Thereisincreasingconcernaboutdecreasesinwaterandairquality,
soilerosionandtheavailabilityofwaterinlessdevelopedcountries.
Governmentagencies,environmentalgroups,andbusinessesare
addressingtheseissuesinavarietyofways,suchasincreased
foreigninvestment,helpindesigningenvironmentallawsandthe
provisionoftechnicalassistance.

UnitedStatesfederalenvironmentalpoliciesoverthelasttwo
decadeshavemetwithconsiderablesuccessincleaningupthelocal
environment.Yet,thereisagreatdealofdebateaboutwhetherthese
policieshavebeenworththecost.Intermsofeconomicbenefitsand
costs,thenumberssuggestbenefitsexceedcostsforfederalpolicies
regulatingairpollution,butfallshortofthecostsforpolicies
regulatingwaterpollution,withoverallbenefitsandcostsofpast
environmentalprogramsbeingcomparable.8Futureenvironmental
regulationsaremuchlesslikelytopassnarrowbenefit/costteststhat
arebasedontherisksreduced.Thereasonisthatwehavealready
implementedmostoftherelativelyeasyfixesforcleaningupthe
environment.
