I.

INTRODUCTION

The Barangay Santiago is located in the lone district of Iligan City. It is one of
the area that has been hit by the previous disaster/calamity that bring by the
storm sending that most of the barangay are said to be demoralizing
because, of flooding. It is said also, that the flooding is came from the upland
mountain and continue traveling tell its het the barangay. It is happened
during late midnight that the people are sleeping.
First, they hear noise coming in far distance, not knowing that it is the water
that brings large wood. Suddenly, its hit them ghastly that they dont even
actively react. Many are struggling, shock, choking that even someone are
going to shout like, help me! Help me! Help me! They tend not to react
because; according to them they are also saving their lives from that
accident.
In addition, according to the residence it is because of the dumpsite. The
water flow is distressing or changing. It changes direction towards them with
large wood with it.
According to Rolan Sonedo a residence of Purok 8A, Barangay Santiago, if the
dumpsite is not their water will continue its flow going to the sea. But,
because of the large amount of waste, the water is block and going back to
them.

A. A Brief Rationale Of The Paper

Barangay Development Plan is an approach of how to solve the problem of
the present barangay Santiago includes its, Vision, Mission, Program/Project
and activity, Their Major trends, Recent Accomplished, Challenges &
Obstacle, Strength & Weaknesses and Planning and Strategies.
In addition, This paper also, tell us the Current Reality of the Barangay and
by means this paper also, is a tool to know how to solve the current problem
and situation. The Current Reality Assessment (CRA), Shared Practical Vision,
Strategic Direction, Program Project Assessment (PPA) Identification, 3 year
Barangay Development Pla, Annual Investment Plan (AIP), Annual Operation
Plan (AOP), Outputs of the problem, List of Participatory Planning Facilitators
and Documentation.

Vision:
In 2016, Barangay Santiago will become the main source of income in the
lone district of Iligan City which are the people are involve in Self
competitive, Enthusiastic, Self-motivated, Self productivity and Sustainable
empowered.
Mission:
By the help of livelihood activity, reconstruction of dumpsite, proper
construction of sewage canal, workshop / training of Humane Attitude. The
people of Barangay Santiago will be now constructing Good leadership skill,
Good decision - making, Proper conflict management, Self- aware, Self
reliant and Teamwork that promotes every individual capacity to
harmoniously positive change and proceed to their dream of a better way of
life.
