GUIDELINE TO PREPARE FIRE SAFETY REPORT


For your ready reference we would like to indicate the broad guidelines that would be
helpful in facilitating the SES Simulation process from your side. Please note that the list
is only guideline and not limited to the following:

Please note a preliminary submission for the East-West Metro SES report should at
least include:

Method Statements of computer simulations

Description of Tunnel networks

Description of Normal Runs, Emergency Runs, Emergency run with fan failure,
Congested Runs and Emergency Induced Congested Runs.

The methodology for the use of SES should at least include:


Normal Operation relative to the evaluation of:

Air velocities in public areas including station concourse, platforms, stairs,


escalators and entrances;

Air velocities at discharge from blast (draught) relief shafts to atmosphere;

Temperature in public areas;

Ventilation air exchange to meet the physiological needs of the Passengers in


public areas.

Conditions when outside ambient temperature exceeds that of tunnel


temperature facility to dump cool air from the spare capacity of the Chillers
through a dedicated AHU.

Congested Operation relative to the evaluation of:

Temperature and velocity of a stationary train in the Tunnel during a non-fire


incident evacuation.

Emergency Operation relative to the evaluation of:

Mechanical ventilation of evacuation routes from train fires in either the Tunnels
or the Station during a fire incident evacuation;

Maximum velocities occurring in evacuation routes and public areas.

The modelling shall take into account the following and the basis of assumption should
be submitted before actual SES run.

Peak load activity at stations and in tunnels over a 24 hour operating schedule;

Heat gains generated from Train traction and braking, air conditioning units,
passengers, lighting and other sources;

Heat release rate produced by the combustible load in the tunnel that could
contribute to the fire load at the incident site;

Rate of fire growth;

Location of fire and direction of evacuation;

Determination of critical velocity for smoke removal;

Geometry and aerodynamic characteristics of the Station and Tunnels and


Trains;

Simulate temperature effects including the transfer of heat to atmosphere and


across Tunnel walls;

Wind effect of Portals.

The basis of fire assumption should follow Annex E- NFPA 130 -2010 and system of
vehicle fire hazard analysis should follow Table E3-NFPA130-2010. Any other different
method of justification should be backed up by recognised codes or literature.
