RESOLUTION ACCEPTING THE PROPOSAL OF THE LAND
BANK OF THE PHILIPPINES AS REGARDS TO THE
TRANCHES OF DRAWDOWN FOR THE CONSTRUCTION OF
NEW PROVINCIAL CAPITOL BUILDING IN ISULAN,
SULTAN KUDARAT
WHEREAS, presented for acceptance by the August body is the proposed terms and
conditions on the tranches of drawdown as presented by the Land Bank of the Philippines, to wit:

WHEREAS, after perusal and consideration of the said tranches, the members of the
Sangguniang Panlalawigan has determined that the proposal is favorable to the Provincial
Government of Sultan Kudarat as it will facilitate the early completion of the New Provincial
Capitol Building in Kenram, Isulan, Sultan Kudarat;

WHEREFORE, on motion of Hon. Benigno N. Garcia, duly seconded by

Hon. Eilen May A. Velasco, it wasRESOLVED, as it is hereby resolved, to accept the proposed tranches in the drawdown
for the construction of New Capitol Building in Isulan, Sultan Kudarat;
RESOLVED FURTHER, to furnish copies of this resolution to all agencies concerned
for their information and appropriate action.

RESOLUTION AUTHORIZING THE EQUITABLE PCI BANKISULAN BRANCH AS ONE OF THE OFFICIAL DEPOSITORY
BANKS OF THE PROVINCIAL GOVERNMENT OF SULTAN
KUDARAT
WHEREAS, it was recalled that the Equitable PCI Bank-Isulan Branch has been the
official depository bank of the Provincial Government of Sultan Kudarat prior to Land Bank of
the Philippines (LBP) designation as the provinces official depository bank;
WHEREAS, as an act of gratitude, the Equitable PCI Bank has been considered and
authorized as among the official depository banks where the Provincial Government of Sultan
Kudarat shall maintain an account;
WHEREAS, one of the requirements of the Bangko Sentral ng Pilipinas (BSP) for the
said bank to be certified again as the official depository of the province for Fiscal Year 2006 is
the authorization from the provincial government for it to be maintained as such;
WHEREFORE, on motion of Hon. Eliseo F. Castro, duly seconded by Hon. Eilen May
A. Velasco, it wasRESOLVED, as it is hereby resolved, to authorize the Equitable PCI Bank Isulan
Branch as one of the official depository banks of the Provincial Government of Sultan Kudarat;

RESOLUTION
RENAMING
THE
PROVINCIAL
AGRICULTURIST OFFICE (PAGO) AS OFFICE OF THE
PROVINCIAL AGRICULTURIST (OPAG)
WHEREAS, since the devolution as mandated by Republic Act 7160, otherwise known
as the Local Government Code of 1991, the office of the Provincial Agriculturist carries with it
the acronym of PAGO;
WHEREAS, as compared to other provinces in the region, as well as other regions
nationwide, it is only the said agriculture office which is using a different acronym, i.e.,
PAGO, thus, receiving an awkward acknowledgment;
WHEREAS, there is a need to change the acronym to provide uniformity in calling an
agriculture office nationwide;
WHEREFORE, on motion of Hon. Generoso C. Pagatpatan, duly seconded by
Hon. Eilen May A. Velasco and Hon. Benigno N. Garcia, it wasRESOLVED, as it is hereby resolved, to rename the Provincial Agriculturist Office
(PAGO) as Office of the Provincial Agriculturist (OPAG);

RESOLUTION ENDORSING TO DR. SABANDIYA BALABAGAN,
SCHOOLS DIVISION SUPERINTENDENT, THE CREATION OF
DISTRICT III IN THE DEPARTMENT OF EDUCATION-DIVISION
OF SULTAN KUDARAT
WHEREAS, the August body was informed of the predicament of teachers in the
municipality of Palimbang, Sultan Kudarat who have to go to Tacurong City where they shall
transact official business affecting issues relative to their profession and teaching matters
considering that the District Office is located thereat;
WHEREAS, the expenses in traveling fro and to the district office, not to mention its
distance, are the factors which burden our teachers in the said municipality;
WHEREAS, records would show that Resolution No. 38 of the Sangguniang Bayan of
Palimbang was already passed endorsing to Supt. Sabandiya Balabagan, the creation of District
III which will cater to the needs of teachers in the municipality of Palimbang;
WHEREFORE, on motion of Hon. Eliseo F. Castro, duly seconded by Hon. Eilen May
A. Velasco, it wasRESOLVED, as it is hereby resolved, to endorse the creation of District III of Dep-Ed
Sultan Kudarat in the municipality of Palimbang;

RESOLUTION FAVORABLY ENDORSING SENATE BILL NO.
2080 WHICH IS AN ACT AMENDING SECTIONS 6, 7, 8, 15 AND
24 OF R.A. 9337, ENTITLED, AN ACT AMENDING SECTIONS 27,
28, 34, 106, 107, 108, 109, 110, 111, 112, 113, 116, 117, 119, 121, 148, 151,
236, 237 AND 288 OF THE NATIONAL INTERNAL REVENUE
CODE OF 1997, AS AMENDED, AND FOR OTHER PURPOSES
WHEREAS, brought to the attention of the August body is Senate Bill No. 2080 which
seeks to amend sections 6, 7, 8, 15 and 24 of R.A. 9337, entitled An Act Amending Section 27,
28, 34, 106, 107, 108, 109, 110, 111, 112, 113, 116, 117, 119, 121, 148, 151, 236, 237 and 288 of
the National Internal Revenue Code of 1997, as amended, and for other purposes
WHEREAS, the said bill seeks to exempt the generation, transmission, distribution and
supply of power from the coverage of the new VAT Law and will delete creditable input VAT;
WHEREAS, it is the opinion of the members of the Sangguniang Panlalawigan that this
bill will mitigate the effects of EVAT as it will, one way or the other, provide financial
convenience to the taxpayers;
WHEREFORE, on motion of Hon. Eliseo F. Castro, duly seconded by Hon. Generoso
C. Pagatpatan, it was- page two (2) follows -
RESOLVED, as it is hereby resolved, to favorably endorse Senate Bill No. 2080 which
is an An act Amending Sections 6, 7, 8, 15 and 24 of RA 9337, entitled, An Act Amending
