Ratify appointments /reappointment to the Forest and Beach Commission and the Historic Resources
Review Board.
SUMMARY

City Boards and Commissions perform a valuable service to the City by providing a means by which the
City Council can obtain advice, opinions, and recommendations of City residents and other members of
the community.
For this cycle of appointments/ reappointments, the City Council is presented with a total of seven
scheduled Boards and Commission vacancies with terms ending September 30, 2015. The deadline for
applicants for Boards and Commission vacancies has been extended to September 18, 2015.
Mayor Burnett and Vice Mayor Talmage interviewed a first round of applicants for
appointments/reappointments the Forest and Beach Commission and Historic Resources Board and
their recommendations are attached.

plants and wildlife that live in these areas) in ways compatible with our rural village charcater,
local resources, and the environment. I want future generations to be able to enjoy these
areas of Carmel in as much of an unspoiled condition as possible.

To: Honorable Mayor and Members of the City Council

Subject: Forest and Beach Commission Position

When I first visited Carmel, as an undergraduate student at Stanford, I was amazed at the bright
white sand and the view of Carmel Bay from the top of the Del Mar sand dune. I can only imagine how
it must have looked when the Spanish explorer, Juan Cabrillo, sailed by in 1542. I distinctly remember
sitting on the dune with friends watching the su n set along with countless others who you would have
thought had never seen a sunset before. Even today, I am astounded as to how many residents still t ake
the time to walk the beach and watch/admire the sunset. What I really enjoy about living in the village
in the forest by the sea is how passionate our residents are about anything that involves the beach and
for that matter, the urban forest including the Mission Trail Nature Preserve.
I continue to feel that it is im portant to ensure that both the beach and urban forest are
completely maintained in th e short term and that proper measures are put in place for their long term
preservation by strictly fo llowing the beach and forest management plans. I have served on the Forest
and Beach Commission for the last 4 years and for the last year, I have been acting chai r or cha ir of t he
commission . It has been an honor and a pleasure serving and I would like to continue being part of the
commission for another term.
I hope that the city will respectfully consider my application for a second term on the
commission . I feel that I have much more to offer and we, as a commission, obviously have much more
to accomplish.

Forest and Beach Application Attachment (Refuerzo)

Reason for Interest in the Position:

I have served on the Forest and Beach Commission for the last 4 years and in my mind, I feel
that there is still some very important unfinished business with regards to managing beach fires and to
improving/revitalizing the city's aging urban forest. I believe that during my tenure we have made
significant strides towards improving both the forest and the beach, but there is still much more that
needs to be done. Ideally, I would like to finish what I've started, but as everyone in town is so fond of
saying and I concur, our work will never be done protecting and improving the city's most valuable
resources: the beautiful white sand beach and the mature urban forest.

Statement of Qualification for Position:

I have served on the Forest and Beach Commission the last 4 years. For the last year, I have
been the acting chairman as well as chairman for the commission . It has been a great learn ing
experience interacting with the public, working with the other commissioners, interfacing with the
various City staff members and finally chairing the commission. Some of the F & B' s accomp lishments
during the last 4 years include implementing the tree replacement tagging program, developing and
adopting the 26 site beach fire pilot program, thoroughly reviewing the City's Beach and Forest
management plans, getting the Carmel Beach shoreline assessment done and starting the process of
restoring the North Dunes. For the last 4 years, I have been actively involved as a block captain for the
Concours Tour d'Eiegance which involves coordinating the efforts of a team of 6-7 people for the
express purpose of ensuring that the owners' classic cars are secu re while they enj oy the city. In
addition, I have been the lead person on the Field Crew for the Concours d' Eiegance

supporting/directing the show cars as they exit the 18 h fairway after the culm ination of the event.

This Jetter expresses my interest in serving on either on the Harrison Memorial Library Board of Trustees
or Forest & Beach Commission for the City of Carmel-by-the-Sea .
My interest in the Library Board stems partly from my mothers' (Joan Clancy) participation within the last
10 yrs. on the Board, and partly that my w ife of 32 yrs. (Diana Godwin) is currently on the staff of Pacific
Grove Public Library as the Local Historical Librarian. I am a current holder of a Library Patron ca rd, and
active user. I feel strongly that the library is a unique resource, and has been a focal point of the
community for years. Maintaining the relevance of the facility in the digital age, with an older
demographic is the biggest challenge, and I believe I can support the Board given my interest in history,
publications and maps.
My interest in the Forest & Beach Commission is related to my unique understanding of the
geomorphology of the Monterey Peninsula and the Carmel Area, as well as my interest in recreational
activities. The Carmel forest and beach offer unique opportunities for both residents and visitors to enjoy
outdoor activities and the beautiful setting. However challenges occur when these resources are
overused, neglected or subject to natural influences (drought, disease, storm s and rising sea levels). I want
to be a part of decision making with regard to loca l land-use, f ires on the beach, sand castle contest and
the need to reforest areas that have recently seen loss of canopy.
In general, I have a keen interest in the Carmel community and now that I have relocated back to my home
town (Carmel native, born in 1956), I intend to give back to the community, much like my father (Bill
Godwin, Planning Commission member in early 1960s) and Uncle (Fred Godwin, 2-term Mayor, 1940s)
did. I have been in leadership positions for a variety of boards and committees in my adult life.
I would appreciate the opportunity to interview with the City for either of these positions. I will be moving
in August to 25525 Shafter Way, which is a few blocks outside the City Corporate boundary. I include with
this letter my application containing my interest and qualifications.

Statement of Qualifications for Position: With respect to the Library Board, I have a long time
understanding and use of libraries, have conducted geologic research, have many publications, and collect
historical maps and archives. My experience via my wife of public, school and private libraries, and
personally supporting my wife in her obtaining her MUS degree are witness to my qualifications.
I have been practicing geology for my entire profession career. My technique knowledge of coastal
processes, climate and erosion make me uniquely qualified for the Forest and Beach Commission. My
focus recently has been on site restoration , with work at San Clemente Dam , Fort Ord Vegetation RI/FS
and park soil erosion management in Hollister being good examples.
In general, I have a keen interest in the Carmel community and now that I have relocated back to my home
town (Carmel native, born in 1956), I intend to give back to the commun ity, much like my father (Bill
Godwin, Planning Commission member in early 1960s) and Uncle (Fred Godwin, 2-term Mayor, 1940s)

Reason for Interest in the Position: As a resident of Carmel-by-the-Sea it has always been my

goal to eventually find a position within the Carmel Forest and Beach commission. I am very
interested and enthusiastic in helping guide the Carmel-by-the Sea forests and beach into the
future.
I know that this position would provide me with the opportunity to showcase my talents, and it is
my goal to build on those talents to help Carmel-by-the-Sea continue to be a world class town that

Statement of Qualifications for Position: As a Meteorologist for the National Weather Service I
have over 25 years' experience in meteorology and hydrology. These two areas have huge
impacts on our forests and beaches and I feel I have much to offer the city of Carmel-by-the-Sea
in this regard . As a meteorologist I am frequently collaborating with other meteorologist to reach a
consensus on the forecast problem of the day. I feel this will translate well into working with other
