IEC 61850 STANDARD


Interoperability for Advanced Protection
and Control Applications

AREVA T&D announces the launch of a range of IEC 61850


compliant products for protection, control, SCADA, interlocking,
and interrogation within a substation. IEC 61850 is the
international standard for communication in substations and is
today's means of integration of all devices. It evolved from the
definitions laid down in UCA2 GOMSFE, the communications
specification created by the Electric Power Research Institute for
substation communications. The adoption of the new standard is
open to all manufacturers and utilities, promoting its growth as a
worldwide common solution, without any favoritism, or historical
bias. In such a respect IEC 61850 is "interoperable", and is an
automation protocol emanating entirely from the combined wishes
of utilities and manufacturers.

> Peer-to-peer Communication


Since all digital devices within the substation can communicate
with each other, without extensive hardwiring in equipment bays,
master-slave is consigned to history. The reduction in copper
interwiring alone will generate large reductions in scheme
engineering fixed costs. Direct communication peer-peer can filter
out commands which do not need to be passed to an upstream
control system, reducing its processing overhead.

AREVA T&D

Economies of scale will result where standard protection and


control bay schemes are engineered. The exact customising of the
scheme to suit the application is achieved in software, using
GOOSE/GSSE logic.

MiCOM CAPABILITY

All equipment suppliers, installers and users have access to the


same common vocabulary and physical characteristics of the new
standard. Manufacturer's equipment can be mixed and matched,
system integration and commissioning is easier. No longer is there
the risk of being locked-in to use of one supplier's proprietary
protocol.

The IEC 61850 interface provides the following Capabilities:

> Uniformity
One protocol is all that is needed in the substation, costly
gateways and split path communications are avoided.
Messages and control commands are interleaved on a single
network. Multiple master station "clients" can be integrated,
allowing all authorised operators and engineers to interrogate and
control the substation IEDs.

IEC 61850 SUPPORT IN MiCOM


AND BiTRONICS DEVICES
AREVA T&D embraces the philosophy and advantages of the new
standard, and launches compliant communications in the MiCOM
P*30 and P*40 protection platforms. The standard is also
supported in MiCOM C264 control devices and BiTRONICS M87*
measuring and recording devices. MiCOM relays availability is
shown in Table 1.

Measurement reports can be generated when user-defined criteria have been met. This will usually be in the form of a setting
such as percentage change of a measurement (deadband).
> Generation of reports when an event record is created. Status
reports can be generated by protection events when user-defined reporting criteria have been met.

The additional IEC-60870-5-103 and Courier ports are fitted to the


relays where connection with other substation communications is
specified. Typical examples are where a simple MODEM link, or
connection to a local PC is configured, allowing engineering
access to change relay settings. Redundancy of communication
with the Ethernet link is thus supported.
