1951.ItwasthefirstoftheIITstobeestablished,and
isrecognizedasanInstituteofNationalImportance
bythegovernmentofIndia.
AspartofNehru'sdreamforafreeselfsufficient
India,theinstitutewasestablishedtotrainscientists
andengineersafterIndiaattainedindependencein
1947.Itsharesitsorganisationalstructureand
undergraduateadmissionprocesswithsisterIITs.The
studentsandalumniofIITKharagpurareinformally
referredtoasKGPians.AmongallIITs,IIT
Kharagpurhasthelargestcampus(2,100acres),[4]the
mostdepartments,andthehigheststudentenrollment.
IITKharagpurisknownforitsfestivals:SpringFest
(SocialandCulturalFestival)andKshitij(Asia's

highertechnicalinstitutions"forpostwarindustrialdevelopment
ofIndia."Thiswasfollowedbythecreationofa22member
committeeheadedbyNaliniRanjanSarkar.Initsinterimreport,
theSarkarCommitteerecommendedtheestablishmentofhigher
technicalinstitutionsinIndia,alongthelinesofthe

UniversityofIllinoisatUrbanaChampaignalongwithaffiliated
Kharagpur'sfirstacademicbuilding
secondaryinstitutions.Thereporturgedthatworkshouldstart
withthespeedyestablishmentofmajorinstitutionsinthefour
quartersofthecountrywiththeonesintheeastandthewesttobesetupimmediately.[5]
OnthegroundsthatWestBengalhadthehighestconcentrationof
industriesatthetime,RoypersuadedJawaharlalNehru(India'sfirst
primeminister)toestablishthefirstinstituteinWestBengal.The
firstIndianInstituteofTechnologywasthusestablishedinMay
1950astheEasternHigherTechnicalInstitute.[6]Itwaslocatedin
EsplanadeEast,Calcutta,andinSeptember1950shiftedtoits
permanentcampusatHijli,Kharagpur120kilometressouthwestof
Calcutta.HijlihadbeenusedasadetentioncampduringtheBritish
colonialruleinIndia,tokeepIndianfreedomfighterscaptive.[7]

IITKharagpuristhe3rdoldesttechnicalinstituteinthestateafter
IIESTShibpur(1856)andJadavpurUniversity(establishedasBengaltechnicalinstitutein1906)When
thefirstsessionstartedinAugust1951,therewere224studentsand42teachersinthetendepartments
oftheinstitute.Theclassrooms,laboratoriesandtheadministrativeofficewerehousedinthehistoric
buildingoftheHijliDetentionCamp(nowknownasShaheedBhawan),wherepoliticalrevolutionaries
wereimprisonedduringtheBritishrule.[8]Theofficebuildinghadservedastheheadquartersofthe
BomberCommandoftheU.S.20thAirForceduringWorldWarII.TohonourBidhanChandraRoy,the
areainfrontofthemainbuildingisnamedBidhanChowk.

Thename"IndianInstituteofTechnology"wasadoptedbeforetheformalinaugurationoftheinstitute
on18August1951byMaulanaAbulKalamAzad.On15September1956,theParliamentofIndia
passedtheIndianInstituteofTechnology(Kharagpur)ActdeclaringitanInstituteofNational
Importance.PrimeMinisterNehru,inthefirstconvocationaddressofIITKharagpurin1956,said:[9]

representingIndia'surges,India'sfutureinthemaking.Thispictureseemstome
symbolicalofthechangesthatarecomingtoIndia.

TheShaheedBhawanwasconvertedtoamuseumin1990.[10]TheSrinivasaRamanujanComplexwas
incorporatedasanotheracademiccomplexoftheinstitutewithTakshashilastartingoperationin2002,
Vikramshilain2003andNalandain2012.

ofIITKharagpur'sorganisationalstructureisdistinctfromthatof
theotherIITs.TheBoardofGovernorsofIITKharagpuris
undertheIITCouncil,andhas13membersthatinclude
representativesofthestatesofWestBengal,Bihar,Jharkhand
andOdisha,inadditiontoothermembersappointedbytheIIT
Councilandtheinstitute'ssenate.UndertheBoardofGovernors
istheinstitutedirector,whoservesasthechiefacademicand
executiveofficeroftheIIT.Heisaidedbythedeputy
OrganisationalstructureoftheIITs
director.[11]Underthedirectorandthedeputydirectorarethe
deans,headsofdepartments,registrar,presidentofthestudents'
council,andchairmanofthehallmanagementcommittee.Theregistraristhechiefadministrative
officerandoverseesdaytodayoperations.Heisthecustodianofrecords,funds,andotherpropertiesof
theinstitute.[11]Underthechargeoftheheadsofdepartments(HOD)arethefaculty(fulltime
professorsaswellasthoseofassociateandassistantstatus).Thewardensofhostelsareplacedunderthe
chairmanofthehallmanagementcommitteeintheorganisation.[12]
IITKharagpurreceivescomparativelymorefundingthanotherengineeringcollegesinIndia.[13]While
thetotalgovernmentfundingtomostotherengineeringcollegesisaroundRs.100200million(US$2
4.5million)peryear,IITKharagpurgetsnearlyRs.1,300million($30million)peryear.[14]Other
sourcesoffundsincludestudentfeesandresearchfundingbyindustrysponsoredprojects.IIT
Kharagpursubsidisesundergraduatestudentfeesbyapproximately80%andprovidescholarshipstoall
MTechstudentsandresearchscholarstoencouragethemtopursuehigherstudies.Thecostborneby
undergraduatestudents,includingboardingandmessexpenses,isaroundRs.90,000($1,407)per
annum.35%ofundergraduatestudentsaregivenadditionalfinancialsupportbasedonpersonalneed
andeconomicbackground,withtheirannualexpensesbeingnearlyRs.45,000($704).[15]
TheacademicpoliciesofIITKharagpuraredecidedbyitssenate.[16]Itconsistsofallprofessorsofthe
institute,andadministrativeandstudentrepresentatives.Thesenatecontrolsandapprovesthe
