ROUGH DRAFT

1.Title
1.1 SOP for Terrorist attack for IGI Airport
2. Applicable
2.1 Employes of Universal Aviation and Adjacent offices
3. Purpose
3.1 To safe human lives.
3.2 Minimize the casualties during the terrorist attack if any.
3.3 Safe guard the property to the maximum extent while keeping in view the priority of life
saving.
3.4 Secondary purpose of the SOP is to provide knowledge to all concern, lay down a drill
and general tips for actions during attack.
4. General
4.1 Terrorists (miscreants) have multiple choices to enter the Airport with a view to conduct
hijacking or to create the massive disasters to property or human lives.
4.2 Miscreants can adopt military style raids to enter the Terminal Building (lounges), Apron
Areas and connected areas like Cargo Warehouses for their evil objectives.
4.3 CISF has increased the security measures to counteract such armed attacks at the
terminal buildings and elsewhere at the airport forced areas at the perimeters or lounges
etc. cannot be ignored. Although such an action has the element of surprise in its favour, but
it also gives us some reaction time to take some appropriate measures provided we are
prepared for it.
4.4 It is quite obvious that if the ( CENTRAL INDUSTRIAL SECURITY FORCE (CISF)) have
trained and prepared their under commands for such an eventuality, there is absolutely no
chance of any success for the terrorists.
5. Types of Attack
The success of any raid depends upon the following factors:5.1 Surprise
a) The Terrorists can hope to have a chance of success only if they succeed in achieving a
complete surprise.
5.2 Speed
a) Speed of action may enable the terrorists to succeed in their nefarious designs.
b) They may achieve speed by use of a vehicle prepared to crash through fence.
5.3 Fire Power
a) The terrorists are always equipped with highly sophisticated weapons.

b) They start firing ruthlessly to create panic around the targets.


6. Counter Measures of Terrorist Attack
Taking actions in view of the know-how of terrorists attacks at Airport and the types of
attacks encountered:6.1 Surprise
The surprise of the raid by the terrorists can be neutralized by taking the following
measures:6.1.1 Being fully prepared for the eventuality.
6.1.2 Close co-ordination with the DGCA Vigilance staff and Intelligence agencies and to
obtain timely information on activities of terrorists in the city and around the airports by ERM
and communicate the same to departments heads through any means of communication.
6.1.3 Arm Guards to exercise extreme vigilance at the entry points of Ramp, Cargo Gates
and during Aircraft operation inclusive of baggage area.
6.1.4 Arm Guards to ensure proper search of each and every person approaching aircrafts
during operation and entering in Cargo sheds / Offices and even after they are through the
security check posts of the authorities and are searched.
6.1.5 Proper lightening up of the likely areas with permanent search/spot lights for night.
6.1.6 No equipment/vehicles or Cargo is to be positioned closed to landside fence.
Speed
The following actions must be taken to impede the speed and mobility of terrorists and to
neutralize the vehicles being used by them: 6.2.1 DGCA at the Airports installed the double barriers at all main vehicular gates.
6.2.2 Arm Guards should ensure the gates are immediately closed during such an attack.
6.2.3 Arm action has being fully prepared for the eventuality.
6.2.4 Speed breakers are useful at the vehicular gate.
6.2.5 Strong double barriers are useful at the main gates.
6.2.6 Construction of barriers / Installation of barbed wire on both sides of parameters.
6.2.7 Use of dragon teeth at entries / exits.
6.3 Fire Power
The terrorists are always equipped with highly sophisticated weapons. They start firing
ruthlessly to create panic around the targets.
6.3.1 CENTRAL INDUSTRIAL SECURITY FORCE (CISF) / MILITARY safe guarding the
airport premises has better power than any terrorist group.
6.3.2 CENTRAL INDUSTRIAL SECURITY FORCE (CISF) personnel are highly skilled in
handling and firing of weapons.
6.3.3 All round protection must be ensured by CENTRAL INDUSTRIAL SECURITY FORCE
(CISF) at all times.
6.3.4 Staff to ensure removal of steps from aircrafts.

6.3.5 All movement of equipment and persons at the apron will be stopped immediately
except CENTRAL INDUSTRIAL SECURITY FORCE (CISF).
6.3.6 CENTRAL INDUSTRIAL SECURITY FORCE (CISF) Scan machines and all activities
will be immediately stopped.
6.3.7 Crew and staff must ensure aircraft doors and holds are closed so no access to
aircraft is available to attackers (HIJACKERS).
6.3.8 All routes IN/OUT will be closed during such attacks.
7. Staff Actions during Terrorist Attack
7.1 All staff to guide passengers to be calm and stay where they are and should be moved
only on orders of CENTRAL INDUSTRIAL SECURITY FORCE (CISF).
7.2 CENTRAL INDUSTRIAL SECURITY FORCE (CISF) will cover all gates of Lounges and
Apron access gates with weapons and on STAND-TO orders.
7.3 Staff not to take shelter behind or beneath the vehicles or cargo. Where there is a
possibility to be harmed in case of arm fire or Bomb Blast etc.
7.4 Stay away from Fuel PITS, Hydrants, inflammable Materials and Electrical Cables.
7.5 Staff to take shelter behind concrete walls, buildings and other hides outs like ditches /
trenches.
7.6 When there is not shelter available, must lie down on the ground facing downwards with
fingers in ears, chest slightly raised and head ducked down.
7.7 Do not try approach or get panic when any of your colleague gets injured when the
cross fire is still in progress. You will put your own life in danger.
7.8 Shout for help if any senior or Emergency teams are close or nearby you.
7.9 Wait for safest moment for evacuation in order to provide medical or other assistance to
the injured.
8. Important
8.1 In the event of raid against the airport CENTRAL INDUSTRIAL SECURITY FORCE
(CISF) will perform all the following tasks.
8.1.1 Prompt action to neutralize the attack well away from the aircraft.
8.1.2 Prevent access of hijackers to the aircraft.
8.1.3 Capture the attackers.
