President's Message

Leaders from around the world will gather here in November this year to take part in the 2010
G20 Summit Meeting. Ever since the first G20 Summit in Washington DC, the G20 process has
acted swiftly and effectively to overcome what many considered as the worst global crisis since
the Great Depression. The G20 has strengthened international cooperation and led to closer
collaboration, helping us in our recovery efforts. However, many challenges still lie ahead.

The Republic of Korea, as chair and host of the 2010 G20 Summit, will do its utmost to ensure
that the global economy is firmly placed on a path of recovery so that we achieve strong,
sustainable and balanced growth. The G20 will lead this effort and Korea will continue to do its
part. The Presidential Committee for the G20 Summit, which is overseeing all aspects of the
preparatory works, will ensure a successful 2010 G20 Summit.

This unprecedented global crisis is a challenge but at the same time the world is presented with
a unique and historic opportunity. What we do today and how we overcome this crisis will
determine our future. The 2010 G20 will help us fulfill our promise of a brighter tomorrow.

Chairman’s Message

In the midst of the unprecedented global financial and economic crisis, the G20, which includes systemically important emerging
economies, first assembled in Washington, D.C. on November 15, 2008 to deal with the crisis and to find ways to prevent
recurrence of such crises in the future. The G20 as the premier forum for international economic cooperation is tasked to ensure
that the Leaders’ agreements reached at the three previous summits are followed through and to take concerted policy actions for
strong, sustainable and balanced growth beyond crisis. To this end, while closely collaborating with the G20 countries, Korea as
the chair of the G20 for 2010 will also reach out to the non-G20 countries to enhance the credibility of the G20 as the premier
forum for international economic cooperation. Korea is fully committed to taking the leading role in the G20 towards full recovery
and sustained global growth beyond crisis. Together with the global community, Korea will do its best to firmly secure the new
global economic governance for the 21st century as envisioned by the G20 leaders.

The G20 Summit means


stronger global economy

G20, the premier forum for international economic cooperation


The G20 Leaders at the Pittsburgh Summit in September 2009 designated the G20 as the premier forum for
international economic cooperation. The concerted and decisive actions of the G20 in response to the recent
financial and economic crisis helped the world avoid a depression-sized prolonged recession. The global economy
is now on its way to recovery. The G20 will continue to build on this recovery and further enhance international
cooperation to generate strong, sustainable and balanced global growth.

Korea
As the chair of the G20 in 2010, Korea will lead and facilitate international agreements at the Toronto Summit
(June 2010) and the Seoul Summit (November 2010).

Korea contributes
to strengthening the G20

The Washington Korea emphasized the importance of macroeconomic policy cooperation, including coordinated expansionary
Summit fiscal policies, to overcome the current crisis. At the proposal of President Lee Myung-bak, the G20 leaders
(November 15, 2008) agreed on a standstill on trade and investment restrictions in order to not repeat the mistakes of the 1930s.

The London Deliverables and the continuation of the G20 process defined the London Summit. To make this happen, Korea
Summit as part of the Troika, along with other G20 countries, called on the G20 members to take concerted policy
(April 1-2, 2009) actions, including extraordinary fiscal expansion, to stimulate the economy. The G20 leaders also agreed on the
reform of financial regulations and international financial institutions while reaffirming their standstill
commitment. In the lead up to the London Summit, President Lee Myung-bak elaborated on six general
principles in dealing with impaired assets (“How Korea Solved Its Banking Crisis”, The Wall Street Journal,
March 27, 2009) that were reflected in the communique. ′

The Pittsburgh The biggest achievement of the Pittsburgh Summit is the leaders’ designation of the G20 as the premier forum for
Summit international economic cooperation, to meet annually from 2011. Korea proactively engaged in the global effort to
(September 24-25, 2009) make this happen. Korea was also an active partner in discussions on the formulation of the framework for strong,
sustainable and balanced growth. In doing so, Korea emphasized the importance of international coordination on
exit strategies; structural reform of the international financial institutions for improved credibility and legitimacy so
as to conduct proper surveillance and provide early warning of macroeconomic and financial risks. We also called for
the leaders’ recommitment to resisting protectionist measures.

Korea will share its unique


experiences with the world

From an aid recipient to a donor


2010 marks the 60th anniversary of the Korean War. In its aftermath, Korea’s day to
day survival was heavily dependent on foreign aid. Sixty years on, Korea became the
first recipient-turned-donor country when it joined the OECD Development
Assistance Committee in November 2009. We therefore have a good understanding
of the developmental pains and agony and can easily relate with the emerging and
developing world.

The Korean experience in overcoming the financial and economic crisis


The G20 agenda has been dominated by the recent financial crisis. With Korea's
experience in successfully and swiftly overcoming the 1997-98 Asian financial and
economic crisis, Korea can significantly contribute to the current discussions on
overcoming the recent crisis and fostering the post-crisis global economic growth.

Moving ahead with green growth policies


Korea is also acting decisively on climate change by adopting strong green growth
policies. “Low Carbon Green Growth” is one of Korea’s national priorities for
sustainable growth and job creation.

Bridging the gap between the advanced and emerging economies


The current crisis cannot be resolved without close cooperation between advanced
and emerging economies. Korea is the first emerging economy to host a G20 Summit.
It also has rich economic development experiences. Therefore, Korea is in a unique
position to bridge the gap between the advanced and emerging worlds.

To ensure success, Korea has


established the Presidential
Committee for the G20 Summit

The Presidential Committee for the G20 Summit comprises of relevant ministers and senior
secretaries to the President. The Secretariat provides secretariat functions to the Committee and
the G20. The Office of Protocol is responsible for ceremonies, events and logistics. The Office of
Public Relations is responsible for promoting the G20, both in Korea and abroad.
The Presidential Committee for the G20 Summit is working closely with all G20 members as well
as relevant international organizations and renowned experts at home and abroad to develop an
ambitious and meaningful agenda for the Summit.
