Section II: School Library Media Center Philosophy/ Mission Statement
Locate your media centers educational philosophy/ purpose or mission statement and copy/paste
it into this section. In a paragraph below, analyze and critique the statement in terms of the
following: (1) purpose of the media center, (2) the need to provide access to information, (3) the
need to provide a climate conducive to learning, (4) proactive connection of the school media
program to the local learning community and beyond. Questions to consider:
Does the philosophy/ mission statement address the items listed above?
If so, how thoroughly are these items addressed? Would you add to these ideas?
If not, how would you modify the statement to address these items?
NOTE: If your media center does not have an educational philosophy/ purpose or mission
statement, use this section to write a new one which includes the numerical items listed above.
You may locate and adapt an existing philosophy/ mission statement from another school, but
make sure you list your source (this will be included in the reference section at the end of the
plan).
Section III: School Library Media Center Services Overview
Locate the following pieces of information regarding your media center. Under each item,
analyze and critique the policies or pieces of information in terms of the following: (1)
addressing the needs of the 21st century library and its learners, (2) addressing BYOT or BYOD
(bring your own technology/ device), (3) Web 2.0 technologies, (4) e-books and (5) creative
commons. Not all of these may apply to every policy listed below. However, for each section,
consider how thoroughly items listed are addressed and in your response, explain how you would
modify the policies to address those missing items:
Circulation Policy: How does it consider different grade levels, staff and parents? How
does it describe privileges, responsibilities, and consequences? You can include all
policies that regard print, ebooks and computers.
Scheduling: Hours of operation, flexible/open access or fixed access?
Services: List of programming and services for students, teachers, staff and parents.
Specifically addresses services for diverse patrons (including disabilities).
Ethics and Legal Principles: Services offered in support of intellectual property rights
(copyright and creative commons), ethical information use, intellectual freedom, and
patron confidentiality (privacy). Includes at least one annual procedure for reminding
teachers of their copyright responsibilities. Addresses ethical information behavior
expected of students. Includes links to online resources on these topics.
NOTE: If your media center does not have one or more of the policies listed above, use this
section to write a new one which includes the all of the items discussed for that policy. You may
locate and adapt an existing policy from another school, but make sure you list your source (this
will be included in the reference section at the end of the plan).
Section IV: School Library Media Center Facilities
In this section, describe the facility as it is now. Include the following in your description:

In this section, name the current sources of funds and state any formulas that apply (such as
dollar amount per FTE). Include any fundraising efforts such as book fairs or local supplements,
as well as potential sources of revenue. In a paragraph below, evaluate the adequacy of funding
for the program based on current needs.
Section VI: Survey Stakeholders
In this section, use an online survey tool such as SurveyMonkey, Google Forms or Poll Daddy to
conduct a survey of one group in your school community (administration and teachers, students
or parents) to assess their wants and needs in relation to the school library media program.
Include the survey link as well as a summary and your interpretation of the results.
Section VII: Planning for the Future
Part A: Long-Range Goals
Based on the information you collected and analyzed in previous sections, design 3 long-range
goals for improvement, written to be accomplished over a 5-year span. Give a short rationale for
each goal, referencing Empowering Learners and other course readings. Overall, your goals
should align resources, services, and information literacy standards with the schools goals,
objectives and student achievement. Goals should demonstrate a proactive rather than passive
goal and should be based on collaboration with teachers and administrators. They should address
specific needs of the library media program such as collection development and maintenance.
Part B: Short-Term Objectives
In order to meet the long range goals, list short-term objectives that should be met in the
following year. Short-term objectives must relate logically to the long-range goals. If the
relationship is not obvious, provide an explanation of the relationships. These short-term
objectives have measurable outcomes.
NOTE: Long-range goals are the destination, while short-term objectives are the markers you
must meet in order to reach that destination.
Part C: Evaluation
Describe what data you would collect in order to know short-term objectives are met. Clearly
map objectives to evaluation strategies. Name who is responsible for the evaluation strategy.
Explain when the evaluation strategy will be implemented (beginning of year, mid-year,
continually etc).
