NOTIFICATION OF PROFESSIONAL STANDARDS INVESTIGATION
I refer to your complaint lodged with the Australian Federal Police (AFP) on 26
May 2015 in which you reported information concerning the conduct of three AFP
members. As a result, separate code of conduct issues were raised against each
of the three members.
As a result of this, AFP Professional Standards (PRS) has conducted an
investigation under the provisions of Part V of the Australian Federal Police Act
1979.
This investigation included identifying and obtaining information from independent
civilian witnesses as well as reviewing all available public media footage. All AFP
appointees involved were interviewed and AFP radio communications were
reviewed. An evaluation of the current ACT Policing major event planning
processes was also conducted.
After obtaining and reviewing all information relevant to the matter, the
investigation is now complete.
With respect to the first member:
1. That on 25 April 2015, an AFP member breached Section 8.4 of the AFP
Code of Conduct (an AFP appointee must act with fairness, reasonableness,
courtesy and respect and without discrimination or harassment, in the
course of AFP duties) by demonstrating discourteous behaviour towards
Myles Morgan from National Indigenous Television.
After consideration of all the investigation material relevant to your complaint, a
member of the AFP Professional Standards Adjudication Panel has determined
that the complaint has been found to be Established.
Separate code of conduct issues were raised against the remaining two members:2. That on 25 April 2015, an AFP member breached section 8.4 of the AFP

a member of the AFP Professional Standards Adjudication Panel has determined
that the complaints are found Not Established against both members.
This matter is now considered finalised.
