Tubmanburg, Bomi Countyecked in an orange jumpsuit with a deep frown on his


face, Aja Debs, alongside his lawyer, strolled into the
courtroom of the 11th Judicial Circuit in Tubmanburg,
Bomi County to answer charges of human trafficking,
rape, smuggling amongst others.

Not guilty, he pleaded.


Aja Debs, Tamba Gibson and Bashir Lakis have been charged by
the Government of Liberia for allegedly trafficking 15 Liberian
girls to Lebanon to work under inhumane conditions. Tamba
Gibson and Bashir Lakis have been charged in absentiatheir
whereabouts are unknown.
In late 2014, 15 Liberian girls in Lebanon complained that their
employers were subjecting them to inhumane treatment and had
seized their travel documents to prevent them from escaping. The
cries of the stranded girls, which reverberated around the country,
led to a public outcry against the government with citizens calling
on the leadership of the country to step in and save the day.
Following the incessant outcries and blame game, President
Sirleaf dispatched Labor Minister Neto Lighe and Police Director
Chris Massaquoi to ascertain and liase with their Lebanese
counterparts on ways to have the girls brought back without a
hurdle and to ensure those responsible face the full weight of the
law.
The girls have accordingly been brought home, and the trial for
justice resumes today in Tubmanburg.
Judge Decides
During deliberations last Thursday in Tubmanburg, defense
counsels, Atty. Arthur Johnson and Cllr. Cooper Kruah, objected
to the sight of armed officers in the court on grounds that the
presence of the men was intimidating their client and by extension
the trial.
According to the defense team of the lone suspect, they have
received credible information that the presence of the armed men
on the grounds of the court is an intimidation tactic deployed by
the prosecution to tilt the case in favor of the state.
Defense counsel says reliable sources have told us that the
Prosecution is bent on intimidating lawyers, defendant, court
staff and jurors, which is not healthy for the trial. This case is not
an armed robbery case so there is no need for the heavy presence
of security armed officers in court, The defense said.
In counter argument the prosecution, represented by Atty. David
Woah, defended their action saying the presence of the officers is
not to intimidate the court neither the jurors.
These officers are not scattered but assigned at a specific place
where the witnesses are kept and therefore in no way they are
interfering with the proceeding as alleged by the defense counsel
and there is no violation or abuse carry on by the officers, he said.

The prosecution added that the 15 girls who are to serve as


witnesses need protection day and night to avoid interference
and secure their confidence in the ongoing trial.
The prosecution furthered that the submission made by the
defense is fabricated and the timing intended to halt the
proceeding of the case.
The police have made no visit to the locality where the jurors are
assigned and Bomi County has been vulnerable with respect to
the numbers of police officers assigned for protection, he argued.
Said the Atty Woah: prosecution is concerned that from the
remarks made by the defense team that they have information
from the jurors that they have been threatened and intimidated
is proof that the defense is in contact with the jury to be panel.
The judge of the 11th Judicial Circuit, Bomi Circuit Court will
today determine if the presence of arm officers are intimidating
the ongoing trial involving several Liberian girls who were
trafficked to Lebanon.
The ruling of the judge William Sando followed a submission
by the Prosecution Counsel who prayed the court to order an
investigation to ascertain how the information was obtained.
The Prosecution prays the court to investigate so as to ascertain
how
the
information
was
obtained
and
its
authentication.
Medical Transfer Denied
The defense lawyers also
pressed the court to allow the
defendant be taken from his
cell in Bomi and transfer to
the Monrovia Central Prison
for an easy access to better
medical attention. According
to the defense team, Debs
suffer from hypertension and
liver disease.
The defense lawyers further
asked the court to allow Debs
transfer to a new prison cell
where he would remain and
appear daily in court for the
case.
However,
the
lawyers
request was denied when the
prosecution requested Judge
William Sando to deny the
request on grounds that Debs,
who is on trial for criminal
offences, should not be given
preferential treatment from

other detainees.
Prosecution lawyers argued that there are qualified medical
practitioners in Bomi County that can handle Debs health
condition.
Jury not fully empanelled
Since the start of the case, the parties have selected 11 of the 15
jurors needed to decide the fate of the defendant.
The empanelled jury is to avoid coming into contact with either
of the parties.
The case was re-assigned to today, at which time the parties will
be able to complete the selection of the 15 member panel that will
decide the outcome of the case.
No order in Court
During the trial, the courtroom lack order as sheriffs and bailiffs
seem ignorant about courtroom proceedings. Courtroom staff
randomly moves about in court without the authorization of the
judge.

WHILE SHOWERING PRAISE on the generally stable


post-war atmosphere in Liberia, Mr. Herv Ladsous,
Peacekeeping Chief of the United Nations stressed during
a briefing before the Security Council last week that it
is important for Liberias focus to shift toward building
a unified and reconciled nation with an accountable
government committed to addressing corruption.
EIGHT YEARS into the administration of the ruling
Unity Party government, the twin towering presence
of corruption and the lack of reconciliation remain
burning issues eating at the core of governance lapses
amid recurring themes of the lack of transparency,
accountability and the circle of impunity.
NOT A DAY GOES by when headlines of corruption not
dominating the front pages of newspapers and not a
week or even month goes by without mention of the
discussions about a war crimes tribunal.
THESE ARE VALID concerns that cannot and must not be
taken lightly as Liberia continues its transition from war
to peace.
MR. HERVE WAS QUITE realistic in his praise by heralding
the fact that while the security situation in Liberia
"remains generally stable, public order is still a source
of concern."
LIBERIA HAS DONE well since the end of the war. With
the help of the UN and other international organizations,
the country has overcome adversity, including civil wars
and the recent Ebola outbreak and is well on course to
leaving its ugly past behind.
NEVERTHELESS, the upcoming 2017 presidential and
legislative elections and the looming departure of UN
peacekeepers from Liberia are strong signals that Liberia
will need to get its act together and put in place the right
measures to ensure that the security lapses and system
will not collapse with the departure of UN peacekeepers
from Liberia.
MR. LADSOUS APPEARED optimistic about Liberias
future when he told the UNSC: "The decision taken
by this Council to set 30 June 2016 as the date for the
full assumption of security responsibilities by national
authorities is a remarkable demonstration of confidence
that the country has overcome the instability and
dependency of the past, and is moving steadfastly
in the direction of building a viable, united and fully
independent nation."
CHALLENGES HOWEVER remain pressing. The recent
Ebola virus outbreak had a massive effect on the economy
which in the words of Minister of Justice and Attorney
General Benedict Sannoh, remains the greatest challenge
to Liberia and one which will continue to impact on all
sectors of the Government, especially the Justice and
security Sector, a suggestion that spells bad news for
post-UNMIL Liberia.
IT IS CRUCIAL for the UN and other international
agencies to back up their strong talking with action to
ensure that funding and financial assistance will help
Liberia adequately prepare for life after UNMILI.
MINISTER SANNOHs assertions that the government is
concerned about the slow pace of funding commitment
or support to the implementation of the Plan, is a wake-

Sirleafs government is boasting that Liberia has
accomplished a milestone-Liberias admission to
the World Trade Organization (WTO). Liberias
admission into the WTO comes after the Sirleaf government
has signed many flawed big-business-concessionary
agreements since her ascendency to the presidency in
2006. Predictably, many Liberians, aware of the cozy
relationship between President Sirleaf and big business,
are asking whether Liberia will benefit from its WTO
membership. Why should this matter to Liberia when the
country cannot export a significant value of commodities
and, or services?
Most importantly, wouldnt, investors, awarded with flawed
concessionary agreement, delay or fight against amending
the agreements, since legal recourse is available within
the WTO? Even worst, wouldnt Firestone, Mittal Steel,
etc., violate current labor laws, environment laws, etc., if
experts at the WTO perceived the laws as anti-business?
For President Sirleaf and representatives of the World
Trade Organization, Liberias admission to the World Trade
Organization is a victory FrontpageAfrica, 8/23/2015). Mr.
Joakin Reiter, Deputy Secretary of WTO stated, major
benefit of the WTO is that it provides government with
a power instrument for domestic reforms to accelerate
growth, modernize, strengthen institutional capacity and
enshrine the rule of law. Also, WTO will create a platform
to reform international market, said Dr. Cheidu Osakwe,
Director of Accession Division, WTO.
Before I share my view on Liberias WTO membership, let
me define what are trade and WTO. The Webster dictionary
says: trade is to engage in buying and selling for profit.
Adam Davidson of the NY Times magazine says, Trade is
central to every key economic issue we face. Whether it
is the subject of income inequality, financial stability, the
future of work, it all comes down to a discussion of trade.
In Liberia, trade includes Firestone selling latex to its
Parent, Bridgestone of Japan; Liberia acquiescing to the
World Banks loan with strings attached; or a merchant
using a Letter of Credit from a local bank to import rice/
medical drugs on credit from a foreign country.
WTOis a 142 member governments who try to
sort out trade problems they face with each other
or with companies operating within their countries.
WTO agreementsare essentially contracts, binding
governments to keep their trade policies within agreed
limits. Alternatively, it is a way to settle differences
between governments or between companies and
governments through some neutral procedure based on an
agreed legal foundation.
However, Global Exchange, an international organization,
says otherwise and has published eleven points explaining
why WTO is against the poor. Here are two of the eleven
points: 1) WTO is seeking to privatize or sell essential
public services such as education, health care, energy and
waterradio airwaves or schools 2) many important
decisions get made in a process whereby poor countries
negotiators are not even invited to closed door meetings

Will Liberia benefit according to President Sirleaf? The
heading below, of an article called How big business in

There is as yet no funding commitment to close the 16
Million US dollars gap for this fiscal year. It is imperative
to give new impetus to resource mobilization initiatives in
support of Liberia, as foreseen in the Statement of Mutual
Commitment under the Peace Building Commission," the

WHILE WE WELCOME Mr. Ladsouss observations, we
feel strongly that more needs to be done if Liberia is to
put itself in ready mode when UN peacekeepers leave
Liberia.
ALREADY THERE are fears that UNMILs departure

Several economists such as Mr. Gojko Barjamovic, an expert
in ancient languages and culture at Harvard University
agreed with some of Global Exchanges points, especially
the widening of the gap of income inequality. In their
study, they included economic activities between 1890 B.C.
and 1860 B.C. for one community in the town of Kanesh,
what is now called Iraq. Among the parallels with todays
economic activities, governments did enforce regulations
and reprimanded wrongdoers. Another parallel was a
privileged few gained enormous wealth. However, unlike
today, the wealthy did redistribute a high percentage of
their earnings, which was used to build public educational
system, network of public libraries, public parks, etc., the
economists reported.
The wealthy are not only reluctant to contribute a portion
of their wealth to finance social programs, but have created
a complex monetary system to generate additional wealth.
Or as Adam Davidson of the New York Magazine stated
that the rich has engineered basic architecture of a new
global financial system in which economic calculus, not
military and political power would determine where
money flows
WTO is part of that the economic calculus to shield
and generate more wealth from flawed concessionary
agreements, of course in collaboration with its sisterorganizations (The World Bank and International Monetary
Funds). The economic calculus begins with international
companies providing the money that World Bank uses
to loan to poor countries. Thereafter, the World Bank/
IMF identifies which multinational companies (Mittal
Steel or Bridgestone; parent of Liberian Firestone Rubber
Plantation) will manage natural resources. So, indirectly,
Liberia did borrow from Firestone.
If the adage is true that He who pays the piper calls the
tune, then poor countries are not only indirectly under the
control of the World Bank, but also are under the indirect
control of international companies. WTO, with legal
provisions, comes in to seal the financial relationship after
the money-lending connection between the poor countries
and the World Bank, and big business, by extension. As
a member, investors can now file lawsuits within the
WTO, even if local courts have given a ruling on the same
issue. For example, the three-panel judges can determine
whether amending any of the flawed concessionary
agreements is good for business or not. In view of the get
rich quick mentality, investors will not only fight against
amending the flawed concessionary agreements, but might
file lawsuits at the WTO to coerce countries such as Liberia
to relax its environmental laws or allow Mittal steel to
pollute the rivers in Liberia. That is why a country such as
Liberia was lured into the WTO, even though its exports
are miniscule to pose any challenge to the importation of
goods and services.

enough to deal with potential problems which could

THIS IS WHY IT is important for international and
national stakeholders to leave no stone unturned in
ensuring that Liberias security network has the support
and mechanisms needed to maintain the peace and
stability enjoyed over the past few years.

ou know what; here we go again with a proliferation


of lies against the President. Some are accusing the
President Barack Obama of pointing the finger at her
as one of Africas most corrupt leaders, while others
cannot simply accept the fact that Minister of Agriculture, i.e. Dr...
.Florence Chenoweth, has resigned her Ministerial post because
of personal, health-related issues.
When do we learn that to speak the truth is Godly while
continually telling lies and falsehood have dreadful consequences
for the ungodly!
These two leaders have made immense contributions to this
Land and this Nation. They have built up our national treasures in
Democracy, Diplomacy and in Agricultural projects such as never
seen before since the founding of our Republic.
Yet, we take pleasure in chastising and criticizing them for
only the good that they have done and the sacrifices they have
made. Donor countries are not under any obligation to fund
Liberian-government or Liberian-people projects. They provide
the funding and money only when they can perceive that the
projects are sound and that there is justifiably, good governance
originating from country leadership.
I will make my position avidly clear as a bell, such as I have done
in the past and I will assure you that those lost souls who bear
false-witness against their neighbor shall feel Gods justice.
As for what they believe will be a better day ahead, they need to
stop dreaming and start praying for a future that will ensure that
this nation does not slip again into the decadence that enveloped
it, before the administration of President Ellen Johnson-Sirleaf.
I for one was running during the time of Doe and I dont intend
running away from anyone anymore. I will stand my ground. The
churches should encourage Liberians to grow their own food and
own their very own businesses. Focus on where your talents lie
and work to achieve improvements to your person and self. Stop
passing the buck! Blame no one else but yourself. There has to be
less dependence upon Government and more focus upon what
can I do for myself?
As for James Sirleaf, I have never held a Government job or ever
depended upon any Government for my daily bread. That is why I
am so proud of myself.
The critism remains but what improvements have been rendered
to the greater Public by thepontiffs, scribes and critics who were
around during the decades of decay of rule by previous leaders
of this republic. What is good for Peter must also be what is good
for Paul.
Oh I see, now because the finances flow much better; we find more
than a third and a still growing population from all around the
country have now all immigrated to Monrovia and expect to live
off the work and sweat of families and other working populations.
How many take assignments to work with Concessions and move
back to rural areas? Who encourages these ones who still dont
realize that the money found in the city only comes from the bush.
This is a wakeup call because we have university students
employed as bank managers who cannot write a fitting decent
letter.
Who do we blame for all that? Blame the Government! Yeah right.
This is a wakeup call because the fault is not that of the
Government alone. The fault lies with the People. The Liberian
people, the Liberian churches, the Liberian sports associations,
the Liberian media, Liberian business people, Foreigners doing
business in Liberia, etc., are all very corrupt. I do have some proof.

The greater gravity nevertheless, of all of these problems, may


be attributed to the war and trying times of the Doe and Taylor
governments. This is when the true suffering began. People made
millions while others fought their battles and wars. Children died
and many women became victims of war.
Unfortunately this suffering tide, may not end with Ellens
government.
What was the benefit of an education then, i.e. during the time of
Taylor and Doe? I cant tell you that. But I can tell you that now,
a 12th grade education is worth only the same as a 6th grade
education was back in 1968.
My friends, you know what you need to do? You need get off (you
know what) to make something happen for yourself in your own
life. Expect assistance but dont expect handouts.
I will reiterate my previous views that the revelation of the Gospel
is being revealed in this Country during these times.
Our President has led her people well, through the Red Sea and
over the desert away from Pharaohs forces.
She has held God first and have continued to rely upon his
judgment and his goodness for our and the Countrys salvation.
Albeit and however, you still find the many detractors, whom we
all know and who are desperately trying to succeed. I should not
call names but you and I know them well.
They make comments and criticism, but have no solutions to
offer. They claim that they represent and speak the language of
the people, when they are in fact evil men and women casting a
shadow of a doubt over all that are fair and right.
Beware of Satans angels my friends, because the last days are
already here.
We will continue to stand our ground and fight against Satan and
his forces of evil.
We will continue to hold hands in faith and kneel together in the
time of pestilence and strife forever asking our God for strength
and his forgiveness of our sins.
We will castrate the thoughts of those who preach and condone
evil over and around us and our families.
We will stand firm and protect our leaders at all costs.
The Devil and his henchmen and henchwomen shall never
succeed as we stand in servitude under the mantel of the Lord
of Hosts.
The Lord of Hosts shall strike them down and make them pay for
their wickedness, evil and deception.
The Lord of Hosts shall provide us with his Chariot that will ride
through the darkest channels of hopelessness and into the Glory
of the Lord, our Father.
The rally and the might of the Lord and the most high remain
unchallenged. The faith and beliefs of the faithful are best made
by choice and not through persuasion.

Lagarde has cautioned Liberia
political actors to sidestep
politics and develop the nation
before elections.
Madam Lagarde said if
President Sirleaf and every
aspirant can join hands to
develop the country, the
electorates would have a clear
cut choice when it comes to
who should lead them.
She, however, encouraged
President Sirleaf and the
government to work hard
and deliver all necessary
projects before the 2017
elections arrives, pledging the
IMF support to the Liberian
government.

economic performance and
structure reforms, enhancing

leadership of Dr. Sayeh Liberia
is grateful have received the
large scale support to address
our recent health crisis,
making specific reference to
the disbursement of US$47.8

the shares of Ducor Petroleum
to give third party, MOTC, who
is the financier of the venture,
90% share ownership in the
corporation.
The both parties also agreed to
open an account in the name
of Ducor Petroleum at the
Liberia Bank for development
& Investment for proper
accountability.
The MOU is binding on the
parties hereto and shall extend
to their assigns and successors
in business.
It also revealed that that the
Ducor Petroleum should open
a bank account at LBDI with
3 signatories and any two of
the three signatories can act
on behalf of the corporation to
transact business through its

be changed as he is one of

student laments: I must say
thanks for the removal of Dr.
Bailey because he had poor
relation with the students,
and I plead to the board to also
remove the comptroller. To
me, he is corrupt and failed to
notice that we are struggling
students.

had to repeat her senior
year due to the failure of the
comptroller to accept her
money in the dying minutes.
Sources have hinted FPA that
the removal of the Universitys
President
was
triggered
following a tussle between
him and the Dean of students,
Rev. Roland Clarke.

board has requested that the
dean and the President be
removed from their respective

Secretary-General's
latest
report on the UN Mission in

praised the Liberian people's
ability to overcome the recent
adversity, including civil wars
and the recent Ebola outbreak.
He stressed that now is the
time to focus on the important
work of continuing to build
a unified and reconciled
nation with an accountable
government committed to
addressing corruption.

The UN Peacekeeping chief


added that the United Nations
will continue to support the
people and Government of
Liberia in building a viable and
fully independent nation.
Ladsous also said, "The
decision taken by this Council
to set 30 June 2016 as the
date for the full assumption
of security responsibilities
by national authorities is a
remarkable demonstration of
confidence that the country
has overcome the instability
and dependency of the past,
and is moving steadfastly in the
direction of building a viable,
united and fully independent
nation."
Also speaking to the Security
Council, Liberian Minister of
Justice and Attorney General
Benedict Sannoh said the

"steep"decline in the Liberian


economy due to the Ebota
crisis remains the greatest
challenge to his nation, adding
that "the reverberations of the
economic decline will continue
to impact on all sectors of the
Government, especially the
Justice and security Sector."
He also said, "The Government
is concerned about the slow
pace of funding commitment or
support to the implementation
of the Plan. There is as yet
no funding commitment to
close the 16 Million US dollars
gap for this fiscal year. It is
imperative to give new impetus
to
resource
mobilization
initiatives in support of Liberia,
as foreseen in the Statement of
Mutual Commitment under the
Peace Building Commission."

ELIMINATION OF EBOLA VIRUS TRANSMISSION IN LIBERIA

ollowing 42 days since


the last Ebola virus
disease (Ebola) patient
was discharged from a
Liberian Ebola treatment unit
(ETU), September 3, 2015,
marks the second time in a
4-month period that the World
Health Organization (WHO)
has declared Liberia free of
Ebola virus transmission (1).
The first confirmed Ebola
cases in West Africa were
identified in southeastern
Guinea on March 23, 2014,
and within 1 week, cases were
identified and confirmed in
Liberia (1). Since then, Liberia
has reported 5,036 confirmed
and probable Ebola cases and
4,808 Ebola-related deaths.
The epidemic in Liberia peaked
in late summer and early fall
of 2014, when more than 200
confirmed and probable cases
were reported each week.
With partner support, the
Liberia Ministry of Health
(MoH) directed interventions
that led to a progressive
decline in cases (26).
Beginning on December 29,
2014, a cluster of 21 cases
(with 745 associated contacts)
was identified in the St. Paul
River Bridge community of
Monrovia, and the last case
associated with this cluster
was in a patient admitted to
an ETU on February 18, 2015.
This chain of transmission
was
controlled
through
community engagement, early
identification and triage of
cases, and effective contact
monitoring (3). Approximately
4 weeks later, on March 20, a

single patient with Ebola was


reported; this patient who
possibly acquired the virus
through sexual contact (7).
This patient died and was
buried on March 28. Forty
two days later, on May 9, WHO
declared Liberia free of Ebola
virus transmission (1).
After
this
declaration,
Liberia maintained WHOrecommended
heightened
surveillance for Ebola (8) by
implementing
communitybased surveillance initiatives
developed
during
the
course of the outbreak and
recommending postmortem

Ebola testing for all reported


deaths.
In
addition
to
emphasizing
surveillance,
other
Ebola
prevention
activities included continuing
to recommend safe burial of
all dead bodies, establishment
of a semen testing program
for male Ebola survivors,
and continued training and
supervision of health care
workers on Ebola infection
prevention
and
control
measures.
On June 29, approximately
50 days after WHO declared
Liberia free of Ebola virus
transmission, an Ebola case

the

malaria prevention and control
interventions through all
sectors in Liberia for sustained
universal impact.
To
enhance
field
implementation
of
the
program activities across the
country, Plan International has
turned over eighty eight brand
new motor bikes to its partners
involved in the program.
The partners include Christian
Health Association of Liberia
who received 36 bikes, Child
Fund Liberia with 21 bikes and
Consortium of Health NGOs of
Liberia having 31 bikes.
"These bikes will enhance the
program implementation and
reduce the transportation

containment of this last cluster.
First,

and partner coordination
were maintained through
the existing MoH Incident
Management
System
(4),
which operated out of

Bridge cluster investigation
(3). Health care worker
surveillance and infection
prevention
and
control
strategies were implemented
to
prevent
nosocomial
transmission (6). Increased
Ebola
laboratory
testing
capacity, also developed over
the course of the previous
year, allowed for rapid
testing
and
confirmation
of cases. Throughout these
efforts, ongoing community
engagement was critical in
building trust and cooperation
within the affected community.
The rapid identification and
control of this most recent
Ebola cluster highlight the

important achievements MoH


has made in enhancing its
public health response capacity.
In addition, the occurrence
of this cluster underscores
the need for continued
vigilance,
postmortem
testing, and adherence to
WHO recommendations for
heightened
post-outbreak
surveillance. Other public
health activities are underway
to strengthen surveillance, not
just for Ebola but also for other
diseases identified by MoH
for inclusion in their revised
integrated disease surveillance
and
response
(IDSR)
framework (9). Trainings are
underway for county-level
implementation of Liberia's
revised IDSR framework. Work
continues to improve public
health laboratory capacity. In
addition, a Field Epidemiology
Training Program has been
started in Liberia to increase
public
health
workforce
capacity at the national and
local levels (10).
During
the
20142015
Ebola
outbreak,
general
health systems and public
health capacity in Liberia
were adversely impacted.
As Liberia transitions again
from an emergency public
health response to a phase
of continued vigilance, many
of the practices that have
been put into place will, in
addition to ensuring continued
heightened surveillance for
Ebola, facilitate the overall
rebuilding of the country's
public health infrastructure.

2. The Ministry of Foreign Affairs now invites interested applicants to submit sealed bids for the performance of said works (Renovation of the
Liberian Chancery in Freetown, Sierra Leone). Bidding will be conducted through National Competitive Bidding (NCB) Procedures as specified in
the Amended and Restated Public Procurement and Concession Act (PPC Act), and is opened to all eligible and qualified bidders. These applicable

Coordinates the activities of various departments for the smooth operations of the Institute;
TECHNICAL DUTIES

EDUCATIONAL QUALIFICATION

The successful candidate must possess a Masters Degree in Education Administration, Public Administration,

Ph.D. in related fields is an added advantage.
WORK EXPERIENCES

The candidate must have at least 5 years experience working in or supporting Government in developing and
implementing a capacity development program. Managing school, classroom and work as part-time or full-time

LIBERIA: STAYING TRUE TO


THE CULTURE SPIRIT

hen a visiting
culture
minister
from
the
West African country of
Liberia recently tried to
defend his governments
controversial sale of the
Kendeja national cultural
shrine during a cultural
event in Minnesota, many
in the audience scorned and
booed him for his apparent
lack of culture sensitivity
and also for trying to take his
governments propaganda
as far as the United States.
Spectators didnt stop therethey crowned it all with
demands
that
assistant
MICAT minister Andrew
Tehmeh
should
excuse
the
stage
immediately
so the show could go on.
Thats because, many view
the governments sale of
the cultural shrine as an
affront to the survival of the
countrys rich cultural life.
Tehmeh was in Minnesota
briefly during the week
of August 15, when the
Liberian National Cultural
Ambassadors (LNCA) of the
US hosted its annual festival
at the Concordia College,
Roseville, Minnesota. He
had joined a friend to go
and watch the cultural
festival and in the process
the groups officials decided,
out of respect and courtesy,
to recognize and announce
his presence, being a culture
official from the homeland.
Earlier, Tehmeh was greeted
by spectators in a more
dignified manner amid warm
applauses as he walked up
the stage to make remarks.
But instead behaving like a
diplomat by acknowledging
the fine cultural ties between
both Liberia and the US,
plus tremendous efforts by
Liberian-US based cultural
groups like the LNCA to bridge
culture gaps between the
two nations, Tehmeh bolted
straight into defending the
GOLs give away of the shrine
to a foreign businessman.
The cultural center was
not sold to Bob Johnson

its space was given up to


Bob Johnson, and it [cultural
center] was relocated to
Bens [Boys] Town on
Marshall Highway, Tehmeh,
maintained, moments after
the MC. Jallah Kromah
handed him the microphone.
He was reacting to an earlier
statement by LNCAs artistic
director, Francis Nimely
Vinney Napla who said the
GOL sold Kendeja to Bob
Johnson, adding, We have no
National Troupe right now;
everything died.
Kendeja
Culture
Center
was established in the early
1960s through the efforts
of some of the countrys
outstanding indigenous sons
and daughters who felt it was
necessary to nurture young
peoples talent and showcase
Liberias
rich
cultural
heritage through performing
arts. It remained home to the
Liberian National Cultural
Troupe (LNCT) till 2008
when the RLJ & Companies
demolished the shrine to
build a hotel resort there.
The sale eventually led to
the subsequent eviction of
remnants of the National
Troupe, thereby causing the
dissolution of the group itself.
Kendeja and the National
Dance Troupe had survived
for over 60 years under past
administrations. The group
was well respected at home
and abroad. Over the years,
it helped build a positive
national culture conscience
and
attitudes
among
Liberians. The troupe also
served as a national pride
and did bring home countless
trophies won from festivals
staged abroad.
To avoid a public backlash the
main dealer, Pres. Ellen Sirleaf
promised to relocate the
group to a place called Boys
Town, near the Camp Shefflin
Military Barracks. But so far
theres no evidence that such
thing will ever happen. In
fact, the status of the Kendeja
Land contract between the
RLJ & Companies owned
by US billionaire Robert
Johnson and the Government

of Liberia isnt really clear.


And even nearly eight years
since the hasty controversial
deal the GOL is yet to provide
details of the agreement to
allay public suspicion that
funding from the deal would
go into private pockets rather
than benefit the public.
Notwithstanding, the MICAT
which serves as the GOL
mouthpiece managed to
somehow provide the general
public with the following
explanations
regarding
the contract status through
media relations. That the
RLJ & Companies owner of
Kendeja Hotel Resort will pay
an annual fees of $800.000
USD to the government of
Liberia for a period of 50
years, beginning the year
2008. That means the first
contract is expected to end
2057, with a possibility
for renewal just like the
case with Liberia and the
Firestone Rubber Plantation
Company in Margibi.
Personally, its not so much
for Tehmehs attempt to
defend an anti-culture regime
so desperate for cash as
cited by its leaders during the
Kendeja land negotiation that
had me annoyed the night
of the cultural festival. For
after all, the deputy minister
was simply trying to do the
job the GOL hired him to do;
that is to defend even if the

matter proves impossible


to defend. An example is the
illegal sale of the national
cultural shrine for no clear
reason other than excessive
greed for money and Pres.
Sirleafs apparent dislike and
misconception about certain
local cultural practices.
What actually got me
perplexed instead, is the
fact that a Liberian cultural
dignitary could go to such an
important national cultural
event (in a far away country),
wearing a dark jeans with
a lime-green T-shirt as
if the occasion was just
another summer barbeque
in Brooklyn Park, Minnesota
or elsewhere. Tehmehs
attitude proved awful and
was considered a national
disgrace to the homeland,
Liberia, especially in the eyes
of many Liberians and none
Liberian spectators.
A
young
man
from
the
African
immigrant
Minnesota
community
described Tehmehs outfit
as inappropriate and said
it didnt give him Tehmeh
a good portrayal as culture
minister. He didnt want to be
named by writer.
Honestly, in all of my 29
years working as journalist
(photographer, political and
culture writer), Ive never
seen a national culture figure
from any of the countries of

Africa and beyond walked in


Tehmehs shoes, for example
by attending a national
cultural festival in a place
such as the United States in
outfits that resemble those
worn by people heading to
the cinema or a barbeque
party. Of course, under no
condition that one will ever
see a Senegalese, Guinean,
Nigerian, Ghanaian, Sierra
Leonean or a Malian culture
official grace similar event
with a Tehmeh outlook
whether in his community at
home or abroad.
If one were to witness similar
occasion from any of the
above named countries, I am
sure the culture official that
would grace the program
wouldnt
need
much
introduction either beyond
what his or her attire would
provide. For culture as a
whole is normally treated in
other African countries with
a sense of national pride
that is very essential to the
survival of people in those
places.
As proof for such cultural
beliefs, historic photographs
taken
from
worldwide
cultural
festivals
show
foreign culture officials neatly
dressed in Senegalese-Malian
styled garments posing with
members of the LNCT. And
nowhere in the world have
I seen officials other than
some from Liberia, sporting
outfits that were inconsistent
with cultural spirit especially
during a festival.
But again, what else can one
say concerning the Tehmeh
attitude except to admit
openly that his behavior
is quite unique to Liberia,
the only nation on a Black
Continent still struggling
with identity crisis in the
year 2015, a cultural mishap
that can clearly be traced to
outside cultural influence
or be attributed to the coming
of freed Black former US
Slaves to the land that would
later become known as
Liberia. Perhaps, Liberia is
the only place on earth where
Natives or some Liberians
prefer to dress, speak and
act like Westerners rather
than carve their own national
identity.

Frankly speaking, who, on


the other hand, dares blame
Tehmeh for his inability
to live up to the spirit that
goes with being a national
culture figure in a place such
as Liberia? For after all, is it
not the current Sirleaf regime
that has declared war against
national cultural heritage
in such unbefitting fashion
never before witnessed in
Liberia rather than wage war
on corruption? In the first
place who sold Kendeja shrine
and caused the dissolution of
the LNCT because of need
for desperate cash and also
used illegal encroachment
(allegedly by locals) as
excuse to pawn a national
shrine if not the same Sirleaf
government?
Besides, is it not the Pres.
Sirleaf who few years back
personally undertook a
national campaign not only
aim to shut down but to
also smear the image of an
honored institution, the
century-old Sande College of
Liberia known for molding
a large segment of Liberian
women
into
becoming
wonderful housewives and
outstanding national leaders?
Yet after doing all these, plus
many more, isnt it an irony
that the same Pres. Sirleaf
would come out with the
so-called Wear Your Pride
campaign that requires all
government employees to
wear, at least once a week
preferably Friday, clothing
made in Liberia from
Liberian products under
Liberianization program?
So on what grounds in fact
can anyone even blame a
Tehmeh or say, hold him
accountable for his recent
poor cultural appearance at
the LNCA-Minnesota cultural
festival which claimed some
attention within culture
circles when head of state
Ellen Sirleaf herself goes on
committing cultural blunders
every now and then with
no clear national cultural
objectives in place up to the
point of this writing?
Theres certainly no ground
indeed! But for Gods sake,
and for the sake of tradition
and promoting Liberias good
image let Andrew Tehmeh
do himself and Liberia a
simple favor the next time
he travels abroad-he should
make sure to take along a
modest Liberian type Vai
shirt that he could wear to
save his country of shame in
case he comes across similar
important cultural event like
the one held in Roseville,
Minn.

3 year-old boy, is
among 100 Ebola
orphans
that
benefited from food and
non-items distributed by
Plan International Liberia in
Montserrado County, Liberia.
It is being a year since little
Salomon, a resident of Siafa
Town was diagnosed of Ebola
at the Island Clinic Ebola
Treatment Unit (ETU) in
Monrovia. Salomon's mother
died from Ebola and he was
discharged a month later.
Though
little
Salomon
survived the scar of Ebola
remains.
Salomon
was
not born blind. He met his
blindness
unfortunately
when he and his mother were
seeking treatment at the ETU.
Since then, Salomon has
developed partial blindness
that has affected his two eyes
leaving him to severe medical
complications.
Moreover,
he has suffered stigma from
community people and from
his father as he was unable to
render domestic support.
With a little help from Plan
International's
recovery
project, Salomon's has now
been placed in a foster care
arrangement. Foster families
live with the children and
provide a safe place for them
to be cared for.
Foster parents act as parents
to the children while he or
she is living with them.
The project has identified

Operations
Herv Ladsous said, as he
presented the latest report
on the UN Mission in Liberia
(UNMIL).
Several months ago, the
Liberian
Government
launched a deconcentration
programme,
which
Mr.
Ladsous
described
as
a critical first step in

decentralizing State reach


so that local officials are
empowered and citizens
throughout the country are
able to benefit from the most
basic of services.
In addition, in August,
President Ellen JohnsonSirleaf transmitted to the
Legislature 25 proposed
amendments
emerging
from a constitutional review
process, along with her
recommendations.

The President categorically


rejected, and suggested
that
Liberias
elected
representatives
should
also reject, exclusionary
provisions such as declaring
Liberia a Christian nation
or
requiring
African
ancestry for citizenship,
Mr. Ladsous noted. The
recommendations
also
included proposed changes
that the President supported,
such as shorter terms for

public order is reportedly
still a source of concern.
This was echoed by Liberias
Minister of Justice and
Attorney General, Benedict F.
Sannoh.
The [UN] Secretary General
has expressed concern about
the recent surge in violent
public disturbances and has
linked this to deficiencies
in the response capacity of
the national police, public
discontent, alienation and
slow pace of reconciliation,
the Minister stated. However,
the violence alluded to are
isolated incidents which
relate to motorcyclists, and
few concession areas. They
need to be taken in context.

UNMIL has been reduced

will be fully responsible for
security as of 30 June 2016.

important for UNMIL to
retain the capacity to provide
support for some months
after the conclusion of the
security transition to test
the capability of Liberian
security personnel to protect
civilians and respond to
security incidents, in order to
mitigate any risk of reversal.
The Under-Secretary-General
also drew the Councils
attention to the deployment
on Monday of Farid Zarif,
the Secretary-Generals new
Special Representative for
Liberia. He is succeeding
Karin
Landgren,
who
completed her assignment
last July.

PRESIDENT SIRLEAF EXTOLS IMF


MANAGING DIRECTOR LAGARD; SAYS
HER VISIT IS A SHOW OF SOLIDARITY

resident Ellen Johnson Sirleaf says the visit of the
Managing Director of the International Monetary Fund
(IMF), Madam Christine Lagarde and delegation to
Liberia is a show of solidarity with Liberians. Your visit
brings to us a show of solidarity; solidarity with the Liberian
people, she said.
According to an Executive Mansion release, she made the
statement at a State Dinner in honor of the IMF Managing Director
at the Ministry of Foreign Affairs C. Cecil Dennis Auditorium on
Thursday, September 10, 2015.
Making special remarks, the Liberian President expressed thanks
to the IMF, especially its Managing Director, for the immense
support demonstrated during the countrys fight against the
deadly Ebola virus disease which took away many lives and
postponed development initiatives.
She noted that in Liberias progression over the many years of
reconstruction, the IMF has been an amicable partner in many
aspects and indicated that Madam Lagards visit to Liberia will
give her a greater understanding of the countrys post-Ebola
recovery efforts.
Speaking earlier, Finance and Development Planning Minister
Amara Konneh, in his welcome remarks, lauded the IMF Managing
Director for the support and pointed out that her visit is aimed at
seeking greater understanding of Liberia's post-Ebola recovery
efforts following various interventions by the Government of
Liberia with support from the IMF and development partners,
adding, We look forward to our continued partnership with
you, Ms Lagarde and your team, to ensure that Liberias success
is history that the IMF can boast of as one of its greatest
accomplishments, Minister said.
Responding, Madam Lagarde praised President Sirleaf for her
extraordinary leadership role and fortitude during the fight
against the deadly Ebola virus disease in Liberia as well as
setting standards for womens leadership, noting, You have set
standards for many of us women.
The IMF Managing Director noted that members of the
international community began to take the Ebola virus outbreak
seriously when Presidents Ellen Johnson Sirleaf of Liberia,
Alpha Conteh of Guinea, Ernest Bai Koroma of Sierra Leone, and
the United States of America requested that the IMF and other
partners grant the three worse affected countries debt waiver
because of the Ebola virus outbreak which affected their various
economies.
Madam Lagarde then commended the people of Liberia for their
resolve in standing up during the fight against the deadly Ebola
virus disease outbreak which killed over 4,000 people in the
country.
She stated further that the IMF is standing by to assist Liberia and
its neighbors (Guinea, and Sierra Leone) and was quick to add
that the IMF was ready and standing by to assist Liberia diversify
the exploration of its mineral resources so as to avoid relying
on one particular mineral resource which might not be able to
provide sufficient jobs for the nations four million people.
By this, she said, the IMF would help Liberia focus its attention
on the infrastructure and agricultural sectors for the sake of
providing more jobs for the people; while some of its mineral
resources like iron ore, gold, diamond and others would be
reserved.

IMF SAYS IT'S COMMITTED TO BACKING


LIBERIAS RECOVERY FROM EBOLA

DAKAR (Reuters) nternational Monetary Fund (IMF) Managing Director


Christine Lagarde said on Thursday the Fund was committed
to supporting Liberia's economy as it recovers from the
Ebola epidemic.
Speaking after talks with President Ellen Johnson Sirleaf, Lagarde
praised Liberia for its hard work in battling the deadly virus.
It became the first of the three West African countries ravaged by
the worst Ebola outbreak on record to declare itself free of the
disease.

Over 11,000 people have died in West Africa since the epidemic
erupted more than 18 months ago. Liberia has been hardest hit,
with over 4,800 deaths.
The IMF provided around $130 million in new financing and debt
relief for Liberia during the crisis, Lagarde noted.
Stay the course in the direction of improving the economy of
Liberia," she told a news conference. "You have the road map, you
have a plan and we want to cooperate."
Low commodity prices are hitting Liberia's export revenues.
That makes your massive effort of conducting democracy and
growth in a post-conflict, post-epidemiological environment even
much difficult, Lagarde said.
Liberia was declared free of the Ebola virus for a second time on
Sept. 3, entering a 90-day period of heightened surveillance.
The country was declared Ebola-free in May but more cases
appeared in late June, probably via transmission from sexual
contact as the virus can survive in semen well beyond the usual
21-day incubation period.

SIRLEAF MEETS WITH INDIAN PRIME MINISTERS

SPECIAL ENVOY, H.E. SIDDESHWARA

Monrovia
resident Ellen Johnson Sirleaf has received in audience
a Special Envoy of the Prime Minister of India, His
Excellency G. M. Siddeshwara; who is also the Minister of
State, Heavy Industries and Public Enterprises of India.
According to an Executive Mansion release, the Liberian leader
met with him during a courtesy call at her temporary office at the
Ministry of Foreign Affairs on Friday, September 11, 2015.
In his remarks, Minister Siddeshwara informed President Sirleaf
that he was in the country to deliver a special message from
Prime Minister Narenda Modi on Liberia-India relations and to
also deliver a Special Invitation for the Liberian leader to attend
the 3rd India-Africa Forum Summit to be held in New Delhi, India
on October 29, 2015.
The India-Africa Forum Summit serves as a platform to deliberate
on the latest developments in India-Africa Cooperation and chart
out the future course of common efforts to enhance South-South
Cooperation.
The 1st India-Africa Forum Summit was held in New Delhi in
2008; while the 2nd Summit took place in Addis Ababa, Ethiopia
in 2011. The 3rd India-Africa Forum Summit will be preceded by
a meeting of Foreign Ministers of Africa and India as well as the
preparatory meeting of senior officials of Africa and India.
The Special Envoy expressed delight about his visit to Liberia
and thanked President Sirleaf for Liberias cooperation and
collaboration with India. He extolled the excellent relations
between the two countries spanning several decades now. He also
expressed satisfaction that the Liberian President as a winner of
the Nobel Peace Prize in 2011 also received the Indira Gandhi
Prize from India.
Minister Siddeshwara acknowledged the presence of a large India
community in Liberia, helping to expand economic relations. He
noted that Prime Minister Modi was excited to meet the Liberia
leader in India pointing out that a bilateral meeting will take place
on the margins of the summit to cement and consolidate IndiaLiberia relations.
For her part, President Sirleaf thanked the Envoy for the visit
and the Special Message from Indian Prime Minister Modi. She

indicated that the program was designed to particularly recognize
the incredible and outstanding leadership role played by the both
President Sirleaf and VP Boakai in the fight against the deadly Ebola
virus in Liberia and the sub region, adding, Thank you for your
leadership. Liberias story will not be told without you, she said.
Minister Cassell, on behalf of the women of Liberia said, President
Sirleaf and Vice President Boakai stood firm and took charge of the
situation when it was predicted by the World Health Organization
(WHO) that 20,000 persons would die every week due to the
aggressiveness of the Ebola virus.
She said, it was then that the Liberian leader rejected their
prediction and took affirmative action through her leadership to
remedy the situation that led to the country being declared Ebola
free on Saturday, May 9, 2015 with an official program held on
Monday, May 11, 2015 at the Centennial Memorial Pavilion in
Monrovia.
Presenting the honor on behalf of the Women of Liberia, Madam
Ruth G. Caesar praised President Sirleaf and V.P. Boakai for their
strong courage and outstanding leadership in the fight against the
deadly Ebola virus disease in Liberia, adding, You never wavered,
you stood firm and showed leadership, She indicated.
Earlier, in welcome remarks, Paynesville City Mayor Cyvette Gibson
thanked President Sirleaf and Vice President Boakai for their
incredible leadership in the fight of the deadly Ebola virus disease
in Liberia and continue to lead with distinction, noting, It was your
leadership and that of Vice President that educated us, especially in
our communities on how to eradicate the virus.
She recounted the critical and sacrificial role played by the Women
of Liberia at various stages of the epidemic, adding, It was the
women of Liberia who pull out the buckets, it was the women of
Liberia who enforced hands watching, she said.
In response, President Sirleaf said, the heroes are many. The
Vice President and I are just a fraction of the heroes our country
experienced, she said.
The Liberian Chief Executive recalled the difficult days when the
enemy Ebola struck Liberia not knowing what to do, adding,
We went around, went to ELWA, the heroes were there; went to
Redemption, the heroes were there; went to Kakata hospital, the
heroes were there; Buchanan, Ganta, Voinjama, Tubmanburg,
Gbarnga, they were there. Everywhere we went, the fear was there.
No doubt, the running away was there, no doubt; but there were
the brave men and women who stood there, sometimes without the
right apparatus to protect themselves; but they went to administer
to the dying and the sick, she said.
She expressed thanks to the women for the honor including the
churches and all religious bodies for the support in the fight against
Ebola. She pointed out that if there is anything we can do in memory
of the strength and resilience is to keep repeating the words of the
song, Im proud to be a Liberian, and I dont care what anybody say.
Thats how we overcame Ebola, President Sirleaf told the women.

COMMUNITY QUICK-IMPACT " PROJECT


TO KICK OFF -$362,500 AWARDED

Monrovia check of $362,500 funded through the Ebola Multi


Partners Trust Fund (MPTF) has been awarded to
Mother Patten College by UNDP, to implement the
Community Quick Impact Project (C-QIP), initially
managed by the United Nations Mission for Ebola Emergency
Response (UNMEER) within the framework of its Ebola Response
Quick Impact Projects (ERQIPs).
This project is expected to benefit up to 70 Community Based
Organizations (CBOs) in Montseraddo County who will receive
micro-grants of up to $5,000 based on vetted but simple proposals
that will support small-scale, low-cost community empowerment
projects.
As part of its community-focused recovery effort, UNDP has
forged partnership with the Mother Pattern College of Health
Sciences to support grass root community based organizations
to enhance surveillance, community awareness and prevention
activities to ensure Liberia stays at zero, while at the same time
building resilience and enhancing recovery.
A very strong community participation component in the
identification, design, and implementation and monitoring
is a key hallmark of this initiative. The initiative will focus on
four thematic areas including strengthening the capacity of the
communities to prepare and respond to the outbreak of Ebola
and other diseases; improving access to WASH facilities in
communities; strengthening the capacities of the CBOs to design,
implement and report on preventive interventions. They will
also work with school clubs for the establishment of various
mechanisms in the fight against Ebola among others.
The C-QIP project seeks to support local Liberian community
based organizations (CBOs) from Montserrado County that
are assisting people who have been affected by Ebola. The key
focus is to preserve stability for the gains made and to promote
multifaceted preparedness, including a transition to recovery,
staying at or going beyond EVD.

country's troops as prisoners, and blamed his own
commanders for being "asleep" in allowing a recent

and six were missing following the Sept. 1 attack. The militant
group al-Shabab has said it killed 50 Ugandan soldiers at the
base in Janale, 65 kilometers (40 miles) southwest of the
Somali capital Mogadishu.
"It was the mistake of our own soldiers," Museveni told a small
group of reporters in Tokyo, where he was wrapping up a visit
to discuss Uganda-Japan ties. "Our commanders were asleep,
not alert. And we have suspended those commanders. They
will face a court marital."

UNITED NATIONS (Reuters) he United Nations on Friday said it has received a fresh
allegation of sexual misconduct by a peacekeeper
stationed in the Central African Republic.
The U.N. force there, MINUSCA, has been dogged
by accusations of misconduct. Its head, Babacar Gaye, was
dismissed from his post last month amid a series of allegations
of sexual abuse and excessive use of force by peacekeepers.
The United Nations received a new charge on Wednesday.
"According to the information collected so far, a MINUSCA soldier
was engaged in a sexual relationship with a young woman who
is now pregnant," a U.N. peacekeeping spokeswoman said,
adding that it is a violation of MINUSCAs non-fraternization
policy.
"MINUSCA is looking into this new allegation and collecting
information to confirm the age of the alleged victim as above
18," she added. "The member state is being notified."

89 PEOPLE KILLED IN EXPLOSIONS

t least 89 people were killed at a restaurant in central
India on Saturday when a cooking gas cylinder
exploded and triggered a second blast of mine
detonators stored illegally nearby, police said.
The restaurant, located next to the main bus station in the town
of Petlawad in Madhya Pradesh state, was crowded with people
having breakfast when the blasts occurred.
The building where the restaurant was located and an adjacent
building were destroyed in the explosions, and motorbikes
outside the restaurant were flattened, said Mewa Lal Gond,
a police inspector in the mining district of Jhabua, where
Petlawad is located.
Rescue workers extricated 89 bodies from under a huge heap
of rubble, Gond said.

The UNHCR has been warning
that conditions for these
refugees, many of whom live in
camps, will keep deteriorating
without more international

Sherif Elsayed-Ali, deputy

Amnesty International, says

warning that these countries
could not absorb the crisis
without it reaching a tipping
point.
This was entirely predictable
and many people warned that
this would become a crisis if
the EU and the international
community more generally
didn't act, Elsayed-Ali said in
an interview with Yahoo News.
But they did very little, with
a few notable exceptions like
Germany and Sweden.
The nearly two million
Syrian refugees in Turkey
do not necessarily see it as a
permanent home because they
do not have the right to work.
Furthermore, as The Guardian

reported, Turkey's Justice and


Development Party (AKP),
which is viewed as sympathetic
to the refugees' plight, suffered
recent setbacks at the polls.
This has made many Syrians
uneasy about their future in
the country.
"More and more Syrians are
losing hope. Thousands have
tried to reach Europe by taking
often deadly land or sea routes
after paying their life savings
to smugglers, a UNHCR
statement reads. Many have
not made it. Those who do,
face rising hostility as refugees
are conflated with security
concerns in a climate of rising
panic.
So far this year, more than
300,000
refugees
and
migrants have sailed across
the Mediterranean Sea: nearly
200,000 landing in Greece and
110,000 in Italy, according
to UNHCR. This is a drastic
increase over the 219,000
people who crossed the
Mediterranean for the whole
of last year.
Late last month, UNHCR
spokesperson Melissa Fleming
said 2,500 refugees and
migrants have died trying to
make the journey this year. For
all of last year, 3,500 people
died or were reported missing.

persecuted for reasons of
race, religion, nationality,
membership of a particular
social group or political
opinion, is outside the country
of his nationality, and is unable
to, or owing to such fear, is
unwilling to avail himself of the
protection of that country."

In other words, a refugee
is fleeing armed conflict
or persecution and would
face
potentially
deadly
consequences
if
denied
asylum.
The 1951 Refugee Convention
also
guarantees
certain
rightsthat states must afford
refugees: chief among them
the right not to be expelled or
returned to situations where
their lives would be under
threat.
