Rationale of the Project:

Republic Act 9710 or the Magna Carta of Women seeks to eliminate


discrimination against women by recognizing, protecting, fulfilling and promoting the
rights of the Filipino Women. These rights include all rights in the Philippine
Constitution and those rights recognized under the international instruments signed
and ratified by the Philippine Government. Among these rights are participation and
representation, equal treatment before the law, equal access and elimination of
discrimination against women in education, scholarships and training, nondiscrimination in employment in the field of military, police, and other similar
services (security services). DSWD also advocates women empowerment and gender
sensitivity. According to VMA Global College, the only accredited Security Training
Institute in Negros Occidental, there is a great demand for female security personnel in
Negros Occidental and other provinces in Region VI and outside the region but a limited
supply for this human resources because most of the security trainees who gain license
were men. In support with the RA 9710, DSWD advocacy and a demand for female
security personnel or lady guards, thus this project been proposed.
Enhancing individual skills of Pantawid Pamilya women by providing quality
training that will help them to learn and carry out expertise in terms of Security
Services Training will help them motivate their learning skills and develop sources of
financing that will uplift their status of well-being.
Through quality livelihood skills training the poor and needy individuals especially
the non-working and out-of-school women of Pantawid Pamilya become productive and
financially independent.
This project will benefit twenty five (25) non-working and out of school women of
Pantawid Pamilya Members/Beneficiaries of City of Himamaylan where we have a
large pool of qualified participants for the Security Services Training.
After the training program, participants will be facilitated for employment through
the Industry partners for local employment and abroad thus meeting the objectives of
the project.

III.

Objectives
General Objectives:

To empowered and improve the socio-economic capacity of the women through a


capacity building program that will develop the technical skills of the Pantawid Pamilya
participants through Livelihood Skills Training in Security Services.
Specific Objectives:
a) To equip the non-working and out of school women of Pantawid
Pamilya with knowledge, skills and attitude of a Security Service
Worker and provide alternative means to earn and support their family.
b) To train and prepare participants in security services core, common
and basic competencies such as performing control system in the
workplace, basic communication skills, responding to emergency
situation and performing defensive techniques,

Description of the Activity

SELECTION PROCESS

screening process for those interested
Pantawid Pamilya participants who will
undergo Security Services training by
VMA Global College. Criteria set by the
training institution such as height,
educational attainment, physical, mental
and health condition and pleasing
personality will be considered in the
screening process. Passers will be
referred for training.

In order to secure the commitment of


the participants and not to waste the
agency resources, we will conduct
contract signing with the parents to align
expectations and interests.
TRAINING

This course is designed to enhance the


knowledge, skills and attitude of security
guards in accordance with industry
standards. It covers core competencies
on establishing professionalism in the
workplace; monitoring activities within
area of responsibility; enforcing access
control and identification system;
securing territorial jurisdiction of the
company; enforce emergency response
procedures; and preparing security
reports.
The 15 days Training will be held at
VMA Training Center, Brgy. Aning,
Pahanocoy, Bacolod City on daily basis
except
Saturdays
and
Sundays.
Training Provider will automatically
provide employment after the training
through our Industry Partners.

Skilled participants will be facilitated


for employment with the help of LGU
MONITORING and EVALUATION

Since VMA is a legitimate partner of


the agency, we initiated to form a

technical
working
group
(TWG)
composed of VMA focal person,
pantawid staff, CSWDO SWO, and PDO
II. This is to ensure 100% employment
of the participants. In the event that
participants will fail, the training
institution with other members of the
TWG will find other ways to facilitate the
participant for employment related to the
course taken.

Expected Outputs
At the end of the Livelihood Skills Training the following are accomplished:

learning skills to develop means of livelihood and sources of
financing.

There will be 2 tranches in releasing of the fund. The 1 st tranche of the PreTraining Requirements will include the Neuro Exam, Drug Test, PNP Clearance, NBI
Clearance and Court Clearance. After the participants completed all the requirements
and tests they will receive the 2nd tranche and proceed with the training.
VII.

Post skills Training Plan


Employment Facilitation
After the completion of the training, placement activity will commence with the
industry partner by the VMA Global College (see attachment) and referral to local
establishment will be facilitated with the help of the LGU. The participants will
undergo the standard recruitment process set mainly by security services agency
for local opportunities. Participants who passed the process will be linked to
different firms whom they are affiliated to. Participants have also the option to
apply in the job opportunities cited within the municipality. TWG will recommend
alternative job opportunities if all else failed.

Implementation Arrangement:

The project, inclusive of the pre-implementation, implementation, and postimplementation phases of the project and assist linkage with LGUs, and other potential
partners who can assist on any area of operations. The VMA Global College, an
institution accredited by TESDA to implement Security Services Training shall conduct
the training to the enlisted beneficiaries as promulgated in the TESDA Training
Regulation. The Partner Industry(s) as stipulated in the MOA will provide employment
opportunities to the qualified beneficiaries who undergone the training requirement for
Security Services Training. And also, SLP PDO together with other CAT members will
continuously monitor their progress even after they already landed a job.
