1. GENERAL
BGMR is setting up to build Road & drainage at BGMR Complex - KIK Balikpapan. BGMR is Owner of Project
did part of the Engineering, will do the Procurement and Construction management activities for the project.
For the civil/structural building construction works for the project, BGMR hereinafter referred to as Owners
intend to appoint a Construction Firm/s, hereinafter referred to as Contractor.
The Enquiry defines the scope of work and services to be supplied by the Contractor.
For further information not dealt herein, refer to the enclose General Instructions for Tendering of Equipment
and Services, and the other appendices listed on the cover page of this Enquiry Specification.
2. BRIEF DESCRIPTION OF THE PROJECT
The project consists of Engineering & construction of road & drainage works
In order to have the road & drainage will be installed / constructed. These will include, but not be limited to the
following :
A. SURVEYING FOR WORKING POINT
Te contractor will start the job by doing the surveying for firm points of working reference that will be all
points as starting points reference of work and has to be approve by BGMR or any other the third party
that could be assigned by BGMR. The facilities to do the working point surveying should be provided by
the contractor, include the man power for that working purpose. The working point bench marking (BM)
will be the reference point for all level requirements in mess house area (old of mess house, otherwise it
can be referring to BGMR project supervisor, or as what stated earlier).
The contractor has to fix again the starting points, or border position by drawing all the border coordinate,
on which it will drawn by use the BM as reference points.
If any deviance between the main construction drawings with detail drawing, the main scale to be followed
will be on the main drawing, but has to be clarified immediately to BGMR site supervision prior the job will
be executed. All the scale mistake and reference mistake that occur by the initiation of contractor then it
will be their responsibility.
If any the defiance that could be gotten after the lay out drawn has to be informed immediately to BGMR
authorize supervisor and getting the decision and sign then job only can be started.
B. TOOLS AND EQUIPMENTS
The contractor or all other part under contractor that will be done on this project has to provide the tools
accordingly as below;
All the measuring tools as (theodolite, water leveling gauge, etc).
Cutting tools, prediction tools, welding machine and supporting tools.

Excavator if require.
Compactor that require to compacting the base soil of the road..
Truck as tools to mobilize the stone from the storage to the construction area.
Any safety aspect tools that require for this project, it could for man power or for equipments.
All the heavy equipment should be complete with permit as for operator and its equipments.
Gen set, etc.

SITE WORKING OFFICE, WAREHOUSE, LABOR WORKING OFFICE


The contractor has to provide the temporary working office as place to work include also for the labor, the
office has to provide with all the furniture, and the location assignment will be coordinated with site
supervisor from BGMR or other that assign by BGMR.
The size will be adapted to the usage requirement accordingly, and it has to be provided with toilet without
neglect the security, house keeping, and fire safety.
After the project the contractor has to clean out all the temporary working office and tidy all the location
accordingly, but it has to be done after the permit is gotten from BGMR site supervisor.
All the materials for temporary office, and warehouse will be the property of contractor.
The contractor has to provide the temporary storage warehouse for project materials, this warehouse
require to protect all the materials requirement for this project. The warehouse has to be provide with the
lock key as what require and the floor has to be free from the humid.
All the materials has to be stored according to the materials characteristic by the approval of BGMR site
supervisor. For the sand, split stone, has to be store with the box limiter so that it will not mixed.
Any materials that do not use for project purpose will not allow to be store in site.
C. SITE FACILITIES
All the water, electricity will be the responsibility by the contractor, include for drinking water the fire
extinguisher and first aid facilities.
All the water that will be used for the project should be the clean water with colorless, not containing the
any alkalinity chemicals or acid, do not contain any organism that could contribute the bed effect to
concrete Fulfilling the condition of Peraturan Beton Indonesia (NI 2 1971), any water that contain salt as
sea water not allow to be used.
D. LAND LEVELING, EXCAVATION, AND GRADING
A preliminary plot plan showing various buildings / structures is enclosed as on the BGMR plot plan lay
out.
This shall be used as guideline for developing the proposal. However light structures / buildings, the
foundations will be open spread footings or raft foundations. This enquiry document is for providing civil/
structural & finishing construction services for the various foundations, structures and buildings of this
project.
E. STRUCTURE JOB
The work consist of :
Supplying, executing, wreaking, mobilizing all the materials, supplying and managing the man
power, mobilizing all the supporting tools, etc, in the correct or accurate time even direct or indirect
for all the effort to complete and handing over the job with perfectly, and also include for those not
clearly stated the job or part of the job in this inquiry or in drawing but still inside parts of this
project has to be done as what advising by the BGMR supervisor.

All the project site when the project anwejing process or technical clarification, include all the
things inside will be hand over to contractor with formal official report.

All the job has to be handed over by the contractor with the perfect condition and finished and
usable as what stated in tender documents. It should be provided the final documents of project
executed by the contractor, the signed hand over certificate will be as part of the hand of project.

The contractor has to follow all the working condition as what stated in this technical specification.

Contractor has to follow all the technical specification that will be part of their responsibility that
stated in technical specification, or those that discussed in the meeting, drawings, the revision
drawing during the construction, and all the guidance or the instruction the given by BGMR site
supervisor.

The contractor has to submit weekly report, monthly report. If the report not submitted accordingly
the progress report will not be signed by the BGMR site supervisor.

The contractor has to submit the daily man power report.

The man power that will work on this BGMR project should follow the labor man power law as
salary, Jamsostek (it the must for contractor to submit this certificate). This man power should be
register in Balik Papan local labor department.

All the man power safety aspects, or any accident that could occur will be full under the
responsibility by the contractor. If any happen, all legal aspects should be solved by the contractor.

Any electrical require for this project will be included in the project scope.

F.1. Cement
All the cement that will be use should be the cement be according to the usage intention, with the
condition
According to the cement regulation of Indonesia ( Ordinary Portland cement SNI :15-2049-2004 &
Portland composite cement SNI: 15-7064-2004 ).
Regulation of beton Indonesia (NI 2 -1971)
Has test certification.
Concrete with specification characterize high concrete qualification use OPC cement.
It has to be certify by BGMR site supervisor.
All the cement that use for this project has to use the same brand, it will not allow to use the many
kind of cement for the same structure, and the cement should be new product is not the long time
store ( min 20 days ), ( Same brand: semen tiga roda & semen gresik )
The cement on transportation should be protected from the rain or water, it should be received on the
good sac, and this cement should be stored in the good place with enough ventilation. The sac
cement should not be overlap over 2 meters height, the cement usage should be given the sign so
that the FIFO can be applied.
For those the cement has doubt in quality can be rejected by BGMR site supervisor, then it has to be
removed from the project site 2 x 24 hours.
F.2. Agregat
All the gravel, split stone, sand usage has to follow or fulfilling the condition;
Peraturan umum pemeriksaan bahan bangunan (NI 3- 1958)
Peraturan Beton Indonesia.
Not shattered materials, and not porous.
The hardness of the coarse aggregate grains should follow the condition
The size of 9.5 19 mm not over 24%
The size of 19 30 mm not over 22%.
The usage of gravels, and split stone (coarse aggregate) that have the size over than :
Pile caps : max 28,1 mm
Footing : max 25.4 mm
All other concrete (practical column, ground beam, beam) : max 25,4-19,1 mm
has to get the permit from BGMR site supervisor.
The intention of this aggregate condition is in order to get the good concrete strength quality with all
the mixture cement and the water according to the ratio.

BGMR site supervisor can ask the contractor to do the quality test for the aggregate materials that
sample take from the storage any time and the analytical will be done by the certify laboratory on the
contractor expenses.
If any changing the aggregate source the contractor has to inform to BGMR supervisor.
The aggregate materials has to be stored on the clean area, and hard surface with preventing from
the mixing possibility.
F.3. Reinforce steel
All the reinforce steel that will be used should follow the below condition;
Has to follow the regulation of Peraturan Beton Indonesia (NI 2 1971).
Has to be free from all strange materials, grease, corrosion products, not pill off, not defect, no
crack.
The quality is U24 for dia < 12 mm, U39 for dia >13 mm.
Has the same size for all length.
The size has to be according to the drawing.
Any usage of reinforce bar out of above specification should has the approval from designer or
BGMR site supervisor.
All the reinforce bar has to be supplied from the same source for all construction job.
All the reinforce bar supplied to the site has to be provided the material certificate, if any doubt the
BGMR site supervisor can ask the contractor to do the test into qualified or certified laboratory on the
contractor cost.
The reinforce bar has to be fabricated according to the drawing or has to get the BGMR site
supervisor. For that intention the contractor has to give the bending reinforce bar drawing (bending
schedule) the submit to BGMR site supervisor for getting approval.
All the reinforce bar has to be tied with steel wire, tied strongly so that it should not able to move
when concreting will be done, and it has to free from working floor and form work.
The usage the fabricated wire mesh as steel wire mesh has to get the permit from designer or BGMR
site supervisor.
Any reinforce bar not fulfilling the above specification has to be removed from the site within 2 x 24
hours.
F.4. Concrete
The concrete mixing has to fulfilling the condition of PBI - 1971 and NI 2. The concrete has to fulfill
the strength characteristic accordingly with K-100, K-225, K-250 & K-300 according to usage function.
The contractor has to provide the trial mixing for controlling the result the laboratory test should be
done then the procedure approve according to the result, but for those supplied from ready mixing
concrete supplier it should follow the test slump test, cubes test accordingly as what site supervisor
request. The slump test should be done according to the regulation of Peraturan Beton Bertulang
Indionesia (NI 2 -1971).

The site mixing concrete should fulfilling the below condition;


To provide the mixing design.
The cement should be measured according to the volume.
The aggregate to be used should be measured according to the volume.
Sand to be used should be measured according to the volume.
The mixing should be done by using the mixing machine (batch mixer).
The concrete mixing should not over the mixing capacity.
The mixing time duration should not over then 2 minutes after all the aggregate inside the mixing
machine.
The mixing machine that should not be used over than 30 minutes has to be cleaned first prior to be
used for the next batch mixing.

The mixing concrete should fulfilling the condition of PBI 1971 NI 2, and the mixed concrete has to
fulfilling the strength characteristic as what requested on the design.

H. Cube/Cylinder test.
BGMR supervisor has the authority to request for any time to contractor for doing or making the
sampling of cube/cylinder test for doing the test by the certified laboratory on contractor cost.
During pouring concrete is done the sampling test has to be provided according to PBI 1971 NI 2 or
SNI 1991 with numbering sequentially.
The molding sampling has to exactly cube or cylindrically and has to fulfilling the regulation of PBI NI
2 -1971. The cube size will be 15 x 15 cm.
The sampling concrete mixing, molding and curing should be done well and supervise.
The procedure has to fulfilling the regulation of PBI NI 2 -1971.
The cube sampling identification has to be given that can show the sampling date, mixing date, etc.
The test should be done according to PBI 1971 chapter 4.7, include the slump test, pressing test, if
the slump test is not fulfilling then the mixed concrete should not be used and has to be removed
from the site.
If there will be the pressed test fail, then the corrective action should be given according to the PBI
procedure, and the expense effect should be absorbed by the contractor.
If it will require all the cube sampling should be test in certified laboratory by the BGMR site
supervisor approval. The result test report should be given to BGMR site supervisor at the latest 7
days after the concreting, by stated the strength characteristic, deviation standard, the cube
sampling weight or other required information.
If any fail the cube test then BGMR supervisor has the right to asking the contractor to do the non
destructive test even destructive test, and all the expense will be absorbed by the contractor.
The slump test should be the must that will be done in site with 8 cm to 12 cm.
I. FORM WORKS
The form work materials condition.
It should not deform
The form work should has enough thickness (plywood with min thickness 6 mm), and it should
strong enough to sustain the concrete load, or any other load to be given during concreting.
All the use nail, bolts, should be applied accordingly to the size requirement and strength enough to
sustain the form work load so that it will not contribute any movement when concreting activates
going on.
The form work should fulfilling the maximum deviation standard as below;
6 mm for length 3000 mm.
10 mm for length 6000 mm.
20 mm for length 12.000 mm.
Cross beam deviation maximum 4 mm.
The form release agent should be applied according to the vendor, and it should be applied prior the
reinforce bar installed, or any embedded item installed.
On the place that release agent could damage the concrete materials then the agent should not be
used. For such location the form work should be wetted on inner side that face the concrete with the
clean water.
It should be informed to site supervisor if the form work has been installed, it has been cleaned, then
getting the approval prior concreting to be done.
For those exposure surface the usage more than two times of the form work will not be allowed.
Any form work that will be reused should have the approval from the site supervisor.
The supporting for form work just can only be dismantled when the strength of concrete reach 75% of
compression strength (28 days).
Any form work require for curing just can only be allow to open after the permit be gotten from
supervisor.
J. CONCRETE POURING
Prior pouring the mixed concrete to the form work, the contractor has to coordinate in advance, any
poring will not allow without permit from BGMR site supervisor, if it will find the casted concrete
without the permit BGMR site supervisor can asked to contractor to remove it.
The mixer of the concrete aggregate has to be running continuously not less then 2 minutes with the
speed that will produce the smooth mixing.

Any hardening concrete or layer has not to be allowed inside the mixer, and it will not allow to
remixing by adding the water.
The mixed concrete has to be transported and pour as quick as possible so that there will be no time
for settling for any aggregate.
It will not allow to pour the concrete prior the check of installed reinforce done by BGMR project
supervisor, and the pouring permit has to be signed.
The pouring concrete has to be done layer by layer, and it will not allow to pour it from the height that
could make the settling of aggregate.
To prevent any porous possibility occur the vibrator has to be used, but has to be prevented over
vibrate that cause the separation for aggregate.
Any concrete continuing the cleaning has to be done properly on the old concrete surface.
K. CURING AND PROTECTION FOR CONCRETE
The poured concrete has to be protected during hardening process from; sun heat, air curing, rain,
water flowing, mechanical hardening, curing prior the time schedule.
The usage of Sika bond for curing process has to get the permit from BGMR site supervisor.
If any casted concrete as below the removing will be the contractor expenses, till the casted quality
fulfilled.
Occur honey com, porous, crack, broken, etc.

L. FORM WORK DISMANTLING
The form work dismantling has to fulfill the condition of PBI 1971 9NI.2 1971. Those location of
form work to be dismantled the casting concrete has to be able to sustain itself load, and other load
for doing this job.
All form work dismantling has to get the permit from BGMR supervisor.
Any porous on concrete casting has to be reported, and get contractor to get the approval for what
corrective action that will be taken. Any of risk will occur will be the responsibility of contractor.
Even the cube test of concrete apply is pass or good, but the site supervisor have the right to reject
those construction concrete that has defect is below;
The casted concrete porous
Any construction concrete not done according to the plan, and design drawing.
Any casted concrete that find any unintended materials
Any casted concrete crack, or broken.
M. SUSRAFCE CASTED CONCRETE FINISHING
The casted concrete surface has to be smooth. Within the period of the concrete still in plastics
condition it is not allow any lump on the surface, all the concrete should be monolith with the base
concrete. It is not allow to spread any sand and cement on concrete surface to absorb the over
water usage.
Any defect finding after the form work dismantling, all the expose surface has to be inspected
precisely and those the surface not smooth should be polishing and refilling properly so that the
surface to be smooth.
Any casted concrete that has holes or cavity, and defect of casted concrete should be replaced.
N. FABRICATING THE REINFORCE BAR
Prior any bending of reinforce bar will be done, the contractor should prepare the listing of
fabrication, drawing sketch of bending plan then should be reported to BGMR site supervisor for
getting approval.
The contractor should responsible for any size accuracy and detailing, all of the dimension will be
inspected by BGMR site supervisor.
If BGMR site supervisor require the mill certificate of reinforce bar, the contractor should able to
submit accordingly prior it will supply or use.
Hooks and lap joint shall be in accordance with the drawing and/or owner specification.
The reinforce bars shall be firmly bound with annealed steel wire at the crossing point.
All the reinforce bar should be applied as what stated on drawing or BQ.

The fabricated reinforce bar should be installed after it is cleaned and free from any debris or
corrosion product. All the tied wire should be bended to inside of the form work, and all the
supporting of the fabricated reinforce bar should not stick on the form work.
The contractor should not be allowed to do the chipping or any cutting to the casted concrete for
make any hole without any permit from BGMR.

3. SCOPE OF WORKS OF THE PROJECT


The activities that form the part and parcel of the scope of works shall include but not limited to the following
works and as indicated in tendering BQ, and detail drawing. All the works shall conform to relevant Indonesian
codes and construction standards, as outlined in construction drawings, unless other wise specified.
The contractor has the responsibility in check or calculates the BQ according to the actual quantity base on the
detail drawing as part of the tender document that given to the contractor.

Excavation and Backfilling for foundations, tunnels, laying underground utility services, including all the
necessary works for shoring, protection of side slopes and dewatering to keep the excavation dry
throughout period of construction, as per specifications and construction drawings. In case unsuitable
soil is encountered at design foundation depth, the Contractor shall excavate more to a depth as
instructed by the Engineer and fill by imported good material and compacted layer by layer according
Pectech standards. The measurement of such additional materials shall be by a joint survey certified
by Construction Manager.
The excavated soil that will not use for the construction purpose during the final project, the contractor
in responsibility to remove the soil to BGMR assigned working area. The contractor will responsible to
leveling the soil in the new assign location.
Proper protection of all underground utility lines within the working area during whole construction
period.
The contractor should able to work together with other team contractor, as cut & fill contractor, road &
drainage contractor, and other facilities contractor.
Rebar material fabrication and installation, including preparation of bar bending schedules, as per
specifications and construction drawings
Pouring and finishing of concrete to required dimensions and levels as per specifications and
construction drawings. The contractor shall provide necessary manpower to mix mortars and plain
concrete. The contractor shall be responsible for all post concreting care like stripping, finishing and
curing of concrete. All steps in concrete staircases shall be provided with non-slip battens. These shall
be deemed to be included in the rate of concrete item and will not be measured and paid separately.
Contractor has to provide all the worker with safety equipment, and all the safety standard has to be
followed according to standard in Indonesia.
The contractor has to responsible for all the security aspect inside of the project, and has to follow the
all community requirement on the traffic

The Contractor shall consider following points as integral part of scope while preparing proposal:
- The Contractor shall be responsible for securing all the required construction licenses, permits in order to
proceed with his construction works to satisfy all local and statutory requirements
- The Contractor shall be responsible for mobilization & demobilization of required materials, manpower,
equipment, proper tools and consumables for execution of the work.
- The contractor shall supply adequate heavy equipment in good working condition, consumables, proper
tools and safety equipment for operation / maintenance of these heavy equipment in order to carry
out trouble free execution of the work
- The number and type of heavy equipment to be mobilized to site shall be determined by the contractor
based on the project schedule requirements and shall be the Contractors responsibility. If the
Contractors progress is delayed from the agreed schedule, the Owner reserve the right to

demand mobilization of additional equipment and associated manpower to the site at no extra
cost. If the Contractor does not provide these additional resources within stipulated time
frame, the Owners reserve the right to mobilize additional resources from other sources and
all the associated costs shall be back-charged to the Contractor with additional service fees.
The contractor shall provide minimum 1 person as Site Project Manager to manage their works and all
administration issues at site, and shall be supported by senior project managers for each area of
execution
All contractors key personnel must inform company project manager in advance for any absence for any
absence from work. (Leave etc.)
The contractor shall supply skilled / unskilled manpower and required supervision and management
The contractor shall provide common (same looking) uniforms, personal protective equipment, local
transportation, accommodation and meals to all his labor.
The Contractor shall arrange the transportation of labor. The labor and the Contractor found outside the
fenced working area will be reprimanded according to the corporate policy.
The contractor shall provide work compensation like Health insurance for their employees during this
contract period, as per prevailing laws.
The contractor shall conform to site safety regulations and shall provide safety staff as stipulated in safety
regulations
The contractor shall provide qualified safety and QA/QC staff, as per safety and QA/QC requirements.
The contractor shall submit the Safety and QA/QC plan along the proposal for Owners review and
approval
The Contractor shall provide survey crew for entire duration of his works. The Owners survey group will
only establish one or two benchmarks for setting out, further setting out to be arranged by contractor.
The Owners Survey crew will periodically check and verify the survey done by the Contractor. The
Contractor at no extra contractor at no extra cost shall provide any assistance required during such
checking.
The Contractor shall provide all as-built records with variations from construction drawings. If the
variation is beyond permissible limits, the Contractor shall carry out the required rectifications. The
release of retention money will be linked to submission and acceptance of as-built documentation in
the form of mark-up drawings.
Materials to be provided by Contractor shall be stacked at assigned laydown areas. Loading, unloading,
shifting of these materials to job site location shall be arranged by the Contractor in such a way that
minimum disturbance is caused to the on going works.
The Contractor shall provide Organization chart, manpower requirement for construction and construction
schedule well in advance before starting the work
The Contractor shall submit in his proposal a realistic overall schedule based on project master schedule,
showing the plan for all milestones and major activities of all disciplines involved to execute the Work.
Construction schedule shall be prepared for approval by Construction Manager. Schedule is to be
updated for actual progress. Update schedule with schedule like one month look ahead etc to be
submitted in hard as will as electronic copies for 2 days prior to review meetings.
The Contractor shall provide daily, weekly and monthly report in regards of the construction planning vs.
actual with respect to progress, manpower, heavy equipment , etc.
Project manager to attend review meetings as and when scheduled.
Any temporary facilities like site office, fabrication workshop, etc. shall be prepared by the Contractor as
per requirement and fulfillment of scope of works
The Contractor shall provide lighting facility for night shift, if required. Night shift working will be allowed
only with the permission of the project manager. The Contractors safety / HSE Manager and QA/QC
Manager or their representatives shall be present during entire time period of night shift.
The contractor shall be responsible for house keeping / cleanliness of the work area. Since this site is
adjacent to the existing production facility, the contractor shall take all necessary precautions and
make all necessary arrangements to maintain the road safety and cleanliness at site all the time. The
Contractor shall arrange for washing facilities for the vehicles, dump trucks and / or any equipment,
while leaving the working area. The Contractor shall take due care to avoid any spillage from the
dump trucks and shall be responsible for cleaning of any spillage, before the closing of working hours
on the same day. In case of the failure to adhere to these requirements, the Owners will carry
out the house keeping / cleaning work and the cost will be charged to the Contractor.
Any delay project execution will be given the finality 1 per mil/day, max 5% of contract value.
If the contractor fail to complete project till the final day of finalty, it will be the owner right (BGMR) to cut
the contract and hand over to any third party. All the cost effect will be the contractor responsibility as
effect of this delay.

The Enquiry Drawings for the construction work attached are essentially not intended to show each and every
detail of the work. The drawings are intended to be correlative and complementary, and any work required by one
drawing and not shown on other shall be executed as though required by all drawings.
Some design drawing may not show the complete construction details. In such cases, reference will be made to
standard drawings. The Contractor shall refer to the general arrangement and structural arrangement drawings for
understanding the scope for execution, and the relevant standard drawing for the details. Before proceeding with
the construction, the Contractor shall familiarize him self with all features of the project site that may effect the
execution of his work. No extra payment will be accepted for failure to obtain this information.
For details of access provision for the construction of special items, the Contractor shall liaise with the
Construction Manager or authorized personnel from the Owners.
The Contractor shall supply all the required materials including consumables to complete the project, unless
otherwise specified.
4. THE PROVISION FOR CONTRACTOR THAT CAN FOLLOW THE TENDER.
The contractor should attached the financial status for the last 4 months.
The contractor should pay the tender document and printing cost replacement that will not be in returned
Rp 20..000.000 (twenty million rupiahs).
The contractor should able to submit the tender guarantee with 1% x quotation price, and it will be the
right to BGMR to take over it if the contractor retrench for the tender once the quotation submit. The
tender guarantee fund will be returned back within 5 working days once the contract award to the
contractor, or when the tender winner announces.
The company class contractor should be minimum Grade 6 with SBU (Sertifikat Badan Usaha, with
expertise 22301, 22001, 22102
The contractor should provide the expertise on their team that anytime should be available to be
attended.
The contractor must provide BQ c/w analysis of unit price
The Contractor should check the receive BQ base on the received drawing, and put the separate column
for any additional.
The BQ on this inquiry is base on actual size calculation as of on the drawing, the contractor should put
the cost on their quotation if any need require to add the cost. This cost will be the global cost quotation to
BGMR
All the condition should be fulfilling with the authentic data or documents of certificate.
The contractor should submit the man power organization, and project planning schedule VS man power,
project flow process, along with the quotation.
Once the job award to contractor, they should submit along the signed contract the performance bond BG
5% of contract value.
The project time frame that BGMR will give will be 150 working calendar.
The contractor should submit the materials planning resources.
All the condition should be fulfilling with the authentic data or documents of certificate.
5. SUBMISSIONS ALONG WITH PROPOSAL
The proposal shall be made in two parts Technical Portion and Commercial Portion. Both technical and
commercial portions shall be submitted to procurement Manager Dicky Jahya, at PT.Bintang Garuda Mas Raya,
Teluk Waru, Kec. Kariangau, Balikpapan, East Kalimantan, latest by 7 Days.
The technical portion of proposal from Contractor shall include following :
Detailed scope of work and method of construction
Proposal for required lay down areas and temporary facilities
Proposal organization structure with CVs of key staff to be assigned to work on the project

ENQUIRY DOCUMENT
BGMR PROJECT - BALIKPAPAN

Provide detailed schedule of work mobilization and execution. Schedule and work plan shall be
prepared area by area, block by block, with planning of all different activities involved in completion of
works.
Detailed material list with probable sub-suppliers
Detailed manpower plan with dates of mobilization of different categories of people this manpower plan
shall be prepared area by area and estimated duration for different types / grades of man power, in line
with the required construction schedule
List of sub-contractor, if any
Detailed Equipment list with clear mobilization dates for various equipment this equipment plan shall be
prepared area by area and for the estimated duration in line with the required construction schedule
Proposal on construction site office and document handling
Safety and security plans with proposed manning plan
Sample reports for daily, weekly and monthly progress
Sample reports for QA/QC and safety
Productivity of equipment and manpower that has been used for preparing the proposed project schedule
BOQ (un-price) giving all item considered in the scope with detailed specification for materials in the
format as per Appendix 6. The contractor shall provide separately break down of items and quantities for
OPTIONAL scope.

The commercial portion of proposal from Contractor shall include following :


Detailed scope of work
Detailed material list with probable sub-suppliers
Detailed manpower plan
List of sub-contractor, if any
Detailed equipment list
Cost proposal. The BOQs attached along with the enquiry document are provided for uniformity of the
pricing format by the Contractors. The Contractor needs familiarize himself with the documentation
provided. Any items missing from the Owners BOQ shall be treated by the Contractor. The structure /
building units for which the details are not firm enough at this moment shall also be priced as per items in
the indicative BOQ.
Proposed payment terms and schedule
Any conditions that Contractor may wish to specify.
The project quotation cost as on the form cost proposal, and it should be provided the cost analytical.
