 PLEASE NOTE

a) Besides other eligibility conditions as stated in the Prospectus, the candidates who are appearing / appeared in
the Final Year of graduation degree examination of any recognised University, held in April-May-2009, are also
eligible provisionally to take the B.Ed. Entrance Test being conducted by the Panjab University on
5th July 2009 (Sunday) at their own risk and responsibility. The admission of this category of candidates to the
test shall be purely PROVISIONAL and shall stand cancelled, if they fail to obtain the said qualification with the
requisite percentage of marks positively before the date of counselling or interview for admission to the B.Ed.
course, to be held sometime in July /August 2009.
b) B.Ed. Entrance Test is also meant for admission to B.Ed. (Yoga) course.
c) B.Ed. Entrance Test is also meant for admission to B.Ed. 2 year course (through correspondence) for in-service
teachers being run by University School of Open Learning, Panjab University, Chandigarh.

 B.ED. ENTRANCE TEST- 2009

TO BE CONDUCTED BY PANJAB UNIVERSITY, CHANDIGARH

1. For B.Ed. (Regular) Session 2009-2010, admission to Colleges of Education situated in Chandigarh only, and
2. For B.Ed. 2-year course (through correspondence) 2009-2011, for in-service teachers being run by University
School of Open Learning, Panjab University, Chandigarh.

The exact venue of the examination shall be mentioned on the ADMIT CARD, which will be issued to every candidate
for appearing in the Entrance Test for B.Ed. course for the session 2009-2010.

The Entrance Test shall be conducted on Sunday, 5 , July 2009 in the following parts from 10:00 a.m. to11:30 a.m.
consisting of 75 marks: -

Those candidates who have studied Punjabi in matriculation will appear in Punjabi and English or Hindi; others will
appear both in English and Hindi. The result of each candidate will be declared out of 75 marks.

NOTE: 1. There will be four options specified against each question, i.e. A.B.C. and D out of which only One
is correct which is to be shaded with black Gel Pen by the candidate.

1. (a) ELIGIBILITY FOR ENTRANCE TEST FOR B.ED. (REGULAR)

1.1 A. For admission to the Colleges of U.T. (Chandigarh) condition of residence is not required.

B. UT Pool 60%: Out of the total sanctioned intake of the institutions 60% seats will be filled up from
amongst the students who passed their qualifying examination from colleges recognised by the
Chandigarh Administration and situated in the Union Territory of Chandigarh as a regular student of
the said College/ Institution, subject to the condition that such students must have studied for two
years at Chandigarh and have passed one lower qualifying examination from the colleges/
institutions situated in the Union Territory of Chandigarh. These seats will be termed as ‘UT Pool’.

C. General Pool 40%: Out of the total sanctioned intake of the institutions 40% seats will be filled
from amongst the students who have passed their qualifying examination from the institutions other
than those located in the Union Territory of Chandigarh or otherwise. These seats will be termed as
‘General Pool’.

 NOTE: (i) Candidates who have done Postgraduation from a college/ institution situated in U.T. as
regular students and graduation from outside U.T., will not be considered under the
U.T. Pool.
(ii) Candidates who have done graduation from the Department of Correspondence
Studies, Panjab University and are residing in Chandigarh will not be considered under
the U.T. Pool. These candidates will be considered under the General Pool.

1.2 Educational qualifications as per N.C.T.E. Admission Policy for the Entrance Test for admission to the
affiliated Colleges of Education situated in U.T., Chandigarh and as per Panjab University rules.
1.3 Candidates possessing atleast 45% marks in aggregate in the Bachelor’s degree/ Master’s degree
examination of a recognised University provided the applicant has offered atleast two school subjects at the
first degree and post-graduate degree level. There shall be a relaxation of 5% marks in favour of SC/ST
candidates.
1.4 In addition to the above, the candidates should have obtained atleast 25% marks in the Entrance Test in
the case of SC/ST candidates, and 30% marks in the Entrance Test for all other categories.

NOTE: Any candidate possessing even a fraction less than the above-mentioned percentage will not
be considered for interview.

(b) ELIGIBILITY FOR ENTRANCE TEST FOR B.ED. 2 YEAR COURSE (THROUGH CORRESPONDENCE) FOR
IN-SERVICE TEACHERS ONLY
i For 500 seats: (for Punjab & Chandigarh)
"The candidate should be 'teacher' serving in a recognized school/+2 level institution (College)* located in the

State of Punjab and U.T., Chandigarh and having two years teaching experience** as on 30 April of year of
admission, shall be eligible for admission to B.Ed. Course."
ii For 300 seats: (for all India including Punjab & Chandigarh)
The candidate should be a ‘teacher’ serving in a recognized school/ +2 level institution (College)* located all
over India including the State of Punjab and U.T., Chandigarh and having two years teaching experience**

as on 30 April of year of admission, shall be eligible for admission to B.Ed. Course.
*College teachers are not eligible; however, teachers having experience / teaching +1/ +2 classes in colleges
are eligible.
** Two years teaching experience should be irrespective of the nature of job: regular/ad -hoc/contractual
basis.
iii In addition to the above, the candidates should have obtained atleast 10% marks in the Entrance Test in
the case of SC/ST candidates, and 15% marks in the Entrance Test for all other categories.

Iv Candidate shall be considered eligible only if he/ she produce a teaching experience certificate at the time
of counselling. This certificate should be duly attested by the Headmaster/Principal of the school/+2 level
institution affiliated/recognized by the Punjab Govt./U.T. Administration, Chandigarh/ other State Govt./ U.T.
Administration of India OR by the Headmaster/Principal of the school/+2 level institution
affiliated/recognized by CBSE, ICSE, PSEB, Education Boards of other States/ Navodaya Vidyalaya, Army
Schools, Central Schools, Public Schools or other like bodies situated in Punjab, Chandigarh or elsewhere
in India; and countersigned with seal by the concerned competent authority (such as DEO; Deputy
Secretary CBSE; ICSE; PSEB; Education Boards of Other States/ Union Territories of India, etc).

2. EDUCATIONAL QUALIFICATIONS FOR ADMISSION TO B.ED. (REGULAR) & B.ED. (THROUGH
CORRESPONDENCE)

i. Bachelor’s degree of this University or any other recognised University with atleast 45 per cent marks
in the aggregate, provided the candidate has offered atleast two school subjects at the first degree
level. OR
ii. M.A. or M.Sc. or M.Sc. (Hons. School) or M.Com. degree of this University or any other recognised
University with a minimum of 45 per cent marks in the aggregate, with combination of at least two
school subjects at the first degree and postgraduate degree level. OR
iii. B.A. degree of the University through modern Indian Languages and English only examinations, in
which case the aggregate of 45 per cent marks shall be calculated by taking into account the marks
obtained in English and the elective subjects taken together. OR
iv. Any other qualification recognised as equivalent to (i), (ii) or (ii) above.

Explanation

A candidate who has been awarded B.Sc. Pass Degree on the basis of B.Sc. (Hons. School)
examination of the University shall be deemed to have passed with 45% marks in the
aggregate.

For a candidate who passed in additional subject/s subsequent to obtaining B.A. / B.Sc.
degree, 45% marks in the aggregate shall be calculated by taking into account the marks
obtained in the compulsory subject/s and three elective or additional elective subjects.

Exception

In case of students belonging to Schedule Castes/Tribes the requirement of 45 per cent marks
shall be reduced by 5 percent provided they have obtained minimum pass marks prescribed by
the regulations.

NOTE: For calculating percentage of marks in case of students who have passed B.A. examination by
parts, the following procedure will be adopted:

i) Average percentage of marks obtained in Prabhakar / Giani or an equivalent MIL Examination, English
and in two more elective subjects. (If more than two subjects have been cleared, the score in which he/
she got higher marks will be taken into account.).

Prabhakar or Giani will be considered as an elective subject and brought at par with one elective
subject in respect of maximum marks.

ii) For candidates who have received their B.A. degree after doing Shastri or an equivalent Oriental Title
examination, marks obtained in Shastri examination or an equivalent OT examination will be considered
as scored out of two subjects (elective) and calculated on the basis of the marks obtained in two
elective subjects to the best advantage of the candidate.

3. OPTIONS FOR TEACHING SUBJECTS COMBINATION

i) Admission in the B.Ed. course will be subject based. At the time of admission, each candidate shall opt
for two teaching subjects. A candidate can opt for only those teaching subjects, which he/she has
studied at graduation Post-Graduation level.

ii) Candidates who have passed additional subjects at graduation level must ensure that they are opting
only those teaching subjects marks of which are taken into account for the purpose of calculating the
percentage of marks at the graduation level.

Broad categories of Subject Combinations

a. B.Sc. (Medical) graduate shall opt for two teaching subjects out of the following: -
1. Teaching of Science/ Teaching of Life Sciences
2. Teaching of Physical Sciences.
3. Teaching of any one of the languages i.e. English, Hindi, Punjabi.

b. B.Sc. (Non-Medical) graduates shall opt for two teaching subjects out of the following
1. Teaching of Science/ Teaching of Physical Sciences
2. Teaching of Maths/ Teaching of Computer Science
3. Teaching of any one of the languages i.e. English, Hindi, Punjabi.

c. B.Sc. (Home Science) graduates shall opt for Teaching of Home Science and any one of the following:
1. Teaching of Science
2. Teaching of any one of the Languages i.e. English, Hindi, Punjabi.

d. Commerce graduates (B. Com.) / B.B.A. shall opt for any two of the following:
1. Teaching of Commerce
2. Teaching of Economics
3. Teaching of any one of the languages i.e. English, Hindi, Punjabi

e. B.C.A. Graduates shall opt for Teaching of Computer Science and Applications as one subject. The
other subject shall be:

1. Teaching of Mathematics
2. Teaching of any one of the languages i.e. English, Hindi, Punjabi

f. Arts graduates shall opt for any one teaching subject from:

1. Teaching of Social Studies/ Teaching of History/ Teaching of Geography/ Teaching of Political

Science/ Teaching of Economics.
2. Teaching of any one of the languages i.e. English, Hindi, Punjabi.

g. Graduates with Fine Arts, Music, Computer Education, Physical Education, Home Science,
Mathematics, Statistics / Quantitative Techniques shall opt for any of these subjects with other subject
combinations available in the colleges.

NOTE: 1. Teaching of Social Studies shall be opted by the graduates who have taken up any two
of the following subjects at B.A./ M.A. level:

i) History ii) Geography iii) Political Science

iv) Sociology v) Economics vi) Public Administration
vii) Philosophy viii) Psychology ix) Education

2. In the above said subject combinations, the first mentioned subject is the major one and
the later mentioned subject(s) is/are minor. The candidates should have studied the
major subject(s) for full three years at graduation level or for two years at Master’s level.
However, minor subject(s) should have been studied for at least one year at graduation
level.

 3. Admission to B.Ed. will be made in the above said subject combinations on the basis of
merit in Entrance Test.

4. The candidates shall be given the required subject combinations depending upon the
seats available in the Colleges.

5. The candidates seeking admission to B.Ed. (Correspondence) shall be given the

appropriate subject combination (on the basis of subjects studied at Graduate or Post
Graduate level) at the time of Counselling depending upon the facilities and seats
available at the allotted study center.

6. Candidates can not opt for two languages as teaching subjects

7. A candidate can claim for more than one subject combination if he/ she is eligible for the
same.
IMPORTANT: Candidates are required to fill in the code/s for the subject/s from the following so as to
facilitate preparation of the merit list according to subjects studied at the graduation/
post graduation level:

4. PROCEDURE FOR ADMISSION (B.Ed. REGULAR)

a) After the result of the Entrance Test has been declared, all eligible candidates who are called for
interview will be required to fill in the Admission Form (attached with the Main Application Form
for B.Ed. Entrance Test), complete in all respects (in his/ her own handwriting), along with all the
required documents and submit the same at the time of interview. The candidate shall pay Rs.
250/- as Counselling fee.

b) The admission to Colleges of Education situated in U.T., Chandigarh will be done strictly as per the
N.C.T.E. norms by the Admission Committee to be constituted by the Vice-Chancellor, Panjab
University.

c) The dates for interview will be notified in the leading dailies of the region after 20 July, 2009.
Interview schedule for counselling will be notified separately by the Panjab University, Chandigarh in
the leading Newspapers.

Criteria for Admission

1. The admission to B.Ed. Course in the affiliated colleges of the P.U. Situated in U.T. (Chandigarh) for
the session 2009-2010 shall be made on the basis of the relative merit of the candidates in the
Entrance Test, subject to the availability of seats in a particular subject combination and such
reservations as prescribed in the Rules of the U.T. Administration/ P.U., Chandigarh.

2. The candidates are required to fill the Admission Form in his/her own handwriting. He/ she will be
admitted to the college on merit obtained subjectwise provided he/she fulfils the requisite eligibility
conditions of the Panjab University.

 3. It will be the responsibility of the Principals of the respective colleges/ institutions to verify the
eligibility and check the relevant documents of the concerned candidates at the time of
admission. If after verification of the original certificates/ documents of the candidates, it is
established that he/she is not eligible for the admission he/she shall have no right to get
admission irrespective of the fact that he/she qualified in the B.Ed. Entrance test.

4. The candidates will have to submit the requisite attested copies of the academic qualifications and
reservation (if any) to the Principal of the college where he/she is seeking admission at the time of
counselling.

NOTE: No one who is already in employment (whole time or part time whether in honorary capacity or
paid) shall be admitted to B.Ed. course in a College of Education without taking leave from the
employer Institution/ office etc. from the date of commencement of the academic session till the
conclusion of practical skill in teaching examination.

5. PROCEDURE FOR ADMISSION (B.Ed. CORRESPONDENCE)

After the result of Entrance Test has been declared, the centralized admissions will be done through counselling.
If the candidate is found to be eligible for the course on the basis of Teaching Experience, marks in the qualifying
exam (graduation/ post graduation level) and marks in the Entrance Test, then the candidate will attend the
counselling as per the following schedule:-

The venue of the councelling shall be the auditorium of University School of Open learning, Panjab University,
Chandigarh. The candidate shall pay Rs. 250/- as councelling fee.

At the time of counseling, candidate is required to bring the following documents:

1. Copies of the Mark-sheet of Part I, II and III (Graduation Level and Post-graduation Level Part I and II,
(if any) along with originals.
2. Proof of Date of Birth (Matriculation Certificate).
3. Original Certificate for claiming seat against the reserved category.
4. Teaching experience certificate in original duly signed and countersigned by competent authorities as
mentioned on the format of employment certificate at page no 28.
5. Six copies of photographs with name and father’s name written on the back of each photograph.
6. Admit Card and Result Card of B.Ed. Entrance Test

6. FEES: The total fee for B.Ed. (First year) is Rs. 19307/- that may be deposited in two
installments.

The first installment of fee (Rs 11000/-) shall be deposited by the candidate on the spot at the
time of admission on the day of counselling, failing which the seat will be given to the next
candidate on merit.
The fee may be deposited:-
(a) by Demand Draft in favour of Registrar, Panjab University, Chandigarh or
(b) in cash at Cash Counter, Administrative Block, Panjab University, Chandigarh after
getting the admission slip from the 'Admission Committee' at the time of counselling.
(It would be preferred that the candidate carry the Demand Draft at the time of Counselling in
order to avoid any inconvenience).

The second installment of fee of B.Ed.-I should be deposited before 16 January 2010 by
cash/Demand Draft. The candidates are advised to show the receipt of fee deposited in the deptt.
in room No. 107 to avoid any difficulty related to examination etc. at later stage.

Approximately same fee will be charged from the candidates during B.Ed.-II (with annual 5% increase
as per P.U. rule).

The approved study centers for the conduct of Personal Contact Programmes (PCP) are as follow. The
candidates will be allotted study centres in order of merit obtained in the Entrance Test.

PERSONAL CONTACT PROGRAMME

Those admitted to the course shall be required to attend two personal contact
programme at allotted study centers ( the list of study centers is given below) per year
as per NCTE norms. The dates of PCP will be announced at the time of admission/ Counseling. Apart from
interactive class room teaching, study material will be provided to all the students.

Counselling Procedure for Admission (for Regular students)

1. As per the counselling schedule notified in the leading newspapers, candidates are required to bring
the original and two sets of attested copies of the required documents.

2. At the time of counselling the documents required are:

i) Copies of mark-sheets of part I, II and III (graduation level) and Postgraduation level Part-I &
Part-II (if any) alongwith originals.
ii) Proof of date of birth (Matriculation Certificate).
iii) Character certificate of institution last attended.
iv) Candidates must bring their Admit Card and Result Card of B.Ed. Entrance Test at the time of
counselling.
v) For UT Pool seats, proof of having studied in colleges situated in Chandigarh as regular
students for last 2 years i.e. B.A./B.Sc./B.Com./B.B.A./B.C.A./B.Sc., (Hons. School) I-II and
B.A./B.Sc./B.Com./B.B.A./B.C.A./B.Sc.(Hons. School)-III.
vi) Original Certificate for claiming seat against the Reserved category.
vii) Gap year affidavit required.

NOTE: (1) Candidates are to deposit on the spot Rs. 4000/- (non refundable) if admitted to the
Govt./Private College of Education. In case he/she opts to shift in second counseling
he/she has to again pay Rs. 4000/- (non refundable). The candidature of the candidate
concealing on revealing wrong facts will be cancelled.
(2) A candidate must bring and submit his/her original documents at the time of counseling
failing which his/her admission can be cancelled.
MERIT LIST( B.Ed.REGULAR)
(a) The Panjab University will publish the merit list of the candidates for the above course on the
basis of the attainment of a minimum of 30% marks (25% in case of SC/ST) of the maximum
marks in the test taken as a whole.

(b) When two or more candidates have secured equal marks in the Entrance Test, their inter se
merit for admission will be decided on the following criteria in the order of preference:

(i) Candidate with higher percentage of marks in Master’s degree.

(ii) Candidate with higher percentage of marks in the qualifying examination.
(iii) Candidate older in age.

MERIT LIST( B.Ed. CORRESPONDENCE)

(a) The Panjab University will publish the merit list of the candidates for the above course on the
basis of the attainment of a minimum of 15% marks (10% in case of SC/ST) of the maximum
marks in the test taken as a whole.

(b) When two or more candidates have secured equal marks in the Entrance Test, their inter se
merit for admission will be decided on the following criteria in the order of preference:

(i) Candidate with higher percentage of marks in Master’s degree.

(ii) Candidate with higher percentage of marks in the qualifying examination.
(iii) Candidate older in age.

GENERAL RULES
1. The documents as mentioned below must accompany the Application Form, arranged in the
following order:

v) Attested copies of detail marks cards of qualifying examinations
vi) Attested copy of SC/ST Certificate, if applicable, from the competent authority.
vii) Attested copy of employment certificate ( for admission to B.Ed. correspondence course).
NOTE: Application Form must also be accompanied by two pre-stamped envelopes for Admit
Card and Result Card. The Result Card should also have the address of the candidate.
2. (a) A candidate desirous of taking the entrance test should submit his/her prescribed application
forms under Registered Cover in the Prescribed Envelope. Application Form complete in all
respects along with the requisite documents should be sent by name to:

(b) Application Forms can be submitted with late fee of Rs. 1000/- upto 25.6.2009 (Thursday)
by 4.00 P.M. and Rs.2500/- upto 30.6.2009 by 4.00 P.M. (by hand only) (Code No. E0010
for depositing the late fee). Incomplete Application Forms (in any manner) and those
received after (with late fee) shall not be entertained under any circumstances
whatsoever, regardless of the fact whether the application is sent by post or through
courier or by any other means. Roll number to such applicants shall NOT be issued and
no correspondence, whatsoever, in this connection shall be made or entertained by the
University. The Panjab University does not undertake any responsibility for any postal
delay or delay in delivery by courier or by any other means or for loss in transit of the
APPLICATION FORM. However, the candidates may submit application form
PERSONALLY in the C.E.T. Cell of the Panjab University by the due date and time to
avoid delay/ hardship.
(c) If a candidate does not submit his/ her application in the prescribed Application Form in
ORIGINAL (not a copy or photocopy or typed copy there of) his/ her Application Form for
appearing in the Entrance Test shall be summarily rejected. He/she shall not be allowed
to take the test under any circumstance whatsoever.
NOTE: i) All particulars in the Application Form must be filled in carefully and legibly.
ii) Candidates who wish to seek admission in the Colleges of Education situated at Chandigarh
must clearly state whether they belong to U.T. Pool (the students who passed their qualifying
examination from colleges recognised by the Chandigarh Administration and situated in the
Union Territory of Chandigarh as regular students of the said college subject to the condition
that such students must have studied for atleast two years at Chandigarh and have passed one
qualifying examination from these colleges) or General Pool (the students who have passed
their qualifying examination from the Institutions other than those located in the Union Territory
of Chandigarh or otherwise) and any Reserved categories, must clearly state the categories
code in the appropriate column in the Form.
iii) Candidates must clearly mention their subject combination/category code in the appropriate
column provided in the Form. A candidate must fill one category only.
Note: The form of a candidate opting for more than one reserve category shall be liable to be rejected.

3. ADMIT CARDS carrying the Roll Numbers will be issued to the candidates only provisionally, subject
to the final confirmation of their eligibility. It is further clarified that the candidates shall be taking the
Test at their own risk and responsibility as far as their eligibility is concerned and the University shall, in
no way, be responsible if they are found ineligible later, leading to cancellation of their result or any
other circumstance(s) emanating from the same.

4. The candidates shall be admitted to the Test only on the production of the Admit Card at the Centre of
the test. No candidate shall be allowed to take the test without the Admit Card under any circumstance.
5. The Admit Cards will be despatched by 23-06-2009 (Tuesday). In case any candidate does not receive
the same by 02-07-2009 (Thursday), he/ she should contact personally on 03 July, 2009 alongwith
attested photograph, written request and the requisite fee for obtaining Duplicate Admit Card to the
CET Cell, P.U., Chandigarh:
Duplicate Roll Numbers will be issued by hand only to the concerned candidates.
FOR ISSUE OF DUPLICATE ADMIT CARD/RESULT CARD FOR THE B.Ed.-2009, THE FOLLOWING

6. A candidate must fill ONE Category Code only. However, a candidate claiming a seat in the
Reserved Category will have the right to be considered in General Category according to the
overall merit. So the Reserved category candidates are not required to fill the General category.
7. A candidate may fill more than one subject combination code, provided he/she is eligible for the same.
8. Once the Application Form is submitted in the University Office, the candidate shall not be allowed to
make any changes in the Application Form by way of any addition/ deletion/ alteration/ amendment/
change of any particular etc. under any circumstance whatsoever.
9. Any candidate who creates disturbance of any kind during examination, or otherwise misbehaves in or
around the examination hall, or refuses to obey the Superintendent/ Deputy Superintendent/ any other
official on the examination duty, or changes his/her seat with any other candidate, or occupies any seat,
other than the one allotted to him/ her shall be expelled from the examination hall.
(“Expulsion” for this purpose would mean cancellation of his/her entire examination.)
10. Any candidate having in his/her possession or accessible to him/her papers/books or notes which may
possibly be of any assistance to him/her, or is found giving or receiving assistance, or copying from any
paper/book or note or from anywhere else, or following any other candidate to copy from his/her answer
book, or found writing on any other paper/ question paper, during examination, or using or attempting to
use any other unfair means, or indulging in any kind of misconduct shall be expelled from the
examination hall.
(“Expulsion” for this purpose would mean cancellation of the entire examination.)
11. The Centre Superintendent/ Observer/ any other authorised University Officer shall be competent to
expel a candidate from the examination centre under instruction Nos. 9 & 10.
12. If any answer book of the candidate shows or it is otherwise established that he/she has received or
attempted to receive help from any source in any manner or has given help or attempted to give any
help to any other candidate in any manner, the relevant answer books shall be cancelled. The
cancellation of the answer book shall mean cancellation of all answer-books of the concerned
candidate for the entire examination. The decision of the Controller of Examinations, Panjab University,
Chandigarh in this regard shall be final.
13. Any person who impersonates a candidate shall be disqualified for appearing in any University
examination for a period of five years, including this examination. If that person is a student on the rolls
of a recognised School or College or University. But if the person is not on the rolls of a recognised
School or College or University, he/she shall be declared as a person not fit and proper to be admitted
to any examination of the University for a period of five years, and the case, if necessary shall also be
reported to the police for any further action in the matter. The candidate who is being impersonated
shall also be disqualified for a period of five years from appearing in any examination of the University.
14. If it is found that the candidate knowingly or wilfully concealed or suppressed any information/ fact
which renders him/her ineligible to take the Entrance Test, his/ her result of the Test as also admission

 to a College shall stand cancelled and he/she shall have no claim whatsoever against the
University/College concerned and the case, if necessary, shall be reported to the police.
15. CALCULATER, TELECOMMUNICATION EQUIPMENT SUCH AS PAGER, MOBILE PHONE,
WIRELESS SET ETC. INSIDE THE EXAMINATION HALL ARE BANNED.
16. If a dispute of any kind arises before, during or after conduct of Entrance Test, or relating to it,
the decision of the Controller of Examinations, Panjab University in all such cases shall be final.
17. PENALTY FOR WRONG ANSWER (NEGATIVE MARKING)
The procedures of negative marking will be adopted, i.e. marks will be deducted for the wrong
answers. The total marks will be awarded to a candidate in the paper after imposing the penalty. The
total will be calculated by the following formula:
i) For each correct answer 1 mark will be awarded.
ii) For each wrong answer ¼ of a mark will be deducted. A wrong answer means an incorrect
answer or any overwriting or cutting or erasing or illegible answer or more than one answer
to the same question.
The marks will be compiled as under:
Letter P= number of correct answers
Letter Q= number of wrong answers
The final score = P- Q/4
Calculations will be made upto two places of decimal.
18. There shall be no re-evaluation/ re-checking/ re-assessment of answer sheets/ answer books.
Request for seeing the answer sheets/ books by the candidates shall not be entertained. The
evaluation once done by the University shall be final.
19. The result of the Entrance Test shall, ipso facto, not make a candidate eligible to get admission
to the course. It will be the sole responsibility of the candidates to make sure about his/her
eligibility and fulfilment of such other conditions as may be prescribed for admission in the
Rules and Regulations of the University/College concerned, before applying for the Entrance Test.
20. 4-5 days after the test, the question paper and its key will be put on the University website. The
candidates can file their objections regarding discrepancies and accuracy of the key, in writing,
within 48 hours of this announcement. The valid concerns thus expressed will be given due
consideration while evaluation. After the declaration of the result, if a candidate wishes to verify
his/her result, he/she will be provided a photocopy of his/her answer sheet on payment of
Rs.10, 000/-. In case, a discrepancy is found in the result of the candidate, the result would
accordingly be revised and the fee deposited will be refunded.
21. Notwithstanding anything contained in this booklet, the eligibility conditions for admission to the B.Ed.,
B.Ed. Yoga and B.Ed. (correspondence) course shall be governed by the Respective Regulations/
Rules as enshrined in the Calendars of the Panjab Universities Notifications issued by the Chandigarh
Administration, U.T., Chandigarh, and N.C.T.E. (National Council for Teacher Education) will be
applicable.

RESERVATION POLICY (for Chandigarh Colleges only)
A candidate applying in the Reserved Categories shall carefully indicate his/her claim for only one
category in the Admission Form. However, a candidate claiming a seat in the Reserved Category will
have the right to be considered in the General category according to the overall merit. Thus, the

A. UT Pool 60%: Out of the total sanctioned intake of the institutions 60% seats will be filled up from
amongst the students who passed their qualifying examination from colleges recognised by the
Chandigarh Administration and situated in the Union Territory of Chandigarh as a regular student of the
said Colleges/ Institution, subject to the condition that such students must have studied for two years at
Chandigarh and have passed one lower qualifying examination from the local colleges/ institutions.
These seats will be termed as ‘UT Pool’.

B. General Pool 40%: Out of the total sanctioned intake of the institutions 40% seats will be filled from
amongst the students who pass their qualifying examination from the institutions other than those
located in the Union Territory of Chandigarh or otherwise. These seats will be termed as ‘General
Pool’.
Scheduled Castes/ Scheduled Tribes
The following percentage of seats is prescribed for the students belonging to Scheduled Castes and
Scheduled Tribes:
U.T. Pool Scheduled Caste – 14% Scheduled Tribes – NIL
General Pool Scheduled Caste – 15% Scheduled Tribes – 05%

If the requisite number of students of SC category in the UT Pool is not available, the seats will be
made open to these students belonging to General category in the General pool. If the requisite number
of students belonging to SC/ST categories is not available, the reservation will be interchangeable
amongst the students of these categories. However, if the Reserved seats still remain unfilled, these
will be made open amongst the students of the General category of the said-pool.
Ex-Serviceman, Dependents of Defence/ Para-Military Personnel etc.
5% of the seats in each pool would be filled in from the following categories of students in order of
preference:
(a) Sons/ daughters/spouses of the defence personnel who are awardees of gallantry decorations
of Paramvir / Mahavir / Vir Chakra in person or posthumously.

i) The applicants seeking admission under categories (a) are required to submit the photocopy of
citation for gallantry award, failing which they will not be considered for this category.

ii) The applicants under category (b) and (c) are required to submit the certificate from the
respective headquarters regarding death or total incapacitation while in service.

iii) The applicants seeking admission to category (d) are required to submit discharge certificate
from service and certificate of dependence from the Director Zila Sainik Board.

The applicants claiming admission under category (e) are required to submit the certificate of
dependence from the unit in which parent/ spouse is serving.

Physically Handicapped

3% seats in each pool would be filled from amongst the physically handicapped candidates (1% each to
be reserved for persons suffering from (i) Blindness or loss of vision (ii) Hearing impairment (iii)
Locomotor disability or cerebral palsy). The students having temporary handicap would not be
considered against reserved seats. Eligible candidates will furnish a medical certificate on the
prescribed proforma from a government gazetted medical officer alongwith the application indicating
percentage of disability whether he/she is otherwise able to carry on the studies and perform the duties
of a teacher, name of the disease causing handicap, whether handicap is temporary or permanent,
whether handicap is progressive or non-progressive. Only such candidates whose handicap is above
40% are eligible. If such a certificate is not attached with the application, the candidate will not be
considered for the seats reserved for this category. The candidates selected provisionally for admission
under this category will have to appear before the Medical Board constituted by the Principal Medical
Officer, General Hospital, Sector 16, Chandigarh, for determining the percentage of handicap/ disability.
The final selection will be made on the basis of the certificate issued by the Medical Board. If the
candidate does not present himself/ herself before the Medical Board on the date intimated to him/her,

his/her candidature against this category will be rejected and no subsequent opportunity will be given to
him/her.

Children and Grandchildren of Freedom Fighters
2% seats from each pool will be filled from the children and grand children of freedom fighters.
(a) A freedom fighter is a person who has either been granted freedom fighter pension by the
Chandigarh Administration or has been awarded Tamra Patra by Government of India for his
political sufferings. No person other than the above mentioned persons will be considered as
freedom fighter for the purpose of reservation in admission. The requisite certificate will be
issued by the Deputy Commissioner of the district to which the student belongs, which will be
considered irrespective of the form in which it is issued, provided it is self-explanatory.
(b) Grand children mean son’s sons/daughters or daughter’s sons/ daughters. Wards of freedom
fighters who have been awarded “Tamra Patras” by the Government of India would also be
eligible for reservation under this category. In the case of such freedom fighters they should
produce their “Tamra Patras” certificate, freedom fighter certificate and dependence certificate
from the Deputy Commissioner of the district in which they reside.
NOTE: The applicants from this category will not be considered without the following documents:
i) The photocopy of “Tamra Patra” certificate or freedom fighter certificate
ii) Dependence certificate from the concerned Deputy Commissioner.
Sportsmen/ Sportswomen
a. 2% seats would be filled with sportsmen or sportswomen on the basis of their merits as per
grading criteria forwarded by the Chandigarh Administration. This category shall not divided
into UT Pool/General Pool. Benefits of reservation under this category shall be available only to
the following categories of the students:
(i) Who passed their qualifying examination from colleges recognised by Chandigarh
Administration and situated in the Union Territory of Chandigarh as a regular student of the said
college, who have studied in Chandigarh colleges for at least two years before applying for
gradation certificate subject to the condition that such students must represent Chandigarh
state etc. in the national/ other recognised tournaments.

(ii) Where Chandigarh Administration has adopted the notification of other States/ U.T.s on
reciprocal basis to give benefits of reservation in admission in sports category in Chandigarh,
they will be graded as per existing policy of Chandigarh Administration.

(iii) Counter signing of gradation certificates shall only be admissible on reciprocal basis provided
that counter signed certificates will be graded as per policy of Chandigarh Administration.

b. Performance in the following sports discipline will only be considered for the purpose of sports
gradation certificate:

 Foreign students

2% seats are reserved for foreign students in B.Ed. course. The foreign students should submit along
with their application the following documents without which they will not be considered for admission
under this category:

(i) Eligibility Certificate: If a student is seeking admission on the basis of foreign qualification.

(ii) Long term student Visa

(iii) Proof of foreign Nationality

NOTE:

(i). Foreign students residing abroad should apply though their respective Embassies to the
Secretary, Govt. of India, Ministry of External Affairs, New Delhi.

(ii). Foreign Students desirous of seeking admission to B.Ed. course who are in India will
compete amongst themselves for the seats created for them by appearing in the B.Ed.
Entrance Test. Those living and applying from abroad shall be required to produce the
test score of the Graduate Record Examination (GRE) from Princeton USA. Foreign
Candidates shall also have to comply with all the requirements of Government of India,
Chandigarh U.T. Administration as well as Panjab University as prescribed by them from
time to time.

There will be NO RESERVATION for any categories other than the categories mentioned above in this
prospectus.

The reservation policy and seats as given above shall be strictly adhered to. In case seats in a Reserved
category remain vacant on account of non-availability of qualified candidates such seats will be filled up
from the General category. The candidates who had applied for a Reserved category will be considered for
the particular category.

the question booklet and answer sheet. Out of four responses A, B, C and D
provided under each question, only one is correct. The candidate shall fill only one of
the bubbles marked A or B or C or D against the relevant question using BLACK
BALL/GEL PEN only. See General Instructions on Page 24.

(vii) The candidates shall be required to hand over their Question booklet and
Answer sheet to the Centre Superintendent at the expiry of time allotted to paper.

INFORMATION ABOUT POST-EXAMINATION PROCEDURES (B.Ed. Regular)

(i) Colleges and Seats

The Information about different Colleges of Education and the number of seats in each College is given at Page
No. 19.

(ii) Result Enquiry

(a) The result of the B.Ed. Entrance Test for admission to B.Ed. Course.-2009 will be made available on the
University website: http://www.results.puchd.ac.in as well as in the Enquiry Office of the University.
(b) The Gazette of the result will be made available free of cost to the Colleges of Education (B.Ed. Colleges) in the
U.T. Chandigarh. Candidates can check their result free of cost.

(iii) Interview

(a) The dates for interview will be notified after 15 July 2009 in the leading dailies of the region.

(b) The candidate shall report for interview as per schedule/ procedure notified in the leading dailies.

(iv) Commencement of Classes

The classes will commence in the month of August 2009. In this connection, candidates are advised to
make contact with colleges in which they are admitted. If a student remains continuously absent for 7
days, his/ her name will be struck off from the college rolls and the seat will be offered to the next
candidate on merit.

(v) Admission Fee

Candidates will deposit on the spot a minimum of Rs.4000/- (non refundable) if he/she is admitted in a
Government College or Private College. The balance payment will have to be made within the stipulated period
to be announced at the time of interview, failing which the admission will be cancelled and seat will be offered to
the next candidate on the merit. However, if the candidate is willing to pay full fee on the spot, he/she may do
so with the consent of the college.

In case any candidate is found to have furnished false information or certificate or is guilty of
misconduct or has withheld or concealed information, he/she shall be debarred from Admission.
In case of any dispute, the decision of the Vice-Chancellor, Panjab University, Chandigarh shall be final.

1. The duration of the Entrance Test will be of 1 hour 30 minutes. It will consist of 75 multiple–choice
questions of one mark each.

2. The Answer sheets are designed for computer evaluation. Please follow the instructions given on the
answer sheet so that computer evaluates it correctly.

3. Each question has four choices labeled as A, B, C and D. Select only one choice you think is the best
response and darken the bubble bearing it. For example, if you think answer to question number 2 is D then
mark as follows:

9. The procedures of negative marking will be adopted, i.e. marks will be deducted for the wrong answers.
The total marks will be awarded to a candidate in the paper after imposing the penalty. The total will be
calculated by the following formula:

i) For each correct answer 1 mark will be awarded.

ii) For each wrong answer ¼ of a mark will be deducted. A wrong answer means an incorrect answer
or any overwriting or cutting or erasing or illegible answer or more than one answer to the same
question.

The marks will be compiled as under:

Letter Q= number of wrong answers

The final score= P- Q/4

Calculations will be made upto two places of decimal.
