Narayana Guru Dharma Paripalana Association State unit


has urged the State government to celebrate the Jayanti
of Narayana Guru, one of the
great socio-religious reformers
of country, and has decided to
take out a month-long Sandesh
Rath Yatra from Bidar to Bangaluru from November 2.
Speaking to media persons
here on Monday, Association
State President K Saidappa
Guttedar said that in the past
the Association had urged the
state government to celebrate
the Jayanti of Narayana Guru
and had even held protests and
demonstrations. However, the
State has not responded positively. This has forced them to
take out a Sandesh Yatra all
over the State. The yatra will
start from Bidar on Nov 12 and
culminate in Bangaluru on December 12. A mammoth public
meeting will be held on that
day and latter a memorandum
will be submitted to the chief
minister, Saidappa Guttedar
said.
Mr Guttedar said that
Narayana Guru had launched
a movement to bring about social, religious and educational
equality among the backward
classes and exploited sections
of the society. He had also
launched a movement to eradicate untouchability and instilled self confidence and self
respect among the downtrodden. Therefore, government
should honour the great Guru
by celebrating his jayanti.
Mr Guttedar said in the pat
central government had honoured Narayana Guru by bringing out commemorative stamp
and coin. But the State government has done nothing. State
government policy was not
good and therefore it has been
decided to bring pressure on
the government, Mr Guttedar
added.

Govt stand goes against promise

KALABURAGI: It is a disappointing development for
the farming community of
the country.

The farmers and their organisations have been eagerly


waiting and agitating for the
Central government to implement the recommendation of
the National Commission on
Farmers headed by Dr M S
Swaminathan with regard to
fixing minimum support price
(MSP) for agriculture produce
at the actual cost of cultivation
plus 50 per cent on it. But they
are in imminent shock as the
Centre has given enough indication against implementing
the vital recommendation.
In an affidavit filed before

the Supreme Court in response


to the writ petition filed by the
Consortium of Indian Farmers
Associations (CIFA) seeking
implementation of recommendations of Swaminathan Commission, the Centre has made
it clear that it was not possible
to implement the same on the
ground that it may distort the
market and prove counter productive.
It is reiterated that the MSP
recommended by Commission
on Agricultural Costs and
Prices (CACP) on objective criteria considering variety of relevant factors. Hence, prescribing an increase of at least 50
per cent on cost may distort the
market. A mechanical linkage
between MSP and cost of production may be counter productive in some cases, the af-

The deceased has been identified as Halleppa Kanakappa
Hawaldar (55). He had borrowed ~ 55,000 loan from
Naganur KGB Bank and another ~ 2 lakh from private
money lenders. The crops he
had cultivated failed and unable to repay the loans he ended the life, the family sources
informed.
He was rushed to Kembhavi
community health centre but
he breathed his last on way, the
sources added. A case has been
registered at Kembhavi Police
Station.

The affidavit has taken the
stand that MSP recommended
by CACP was final as it had
gone deep in to all issues concerning pricing of farm produces after consulting all stake
holders particularly farmers
organisations.
The affidavit states that
CACP recommends MSP for
22 agricultural commodities
and also recommends Fair and
Remunerative Prices (FRP) for
sugarcane. While recommending MSPs for these commodities the cost of production, demand and supply, price trends
in domestic and international
markets, inter-crop price pari-

ty, terms of trade between agricultural and non-agricultural


sectors, the likely impact of
MSPs on consumers, etc; besides rational utilisation of natural resources like land, water
are taken in to account.
It also states that the CACP
was aware of the fact that MSP
was a policy instrument for
safeguarding the interests of
farmers. As such, before finalisation of its price policy reports the CACP undertakes
field visits and hold interactions
with all concerned. Fixing
MSP is not a cost plusexercise,
though cost is an important determinant of MSP. The pricing
policy seeks to achieve the objective of fair and remunerative
prices and is not an income policy, the affidavit said.

Minister Siddaramaiah recommended two more districts in
the State. This had deprived
Raichur district from getting
the noted educational institution, they alleged.
The governments should focus on removing the regional
imbalances in the development
front. They should understand
the responsibility and take action to establish IIT in Raichur
district, they demanded.

Hundreds of labourers were
employed for the canal cleaning work since one week and
brought a relief to the farmers

Director of the District Industries Centre (DIC) has


asked the Oriental Cements,
Mugta, Chittapur taluk of the
district, to provide an employment to the son of a
farmer who had recently
committed suicide on compassionate and humanitarian
grounds.
In a letter to the Managing
Director of the Oriental Cements the DIC Joint Director
stated that Mahadev Maindargi had given a representa-

tion seeking employment on


humanitarian ground following suicide of his father
