TRAINING PROCEDURE FOR JTO INDUCTION TRAINING OF JUNIOR


TELECOM OFFICERS
(For revised JTO induction Training Structure & Syllabus as approved by BSNL
CO letter No.4-1/04/Trg dated 23-6-2006 & 9-8-2006)
1. Late Joining
The Departmental trainees (Category I - those lower grade officials who have passed departmental
examination for entry into the cadre of JTO having qualification BE/BSc-Physics and Mathematics
Category II other than those departmental lower grade officials as defined in category I ) and
Directly recruited trainees shall report for training positively in the forenoon of the date of
commencement of the training. However, under exceptional cases the maximum limit shall be two
working days for all categories of trainees for late joining (Phase-I or Phase-II or Pre-basic), that can
be permitted by the head of the training centre.
2. Holidays
The trainees will be permitted to avail the holidays admissible to the instructional staff of the
training centre.
3.0 Leave
3.1 Permissible leave
In the training programme the learning sequence is very important and as such leave under normal
circumstances should not be permitted during the training course. However, in exceptional
circumstances such as sickness etc. maximum leave permissible will be as follows.
Pre-Basic I - 02 days
Pre-Basic II - 02 days
Phase-I - 06 days
Phase-II - 04 days
The period of leave admissible as above is including period of late joining, C/L, E/L, HPL etc. In
Phase-II training maximum leave allowed is four days only. In case trainee remains on leave for
more than four days his/her training shall be extended by duration equal to the entire period of
absence (i.e including four days) and not restricted to the period in excess of four days.
3.2 Application for leave on medical ground should be supported by medical certificate from a
Registered Medical Practitioner.
3.3 Directly recruited JTO trainees will get only half of their stipend during the leave period. No
stipend will be paid for the unauthorized absence to the directly recruited JTO trainees.
3.4 Power to grant leave
3.4.1 The class incharge is authorized to grant casual leave on emergency ground upto a maximum
period of three days consecutively. Trainees needing leave for periods longer than this on emergency
ground, should submit their leave applications to the DGM in-charge/Sr.Principal through the class
Incharge.
3.4.2 For Departmental trainees all leave cases except for Casual leave will have to be regularized
under departmental rules by their parent units.
3.4.3 Permission to leave the station
In case the trainee residing in hostel wants to leave the station during the leave period, he/she should
intimate the warden about this, after the leave has been sanctioned by the class incharge. If the
trainee resides outside the hostel, permission to leave the station will be granted by the class
incharge (DG P&T No.10-32/74-Trg dtd 23/2/76)
3.4.4 Permission to leave some classes in a day
In case having come to the training centre, any trainee wants to leave the class before closing hours
of the training centre because of illness, he/she should obtain permission of the concerned
Instructor/Lecturer/ and his/her class incharge before doing so. For absence of half a day, permission
of the class incharge only will be required. Absence for more than one hour shall be treated as half
day leave.
4.0 Authorised/Un-authorized absence from classes & tests
4..1 Any absence of a trainee during the training period without sanction of leave including over stay
in continuation of sanctioned leave will be treated as unauthorized absence. This will also amount to
an act of indiscipline for which discipline marks will be deducted. Also in case of direct recruit no
stipend will be paid for such period.
4.2 If a trainee is on un-authorised absence from the training centre and a test is held during the

period of his/her absence then he/she will have to appear in the mastery(practical) test, only on
completion of such missing sessions as he/she has missed, provided in the syllabus. For criterion
(theory) test/tests, the trainee will have to make up himself/herself the portion he/she has missed
during the period of absence to appear in the criterion (theory) test/tests. He/she has to qualify the
mastery(practical) /criterion (theory) test and will be treated as second attempt/supplementary test.
But he/she will be awarded zero marks only for the purpose of seniority.
4.3 If the trainee is on authorised absence (sanctioned leave) he/she can appear in the mastery
(practical) test, only on completion of such missing sessions as he/she has missed, provided in the
syllabus. For criterian (theory) test/tests, the trainee will have to make up himself/herself the portion
he/she has missed during the period of absence to appear in the criterion (theory) test/tests, but will
be awarded minimum qualifying marks only, provided he/she passes in the mastery(practical)
/criterion(theory) test irrespective of whatever excess marks he/she gets beyond the pass marks and
will be treated as first attempt.
4.4. No trainee should be allowed to forego classes for appearing in the missed criterion (theory) test
or mastery(practical) test under any circumstances.
Practical sessions missed during the training will be conducted during free periods, if available. In
case of non-availability of any free time during the training period, the practical
sessions/mastery(practical) tests will be arranged during extended period. Similarly, all missed
criterion (theory) / mastery (practical) tests will be arranged during extended period only, if no
sufficient free time is available during training period. The maximum extension allowed for the
missed sessions and for repeating the sessions of Phase-I/Phase-II training, time required to hold
tests in theories and practicals will be one week only.
4.5 The direct recruit trainees will not be paid any stipend for the extended period of training.
4.6 Inter-seniority will be fixed according to the marks obtained in the original test in the first
attempt (including zero marks, in the missed sessions due to unauthorized absence and maximum
qualifying marks awarded in the missed sessions due to authorized absence).
4.7 In cases of missed sessions in practicals, for mastery (practical) test, cent percent of attendance
must be completed by the trainees.
4.8 If the trainee fails to secure qualifying marks in the second attempt his training will be
terminated.
5.0 Discharge from Training centre and Retraining.
5.1 DGM/Sr.Principal of training centre is empowered to discharge the trainee from training centre
under following circumstances.
(i) When trainee remains absent for more than stipulated period as mentioned in para 3.1 for Phase-I
training.
(ii) When period of extension required is more than one week as per para 9.12.2.
(iii) When trainee is guilty of misconduct of any type under para 6.0
(iv) When trainee is caught copying or using other unfair means in test under para 7.0
5.2 In case, however, absence exceeds beyond as provided in 3.1 and the absence is due to genuine
reasons and the leave if sanctioned, the trainee may be deputed by the concerned Head of
Circle/Telephone Districts in subsequent batch as per procedure laid down under DGP&T No.1032/74-Trg dtd 16/11/79 and its amendment provided the representation for re-deputation from the
trainee discharged from the training centre shall be addressed to the Head of the Recruiting Unit
who shall determine whether the representation for re-deputation is to be recommended for
acceptance and forward it with such recommendation to the CGM, Bharat Ratna Bhim Rao
Ambedkar Institute of Telecom Training, Jabalpur for allotment of seat to the trainee whose training
was discontinued(DGP&T No.10-32/74-Trg dtd 16/11/79).
5.3 However, for all cases where the representation is more than one year old, the seat may be
allotted only after getting the specific approval from the BSNL CO (DOT No.10-32/74-Trg dtd
18/3/1980)
5.4 Trainees who have crossed the maximum limit of perimissible absence as stipulated in para 3.1
should be discharged from the training class forthwith. They should not be allowed to continue in
the training class even provisionally, pending settlement of their claims for re-deputation and their
case may be examined afresh under DOT No.10-32/74-Trg dtd 16/11/79 and its amendment.
5.5 If a trainee again crosses the maximum limit of absence after being admitted in the training class
second time, his/her request for further deputation to the training class must not be considered (DOT
No.24-12/77-Trg dtd 25/3/81)
5.6 Direct recruit trainee wishing to be discharged from training can be discharged by the Training
Centre provided he/she repays all expenses fixed by the Department. Departmental trainees will be

sent back to their parent station after ascertaining station of posting from the head of the recruiting
unit.
5.7 Representation received from the candidates who left the training voluntarily even though he has
not crossed the permissible absence will not be considered for retraining (DOT No.10-32/74-Trg dtd
16/11/79).
6.0 Mis-conduct
6.1 If a candidate is guilty of misconduct of any type, the Incharge of the training centre will be
competent to remove him from training centre after making an enquiry into his case (DOT No.233/66-SPB.I dtd 30/9/79)
6.2 The departmental candidate will be sent back to the unit from which he/she has come. A detailed
report of the circumstances under which the candidate was sent back from training centre will be
sent to the competent authority, who will then take further disciplinary action against such candidate.
The candidate, however, will not be permanently debarred from attending the training centre, but
may be sent again after the disciplinary case is finalized, and the period of currency of penalty
imposed, if any, is over. In any case, he/she will not be sent for training within one year of his/her
discharge from the training centre. In case of any appeal, the appellate authority decides that there is
no justification for the punishment, the official will be sent for training in the immediate next batch.
7.0 Unfair means
7.1 If a trainee is caught copying or using other unfair means in test, he/she should be removed from
the training class after the incharge of the training centre is fully convinced that the trainee has used
unfair means or resorted to copying. He/she will forfeit all claims for future training (DOT No.2412/77-Trg. Dated 25/3/81).
8.0 Training
8.1 Progress of trainees
The time allotted to a module can neither be increased nor decreased. The
module must be covered by the instructor in the time allotted in accordance with syllabus.
8.2 Theory and Practical tests
With a view to make the test more objective, the written test papers should be examined by a
Lecturer other than who has been conducting these classes. The practical sessions will be conducted
by the JTO/SDE Instructor and the practical test by the SDE/DE Instructor.
8.3 Qualifying marks
The qualifying marks for Phase I / Phase II training are 60% in the criterion(theory) test and 80% in
the mastery (practical) tests. For Pre basic I and Pre Basic II training the pass marks will be 50%.
Passing will be decided paper wise both in theory and practicals separately (DOT No.4-2/89-Trg dtd
21/7/89).
8.4 Roll of honour
The trainees securing first, second & third ranks in the batch should be awarded merit certificates by
the concerned training centre. The name of the candidate securing first rank in the batch should be
displayed in the Roll of Honour of the training centre (DOT No.10-32/74-Trg dtd 13/4/77). All
other successful trainees of the batch will be awarded certificates certifying successful completion of
training.
9.0 Tests
9.1 All written tests shall be held in the examination hall except when the examination hall is not
free. In such cases, the class-test can be held in the lecture room leaving one seat vacant in between
the two trainees.
9.2 Duration of the criterion(theory) test indicated in each test paper must be adhered to.
9.3 Notice to the trainees for holding criterion(theory) test shall be given at least on the previous
working day, unless otherwise mentioned in time table.
9.4 The arrangement for holding the criterion(theory) tests will be made by the SDE (Exam). The
SDE Instructor should intimate the date of the criterion(theory) test to the SDE (Exam) and the class
incharge atleast three days in advance. The answered test paper will be collected by the instructor
from the SDE (Exam).
9.5 The paper should be valued within 5 days after holding the test and the marks should be
announced in the class immediately.>
9.6 If the trainees performance in the criterion test is not satisfactory he/she shall be warned
suitably in writing by the instructor with a copy to the class incharge.

9.7 Tests during Phase I training.


The tests should be conducted by the Instructor as laid down in the course syllabus.
9.7.1 The test papers will be of objective type or short answer type.
9.7.2 The trainees will answer on the test paper itself and write their roll numbers on the top and
return to the invigilator after answering.
9.8 Record of marks in tests
The marks obtained by trainees in each criterion(theory) test shall be entered in separate mark-sheet
for each test. This sheet will be prepared by the instructor in duplicate and got countersigned by the
DE concerned/Principal .
Thereafter the marks sheet will be made over to the Class In-charge. Answer papers alongwith the
duplicate copy of marks sheet duly countersigned by DE/Principal will be made over to the
SDE(Exam). The above procedure shall be followed in case of supplementary tests also.
SDE(Exam) will treat these documents as confidential and maintain proper account and keep them
in safe custody for 12 months.
SDE(Exam) will enter all marks in the marks ledger and get them signed by class incharge and
approved by principal/DE.
9.9 The total of all marks of the test should be whole number for each module. If the total comes in
fraction it will be rounded off to the next higher whole number. Marks in fraction other than half
should not be awarded for any test.
9.10 Practical test
There will be mastery tests (practical tests) wherever specified in syllabus. The minimum pass marks
for this tests are 80%. Passing will be considered paper wise.
9.11 The second attempt in the test in which the candidate failed in the first attempt or was absent
should be held within two weeks of due date of the first attempt subject to availability of free time or
at the end of the training.
9.12 Failure
9.12.1 Failure in the second attempt in criterion(theory) / mastery (practical) tests in pre-basic/Phase
I course or failure in more than 20% of the total number of tests (maximum 4 tests) in the first
attempt will result in termination.
9.12.2 The maximum extension for the missed sessions and for repeating the sessions of Phase I /
Phase II training, time required to hold tests in theories and practicals will be limited to one week
only. This period will run concurrently with the extension for written tests. In case the extension
required for this purpose exceeds one week, the trainee will be discharged from the training centre.
10.0 Seniority
10.1 Marks obtained in Pre Basic I and Pre Basic 2 courses by departmental trainees will not be
counted towards seniority.
However, the departmental trainees (Category-II) will not be admitted to
Pre -Basic -II unless he /she successfully completes Pre-Basic-I. Similarly, no departmental trainee
will be admitted to Phase-I training unless he/she successfully completes Pre-Basic-II training.
10.2 Marks obtained in Phase-I course including in discipline and extra curricular activities will be
counted for fixing seniority. The marks for discipline and extra curricular activities are indicated in
the syllabus.
10.3 The trainee who have to appear in the supplementary tests will be placed below the trainees
who passed all the theory and practical tests in the first attempt for the purpose of fixing inter
seniority.
11. Discipline
11.1 50% of marks for discipline will be awarded by Class Incharge and 50% of marks will be
awarded by Warden. In residential training centers marks for extra curricular activities will be
awarded by the warden taking into the consideration the participation of the trainees in various
activities like sports, games, recreation club, cultural activities, running of mess etc. In non
residential institutions these marks will be allotted by the class incharge.
12.0 Communication of marks.
The total marks obtained by a trainee should be communicated by the training centre on the last date
when a trainee completes his training at the Training Centre.
13.0 Preservation of records.
The answer books and marks sheets of all tests viz. criterion(theory) test/mastery (practical) tests for
the entire training programme including that of discipline & extra curricular activities should be
preserved at-least for twelve months from the date of completion of the training.
