease operation, maintenance and modifications. The
software should run on a PC with a 32 bit multitasking operating system, e.g. Windows 95,
Windows NT, IBM OS/2 etc.
2.2.5.1 System Configuration Tools
The system shall be operated with standard firmware and software and shall be adapted to the
specific substation layout and requirements by configuration. Configuration is to be carried out
using a configuration software tool. After completion of data entry the tool shall create a
configuration data file which shall be downloaded to the system. A detailed report listing errors
and warnings, which occurred during creating the configuration data, shall be available. It shall
also be possible to download the operating system of the substation controller and the firmware
for its communication processors.
The software shall be object-orientated and shall require no knowledge in source code or
programming. Objects shall have a hierarchical structure according to the classification:

The general procedure shall be identical for all steps of configuration. First a new object is to be
defined by copying it from a database with drag & drop, then its properties and connections are

defined via context menus, spreadsheets and functional charts. Plausibility checks shall be
performed during data entry.
Data consistency must be ensured by using one configuration tool and one database in order to
define:
Hardware configuration
The user shall select permissible settings from lists being displayed by the configuration tool.
The tool shall offer default settings for different components e.g.
Graphical configuration as described by IEC 61131 using continuos function charts shall ease
definition and testing of logical operations. Import and export of listings of data being interfaced
between subsystem is required to simplify configuration.
Plausibility checks shall be automatically performed during data entry. On-line help function
must be available. Printed documentation of all settings shall be available.
To enable ADDC/AADC to develop new functions the software modules shall be accessible. Ccompiler and documentation shall be required.
The Bidder/Contractor shall offer different levels of configuration training in English language.
2.2.5.2 Commissioning and Trouble Shooting
To ease trouble shooting LEDs shall display bit patterns, which indicate the status of components
and modules and give fault information in case of failure.
Software tools for commissioning and trouble shooting shall be integral part of the configuration
tool. The system shall prompt on-line status information from modules and tasks to the operator.

The test configuration shall besides the standard DMS functions allow for testing:
I/O procedures
After the installation and commissioning the site acceptance test (SAT) shall be performed in
order to prove the compliance with the contract specification.
The Bidder/Contractor shall propose the FAT and SAT procedures, which shall be subject to
approval by ADDC/AADC.
3.2
Documentation
In addition to the requirements for documentation stipulated in general for this specification for
the DMS system the following documentation shall be included in the offer:
List of references for DMS equipment installations using the offered type of equipment and
software
The design intent (scope of hardware and software supply, and function set-up of the DMS
equipment covering all central, common and feeder units as applicable
