RESOLUTION GIVING RETROACTIVE EFFECT ON
THE AUTHORITY OF SOEKARNO J. MOHAMMAD,
PROVINCIAL ADMINISTRATOR OF THE PROVINCIAL
GOVERNMENT OF SULTAN KUDARAT, AS STIPULATED
IN THE ADMINISTRATIVE ORDER NO. 2006-15 DATED
APRIL 24, 2006

WHEREAS, the Office of the Provincial Governor had issued Administrative

Order No. 2006-15 dated April 24, 2006;
WHEREAS, said Administrative Order provides the following to wit:
The exigency of service, MR. SOEKARNO J.
MOHAMMAD, the newly appointed Provincial Administrator in
addition to the official functions inherent to his position, is
hereby assigned to specifically perform the following:

I. Signing of Allotment and Obligation Slip(ALOBS),

Requisition and Issue Vouchers (RIV), Purchase Requests
(PR), Purchase Orders, Disbursement Vouchers and
cheques not exceeding Fifty Thousand Pesos (P50,000.00),
except those which the undersigned may specifically
authorize;

II. Signing of Regularly Recurring Expenses such as:

1. PERSONAL SERVICES which include salaries
of
regular,
permanent
and
temporary
employees and wages of casual, emergency
and contractual workers provided they are
supported by contracts/appointments duly
approved by the Provincial Governor.
2. APPLICATION FOR LEAVE except commutation
of leave upon retirement and terminal leave.
3. Remittance vouchers and cheques of BIR, GSIS,
PAG-IBIG, bank and/or lending institutions and
other trust liabilities.
4. TRANSPORTATION AND REPRESENTATION
ALLOWANCES of officials authorized to collect
the same.
5. MAINTENANCE AND OTHER OPERATING
EXPENSES
(MOOE)
such
as
Traveling
Expenses, Telephone and Telegram Bills
Services, Supplies and Materials, Water,
Illumination and Power Services, Training and
Seminar Expenses and Advertising and
Publications.
III. Approval of Disbursement Vouchers pertaining to
the regularly recurring expenditures subject to the
following limitations:
1. First salaries/wages of regular, permanent,
temporary, casual, emergency and contractual
employees shall be approved and signed by the
Provincial Governor.
2. Travel Orders of provincial government
employees within and outside of the province
exceeding seven (7) days shall be approved by
the Provincial Governor. The drawing of cash
advances for the purpose of the travel and the
liquidation of the same may be approved by the
Provincial Administrator.
3. For payment of fidelity bond, insurance
registration and allied expenses, the fidelity
bond and insurance contract shall have been
first approved and signed by the Provincial
Governor.
IV. Approval of Itineraries of Travel of Officials and
Employees, except for travel outside of the country not
exceeding seven (7) calendar days;
V. Approval of Trip Tickets within and outside of the
province, not exceeding ten (10) calendar days;
VI. Submission of Reports.
The Provincial
Administrator shall submit a weekly summary of all
transactions delegated to his office for the information,
notation, and concurrence of the Provincial Governor;
VII. Effectivity. This Administrative Order shall take
effect immediately;
VIII. All practices and procedures adopted by this
local government unit not consistent with this order
are hereby modified or repealed accordingly.

WHEREAS, exigency of the service demands that the authority of the Provincial
Administrator be given retroactive effect from the date of his appointment, i.e. April 17,
2006;
- page three (3) follows WHEREFORE, on joint sponsorship of all the members present, upon motion of
Hon. Bonifacio C. Enitorio, it was
RESOLVED, as it is hereby resolved, to give retroactive effect on the authority
of the Provincial Administrator as stated in the aforementioned Administrative Order
which authority shall commence on the day of his appointment, i.e. April 17, 2006;
RESOLVED FURTHER, to furnish copies of this resolution to agencies
concerned for their information.

VACANT SCHOLARSHIP SLOTS IN THE PROVINCIAL
SCHOLARSHIP PROGRAM AND THE APPROVAL OF
SEVENTEEN RANKED PROVINCIAL SCHOLARS

WHEREAS, there are seventeen (17) vacant scholarship slots in the current
Provincial Scholarship Program due to valid reasons;

WHEREAS, there is a need to maximize utilization of these slots for the benefit
of poor but deserving students in the province;

WHEREAS, in the exigency of service, the Office of the Provincial Warden
requested for the reversion of salary savings of Prsion Guard I from January to March of
2006 in the amount of P22,752.00 to cover wages and other benefits of one (1) Job Order
from January to June 2006;
WHEREAS, said request is necessary for the smooth operation of the said office;
WHEREAS, the August body found the request to be in order and complied with
the requirements provided for under SP Resolution No. 352-9th-SP-02;
WHEREFORE, on motion of Hon. Bonifacio C. Enitorio, duly seconded by
Hon. Leonidas L. Dela Cerna, it was
