WHEREAS, on December 29, 2009, the Commission promulgated
Colnelec Resolution No. 8737, entilled: "IN TI-iEb MATTER OF

ENFORCING THE PROI-iIBITIONS AGAINST APPOINTMENT OR
HIRING OF NEW EMPLOYEES, CREATING OK FILLING OF NEW
POSITIONS, GIVING ANY SALARY INCREASE OR TRANSFERRING OR

DETAILING ANY OFFICER OR EMPLOYEE IN TI-IE CIVIL SERVICE AND
SUSPENSION OF ELECTIVE LOCAL OFFICIALS, IN CONNECTION
WITH THE MAY 10, 2010 NATIONAL AND LOCAL ELECTIONS" I
implementing Section 261, sub-sections (g), (h) and (x), of the Omnibus I
Electiorl Code;

WI-IEREAS, Section 2 (B.1.b) of Ca~nelecResoliltion No. 8737

provides:

WHEREAS, in orcler to avoid confusion as to wilere requests for

exemption from the prohibition covered by Comelec Resolution No. 8737
shall be filed, it is imperative lo clarify Section 2 (B.1.b) of Comelec

WHEREAS; during the May 14, 2007 National and Local Elections,
the Corn~nissionin Cornelec Resolution No. 7770 promulgated December
6, 2006, specifically proviclecl, as follows:

and filed with the Law Department of the Commission, when:

(b) Requests for transfer or detail:involving employees with

official sfations in the offices including the National Capital Region shall

Directors where the employee/s sougl~tto be detailed or transferred is
stationed.

WHEREFORE, the Commission, RESOLVED, as it hereby
