NOTIFICATION

Respected Sir,
As you know that Indian Railways is the backbone of Indian Economy, like wise
Railway Tracks also the backbone of Indian Railways. Although the total strength of
Track maintainers are more than 3 lakhs in number, still none of the administration
or the so called federations have taken any pain for uplifting the Track maintainers
from the bad to worst standards of work culture. Hence we are forced to put forth
our demands before you, and we most humbly request your humanitarian
consideration for solving our demands. For this act, our Track maintainer brethren
will ever remain grateful to you.
Our track maintainer brothers are rendering their services relentlessly like a Soldier
of Indian Army; he is working day and night in all shifts. He works in scorching heat
of summer, bone cracking chilled temperature of winter, heavy rains and
Thunderstorms of Rainy season, carrying heavy loads of Iron equipments on his
back under the OHE wires having 25000 Volts and performing his duty walking
kilometers together. He is always ready to face all sort of adversities at every step.
He is the person upon whom the responsibility of freight and valuable lives of lakhs
of Passengers is lied. A minor error from his part may bring very heavy casualties
and economical loss to Indian Railways. Since years together all federations have
never tried to do bring any sort of justice to our Track maintainer brothers from
management. In spite of having higher qualifications, we are being deprived of our
right to appear in All Departmental Examinations. Likely, we have been left at peril
of Non promotions and no better financial gradations. Our country got its
independence long ago, but we Track maintainers have never been got liberated
from the clutches of slavery and being put on torture by the administration.
Irrespective of our dedicated hard work and labor, we have been given a paltry
salary which is very less among all other Railway employees.
We request you to rethink about our plight and give us a status and respect like a
soldier of Army, so that we can also say proudly that our good days have already
came in.
Our Demands:1. 30% Hard Duty Allowance or Risk allowance should be given. We should be given
permission to appear for all Railway Departmental Examinations. Forbidding us from
attending any sort of Departmental Examination is equal to violation of our
fundamental right.
2. Re-amendment of cadre restructuring like (i) 25 % on Grade Pay 2800/- (ii) 40 %
on Grade Pay 2400/- (iii) 20 % on Grade Pay 1900/- (iv) 15% on Grade Pay on 1800/3. Sr. Track maintainers or Mates should be given Grade Pay of Rs. 2400/- like MCM /
Sr.Technician of Other departments.
4. Because of Daily heavy work schedule of a Track maintainer, his working hours
should be of not more than 8 Hrs including lunch time. i.e morning 7 am to 15 Hrs.

5. Keeping in view of the security of our Gateman posted at various Level Crossings,
his daily roaster should be lessened to 8 Hrs from 12 Hrs or RPF personnel should be
posted at the LC Gate.
6. As our Track maintainers are exposed to extreme conditions of weather, they are
very much like to fall sick, so they should be given 20 Days of Casual Leaves and 45
Days of LAP per year.
7. Travelling Allowance should be given to the Key man or Patrol man, as they have
to perform their duty on walking on tracks for more than 8 kilometers.
8. Immediate implementation of High-power Safety Review Committee.
9. Inclusion of Snake bite, scorpion bite, insect bites and attacks by wild animals in
the Injured on Duty (IOD ) list.
10. Issue of ergonomically designed tools and equipments in place of old and heavy
equipments.
11. Immediate stoppage of New pension Scheme and implementation of old pension
scheme.
12. The Track maintainers who are rendering their services at various offices as
clerks without being given any monetary benefit, should be immediately be
appointed as Junior Clerks.
13. The ratio of pay scale and grade pay difference between lower class staff like
Track maintainers and Higher officials, should be 1 : 8 only.
14. Track maintainers should be given the status and respect of soldiers of Indian
Army, as he also plays a key role in protecting the safety and security of freight and
passengers.
