Subject: Approval of Safety Belt/Full Body Harness for use in mines.
Sir,
The issue of according specific approval for the safety belt/full body harness to be used in
mines was recently examined by this Directorate.
After careful considerations on the matter, this is to inform that for using safety belts/full
body harness in mines, the standards as stipulated vide Indian Standard No. IS:3521:1999
shall be considered as approved by the Chief Inspector of Mines by a general order as
provided under Regulation 181(3) of the Coal Mines regulations, 1957 and Regulation
73(1) of the Oil Mines regulations, 1984.
This circular is being issued in continuation of the earlier issued DGMS (Approval) Circular
No. 6 of 11/5/2007.

Subject: Approval of all types of lights, lighting fixtures and system including lights on board
mobile machinery in HEMMs, Machinery and Plants, indicators or signal lights to be used
in mines both on surface and belowground including oil and gas mines/fields.
Sir,
The issue of according specific approval for all types of lights, lighting fixtures and system
including lights on board mobile machinery in HEMMs, Machinery and Plants, indicators or signal
lights to be used in mines both on surface and belowground including oil and gas mines/fields, in
accordance with Gazette Notification No. 31 dated New Delhi, January 25th, 2009, published in Part
- II, Section 3, sub-section (i) vide GSR 9, was recently examined by this Directorate.
After careful considerations on the matter, it has been decided to supersede the above referred
Gazette Notification by the following.
In exercise of the power conferred on the Chief Inspector of Mines also designated as
Director General of Mines safety under sub regulation (3) of Regulation of 181 of the
Coal Mines Regulation 1957, as well as sub- regulation (2) of regulation 75 of the Oil
Mines Regulations 1984, and in supersession of the earlier Gazette Notification No. 31
dated New Delhi, January 25th, 2009, published in Part - II, Section 3, sub-section (i)
vide GSR 9, I hereby require that all types of lightings, lighting fixtures and system,
indicators or signal lights to be used in mines belowground and oil and gas
mines/fields will be of such type, standard and make as approved by me by a General
or special order in writing.
It is therefore, requested that all actions arising out of the new Gazette Notification as mentioned
above be taken by all the Coal and Oil/Gas Mining Companies for strict implementation.
