PROVINCIAL FEDERATION OF IRRIGATORS ASSOCIATION
(SKUPFIA) INC. AS NON-GOVERNMENT ORGANIZATION
(NGO) OF THE PROVINCE OF SULTAN KUDARAT
WHEREAS, presented for consideration in accordance with Article 64 (b) of the Rules and
Regulation Implementing the Local Government Code of 1991 is the accreditation of Sultan
Kudarat Provincial Federation of Irrigators Association (SKUPFIA), Inc. as Non-Government
Organization of the province of Sultan Kudarat;
WHEREAS, after careful perusal of the documents submitted, the August body has
determined that the association met all the criteria set by the aforementioned code and thus eligible
for accreditation;
WHEREFORE, on motion of Hon. Nonie L. Latog, duly seconded by Hon. Generoso C.
Pagatpatan, it was

RESOLVED, as it is hereby resolved, to accredit as Non-Governmental Organization

(NGO) in the province of Sultan Kudarat the Sultan Kudarat Provincial Federation of Irrigators
Association (SKUPFIA), Inc.;
RESOLVED FURTHER, to furnish copies of this resolution to agencies concerned for
their information.

WHEREAS, brought to the attention of the August body is the Anti-Terrorism Bill filed in
Congress;
WHEREAS, the spate of killings, carnapping, carjacking, kidnappings, bombings of public
places resulting to death of innocent civilians are more than just enough for us to do something to
put a stop to this ruthless and inhuman activities of terrorists, if not to lessen them;
WHEREAS, there is really a need to legislate a bill that will consider providing stiffer
penalties to terrorist and to define who are considered terrorist so as to direct every enforcers in
effecting the law to its letter;
WHEREFORE, on joint sponsorship of all the members present, upon motion of

Hon. Bonifacio C. Enitorio, it was

RESOLVED, as it is hereby resolved, to favorably indorse the Anti-Terrorism Bill filed in

Congress;

agencies concerned for their information and appropriate action.

WHEREAS, submitted for review in accordance with Section 468 par (a) (1) of RA 7160,
otherwise known as the Local Government Code of 1991, is Res. No. 184, series of 2005 of the
Sangguniang Bayan of Lebak, Sultan Kudarat;
WHEREAS, the said resolution embodies Ordinance No. 05 which is An Ordinance
Adopting the Revised and Updated Implementing Rules and Regulations of Presidential Decree
1096, Otherwise Known as the National Building Code of the Philippines that the Fixed Cost of
Construction Per Square Meter Shall Be at the Rate of Six Thousand Pesos (P6,000.00);
WHEREAS, after careful perusal of the documents submitted, the August body has
determined that the passage of the herein resolution-ordinance has complied with the requirements
prescribed by law and it is within the scope of the prescribed power of the concerned sanggunian
and of the mayor;
WHEREFORE, on motion of Hon. Bonifacio C. Enitorio, duly seconded by

Generoso C. Pagatapatan and Hon. Benigno N. Garcia, it was-

AUTHORIZING
THE
PROVINCIAL
GOVERNOR, HON. DATU PAX S. MANGUDADATU, TO
ENTER INTO A MEMORANDUM OF AGREEMENT, IN
BEHALF OF THE PROVINCIAL GOVERNMENT OF SULTAN
KUDARAT, WITH OVERSEAS WORKERS WELFARE
ADMINISTRATION RELATIVE TO THE SETTING-UP OF AN
OFW DESK THRU ITS PESO OFFICE IN THE PROVINCIAL
GOVERNMENT OF SULTAN KUDARAT.
WHEREAS, the Provincial Government of Sultan Kudarat recognizes the responsibility of

providing immediate and appropriate assistance to overseas Filipino Workers (OFWs) and their
families in the provinces of Sultan Kudarat;
WHEREAS, the August body is informed of the multi-sectoral participation of Overseas
Workers Welfare Administration (OWWA) in pursuing and bringing programs and services to its
OFW clientele for the latters interest and welfare promotion;

- page two (2) follows WHEREAS, the Overseas Workers Welfare Administration (OWWA) is planning of
setting-up an OFW desk thru its PESO office in the province so as to serve its clientele;
WHEREAS, there is a need to authorize Hon. Datu Pax S. Mangudadatu, Provincial
Governor of Sultan Kudarat to enter into a Memorandum of Agreement with OWWA relative to the
setting-up of an OFW desk thru its Peso office in the province of Sultan Kudarat;
Eilen May A. Velasco and Hon. Eliseo F. Castro, it was -

RESOLVED, as it is hereby resolved, to authorize Datu Pax S. Mangudadatu, Provincial

Governor of Sultan Kudarat province, to enter into a Memorandum of Agreement, in behalf of the
Provincial Government of Sultan Kudarat, with OWWA relative to the setting-up of an OFW desk
thru its Peso office in the Provincial Government of Sultan Kudarat;

FOR ONE SALARY GRADE INCREASE OF MR. BIENVENIDO R.
FLAUTA, CASHIER I OF SULTAN SA BARONGIS DISTRICT
HOSPITAL
WHEREAS, submitted for consideration of the August body is the request for an
appropriation of P 2,535.97 for salary grade increase of Mr. Bienvenido R. Flauta, Cashier I, of
Sultan Sa Barongis District Hospital, Lambayong, Sultan Kudarat;
WHEREAS, pursuant to Sec. 2, Rule XII of RA 7305, otherwise known as Magna Carta
for Health Workers, a health worker shall be granted an automatic one salary grade increase on her
basic salary effective three (3) months before his compulsory retirement at age 65;
WHEREAS, Mr. Flauta will be retiring on February 2, 2006, thus, an amount of equivalent
to three months salary differential, i.e. three (3) months before his retirement, is needed to be
appropriated;

Be it ordained by the Sangguniang Panlalawigan of the Province of Sultan
Kudarat that:
Section 1. The amount of TWO THOUSAND FIVE HUNDRED THIRTY FIVE AND
NINETY SEVEN (P 2,535.97) Pesos is hereby appropriated for 3 months one grade salary
increase of Mr. Bienvenido R. Flauta, Cashier I, of Sultan Sa Barongis District Hospital, three
months before his retirement on February 2, 2006, to wit:
